This study aims to analyze the effect of regulatory focus, inclusive leadership, and perceived organizational support on innovative work behavior of employees at the Head Office of the Directorate General of Revenue (DGT) mediated by work engagement. The data collection method used a questionnaire given to 308 respondents online and processed using Structural Equation Modeling. The results of the study show that Promotion Focus, Prevention Focus, and Perceived Organizational Support have a positive effect on Work Engagement. Work Engagement also mediates these three variables on Innovation Work Behavior. However, Inclusive Leadership has no effect on Work Engagement nor is it mediated by Work Engagement onInnovation Work Behavior.

Abstract

This study examines the need for an effective performance management system within organizations. Prior research indicates that such systems significantly enhance business outcomes (Pulakos, Mueller-Hanson & Arad, 2019). O’Kane, McCracken & Brown (2022) introduced a conversation-based performance management model grounded in social exchange theory (SET), suggesting that discussions between supervisors and subordinates foster positive reciprocal relationships. This research aims to analyze the effectiveness of the performance management system implemented by a private trading company in Indonesia. The qualitative study involved semi-structured interviews with the Board of Directors, HRD, Line Managers, and Staff, as well as focus group discussions with Senior Managers. Findings reveal gaps in the system's implementation, notably the absence of feedback processes central to this model. Identified factors contributing to these gaps include goal alignment, feedback frequency, skills development, and formality, alongside environmental factors such as design, development function, buy-in, culture, and linkage with other systems. The study underscores the importance of feedback and explores the system's effectiveness from various perspectives, offering insights that contribute to the literature on performance management systems, particularly conversation-based approaches in private companies in Indonesia.

Abstract

Background: The prohibition on using social assistance funds for purchasing cigarettes has been stipulated in the Minister of Social Affairs Decree Number 175 of 2022. However, the primary goal of this program to improve community welfare is threatened as this misuse persists. Aims: This study aims to analyze the challenges and obstacles in implementing the policy to control cigarette consumption among social assistance recipients and to identify integrated priority programs across sectors. Methods: This qualitative study employs a case study approach. Data were collected through in-depth interviews and focus group discussions with informants representing central governments, regional governments, and social assistance officers. The interviews were then analyzed using SWOT analysis to formulate strategies and identify the priority program. Results: The analysis reveals that cross-sector collaboration is a key strength for reinforcing cigarette consumption control among the recipients. This is implemented through the Family Capability Improvement Meeting (P2K2), involving healthcare workers who educate the dangers of smoking and establish Smoking Cessation Service Clinics (UBM). The proposed priority program integrates the social assistance program with UBM clinics to help recipients quit smoking. Conclusion: The study concludes that strengthening this policy requires comprehensive program integration with multi-sector involvement. This enhancement also necessitates stronger central regulatory support through the Government Regulations as derived from Health Law Number 17 of 2023. Strengthening this policy is expected to contribute to achieving the SDGs by improving community health and quality of life, and alleviating poverty through improved effectiveness of the social assistance program.

Empirical data were collected from 220 Bank Papua employees using an online survey method. This study was analysed using Structural Equation Modeling (SEM) and confirmatory factor analysis to test the proposed hypotheses. Lisrel software was used to analyse and test the seven hypotheses created based on the research model. The results showed that career adaptability has a positive effect on job performance both directly and through the mediation of psychological availability. However, job crafting was found to have a negative effect on job performance. Furthermore, this research is expected to contribute to human resource literature, especially for policy makers and related parties to pay attention to aspects of career adaptability, which play a role in the process of shaping employee performance.
