Abstract

This research aims to prove the theory states that the planning, implementation, and evaluation of the policies of the Banten Province Education Service in developing teaching staff in SKh Negeri 01 Serang City and SKh Negeri 02 Serang City. The method used in this research is descriptive qualitative with analytical techniques using various data analyses until reaching a maximum point which is often called the saturation point. According to Sugiyono 2011:37, there are three interactive models in data analysis, namely data reduction, data presentation, and concluding. The location of this research was carried out at three locations, namely the Banten Provincial Education Office in the Special Schools (SKh) sector, the second and third locations were at SKh Negeri 01 and 02 Serang City. This research showed that the curriculum-based training activity program involved 70 participants from teaching staff at state special schools 01 and 02 in the city of Serang with resource persons and the material delivered was per what was needed by teaching staff at special schools. Evaluation of policies in learning training is carried out after the activities are carried out. The evaluation was carried out at the Banten Provincial Education Office. This evaluation is carried out for the sake of improvement for further activities that will be carried out in other places..

Abstract

This research aims to find out the success of the implementation of tourism in increasing local revenue, to find out the factors that hinder the implementation of tourism in increasing local revenue, and to find out the efforts that can be made to improve the implementation of tourism in increasing local revenue. This research was conducted on in-depth disclosure, so the qualitative approach was used to analyze the research data; it was related to the phenomenon of the problems studied and researched. Based on the discussion of the results of interviews with informants, it can be concluded that several aspects developed by Van Meter and Van Horn in analyzing research on the Implementation of Tourism Implementation in Increasing Regional Original Revenue (Case Study of Sawarna Area, Lebak Regency) can be seen that the Implementation of Tourism Implementation policies in Increasing Regional Original Revenue in Lebak Regency is not optimal, in its implementation it has not shown satisfactory results so that the purpose of organizing tourism in increasing local revenue cannot be adequately achieved.

Abstract

E-government has become a necessity for every agency to speed up access and services. The SIMPEL application at BKPSDM Serang Regency aims to create an effective and efficient paperless personnel service system. This research was to evaluate the SIMPEL application. This research implements the information systems model developed by Yusof,et al. This research was used to test whether the system quality, information quality, and quality service influence system use and user satisfaction, and test whether system use, user satisfaction and organizational structure have an effect on net benefit. This research used quantitative methodology with a sample of 58 respondents from SIMPEL users. Data was taken by respondents who filled out questionnaires and measured with a Likert scale. The data analysis method used is the Multiple Linear Regression Test using SPSS Version 26 software. Test indicates that system quality, information quality and service quality has influence on system usage and user satisfaction, while user satisfaction, system use and organizational structure has influence on the net benefit (level of significant α = 0.05).

Abstract

Partisipasi masyarakat Desa Kandui dalam perencanaan pembangunan desa telah terlaksana dengan baik setiap tahun. Tujuan penelitian ini adalah untuk mengetahui bagaimana partisipasi masyarakat dalam perencanaan pembangunan, apa saja faktor yang mempengaruhi partisipasi masyarakat serta bagaimana tingkat partisipasi masyarakat. Penelitian ini dilakukan di Desa Kandui Kecamatan Gunung Timang menggunakan metode penelitian kualitatif dan peneliti terlibat secara langsung sehingga peneliti dapat melakukan pengamatan secara langsung. Pengumpulan data dilakukan melalui wawancara terhadap masyarakat Desa Kandui sebagai informan. Analisis data dilakukan dengan metode yang dikembangkan Miles dan Huberman dengan tiga proses yang saling terkait yaitu reduksi data, penyajian data dan pengambilan kesimpulan. Hasil dari penelitian ini menunjukkan bahwa partisipasi masyarakat dalam perencanaan pembangunan sudah baik namun terdapat kendala karena rendahnya kesadaran masyarakat dan tingkat pendidikan masyarakat yang masih rendah.

Abstract

Dalam rangka menghadapi Revolusi Industri dan persaingan industri global, Indonesia telah menyiapkan roadmap Making Indonesia 4.0. Sebagai upaya mendukung Industri 4.0, pemerintah mengutamakan peningkatan kompetensi Sumber Daya Manusia (SDM). Pemerintah Indonesia melalui Kementerian Perindustrian telah memprioritaskan pendidikan vokasi dengan penerapan Dual System, melalui kebijakan Link and Match yang menghubungkan pendidikan dengan industri. Politeknik Industri Petrokimia Banten merupakan salah satu perguruan tinggi yang telah menerapkan kurikulum Dual System sejak awal pendiriannya. Dengan kolaborasi antara pemerintah, industri, dan lembaga pendidikan, Politeknik ini bertujuan untuk menghasilkan lulusan yang kompeten dan siap kerja di sektor industri petrokimia. Penelitian ini menganalisis pelaksanaan program Link and Match yang diimplementasikan melalui kurikulum Dual System, yang bertujuan untuk menjembatani ketidaksesuaian keterampilan lulusan dengan kebutuhan industri. Penelitian ini dilakukan dengan metode penelitian kualitatif, menggunakan observasi, wawancara, dokumentasi, dan analisis data interaktif. Penelitian yang dilakukan di Politeknik Industri Petrokimia Banten ini bertujuan untuk menganalisis kolaborasi antara pemerintah, industri, dan pendidikan dalam pelaksanaan program Link and Match, serta mengidentifikasi peran tiap aktor dalam mendukung peningkatan kualitas lulusan.

Abstract

The village fund allocation policy is a crucial initiative in advancing rural areas. This policy must be implemented effectively to achieve its intended goals. The implementation of the village fund allocation policy involves a series of steps and processes that engage various stakeholders. Edward III emphasized that the primary issue in public administration lies in the lack of attention to policy execution. Policy implementation is critical because, without proper execution, the policy objectives cannot be achieved, and its potential positive impact on society is lost. The government of Tana Tidung Regency strives to enhance rural development and community welfare through the village fund allocation policy, regulated under Regent Regulation No. 58 of 2021. This policy reflects the regional commitment to supporting national policies as outlined in Law No. 6 of 2014 concerning Villages. This study aims to analyze the implementation of the village fund allocation policy in Sesayap Hilir District, in accordance with Tana Tidung Regent Regulation No. 58 of 2021, using variables from Edward III's theory: communication, resources, disposition, and bureaucratic structure. The research employs a qualitative descriptive method. Data analysis techniques include documentation and interviews, with interview results processed using NVivo software. To ensure more accurate and reliable findings, the triangulation method is applied. The findings indicate that, in general, the village fund allocation policy has been well and effectively implemented by policy executors, despite some challenges related to resources. Effective communication, adequate resource support, positive disposition, and a clear bureaucratic structure all contribute to the successful implementation of the village fund allocation policy in Sesayap Hilir District

Abstract

The high stunting rate in West Kotawaringin Regency, especially in Pangkalan Lada Sub-district, is the basis for this study. One of the stunting prevention programs is the Family Assistance Team, which helps families at risk of stunting. The purpose of this study is to analyze and describe the effectiveness of the Family Assistance Team (TPK) Program in assisting the fulfillment of the nutritional status of toddlers in Pangkalan Lada District. This research used a descriptive qualitative approach. For data collection, observation, interviews, and documentation were used. In this study, Budiani's theory of program effectiveness was used, which consists of four dimensions: accuracy of program targets, program socialization, program objectives, and program monitoring. The Family Assistance Team program has been effective, but has not yet reached its optimal level. Based on the research results, it shows that: 1) the accuracy of the program target has been achieved as seen from the implementation of assistance has covered all families at risk of stunting in all villages in Pangkalan Lada Subdistrict; 2) The socialization of the program has not been achieved as seen from the fact that there are still targets of the family assistance team program who have not participated in the socialization of this program; 3) the program objectives have been achieved, namely being able to reduce the prevalence from the previous year by providing assistance to fulfill child nutrition; 4) the monitoring program has been achieved through the monitoring carried out. The conclusion of this research is that the implementation of the Family Assistance Team program in Pangkalan Lada Sub-district has been effective but not optimal. Some of the obstacles encountered are the low economic income of the community and the lack of knowledge of parents about child nutrition. However, there are efforts to overcome these problems, namely through assistance to families at risk of stunting related to training, monitoring of families.

Abstract

BUMDesa Lamantuha Sejahtera Bersama di Desa Pasir Panjang memiliki peran yang strategis untuk mengelola potensi desa demi kesejahteraan masyarakat namun dalam implementasinya ditemukan permasalahan. Penelitian ini bertujuan untuk mengetahui implementasi kebijakan pada BUMDesa Lamantuha Sejahtera Bersama, faktor apa saja yang menjadi pendukung dan penghambat, serta upaya yang dilakukan agar implementasi kebijakan BUMDesa tersebut dapat berjalan efektif. Metode penelitian yang digunakan adalah metode penelitian kualitatif-deskriptif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan BUMDesa Lamantuha Sejahtera Bersama belum efektif meskipun telah memberikan manfaat dan menumbuhkan pemberdayaan bagi masyarakat. Faktor pendukung yang ditemukan yaitu upaya yang dilakukan Pemerintah Kabupaten Kotawaringin Barat dalam mendukung BUMDesa, potensi yang dimiliki desa, potensi BUMDesa ke depan, serta munculnya peran serta masyarakat. Sedangkan faktor penghambatnya adalah kurangnya dukungan sarana dan prasarana, kurangnya kejelasan tata kelola organisasi, kurangnya faktor operasional, pengawasan dan peran Pemerintah Desa, minimnya pelatihan bagi unit usaha serta adanya bencana tidak terduga. Untuk mewujudkan implementasi yang efektif, komitmen tindakan korektif yang dilakukan oleh para aktor adalah dengan melakukan restrukturisasi pengurus dan unit usaha, meningkatkan kapasitas pengelola BUMDesa, lebih melibatkan BUMDesa dalam kegiatan strategis dan melakukan evaluasi terhadap unit usaha yang kurang berkembang serta membuka peluang bagi unit usaha baru.

Abstract

This research aims to analyze the evaluation of the Tangerang Regency government's strategic plan for improving regional asset management through reliable and integrated applications, in this case, the ATISISBADA application in 2024, and what efforts are being made to improve performance. The research method used in this research is descriptive research using a qualitative approach. Data collection techniques use primary data obtained through interviews and secondary data obtained through observation and documentation. Researchers used the Miles and Huberman model of qualitative data analysis, namely data reduction, data presentation, and conclusion. This research shows that the ATISISBADA application has significantly increased the effectiveness, efficiency, and transparency of regional asset management while identifying areas that need to be improved regarding staff training and technological infrastructure. Implementing applications such as ATISISBADA (Inventory Management Application and Regional Property Information System) has helped increase the accuracy of asset recording, speeding up the financial administration process and reducing the potential for irregularities in regional property management. Even though it has provided significant benefits, several challenges are still found, such as limitations in integrity with other systems, as well as the need for improvements to a more capable technological infrastructure.

Abstract

This study aims to examine in depth the role and performance of the Election Supervisory Body (Bawaslu) of Nunukan Regency in ensuring that the implementation of the 2020-2023 Regional Head Elections (Pilkada) runs honestly and fairly. The focus of this study lies in Bawaslu's efforts to prevent election violations, resolve election disputes, and increase public participation in the democratic process. Through a qualitative approach, this study uses a data collection method in the form of in-depth interviews with various related parties, including Bawaslu members, election organizers, political parties, election observers, and the community. In addition, a document study was also conducted to obtain relevant secondary data. Data analysis was carried out using thematic analysis techniques to identify patterns, themes, and categories that emerged in the data. The results of the study indicate that in general, the effectiveness of Bawaslu Nunukan Regency in realizing honest and fair Pilkada can be categorized as good. Based on the factors that influence the organization according to Steers (2005), Bawaslu Nunukan Regency has succeeded in building a positive organizational culture, oriented towards results, and focused on public participation. The commitment of the workers to their duties, as well as the support of various related parties, have contributed to this success.
