Abstract

The development of human resources competencies in the Tourism Department of Maluku District of the South has been done for this time, as a whole has been realized quite well, but from the implementation process has not achieved optimal results, there is a need for improvement in order to maximum results. Overall the results of the research achievement imply for the development of the human resource competence in the tourism department in Maluku County the South according to the sociogram of priorities that have been empirically realized as a follow-up process through the internal consensus of the organization in forming a special format for development of competence human resources in tourism Department Maluku Districts of the south.

Abstract

There needs to be implementation of village fund management to be able to measure the success of the use of funds in the district of Maluku Tenggara. Weak accountability and human resources in support of the implementation of these funds and still weak communication between the village government and the Maluku South East district government. In addition, the weakness of the control functions of the Village Visit Authority (BPD) so that the village government manages without a transparent supervisory function. The research method used is qualitative descriptive by conducting in-depth interviews with selected information. As for the findings of the research, (1) the formal and informal media of the village are able to support the implementation of the policy of the Village Fund. (2) the geographical factors affecting the planning of village development. (3). Resources are very supportive of the village fund planning managers.

Abstract

The study aims to describe and talks about how a picture of organizational governance dynamics in waste management through the ambonbonic clean citties program (CCBO) in the city of ambonas and the results and benefits. The research method used is a qualitative descriptive study method with a case study approach, which researchers seek to unearth, describing and discussing the research issues presented for a comprehensive and broad understanding of the focus of the problem examined. As for the findings of research's data. a collaborative government implemented between ambon city and USAID_CCBO is a formal (formal) collaboration but its implementation also applies informal approaches to developing the management of the garbage problem in the city of ambon.

Abstract

This study aims to examine and describe the implementation of stunting reduction policies and their supporting and inhibiting factors in Wamsisi Village, Waesama District, South Buru Regency. The data needed in this study was collected through interview, observation and documentation techniques. Data analysis of the results of this study used qualitative descriptive analysis techniques. The results of this study found that an implementation of stunting reduction policy in Wamsisi Village, Waesama District, South Buru Regency is in quite good condition, especially activities to monitor youth growth, provide additional food for youth, organize early stimulus for child development and provide optimal health services. This is influenced by factors of environmental conditions, the relationship between the organization and the character of the implementing institution while the less supportive factor is human resources both in terms of quality and quantity.

Abstract

This study aims to analyze the effectiveness of healthcare services at RSUD Masohi, Central Maluku Regency, using the five organizational effectiveness indicators proposed by Gibson Ivancevich Donnelly (1985), namely production, efficiency, satisfaction, adaptability, and development. A descriptive qualitative approach was applied, with data collected through in-depth interviews, direct observation, and document review. The findings indicate that in terms of production, the breakdown of critical facilities such as the CSSD hindered major surgical operations and reduced service capacity. Regarding efficiency, the manual claims administration system slowed down processes and reduced service accuracy. Patient satisfaction levels varied, with complaints about comfort, service speed, and facility completeness. The hospital’s adaptability to change remained reactive, lacking a comprehensive strategic plan, particularly in responding to facility crises and technological advancements. Development efforts were also limited, as reflected in minimal infrastructure investment, insufficient medical staff training, and restricted specialist services. These findings highlight the urgent need for a comprehensive and sustainable improvement strategy, encompassing infrastructure enhancement, adoption of health information technology, capacity building for human resources, and expansion of specialized healthcare services. Consequently, RSUD Masohi is expected to improve its service effectiveness and quality to optimally meet the healthcare needs of the community.

Abstract

This study aims to analyze the influence of administrative communication and work motivation on service quality at the Salahutu District Office, Central Maluku Regency. The research employed a quantitative survey approach, collecting data through questionnaires distributed to all office employees. Data analysis was performed using multiple linear regression, t-test, F-test, and the coefficient of determination (R²) to examine both partial and simultaneous effects of independent variables on the dependent variable. The results indicate that administrative communication has a positive and significant effect on service quality, with a regression coefficient of 0.539 and Beta value of 0.651, demonstrating the dominant role of communication in influencing service quality. Conversely, work motivation does not have a significant partial effect, although its influence is positive. Simultaneously, administrative communication and work motivation together significantly affect service quality with a significance level of < 0.001. These findings highlight the importance of synergy between effective internal communication and employee motivation in improving public service performance. The study provides practical implications for the Salahutu District Office management to enhance communication training, optimize digital media, promote a democratic communication culture, and increase employee motivation through rewards and adequate work facilities.
