Abstract

Implementation of the Task of the Village Head in supporting the development of Solop Beach tourism as contained in Law No. 6 of 2014 concerning Villages, in Article 16 Points o which states that the Village Head is obliged to develop the potential of natural resources and preserve the environment. As for the Problem Formulation in this study, namely: First, How the Implementation of Village Heads' Duties in Supporting the Development of Solop Beach Tourism in Mandah Subdistrict, Indragiri Hilir Regency Year 2015-2016, What are the obstacles to Pulau Cawan Village Chief in Supporting the Development of Solop Beach Tourism In Mandah District, Indragiri Hilir Regency, 2015-2016. As for the purpose of this thesis, namely: First, To Know the Role of Pulau Cawan Village Chief in improving the Development of Solop Beach Tourism. Second, To Know the obstacles of Cawan Island Village Chief in Increasing Solop Beach Tourism. This research is a qualitative research. This research was conducted in Pulau Cawan Village, Mandah District, Indragiri Hilir Regency. The techniques used to collect data in this study are (1) Interviews, (2) Observations, and (3) Documentation. The conclusion of this study shows that the Implementation of the Task of the Village Chief in supporting tourism development in Solop Beach is still not running effectively, such as garbage on the shores of Solop Beach, and there are no means of transportation and damaged buildings for visitors and tourists, resulting in lost tourism objects. for its beauty, the author gives advice There should be an active role of the Government which is represented by the Village Head and related parties to pay more attention to Solop Beach tourism objects in improving tourism development in Solop Beach. Abstract

This study aims to look at how management is done by the Government of Solok Regency Year 2014-2015 in managing the destination attractions Lake Singkarak. The thing that must be owned by the managing namely management. George R. Terry suggests management is a typical process that consists of the actions of planning, organizing, implementing, and monitoring where in each field used both knowledge and expertise that is followed in sequence in order to attempt to achieve the targets that have been set previously. This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. The results showed that the management undertaken by the government in 2014-2015 Solok district in which there are a manajemn that is in the planning process, Solok regency government has not increased significantly and are likely still the same every year. At its organization must put people at the fields under their control that the implementation of tourism development Lake Singkarak done well. In the implementation of tourism development Lake Singkarak there are weaknesses in the management of government where government management Solok district less empowerment of tourism awareness to the public so that the difficulty of getting an agreement with the community in the implementation of which has been planned. The regulatory process in the development of attractions Lake Singkarak conducted by the Government of the District of Solok, Solok regency BPKDS and society. Abstract

In the village of Marga Mulya District of Rokan Hulu Rambah Samo doing rural development through several activities, such as improving the environment and housing, development of rural economic enterprises, the development of rural financial institutions, as well as activities that can improve the ability of communities to increase their production. Pemerdayaan community is an starategi committed to independence by the socio-economic in the long run. The role of village government should be able to perform tasks empower rural communities. To get the data and information depth interviews to the village and villagers. Informants were selected based sampling nonprobabilitiy by purposive sampling that only people who are experts and understand the phenomena that occur. The results showed that the role of Village Government's role in economic development through BUMDes very dominant in the formation and development BUMDes, Village Government be responsible for any positions each - each. Factors that become an obstacle in pursuing Economic Development Rural Marga Mulya through BUMDes in Rokan Hulu namely: Structuring village institutions has not run optimally so BUMDes is not yet institutionalized in the form of governance and rural economies, limited capacity of human resources in villages to manage and BUMDes develop accountable and well-performing, low local initiatives to drive local economic potential for the improvement of social and economic welfare of the villagers and the village government's lack of responsiveness to make BUMDes as a flagship program to empower rural and community welfare.Keywords: Village Governance, Economic Development, BUMDes

Abstract

Dam functionalization can be interpreted as an effort to establish so that the dam can function, operate or work as it should. The change in function can be in the form of improvements in the economic, tourism, socio-cultural and environmental sectors. Formulation of the problem from this study (1) What are the Efforts of Local Government in the Functionalization of Lake Kebun Nopi Dam, Kuantan Mudik Subdistrict, Kuantan Singingi District 2012-2018? (2) What are the obstacles of the Regional Government in the Functionalization of Lake Kebun Nopi Dam, Kuantan Mudik District, Kuantan Singingi Regency in 2012-2018?                This study aims to (1) Explore the efforts made by the Kuantan Singingi District Government in the Functionalization of Lake Kebun Nopi Dam in 2012-2018, (2) Knowing the obstacles of the Kuantan Singingi District Government in the Functionalization of Lake Kebun Nopi Dam in 2012-2018. This research is a descriptive study with a qualitative approach. The location of this research was conducted in Kuantan Singingi Regency. Data collection techniques carried out by interview, literature study and documentation.                The results of the study concluded that the efforts of the Regional Government in the Functionalization of Lake Kebun Nopi Dam include the stockpiling of the dam collapsed with sacks filled with cement, building irrigation networks, forming tourism awareness groups, entrepreneurship training, and sending a letter of request to the Ministry of Public Works regarding funding assistance for Lake Dam functionalization. Nopi Gardens. Dam function effort is affected by budget limitations and lack of coordination between the Regional Government and the Central Government.Keywords: Functions of Development, Planning, Coordination

Abstract

Kepulauan Meranti Regency is one of  the five priority areas oftheSingapore/Malaysia/Vietnam RI sea border foundin Riau Province,in addition to the city of Dumai,Bengkalis Regency,Rokan Hilir Regency and Indragiri Hilir.Kepulauan Meranti Regency is one districts in Riau Province which has damage from year to year,especially those dealing directly with the Malacca Strait which has strong sea weaves.This Study aims to find out how the coordination between regional apparatus Organizations in Assisting the Prevention of Abrasion in the Meranti Island Regency,the also to find out the inhibiting factors that have not been optimal in the Kepulauan Meranti regency in 2018.The location of the study was conducted in Selat Panjang,first at the office Regional Development Planning Agency,Regional Secretaiat Office,Office of PUPR Office,Office of regional Disaster Management Agency,Office of Fisheries Office and Coastal Sub-District Heald Office.Furthermore,data collection techniques were carried out by interview,documentation and literature study.The result of this study arethe coordination between the regional apparatus Organizations in the prevention of abrasion in the Meranti Island Regency which  was carried out as an effort to overcome the abrasion in the Meranti Island disctric  has not been running optimally.This is caused by several factors such as lack of facilities and infrastructure,budget and limited authority. * Keywords :Abrasion Mitigation,Coordination,Authority,Bureaucratic.

Abstract

Industrial activities produce a variety of environmental wastes, the most hazardous waste to the environment and health is waste that is categorized as toxic hazardous waste. B3 waste pollution can be through land, water, or air. The pollution causes environmental degradation. Industrial development not only has a positive impact but also a negative impact, namely in the form of industrial waste which if not managed properly and correctly will disturb the environmental balance. Then how about responsiveness and inhibiting factors of the Dumai City Government in B3 waste pollution in the Sembilan river.            The purpose of this study was to determine the responsiveness of the Dumai City Government in tackling B3 waste pollution in the Sembilan river and to find out what are the factors that inhibit the Dumai City Government in tackling the B3 waste pollution in the Sembilan river. The research method uses a qualitative approach to the type of descriptive research.            The results of this study are the Government of the City of Dumai itself has not been able to solve the problem of B3 waste that is in the Sembilan City river, because of the gaps in the city of Dumai as a technical institution not having the ability to execute, plus incomplete infrastructure and lack of human resources skills. the factors which hamper this waste management are the limited budget, facilities and infrastructure and human resources that are not comparable with the volume of waste, as well as the lack of community participation not to litter. Keywords: Responsiveness, B3 waste

Abstract

This study aims to evaluate the implementation of Village Funds sourced from APBN in Titian Modang Village Kuantan Tengah District Kuantan Singingi Regency Budget Year 2015-2016. This research uses analytical descriptive method that is collecting, compiling, and interpreting existing data then analyze the data, examine it, describe it and examine clearly from various factors related to condition, situation, and phenomenon investigated. This method can certainly describe the journey of an idea, the thought related to the problems that are limited in this study.This study found that the implementation of Village Funds sourced from APBN in Titian Modang Village Kuantan Central District of Kuantan Singingi Regency Budget Year 2015-2016 shows that all money spent has been accounted physically, although from the administrative side not yet fully perfect. However, efforts to learn, improvement, and improvements from the administration side continue to be done to perfection. The weakness of human resources becomes the main obstacle in the effort to improve administrative accountability of the Village Fund.The conclusion is that the implementation of the Village Fund sourced from APBN in Titian Modang Village Kuantan Central District of Kuantan Singingi Regency Budget Year 2015-2016 is still limited to physical responsibility, while the administrative side is still not fully done perfectly. the competence of village government human resources is the main obstacle, so it still requires assistance from the Village Assistant (PD) Kecamatan to adjust the changes of the rules every year.Keywords: Evaluation, Village Fund.

Abstract

Perhentian Raja sub-district with a population of 21 091 inhabitants only 1,371 souls who already have birth certificates and as many as 15 253 inhabitants who do not have birth certificates. Only 8.25% of people who have a birth certificate, so it can be said public awareness of the birth certificate of ownership in the District Perhentian Raja is very low when compared to the sub-districts of lainnyan in Kampar regency.This study aims to determine the level of participation and barriers to community participation in Possession of birth certificates in the District Perhentian Raja Kampar Regency Year 2014-2015.This study uses qualitative research methods with descriptive research, which can be interpreted as troubleshooting processes are investigated with described the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories. Based on the survey results revealed the level of community participation in performing the maintenance of a birth certificate in the District Perhentian Raja is still low, it is not appropriate to the number of births per year. Where the average annual community maintains birth certificates 15% of the birth rate. Abstract

Law Number 6 Year 2014 Regarding Villages, emphasizes that Villages can establish BUMDes, in article 1 paragraph (6) it is mentioned that a Village Owned Enterprise, hereinafter referred to as BUM Desa is a business entity whose entire or most of the capital is owned by the Village through an equity participation. directly originating from village assets separated to manage assets, services and other businesses for the maximum welfare of the village community. The problem formulation in this research is How is the Implementation of the Village Government Public Legal Instrument in Improving Community Welfare by Muara Uwai Sejahtera BUMD Bangkinang District, Kampar Regency in 2018?This research was conducted with the aim of describing the implementation of the Village Government Public Legal Instrument in improving community welfare by BUMDes Muara Uwai Sejahtera, Bangkinang District, Kampar Regency in 2018. This research is a descriptive study with a qualitative approach. The location of this research was carried out in Muara Uwai Village. Data collection techniques used were observation, interviews and documentation. The data analysis technique used is descriptive and qualitative methods.The results of the study concluded If viewed from the types of government public legal instruments, namely policy regulations with circulars provided for delinquent customers, government plans in vision, mission mentioned economic development through BUMDes, and in the 2016-2021 RPJMDes in Muara Uwai Village already listed the establishment and development of BUMDes accompanied by funds, and seen from the 2018 RKPDes mentioned in the establishment and development of BUMDes and accompanied by a ceiling of funds. However, if seen from the regulations namely Uwai Muara Village Regulation Number 4 of 2015 concerning Establishment of BUMDes has not been implemented optimally and the Decree or decision, if seen Decision or decision relating to the management capacity of the implementation of BUMDes management especially the position of Director of BUMDes, is considered unable to develop BUMDes

Abstract

This study is motivated the identification of policies issued by the regional Governmentof Rokan Hulu in the form of Regulatory region number 1 by 2015 on the determination of thevillage and Indigenous Village. Political dynamics based on various interests against themanufacture of, and decision-making in the process of formation of the corresponding localregulations determination of Indigenous Villages in the Rokan Hulu is impacted to a verysignificantamount of changes from the initial draft of the number i.e. 21 (twenty one) the villagebecame Customary 89 (eighty-nine) the Indigenous Villages who have passed. Type of thisresearch is a qualitative descriptive data analysis techniques. The research aims to describe theState of the real situation in a systematic and accurate fact analysis unit or related research, aswell as observations of the field based on the data (information). Method of data collectionwas done with interviews, documentation, and observations through fieldwork (field research).The results of the research on the process of discussion of the draft local regulations andmutual agreement about Designation of Indigenous Villages in the Rokan Hulu is, showed thatthe political dynamics that occur due to the presence of various political interests, rejectionorally by Villagers who were judged to have met the requirements of Draft Regulations to beformulated and the area for the set to be Indigenous Villages, and also there is a desire fromsome villages in the yet to Draft local regulations in order to set the Indigenous village , there isa wide range of interests of these aspects influenced the agreement to assign the entire localVillage which is in the Rokan Hulu become Indigenous village, and the village of Transmigrationinto administrative Villages where the initiator of the changes in the number of IndigenousVillages in the Rokan Hulu it is the desire of the local Government of its own.
