Abstract

State borders are strategically important places. Because of this weakness, the border area as the country's front porch becomes a strategic issue. The border area of Indonesia, as the country's external face, is impressed if its management is based on a safety approach (safety belt method). Villages in Indonesia are still difficult to disentangle; it is frequently stated that he is lagging in development affairs, such that social, economic, infrastructure and other advances appear to be overlooked. The Village Sustainable Development Goals are a development concept that emphasizes ecologically responsible growth while also protecting local culture. The purpose of this research is to determine how the Sustainable Development Goals (SDGs) are implemented in the border communities of the Rokan Hilir region. A qualitative technique is used in this investigation. To acquire a thorough grasp of the research problem, data was gathered using in-depth interviews, observation, and interactive photographic techniques. Purposive sampling was used to identify informants. After collecting the data, it is processed using an analytical technique with the N-Vivo 12 to explain, show, and place the data so that conclusions can be reached. Cooperation in the three components of the SDGs is required to achieve sustainability, which balances development on the economic, social, and environmental dimensions. The study's findings indicate that the Village Sustainable Development Goals, particularly in Teluk Pulai Village in the border area of Rokan Hilir District, have not been realized based on indicators of sustainability fulfillment. Apart from that, it can be seen from the unmet SDGs performance targets, which had an impact on the Village SDGs Score of 35.96 and the Developing Village Index (IDM) with a Developing status. The SDGs goals in the border area have not been realized, including a lack of village development plans, which solely focus on satisfying the requirements of the village community, thus the SDGs Village goals required by the community are not planned.

Abstract

This research is motivated by the continued inability of the people of Pekanbaru City to finance health services for their families and themselves, where health is fundamental in meeting life's needs. Therefore, the Pekanbaru City Health Service created an innovative health insurance program to achieve Universal Health Coverage (UHC) which was named Pekanbaru Bertuah Health Insurance to make it easier for the people of Pekanbaru City to access health to improve the welfare of the people of Pekanbaru City. Pekanbaru Bertuah Guarantee is a health insurance service that is free of charge only by using an ID card for those domiciled in Pekanbaru City. The aim of this research is to find out how the Pekanbaru Bertuah Health Insurance Program is implemented. The method used in this research is a qualitative research method. With data collection techniques, namely interviews, observation and documentation. The results of the research show that the im plementation of the Pekanbaru Bertuah Health Insurance Program carried out by the Pekanbaru City Health Service is not optimal, this can be proven by the existence of several obstacles found in implementing the Pekanbaru Bertuah Health Insurance Program, namely that there are still many people who do not know about the Pekanbaru Bertuah Health Insurance Program. Many people have not been able to register for the Pekanbaru Bertuah Health Insurance Program and the collaboration between the Pekanbaru City Health Service and hospitals is not yet comprehensive.

Abstract

The Pekanbaru City Government has officially increased motor vehicle parking rates on the edge of public roads since the issuance of Pekanbaru Mayor Regulation Number 41 of 2022 concerning Parking Service Rates. This step was taken not only to increase Local Original Income, but also aimed to control mobility and the use of private vehicles to reduce congestion. This research was motivated by the lack of improvement in the quality of parking services after the tariff increase, including parking attendants who did not serve according to SOPs, the absence of parking signs and markings in some locations, and public rejection of parking attendants in small shops and neighborhood roads. The purpose of the study was to analyze the implementation of parking service tariff policies in Pekanbaru City. The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. The results showed that the implementation of the regulation has not been optimal, caused by obstacles such as uneven socialization to parking attendants, supervision and delivery of information that is not optimal, infrastructure improvements that hinder the provision of parking signs and markings, and community non-compliance with parking operations.

Abstract

Eazy Passport Service Innovation is a passport service innovation with the reach out or ball pickup method initiated by the Directorate General of Immigration of the Ministry of Law and Human Rights of the Republic of Indonesia, to increase public service innovation, the number of passport issuances and PNBP revenue, which has been implemented by all immigration offices in Indonesia since the pandemic period until now. One of them is the Immigration Office Class I TPI Pekanbaru. This research is motivated by the problems, namely the lack of information provided during socialization, the limited human resources in the Eazy Passport Service Innovation by the Immigration Office Class I TPI Pekanbaru, and the issuance of passports that can take more than 4 working days. The purpose of this research is to find out the Eazy Passport Service Innovation by the Immigration Office Class I TPI Pekanbaru and to identify the inhibiting factors of the Eazy Passport Service Innovation by the Immigration Office Class I TPI Pekanbaru. The type of research used is a qualitative research method with a descriptive approach, where data collection techniques are carried out through observation, interviews and documentation. The results showed that the Eazy Passport Service Innovation by the Class I TPI Immigration Office Pekanbaru is still not fully running optimally, although on the other hand it also received appreciation from several passport applicants. The inhibiting factors in the Eazy Passport Service Innovation by the Class I TPI Immigration Office Pekanbaru, namely an unstable network at the location of the implementation and system errors, limited human resources and lack of understanding and knowledge of the applicant community in processing passports.

Abstract

The Child Friendly City Policy (KLA) is one of the Indonesian government's efforts to fulfill children's rights and provide protection to children in a city/district with the hope that children can grow and develop well. This research aims to find out how the Child Friendly City Implementation Policy is implemented in Pekanbaru City (Case of the Special Protection Cluster for Children) as well as the inhibiting factors faced in implementing the Child Friendly City (KLA) implementation policy in Pekanbaru City, especially in the special protection cluster for children. This research uses implementation theory by Van Metter and Van Horn in Agustino (2020: 151), namely there are 6 indicators, including: Policy size and objectives, resources, characteristics of implementing agents, attitudes or tendencies of implementers, communication between organizations and implementing activities, as well as the economic, social and political environment. This research uses a type of qualitative research which is descriptive analysis. Using interview, observation and documentation data collection techniques. Based on the results of this research, it can be concluded that the implementation of the Child Friendly City Implementation Policy in Pekanbaru City (Special Protection Cluster Case for Children) can be said to be less effective. It can be seen from the limited resources (financial resources, human resources, and facilities and infrastructure resources), the characteristics of implementing agents who are not yet firm in providing punishment for perpetrators who cause children to become victims, communication between organizations and implementing activities related to socialization is lacking. , as well as the economic, social and political environment related to the economic and social background of the community that will implement special protection for children, where communities with low economic conditions tend to have attitudes that are unwilling to change. And the inhibiting factors are the uneven distribution of information to target groups and the lack of cooperation between parents and the department in providing special protection for children.

Abstract

Most medical equipment cannot function properly due to a lack of maintenance activities, including at Arifin Achmad Regional General Hospital. Scheduled maintenance activities are not carried out according to the established schedule, and unscheduled maintenance activities often experience delays, resulting in hospitals experiencing a shortage of medical equipment. This study aims to analyze the management of medical equipment maintenance at Arifin Achmad Regional General Hospital and the factors inhibiting maintenance management. The theory used is the maintenance management theory by Ignatius Deradjad Pranowo, which has 6 indicators: maintenance planning, maintenance scheduling, managing the execution of maintenance actions, evaluating maintenance performance, ensuring sustainable repairs, and possible equipment redesign. This study uses qualitative research with a descriptive nature. The results of the research found that the maintenance management of medical equipment at Arifin Achmad Hospital has not been fully implemented well, seen from the indicators of managing the implementation of maintenance actions and in allowing maintenance actions not to be carried out optimally. Inhibiting factors in Medical Equipment Maintenance Management at Arifin Achmad Hospital are slow administrative processes, lack of awareness of the importance of maintenance, large workload on technicians, dependence on third parties, and lack of evaluation of maintenance.

Abstract

The existence of the Peat Arboretum is very important for environmental preservation, especially in areas that have extensive peatlands. It's just that its existence is less of a concern to the parties concerned. The manager has experienced a lack of income due to the absence of adequate management activities. The purpose of this community service activity is to improve the managerial competency of managing the Post-Covid 19 Pandemic Peat Arboretum in Bengkalis Regency. The implementation method used is a participatory approach and counseling and active assistance aimed at the management of the Peat Arboretum in Bukit Batu District, Bengkalis Regency. The results of the dedication show that the management of the Peat Arboretum as eco-tourism requires support from various parties. It is not enough just to rely on corporate CSR or government projects. Especially since the Covid 19 pandemic practically the activity of visiting tourists to locations has been greatly reduced. Managerial competence is felt to be important to the attention of all stakeholders in the management of the Peat Arboretum, because all team members can experience an increase in their leadership competence. Managerial competence makes coordination and communication easier, members are more open, and members feel valued and there is member attachment to the team.

Abstract

Dinas Koperasi dan UKM Kota Pekanbaru memiliki tanggung jawab dalam pengembangan pelaku Usaha Mikro Kecil Menengah (UMKM) di Kota Pekanbaru. Sudah adanya beberapa kegiatan yang digalakkan namun masih ditemukannya permasalahan UMKM. Maka dari itu tujuan dari penelitian ini untuk mendeskripsikan dan menganalisis strategi yang dilakukan Dinas Koperasi dan UKM Kota Pekanbaru dalam pengembangan UMKM dari mencari permasalahan, membuat kebijakan, dan usaha yang sudah diterapkan, serta faktor penghambat dalam pengembangan UMKM. Penelitian ini menggunakan teori Richard Rumelt 2011 mengenai strategi pengembangan yang baik itu mengandung tiga elemen yaitu diagnosis masalah, kebijakan panduan, dan tindakan yang koheren. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus yang bersifat deskriptif. Hasil penelitian menunjukkan strategi yang dilakukan Dinas Koperasi dan UKM Kota Pekanbaru dalam pengembangan UMKM tidak berjalan dengan baik. Hal ini dapat diketahui dari tiga indikator yaitu diagnosis situasi, kebijakan panduan, dan tindakan yang koheren tidak semua berjalan dengan baik yaitu dari mendiagnosis situasi yang kurang tepat, membuat kebijakan panduan yang tidak sesuai, namun tindakan yang koheren yang dilakukan Dinas sudah berjalan, serta faktor penghambat dari pengembangan UMKM yaitu Dinas kurang tepat membuat kegiatan untuk pelaku UMKM, dan pelaku UMKM yang tidak mau di data.

Abstract

Simpang Kanan District is an area located in Rokan Hilir Regency. Since 2018 Simpang Kanan District has experienced an increase in drug circulation and abuse. So it requires the role of the police in tackling the distribution and abuse of narcotics. The purpose of this study was to determine the role of the police in tackling the distribution and abuse of narcotics in Simpang Kanan District. This study uses a qualitative descriptive research method. With data collection techniques used are primary data and secondary data obtained from observation, interviews, documentation. The results of this study indicate that the role played by the Simpang Kanan Police is inregulatory role Simpang Kanan Police carry out activities based on RI Law Number 8 of 1981 concerning the Criminal Procedure Code, then in enabling role In accordance with the regulations, the Simpang Kanan Police has two programs, namely preventive (prevention) the activities carried out are investigations to investigations and arrests and repression (law enforcement) activities carried out are filing, hereinafter in direct provision of goods and service Supervision activities carried out by the Simpang Kanan Police are checking urine, carrying out Friday vents, conducting socialization or counseling and conducting patrols. In carrying out its role the Simpang Kanan Police have several obstacles, namely from the police themselves who do not understand SOP investigations and from people who do not understand the impact of drugs themselves.

Abstract

Management of the Rokan Palace Cultural Heritage Site, Rokan Hulu Regency, where this Cultural Heritage is managed by the Center for the Preservation of Cultural Values of Riau Islands Province, the Rokan Palace cultural heritage site has several problems, namely human resources that are not yet professional, lack of promotion of the Rokan Palace tourist destination, there are still too many facilities and Infrastructure in tourist destinations is damaged and inadequate, and rehabilitation budgeting is not yet optimal. The aim of this research is to describe how the Rokan Palace Cultural Heritage Site is managed and to find out the factors inhibiting the management of the Rokan Palace Cultural Heritage in Rokan Hulu Regency. This research method uses a qualitative method with a phenomenological approach. This research was conducted in Rokan Hulu Regency and in Koto Ruang Village, Rokan IV Koto District, Rokan Hulu Regency, Riau Province. There were 5 informants for this research. The type of research data used in this research is primary data in the form of data and information originating from primary sources and research informants, and secondary data in the form of documents obtained from related documents. Data collection techniques in this research are interview, documentation and observation techniques. The management of the Rokan Palace Cultural Heritage is managed by the cultural preservation center (BPK) Region IV with indicators of Planning, Organizing, Supervising and Evaluation. Then there are inhibiting factors, namely internal and external inhibiting factors. So the researchers concluded that the management was not optimal, because the Rokan Palace Cultural Heritage was still neglected, there was a lack of community participation in preserving the Rokan Palace, a lack of visits, and a lack of maximum performance by the custodian due to the lack of human resources in the management tasked by BPK.
