Abstract

This study aims to determine the responsiveness of public services in Indonesia during the Covid-19 pandemic, this time digital bureaucracy is very much needed in every government agency in carrying out its duties and functions in order to accelerate the process of public services during the Covid-19 pandemic. Service standardization is the next most important thing to keep the bureaucracy running effectively, quickly and responsively in providing the best service to the community. This study chooses a qualitative research type with a literature review approach. The results of this study found that The Indonesian bureaucracy has not been able to respond to strategic problems in Indonesia quickly due to several obstacles to an apathetic bureaucratic culture, and the lack of participation of all parties in the public service process during the Covid-19 pandemic, there are still shortcomings in terms of speed, quality and community satisfaction. This is also influenced by overlapping policies that take a long time to implement.

Abstract

The coastal area has many potential resources whose utilization is not optimal. One potential that must be developed is the potential of human resources, with ability and creativity, humans can create and develop everything that is initially not considered and has a low selling value into something that has high economic value. The strengthening of science and technology aims to motivate rural communities, especially fishermen, to develop creativity so that they can increase the income and welfare of fishing communities. The science and technology strengthening activity was carried out in Pangkalan Jambi Village with two models, namely the application of the Center for Environment and Society Model, namely utilizing the productive use of social capital and environmentally friendly management of fisheries resources. The second application is the Entrepreneurship Capacity Building (ECB) model related to the ability of the entrepreneurial community. Science and technology strengthening activities and local wisdom in the form of fostering fishing communities in the management of fishery products such as chips, nuggets, meatballs, oil, as medicines and fish jelly as cosmetics. Then institutional development and assistance for marketing. So far, fishermen are only able to sell their catches directly without technology-based processing. After the dedication, there were three programs carried out including the formation of individual skills in fish processing, group formation, and marketing management assistance.

Abstract

This study aims to determine the management of Lake Napangga tourism objects in Kepenghuluan Tanjung Medan, Rokan Hilir Regency, which contributes to the economy of the surrounding community. Lake Napangga is one of the lakes located in the Rokan Hilir area which has promising tourism potential if managed properly. Therefore, the role of BUMDes as the manager of Lake Napangga should be able to become a spirit in developing this lake tourism object to empower the economy of the village community, but the management of this tourist attraction is not only influenced by the seasonal agenda but also the Coronavirus Disease pandemic that emerged in 2020 This study choosing the type of qualitative research with a case study approach, where data collection is done by observation and interviews. After the data and information are obtained, it will be analyzed in depth with triangulation techniques. The results of this study found that the management of Lake Napangga tourism objects has not run optimally by the BUMDes in this case due to the inconsistency in the number of tourists visiting Lake Napangga, the inconsistent seasonal agenda, the lack of promotional activities and the COVID-19 Pandemic that appeared regularly. Suddenly disrupting the sources of income for people who depend on this Lake Napangga tourist attraction. This reality is what makes community economic empowerment in order to increase income still not running optimally. And aspects of sustainability in this case are needed to develop the tourism potential of Lake Napangga in the face of unforeseen conditions, in this case COVID-19 becomes an example of problems that must be faced in order to run the economy of the community and maximize the management of potential tourist attractions.

Abstract

This study aims to determine community empowerment based on Kepenghuluan-owned enterprises (Bumkep) in Kepenghuluan Sinaboi, Rokan Hilir Regency, Riau Province. The problem of social welfare development related to various other development fields is the low economic level of society. This is characterized by unemployment, underdevelopment and helplessness. Therefore, it takes the role of the Kepenghuluan Sinaboi to increase community empowerment by utilizing the Sinaboi BUMKEP. This research chooses a descriptive research with a qualitative approach. The results of this study found that the local community still lacks information about the utilization of local potential, the empowerment that is participatory is very minimal.

Abstract

The smooth process of tax reporting cannot be separated from the supervision of the Pekanbaru City Regional Revenue Agency. Efforts made by the Regional Revenue Agency of Pekanbaru City is to implement a tapping-box. This tapping box functions as a transaction recording device where the data will be sent directly to the Regional Revenue Agency server. However, there are still many parking taxpayers who do not install the tapping-box due to the incompatibility of the taxpayer system with the tapping-box system so that it cannot be connected. This research was conducted using qualitative research theory. Using George Edward III's Policy Implementation theory, namely communication, resources, disposition and bureaucratic structure. The technique used to select informants in this research is purposive sampling technique. Data collection is done by interview and documentation. Then the data obtained were analyzed by analysis of the model from Miles and Hubberman. The purpose of this study is to find out how the Tapping-Box Implementation of Pekanbaru City Parking Tax as a supervisory function. The implementation of the tapping-box on the parking tax has not been implemented optimally, which can be seen from the inhibiting factor, namely the implementation of the Pekanbaru City Parking Tax Tapping-Box, namely the incompatibility of the system owned by parking taxpayers with the tapping-box system so that the tapping-box cannot be connected to devices from parking taxpayers and vulnerable to network stability.

Abstract

The Indragiri HIlir regency is a fairly wide water territory, and thus it is often used as a route to transport illegal goods such as liquor which are often imported from free territory. There are still many unofficial ports and jetty which are prone to have smuggling activity, and also the difficulty to access the crime scene, thus causing an increase in the number of illegal liquor smuggling from 2017 – 2019. The expensive customs cost  of liquor and the lack of firm punishment also cause an increase in the number of illegal liquor smuggling. The goal of this research is to find out how is the illegal liquor distribution control by the customs and excise control and services office in Indragiri HIlir, and also to find out the illegal liquor distribution control inhibition factors. The type of this research is qualitative research, by connecting the primary data with the secondary data. The data are gathered from interview, observation, and documentation, which then are analyzed thus a conclusion to the research problem can be made. This research conclude that the illegal liquor distribution control by the customs and excise control and services office in Indragiri HIlir is not yet optimal, this is caused by several inhibition factors such as the lack of sufficient manpower, insufficient infrastructure such patrol boats which are used to conduct surveillance, limited monetary resources, and the low awareness of the import actors. Keywords : Management, Control, Smuggling

Abstract

Policies in Indonesia to reduce fertility rates in order to improve family welfare are carried out through the Family Planning Program. Family Planning (KB) according to Law Number 52 of 2009 concerning Population Development and Family Development is an effort to regulate the birth of children, the ideal distance and age of childbirth, regulate pregnancy, through promotion, protection, and assistance in accordance with reproductive rights to create a quality family. The Pekanbaru City Government continues to strive to suppress the high rate of population growth by conducting a family planning program under the auspices of the Department of Population Control and Family Planning (Disdalduk KB). The purpose of this study was to determine the effectiveness and constraints in the implementation of the Family Planning Program in Pekanbaru City. The results of the study indicate that the Family Planning Program in Pekanbaru City has been running effectively, but some improvement efforts need to be made. The obstacles to implementing the family planning program are the limited number of field officers and limited socialization due to low community participation.

Abstract

Assets have a very strategic role in supporting the implementation of the main tasks and functions of local government. The availability of assets that suit the needs will directly improve the performance of local government organizations. There is also a formulation of the problem in the research is How is the inventory of regional assets at the Regional Asset Management Revenue Agency of the Meranti Islands Regency? What are the obstacles in the inventory ofregional assets at the Regional Asset Management Revenue Agency of the Meranti Islands Regency?. This study aims to find out how to inventory regional assets at the Regional Asset Management Revenue Agency of the Meranti Islands Regency and to find out the obstacles inthe regional asset inventory of Meranti Islands Regency. In this study the authors used aqualitative research type. Based on th eresults of the research and discussion that was carried out in the previous chapter related to the inventory of regional assets of the Meranti IslandsRegency by the Meranti Islands Regency Regional Asset Management Revenue Agency, theconclusion was drawn that the activity of inventorying regional assets of Meranti IslandsRegency by the Meranti Islands Regency Regional Asset Management Revenue Agency foundthat asset inventory activities have not been properly implemented and there are obstaclesrelated to the Meranti Islands Regencyregional asset inventory by the Regional AssetManagement Revenue Agency Meranti Islands Regency, namely human resources and lowperformance. Abstract

The Department of Population and Civil Registration of Indragiri Hilir Regency provides innovations in technology-based population document creation services in the era of globalization to meet the needs of the community in dealing, the innovations provided in the service sector are based on the increasing needs of the community in the hope of providing more transparent services, accountable and accessible to all levels of society in Indragiri Hilir Regency. Nasi uduk inhil innovation will provide convenience in getting services, by utilizing digitalization through a transition process from previous innovations. The purpose of this study was to determine the innovation of nasi uduk service in Indragiri Hilir Regency, as well as the challenges in the implementation process. This study uses a qualitative research method with a descriptive approach. The result of this research is that the innovation of Nasi Uduk Inhil service is still not running optimally because the service process has not worked effectively and efficiently as expected, and has inhibiting factors in terms of the lack of education for Nasi Uduk Inhil and network disturbances.

Abstract

The Manpower and Transmigration Office of Bengkalis Regency has carried out various initiatives to improve the quality of the workforce. This study describes the implementation of the Department of Manpower's strategy in improving the quality of pre-employment workers in Bengkalis Regency. This research was conducted by utilizing qualitative research methodologies and case study methodologies. This study uses the theory of wheelen and hunger about the implementation of strategies, namely Programs, Budgets, and Procedures. The technique used to select informants is purposive sampling technique. Data collection is done by interview and documentation. Then the data obtained were analyzed by interactive model analysis from Miles and Huberman. The purpose of this study is to find out how the Implementation of the Manpower and Transmigration Office in Improving the Quality of Pre-Employment Workers in Bengkalis Regency. The results of this study are the implementation of the strategy of the Department of Manpower and Transmigration in improving the quality of pre-employment workers in Bengkalis Regency in its implementation has not been maximized.
