Abstract

This study aims to find out how the implementation of planning, budgeting and administration in Anambas Islands Regency using the Sistem Informasi Pemerintahan Daerah (SIPD) and how the system model is more optimal in terms. The method used in this study is a qualitative method that describes a management information system that conceptually, structure and development are appropriate and the input, process, output and feedback. The data collection technique used in this study was by interviews, observation, and documentation studies with respondents in Anambas Islands Regency who are directly related to SIPD in their daily work. The results of the research and data analysis describe that the implementation of SIPD in the planning, budgeting and administration processes in Anambas Islands Regency is not optimal yet. This can be seen from SIPD which is still difficult to access due to network constraints and human factors. Therefore, a strong commitment from all parties is needed to maximize the SIPD function which wants to integrate the implementation of planning, budgeting, and administration.

Abstract

Health services are the main priority of the organizers because it is one of the community's fundamental rights, and its provisions must b carried out by the government. In order to fulfill the need for health facilities, the government has made efforts to improve the quality of health facilities, including by making health care guarantees. This Regional General Hospital is located as a Regional Technical Institution that supports the implementation of the Regional Government. However, phenomena related to services at the Regional Government were found. The goal to b achieved is to find out and analyze how Big the Level of Outpatient Service Quality is at the Tanjungpinang City Regional General Hospital. In this study, the population was consumers or outpatients at Tanjungpinang Hospital in January -November 2022, namely 35,181 people. (2022), and a sample of 100 people. This study uses descriptive statistics, which use data to explain or draw conclusions about a group. Based on the study's results, the service quality at the Tanjungpinang City Hospital is of high quality, with a score of 3.1. But there is still something that needs to b improved, namely Reliability with a value of 2.98 and Tangibles with a value of 2.90, where it seems that there are still doctors who do not come on time so that makes the patient wait.

Abstract

Indonesia sedang berupaya mencapai good governance dengan melakukan reformasi birokrasi sebagai instrumen utama. Meskipun telah ada upaya reformasi, beberapa permasalahan utama seperti organisasi yang belum tepat fungsi, tumpang tindihnya peraturan perundang-undangan, masalah SDM aparatur, kewenangan yang belum terkelola baik, pelayanan publik yang belum memadai, dan budaya kerja birokrat yang belum mendukung efisiensi masih menghambat kemajuan. Penelitian ini membahas implementasi kebijakan penyederhanaan birokrasi, fokus pada perubahan struktur organisasi dan penyetaraan jabatan administrasi, serta dampaknya terhadap efektivitas pemerintahan dan pelayanan publik di Sekretariat Daerah Kabupaten Pandeglang. Penelitian ini memiliki tujuan untuk mendalaminya dengan tiga aspek utama, yaitu mendalami implementasi kebijakan, mengidentifikasi faktor pendukung dan penghambat, dan mengeksplorasi upaya penanganan faktor penghambat. Dengan demikian, penelitian ini berkontribusi pada pemahaman holistik mengenai dinamika implementasi kebijakan penyetaraan jabatan struktural eselon IV ke jabatan fungsional di instansi tersebut. Selain manfaat teoritis bagi literatur administrasi publik, penelitian ini juga memberikan manfaat praktis sebagai bahan analisis untuk melihat pelaksanaan penyetaraan jabatan di konteks Reformasi Birokrasi, berpotensi mendukung perbaikan dan pengembangan sistem administrasi publik di Indonesia.

Abstract

Along with the running of the wheels of government in Indonesia, there are many developments that occur in various aspects, one of which is in government, economy, development and politics. Originally in the old order era, the new order until the reform there were many changes that accompanied the journey of this country, both happy and sad changes. The type of research used in this study is quantitative research. Quantitative research methods are one type of research whose specifications are systematic, planned and clearly structured from the beginning to the making of the research design. Based on the results of research and discussion on How Much the Effect of the Effectiveness of Smart ASN Implementation on Bureaucratic Reform in the Era of Disruption 4.0 in the Regional Civil Service Agency of Banten Province, it can be concluded that the Effect of the Effectiveness of Smart ASN Implementation on Bureaucratic Reform in the Era of Disruption 4.0 in the Regional Civil Service Agency of Banten Province has an influence of 64.7%, while the remaining 35.5% where the rest is influenced by other variables that are in The study was not analyzed further

Abstract

Penelitian ini tidak dilihat dari konteks politik dan hanya melihat dalam konteks administrasi dengan menggunakan metode deskriptif kualitatif dengan prosedur pengumpulan data primer, data sekunder dan data yang diperoleh dari observasi dengan telaah dokumen perencanaan dan penganggaran maupun dokumen yang terkait dengan penelitian ini, dengan istrumen penelitian wawancara (interview) dan kuesioner dilakukan untuk menentukan bobot prioritas faktor-faktor konsistensi perencanaan dan penganggaran pada DPUTR Kota Tarakan. Pemilihan informan dilakukan secara purposive sampling Selanjutnya teknik analisis data yang digunakan matrik konsolidasi perencanaan dan Penganggaran (MKPP). Selanjutnya Faktor-faktor konsistensi akan di dianalisa melalui AHP (Analytical Hierarchy Process) untuk menentukan bobot prioritas setiap parameter faktor-faktor konsistensi perencanaan dan penganggaran.Temuan penelitian dari hasil matrik konsolidasi perencanaan dan Penganggaran (MKPP) pada perencanaan pembangunan daerah ditemukan inkonsistensi atau tingkat konsistensi yang sanggat buruk dengan tingkat konsistensi 0% (inkonsistensi 100%) pada misi DPUTR dengan misi RPJMD Kota Tarakan, sementara tingkat konsistensi tertinggi pada visi DPUTR dengan visi RPJMD Kota Tarakan dengan tingkat konsistensi 100% (inkonsistensi 0%). Lebih lanjut pada konsistensi program kegiatan tertinggi pada dokumen RPJMD dengan Renstra yaitu sebesar 88% (tingkat inkonsistensi 12%) dengan katagori sanggat baik, sementara tingkat konsistensi terendah program kegiatan pada dokumen Renstra DPUTR dengan Renja DPUTR sebesar 31% (inkonsistensi 69%) dengan katagori buruk.

Abstract

This research aims to prove the theory states that the planning, implementation, and evaluation of the policies of the Banten Province Education Service in developing teaching staff in SKh Negeri 01 Serang City and SKh Negeri 02 Serang City. The method used in this research is descriptive qualitative with analytical techniques using various data analyses until reaching a maximum point which is often called the saturation point. According to Sugiyono 2011:37, there are three interactive models in data analysis, namely data reduction, data presentation, and concluding. The location of this research was carried out at three locations, namely the Banten Provincial Education Office in the Special Schools (SKh) sector, the second and third locations were at SKh Negeri 01 and 02 Serang City. This research showed that the curriculum-based training activity program involved 70 participants from teaching staff at state special schools 01 and 02 in the city of Serang with resource persons and the material delivered was per what was needed by teaching staff at special schools. Evaluation of policies in learning training is carried out after the activities are carried out. The evaluation was carried out at the Banten Provincial Education Office. This evaluation is carried out for the sake of improvement for further activities that will be carried out in other places..

Abstract

This research aims to analyze the implementation of the waste bank management program and the waste bank management model in Benda Baru Subdistrict, South Tangerang City. This research uses a qualitative approach, data collection techniques using observations, in-depth interviews, Focus Group Discussions (FGD) and documentation. The sampling technique used in this research was purposive sampling. The informants consisted of 5 groups of informants, namely the Environmental Service, Village Employees, Waste Bank Managers, Environmental Monitoring Institutions and the Community of Banda Baru Village, South Tangerang City. This research uses the Miles and Huberman Model Qualitative Data Analysis Technique where the implementation of the waste bank management program uses policy implementation theory from George C. Edwards III, namely four variables in public policy, namely Communication, Resources, attitudes (dispositions or attitudes) and bureaucratic structure and Van Horn Theory. The latest in this research is the collaboration between the use of information technology and public policy regarding waste bank management. Waste bank management model to implement a waste bank management program by including information technology elements in the information flow, sorting/sorting flow, bookkeeping flow and customer deposit distribution flow at the waste bank. Meanwhile, the model for implementing the waste bank management program in the flow of collecting or purchasing waste from local government waste banks requires establishing a Regional Owned Enterprise or regional company that specifically handles waste produced from waste banks. This has a massive impact on the green economy concept to improve community welfare.

Abstract

Indonesian collaborative governance has been very popular since the year-2000. Amongst public, private organizations, academics, media and societies. However, at present, collaboration amongst those actors have not been popularly conducted with communities, such as hobbies communities or even alumni communities. As the source of budgeting sector resources, those communities are very strategic actors to improve collaboration in a dynamic way as multi helix collaboration. This research uses qualitative approach and descriptive analysis method. The result of this research is that there is a strategic need to improve the role of communities in enhancing the advantages of collaboration in the multi helix concept.

Abstract

The community empowerment approach is sought to provide guidance for the sustainability of the livelihoods and lives of the fishing communities of Teluk Village, Labuan District, Pandeglang Regency, especially after being hit by the tsunami (22/12/2018) and the Covid-19 pandemic. Ecosystem preservation also requires commitment from stakeholders. The policy strategy is the government's task that needs to be analyzed, while the community has strong social capital, as a form of survival in facing opportunities, challenges and threats in the management of marine and fishery resources. This study aims to analyze the policy strategy for empowering fishermen in Teluk Village, Labuan District, Pandeglang Regency. The key theory used is the concept of strategy according to Hunger-Wheelen (2003: 9), through observing the external environment to describe opportunities and threats, then observing the internal environment of the organization to describe strengths and weaknesses known as Strengths, Weaknesses (weaknesses). Opportunities (opportunities), and Threats (threats). The approach used in this research is descriptive qualitative. Through this approach it is intended to be able to take a full picture of various phenomena that aim to describe, summarize various conditions, various situations or various social realities of empowering the fishing community in Teluk Village, Labuan District, Pandeglang Regency. The results of the study show that the policy strategy for empowering fishermen in Teluk Village refers to strengthening the internal and external sources of the Pandeglang Regency Maritime Service organization, including efforts in the field of empowering fishermen by carrying out various fisheries business development programs, carrying out fishermen technical guidance for business groups with fishermen. Furthermore, monitoring and evaluation, as well as carrying out reports. The suggestion that the researchers put forward is to increase various efforts to empower fishermen in the Bay Village by encouraging fishermen's involvement in accessing various institutional fishermen empowerment programs and revitalizing various facilities and infrastructure that require development and repair due to the tsunami disaster.

Abstract

Service is the effort to achieve public service quality for taxpayers, all services are provided through Integrated Service Centers (ISC) at each Tax Service Office (TSO) and at Tax Service, Counseling, and Consultation Offices (TSCTCO) throughout Indonesia's tax areas, and taxpayers' satisfaction with the services provided by KPP Pratama Cileungsi, as well as the initiatives undertaken and planned by KPP Pratama Cileungsi to improve service quality during the Covid-19 pandemic. This study identified several issues: 1) Taxpayer satisfaction with tax services at the Tax Service Office KPP Pratama Cileungsi during the Covid-19 pandemic, 2) Efforts made by the Tax Service Office KPP Pratama Cileungsi to enhance the quality of tax services during the Covid-19 pandemic. The research method employed a descriptive qualitative approach conducted in a natural setting, with data collected using interview guidelines and documentation. The research informants included strategic taxpayers, tax volunteers, and employees of KPP Pratama Cileungsi. Data analysis encompassed activities such as data reduction, presentation, and drawing conclusions/verification. The results of this study revealed that tax class activities are part of cooperation with the district government to ensure that the public is aware of and utilizes these tax classes as a means of learning and increasing tax obligation awareness. Creating or re-sharing tax education content through a dedicated YouTube channel serves as a contemporary education platform with easy access anytime and anywhere for taxpayers, given the extensive jurisdiction of KPP Pratama Cileungsi. This YouTube channel should be promoted through village government devices to be known by the wider community, especially in the jurisdiction area of KPP Pratama Cileungsi.
