Abstract

Empowerment of women so far there are still shortcomings that cause women to be unable to empower themselves and explore their potential which can later help the economy in the family. The PKK organization as a facilitator in empowerment, especially for women, makes programs that can improve women's ability to explore their potential. The purpose of this study was to find out how women's empowerment in PKK activities and the inhibiting factors of women's empowerment in PKK activities in Nagari Anding, Suliki District, Lima Puluh Regency. City. By using qualitative research methods, the informants of the research were the village secretary, the deputy chairman of the PKK, the PKK cadres and the community who participated in the PKK activities. Data collection techniques through interviews, observation and documentation in order to obtain the required data such as primary data and secondary data which then shows the results of women's empowerment and its obstacles. The results of the study indicate that stage women's empowerment carried out by PKK Nagari Anding has been carried out well and the inhibiting factors are the low knowledge of both members and the community, busyness of the community, lack of funds. Keywords: Empowering Women, Empowering Family Welfare

Abstract

Stunting Prevention Strategy by the Rokan Hulu District Health Office on the background of the failure to thrive in children under five due to lack of coronary nutrition, especially in the first 1,000 days of life (HPK). Therefore, it is necessary to have a stunting control strategy, this study was conducted to analyze the stunting prevention strategy by the Rokan Hulu District Health Office and to find out the inhibiting factors, the theory used was the theory of strategy implementation by Wheelen and Hunger in (Ryanto) which has three indicators such as program development, The budget and procedures for this type of research are qualitative with a case study approach. This research was conducted at the Rokan Hulu District Health Office. With the types and sources of premier data and secondary data with observation, interview, documentation and data collection techniques, based on the research that has been done, it can be concluded that the stunting prevention strategy by the Rokan Hulu District Health Office is running well because it is approaching the achievement rate of reducing stunting. However, in the implementation of the strategy, there were inhibiting factors that were found, such as: the economic condition of the community, differences in perceptions, newcomers, and the level of community knowledge. Abstract

The village government has sources of revenue to carry out this authority which can be used to finance activities carried out one of them through ABPDes. The effectiveness of the use of the Lubuk Raja APBDes in Bandar Petalangan, Pelalawan Regency because in the implementation and use of the APBDes funds, it is very supportive and realizes good governance of the village government so that all the activities carried out by the village government can run according to Regional Regulations. Phenomenon in this issue The budget has not been realized in accordance with the budget ceiling, such as the realization of road construction activities and village road budgeting and trench normalization and found the implementation of APBDes in Lubuk Raja Village there are still shortcomings and obstacles encountered. The purpose of this study was to determine the effectiveness of the use of the village budget (APBDes) of Lubuk Raja, Bandar Petalangan District, Pelalawan Regency and to find out the factors that influenced it. This research was conducted in Lubuk Raja Village, Bandar Petalangan District, Pelalawan Regency with a descriptive qualitative method, the data collected through observation and interviews. This research was conducted using Sutrisno Edi's theory which consisted of understanding the program, right on target, on time, achieving goals and real change. The results of the study show that the effectiveness of the use of the village expenditure budget (APBDes) of Lubuk Raja Village, Bandar Petalangan Subdistrict, Pelalawan Regency has not been effective, it can be seen from the indicators of timely effectiveness where there is a lack of time in the program being implemented that is not yet maximal and the indicators of effectiveness at right on target and community empowerment programs that have not been implemented. The factors which hampered the effectiveness of the use of the village budget (APBDes) of Lubuk Raja Village, Bandar Petalangan District, Pelalawan Regency, namely the quality of human resources and facilities and infrastructure.   Keywords: Effectiveness, Budget of Village Expenditure (APBDes)

Abstract

Public service in administrative management at Kotabaru Seberida Village Office is not yet optimal. Not optimal public service in Kotabaru Seberida Village Office caused by not implemented SOP (Standard Operational Services) that have been set.In this study the authors use the theory L.P Sinambela (2006) which consists of transparency, accountability, conditional, participatory, equality of rights, and the balance of rights and obligations. The type of research is descriptive qualitative research method.The result of the research shows that public service in administrative management at Kotabaru Seberida Village Office has not been optimal. The not optimal public in Kotabaru Seberida Village Office is caused by the not being implemented SOP (Standard Operational Services) that have been set.Keywords: Service, Public Administration, Optimal Service

Abstract

This research was conducted at the Office of Religious Affairs, Kubu District, Rokan Hilir Regency. The problem of this research is that there are many tasks and functions carried out by the employees of the religious affairs office in the Kubu Subdistrict, Rokan Hilir Regency, while the number of employees is very minimal, and there is a lack of public understanding of service requests such as marriage services, services. waqf, and also the implementation of cross-sectoral activities. The purpose of this study was to determine the analysis of workload and factors that hinder the workload of employees at the Office of Religious Affairs, Kubu District, Rokan Hilir Regency. In this study, researchers used a qualitative descriptive research method. In this study, researchers used observation and interview techniques. The theoretical concept used in this study was the Workload Analysis by Moekijat (2008). Which starts from calculating work time, time to complete tasks, and employee needs. The results of this study lead to the conclusion that the employees of the Office of Religious Affairs in Kubu District, Rokan Hilir Regency have a total workload of 1,530 hours per year. This total is above the productive time for civil servants, which is 1,200 hours per year. So it can be concluded that the amount of workload and the availability of labor for the Office of Religious Affairs employees is not balanced. Judging from the indicators, there are several factors that hinder the workload of employees in the religious affairs office in the downstream Kubu sub-district, Rokan Regency, namely: lack of budget, lack of staff, and lack of skills.  Keywords: Workload Analysis, Religious Affairs Office Staff

Abstract

The development of a successful Occupational Safety and Health Management System (SMK3) is one of the supporting factors for the success of the K3 coaching that has been implemented. Riau Province received an award as the best K3 coach nationally from the Ministry of Manpower for the last five years but in fact the guidance carried out is not directly proportional to this award. The purpose of this study shows how the guidance carried out by the Riau Province Manpower and Transmigration Office on the occupational safety and health management system in the company and to find out the inhibiting factors. This research uses Santoso coaching theory (in Harifal, 2014) which uses indicators, namely: Providing guidance, giving direction, providing education and training, and providing instructions. This study uses a qualitative method. The results of this study found that the development of an occupational safety and health management system by the Department of Manpower and Transmigration of Riau Province has not been implemented optimally, this is due to several inhibiting factors, namely human resources that are not proportional to the number of companies that must be fostered, the division of work locations. wide area so that it is difficult to reach them and an inadequate budget to carry out all activities so that coaching activities do not run optimally.

Abstract

Lake Bakuok is a conservation area and traditional indigenous Lake or prohibition hole that has culture-based fishing activities, we can see this with the tradition of fishing together using nets that have become tourist destinations in Kampar Regency, Riau Province, in regional languages locally called "Ma'awuo". All activities carried out in this Bakuok lake is controlled by traditional authorities Kenegrian Tambang which has the same vision in the conservation and protection of the lake region. On the other side ecologically Bakuok lake is very alarming, with palm trees and rubber were planted alongside the lake, and the fish cages. Based on the rules regarding the ban on Lake Bakuok, not all of these rules are implemented and implemented properly, even though there are already those who supervise, there are still violations that occur. The number of institutions involved in the development of Lake Bakuok so far is still temporal or temporary, and runs each and has not formed a systematic collaboration. This study aims to see how institutional collaboration in Lake Bakuok sustainable management. The study uses qualitative research methods that aim to obtain a holistic picture of a phenomenon in the Bakuok Lake. The results showed several important items related to Lake Bakuok institutional collaboration, namely the type of network structured (network structure) that is still unclear and does not have a unified conceptual description of Lake management. The absence of Commitment to a common purpose. Trust among stakeholders is still lacking. The unavailability of standard provisions for clear procedures and responsibilities in the relevant institutions. Access to information of stakeholders who are not members as long as they can be accepted by all parties is still difficult.

Abstract

Customary villages are traditional autonomous institutions, traditional cultural communities, indigenous law communities, and local identities. Batu Songgan Village is one of the traditional villages which is included in the Bukit Rimbang Wildlife Reserve in Bukit Baling in Riau. Local cultural values that are beginning to be neglected in life today are an important issue. Revitalization of the village or the traditional village is a process or way reactivate potentials in order to conserve the indigenous villages. An important value possessed by indigenous peoples in their relationship with the exploration and exploitation of nature . But the reality is a decline in the functions of traditional villages in maintaining environmental sustainability, resulting in ecosystem damage that causes a number of problems, such as flooding, siltation of rivers due to precipitation of sludge, decreasing productivity of crops, fisheries and so on. local communities, the effort to maintain ecosystems in an integrated manner is a strategic effort in the context of sustainable the traditional Village management. Based on this important issue, this study aims to see how the revitalization of the traditional Batu songgan village in sustainable development. Analysis of this study using library research methods (library research). The revitalization research of Batu Songgan traditional village has been carried out with 3 approaches namely physical intervention, economic rehabilitation and social / institutional revitalization. Based on the results of the study, it is known that physical intervention is still weak or not good, while economic rehabilitation and social / institutional revitalization are good enough but still need significant improvement.

Abstract

This study uses the tourism development theory by Cooper in Sunaryo 2013, with the indicators, namely institutions, accessibility, amenities, public facilities and tourist attraction objects. This study uses a purposive sampling technique with qualitative research and the necessary data such as primary data and secondary data obtained through observation, interviews, and documentation, then analyzed based on the research problem. The results of this study indicate that tourism development based on predetermined indicators is still not optimal, as evidenced by accessibility and public facilities that do not meet. Then the supporting factors for this tourism development are the existence of institutions or organizations involved in tourism development in Central Tapanuli Regency, tourist objects in Central Tapanuli Regency have local artistic characteristics, and community participation is considered quite high. Meanwhile, the inhibiting factors are limited funds and land ownership status.

Abstract

The Indragiri Hilir Regency Covid-19 Task Force provides social assistance to communities affected by covid-19. However, this assistance program did not run effectively because the objectives of this social assistance had not been achieved. The purpose of this social assistance is to ease the burden on the community in the midst of the covid-19 pandemic situation. This study aims to determine the effectiveness of social assistance for the Covid-19 task force in Indragiri Hilir Regency. The theory that the researcher uses is the effectiveness of the program according to Budiani in Nuraida 2019 which has indicators, namely the accuracy of program targets, program socialization, program objectives, and program monitoring. The research method used is qualitative with data collection techniques through interviews, observation, and documentation. In realizing the effectiveness of social assistance, there are still several inhibiting factors, such as goals that have not been achieved so that there are still people who do not receive assistance, socialization related to social assistance is not optimal so that many people do not know about this assistance, and the task force unit is less responsive in implementing social assistance. distribute social assistance so that there are still people who do not receive assistance. The results showed that the effectiveness of the social assistance task force unit for the acceleration of handling the 2019 corona virus disease in Indragiri Hilir Regency had not been effective.
