Abstract

Terorisme merupakan sesuatu aksi yang bersifat mengancam dan dapat mengusik ketentraman hidup manusia. Dewasa ini, aksi terorisme banyak terjadi di penjuru dunia serta melanda orang- orang yang tidak berdosa. Beberapa tahun kebelakang, terdapat beberapa kasus terorisme yang terjadi di Indonesia dan Amerika Serikat. Keadaan kedua negara yang seperti ini sangatlah memprihatinkan bagi keamanan negara. Pemerintah sudah seharusnya memperhatikan dan memprioritaskan hal seperti ini. Untuk meningkatkan kapabilitas keamanan negara, Indonesia perlu melakukan kerja sama antar negara (internasional). Dalam penelitian ini penulis akan membahas kerja sama antara Indonesia-Amerika serikat pada bidang penguatan kapasitas dan kemampuan dalam penanggulangan kasus terorisme. Hal ini dapat dicapai dengan dengan adanya program-program yang dijalankan seperti pertukaran informasi, pelatihan dan pendidikan, serta bantuan persenjataan. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Penulis juga memakai beberapa artikel jurnal serta melakukan wawancara kepada instansi terkait untuk melengkapi data yang diperlukan. Dalam peneletian ini, penulis juga memakai beberapa teori, antara lain Keamanan Nasional, Terorisme, Diplomasi Keamanan, serta Capicity Building. Hasil penelitian menujukkan bahwsanya Implementasi kerja sama antara Indonesia-Amerika Serikat berjalan dengan baik. Hal ini dapat dibuktikan dengan adanya penurunan aksi terorisme sepanjang tahun 2021 yakni sebesar 53,8% dibandingkan tahun 2020.

Abstract

This research, will explain about the relationship between the European Network Against Racism (ENAR) and Islamophobia in France. The increasing Muslim population in France over the years, driven by globalization and immigration, is a significant aspect to consider. While their freedoms should be preserved, the challenging reality in France is the difficulty in upholding these rights due to Islamophobia within the majority of the French population and institutional racism (with France Laïcité) that diminishes their chances of obtaining their rights. Therefore, employing a case study data collection technique, this study will explore how ENAR, as a Non-Governmental Organization, takes action to address this issue through projects such as "Muslim Women, Forgotten Women?," collaborations with like-minded NGOs, and partnerships with the European Union, a key decision-maker. Through the analysis of these projects, the author aims to examine ENAR's efforts in combating Islamophobia in Europe and to understand why ENAR may be less effective in addressing Islamophobia specifically in France. With this the Author bring the question "Has The European Network Against Racism (ENAR) been successful in preventing and eliminating Islamophobia in France?"

Abstract

Indonesia's relations with Taiwan cannot be separated from problems and issues related to Indonesian Migrant Workers. Among these issues is the case of Indonesian Migrant Workers who exceeded the period of stay or overstayed in Taiwan. The overstaying status of Indonesian Migrant Workers creates vulnerability to violations of the rights of Indonesian Migrant Workers and even Indonesian Migrant Workers can be treated arbitrarily. So protection is needed so that the rights of Indonesian Migrant Workers are fulfilled. The type of research that the author will use is qualitative descriptive research because it is considered appropriate to research needs. The data sources used by the author in this research are secondary data such as data obtained from documents, photos, research journals, books relevant to research, news and credible internet media as support for primary sources related to regulations. the rights of Indonesian migrant workers abroad. The results of this research show that the protection and cooperation efforts undertaken to protect Indonesian Migrant Workers include institutional improvements through BP2MI, the launch of the SP2T and Embedded SP2T schemes, the renewal of the Memorandum of Understanding (MoU) between Taiwan and Indonesia regarding the Recruitment, Placement and Protection of Indonesian Migrant Workers in December 2018, as well as a self-surrender program for overstayer workers from the Taiwanese authorities.

Abstract

The question of democracy and cyberdemocracy within the expanding population of internet users in Southeast Asia is a prevalent and debatable concern in the region. The phenomenon is perceived as sign of better democratization while also concerned for its political destabilization effects. Recent instances of cyber sovereignty, cybersecurity, and cyberdemocracy in contrasting practical applications indicate the imperative need for an alternate paradigm to comprehend the underlying issue comprehensively. This study employs a regionalism framework to comprehensively understand the issue by investigating overarching indicators of cyberdemocracy and cases of cyberdemocracy in Southeast Asian countries through case study in qualitative method framework. this article uses library research and limited content analysis of academic literature, regional agreements, and material from news media as data sources. Limited content analysis and data triangulation are used to ensure data validity and to acknowledge the data sources’ bias before the findings are analyzed and concluded. The results indicate that Asian values significantly influence the configuration of cyber sovereignty, which integrates the Chinese concept of regulated cyber sovereignty with the Western notion of freedom in the digital realm, resulting in a cyberdemocracy driven by state governments in the region. The research findings also indicate that this state is influenced by preexisting Asian values and the region’s prevalent challenge of digital transformation.

Abstract

The government has currently drafting and discussing a Presidential Regulation on expanding the Indonesian military mandate on combating terrorism. This regulation was proposed as an alternative to combat threats from growing terrorism in Indonesia and to strengthen anti-terrorism acts initiated by civil counter-terrorism institutions. This paper uses a literature study to observe the social implications of military involvement in counter-terrorism. The writers try to review the deployment of the military to combat terrorism, the counter-terrorism from civil counter-terrorism institutions, military involvement in counter-terrorism and its implications, as well as its implications on Indonesia’s social sector. It was concluded that the social impact of expanding the role of the TNI in counter-terror needs to be balanced with the community's wishes and redefine the meaning of extremism to avoid polemics in the community. AbstrakSaat ini pemerintah tengah melakukan penyusunan dan pembahasan Peraturan Presiden tentang perluasan tugas TNI dalam Mengatasi Aksi Terorisme. Upaya ini merupakan alternatif untuk menghadapi ancaman terorisme di Indonesia yang terus berkembang dan memperkuat proses penanggulangan terorisme yang telah dilakukan lembaga kontra-teror sipil. Oleh karena itu, dengan menggunakan metode studi pustaka, tulisan ini akan mencoba mengungkapkan implikasi sosial  dari keterlibatan militer dalam upaya kontra terorisme. Tulisan ini mengulas mengenai pengerahan militer dalam penanggulangan terorisme, upaya penanggulangan terorisme yang telah dilakukan lembaga kontra-teror sipil, gambaran pelibatan TNI dalam kontra-teror, implikasi perluasan pelibatan TNI dalam kontra-teror, dan implikasi dalam kehidupan sosial-kemasyarakatan Indonesia. Tulisan ini menyimpulkan bahwa dampak sosial perluasan peran TNI dalam kontra-teror perlu diimbangi dengan keinginan masyarakat serta mendefinisikan ulang arti dari ekstremisme agar tidak terjadi polemik di masyarakat.

Abstract

E-commerce menjadi isu menarik dalam dinamika ekonomi politik tidak hanya di level internasional, tetapi juga di level regional, bahkan nasional. ASEAN merespons perkembangan e-commerce melalui kerja sama maupun kesepakatan yang dapat membantu negara anggota untuk dapat memanfaatkan e-commerce yang mendorong pertumbuhan ekonomi. UMKM sebagai salah satu tulang punggung ekonomi di beberapa negara anggota ASEAN dihadapkan dengan sejumlah peluang maupun tantangan terkait dengan e-commerce. Oleh karena itu, penelitian ini bertujuan untuk memberikan gambaran perkembangan e-commerce serta peluang dan tantangan UMKM di Indonesia, Malaysia, dan Thailand. Wawancara dengan pelaku UMKM di Indonesia serta studi dokumen dari artikel jurnal serta artikel dari internet menjadi teknik pengumpulan data dalam penelitian ini. Penelitian ini menemukan bahwa UMKM di Indonesia, Malaysia, dan Thailand memiliki sejumlah peluang dengan hadirnya e-commerce. Namun demikian, tantangan terkait teknologi dan kapasitas sumber daya manusia menjadi persoalan yang masih dihadapi oleh UMKM.

Abstract

Climate change is increasing the impact of natural hazards. As a region vulnerable to the impacts of climate change, ASEAN member states have proactively taken steps to implement sustainable environmental protection at the domestic level. The concept of Sustainable Development Goals (SDGs) is then used to trace the application of life protection laws in ASEAN member countries based on qualitative-descriptive analysis. This research uses secondary data in the form of official government documents, research journals, and other scientific articles. This research argues that the national environmental protection laws of each ASEAN member state have represented the principles of the SDGs. All regulations are based on a continuous anthropocentric perspective. In general, regulations on environmental protection and management in the domestic of ASEAN member states are in accordance with the principles of SDGs points 3, 6, 7, 8, 9, 13, 14, and 15. It is still rare to find countries that apply SDGs 1, 2, 4, and 16 in their main domestic life protection laws.

Abstract

Product marketing is one of the essential things for MSMEs to improve their business. In the current digitalization era, MSMEs must adopt and integrate technology into their business activities and carry out attractive branding of the products they market. In connection with the importance of branding, from the results of the preliminary study conducted by the community service team, it is known that there are still MSMEs in Pancoran Mas Depok that need to understand the benefits of branding in product marketing. Therefore, the team conducted training activities on branding strategies for MSME players in Pancoran Mas, Depok. This activity was carried out in several stages: coordination, pre-test filling, branding strategy training, and post-test filling. In addition to the training provided by the community service team, this community service activity also invited resource persons who are practitioners in the field of branding to give training on branding strategies in marketing products. From the training results, the participants considered the training beneficial for marketing products, especially those based on social media. The participants also thought branding through social media is essential in introducing products to consumers so business sustainability can run well.

Abstract

Terrorism crimes are increasingly involving children, who are the future generation of the nation. Therefore, addressing terrorism crimes requires extra efforts from various parties. This study aims to describe the efforts made by the Indonesian government and the United Nations Office on Drugs and Crime (UNODC) in addressing the issue of children involved in terrorism crimes. This study uses a qualitative method with a case study analysis. The author conducted in-depth interviews with representatives from the National Counter-Terrorism Agency (BNPT), the Indonesian Child Protection Commission (KPAI), and the Prasasti Peace Foundation (YPP), as well as a literature review from sources related to terrorism. The results of the study indicate that the family environment, mental health, and emotional state of children are internal factors, and the influence of the social environment is an external factor that causes children to be involved in terrorism crimes. Handling children involved in this crime requires special treatment and comprehensive regulations. Indonesia took an important step in handling children involved in terrorism through international cooperation with the United Nations Office on Drugs and Crime (UNODC), which resulted in the “Bali Call for Action” political declaration that affirmed global commitment and encouraged increased handling capacity at various levels of implementation. At the end, this research recommends the House of Representatives of the Republic of Indonesia (DPR RI) to formulate special regulations related to the handling of children involved in terrorism crimes. This regulation can be in the form of derivative regulations, such as Government Regulations or Ministerial Regulations, to clarify the procedures for comprehensive handling, assistance, and rehabilitation of children.AbstrakKejahatan terorisme kini semakin melibatkan anak-anak, yang merupakan penerus bangsa di masa depan. Oleh karena itu, penanganan kejahatan terorisme membutuhkan upaya ekstra dari berbagai pihak. Penelitian ini bertujuan untuk mendeskripsikan upaya yang dilakukan oleh pemerintah Indonesia dan United Nations Office on Drugs and Crime (UNODC) dalam menghadapi permasalahan anak yang terlibat dalam kejahatan terorisme. Penelitian ini menggunakan metode kualitatif dengan analisis studi kasus. Penulis melakukan wawancara mendalam dengan narasumber dari Badan Nasional Penanggulangan Terorisme (BNPT), Komisi Perlindungan Anak Indonesia (KPAI), dan Yayasan Prasasti Perdamaian (YPP), serta studi pustaka dari sumber-sumber yang berkaitan dengan terorisme. Hasil penelitian menunjukkan bahwa lingkungan keluarga, kesehatan mental, emosional anak menjadi faktor internal dan pengaruh lingkungan sosial yang menjadi faktor eksternal penyebab anak terlibat dalam kejahatan terorisme. Penanganan anak yang terlibat dalam kejahatan ini memerlukan penanganan khusus dan regulasi yang komprehensif. Indonesia mengambil langkah penting dalam menangani anak-anak yang terlibat terorisme melalui kerja sama internasional dengan United Nations Office on Drugs and Crime (UNODC), menghasilkan deklarasi politik “Bali Call for Action” yang menegaskan komitmen global dan mendorong peningkatan kapasitas penanganan di berbagai tingkat pelaksana. Pada bagian akhir, penelitian ini merekomendasikan Dewan Perwakilan Rakyat Republik Indonesia (DPR RI) untuk merumuskan regulasi khusus terkait penanganan anak yang terlibat dalam kejahatan terorisme. Regulasi ini dapat berupa aturan turunan, seperti Peraturan Pemerintah atau Peraturan Menteri, guna memperjelas prosedur penanganan, pendampingan, dan rehabilitasi anak secara komprehensif.

Abstract

In the last 50 years, the number of Hajj pilgrims has surged from 200,000 to 3 million. The organization of Hajj and Umrah not only impacts the economy but also serves as a diplomatic tool for both the host country, Saudi Arabia, and the countries of origin of the pilgrims, such as Indonesia. While the economic impact on Saudi Arabia as the destination country has been extensively studied, the effects on the pilgrims’ countries of origin, particularly Indonesia, are less well-documented. Therefore, this paper seeks to explore how Hajj and Umrah, as forms of religious tourism, can generate economic benefits for Indonesia within the Saudi Arabian context. Utilizing a qualitative method, including literature review and observation, this paper explores and elaborates on how Hajj and Umrah can present economic opportunities for Indonesia. The findings suggest that these religious events could benefit Indonesia through various channels: services related to preparation and departure, transportation, export opportunities for Micro, Small, and Medium Enterprises (MSMEs), and as a means of economic diplomacy with Saudi Arabia and other pilgrim-originating countries. There is significant potential to develop these economic opportunities further to enhance Indonesia’s economic diplomacy and directly benefit its people.
