Abstract

This study evaluates the effectiveness of the governance practices at STIK Bina Husada through the lens of COBIT 2019, aiming to identify critical process objectives and assess capability levels related to academic governance. The research problem centers on the alignment of institutional practices with established standards to enhance strategic management, innovation, and continuity. A mixed-methods approach was employed, utilizing questionnaires and activity analysis to evaluate the current capability levels of specific focus areas, namely APO02 (Managed Strategy), APO04 (Managed Innovation), and DSS04 (Managed Continuity). Participants included key stakeholders involved in the governance processes at STIK Bina Husada.The findings revealed that while APO02 achieved a capability level of 79.36% (largely achieved), it fell short of the desired fully achieved status. Conversely, APO04 demonstrated a capability of 100% at level one, indicating full achievement, but only a 68.12% capability at level two, which remains largely achieved. DSS04 also showed a similar pattern as APO04, with both objectives needing improvement to reach level three capabilities. The gap analysis highlighted a discrepancy of two levels between the current and desired capabilities for APO02, APO04, and DSS04.This evaluation marks the first comprehensive assessment of STIK Bina Husada's academic governance quality against the COBIT 2019 framework, emphasizing the need for continued improvement to meet strategic objectives. The implications of this research suggest that adopting structured frameworks like COBIT can significantly enhance management practices in academic settings.

Abstract

Website kedinasan Pemerintah Kabupaten Musi Banyuasin menjadi salah satu faktor penting sebagai media promosi, penyampaian informasi dan sarana pelayanan publik kepada masyarakat. Oleh karena itu, tim pengelola website dari masing-masing perangkat daerah dianjurkan untuk mengisi konten secara berkala yang dapat diakses oleh publik, demi terwujudnya website kedinasan yang berkualitas. Dalam penggunaanya, website kedinasan perangkat daerah belum pernah dilakukan evaluasi kualitas website. Maka dari itu diperlukan pengukuran kualitas website menggunakan metode webqual 4.0 yang terdiri dari 3 variabel yaitu usability quality, information quality dan interaction quality serta dilakukan evaluasi website berdasarkan standar website Pemkab Muba. Populasi dari penelitian ini adalah pegawai PNS dan TKK pada perangkat daerah yang sudah pernah mengunjungi website dengan menggunakan teknik purposive sampling. Pendistribusian kuesioner dilakukan terhadap 99 sampel responden. Skala pengukuran yang digunakan dalam penelitian ini adalah skala likert yang terdiri dari empat skala. Mulai dari nilai skor 1 (sangat tidak setuju) sampai nilai skor 4 (sangat setuju). Skala sengaja dibuat genap untuk menghindari kecenderungan responden yang besikap netral. Hasil penelitian menunjukkan bahwa usability quality dan information quality mempunyai pengaruh terhadap kepuasan pengguna dan interaction quality perlu dilakukan perbaikan berkelanjutan. Website kedinasan dilingkup perangkat daerah masih belum sesuai dengan standar website Pemerintah kabupaten Musi Banyuasin. Secara keseluruhan aspek usability quality pada setiap website yang diuji perlu dipertahankan, akan tetapi untuk aspek information quality dan interaction quality perlu ditingkatkan dengan menambahkan fitur dan update informasi.

Abstract

The Jumputan industry, a cultural heritage and creative sector in Palembang, utilizes data technology to streamline and improve business operations, thereby enhancing its competitiveness in transactions. This involves the use of computer devices and third-party applications accessible to the public. The integration of IT/IS in the Jumputan industry is often hindered by various challenges, such as connectivity issues, system malfunctions, outdated support, resource errors, insufficiently skilled personnel, shifts in technology policies by third-party providers, changes in government regulations, and other limiting factors. This study examined the risks associated with IT/IS implementation in the Jumputan industry, using the COBIT 2019 and ISO 31000 frameworks to identify risks, create risk profiles, and assess data technology management within the culture-based creative sector. This study aimed to identify and anticipate the risks associated with IT/IS implementation. A qualitative descriptive approach was employed, by data analyzed through the COBIT 2019 and ISO 31000 frameworks. The findings revealed that the Jumputan industry must adopt data technology risk management, as over 10 potential risk sources could negatively impact its business processes. Ultimately, this risk profile is intended to help the industry proactively address potential challenges and unforeseen risks. Additionally, it is hoped that this study will serve as a valuable resource for future research focused on the role of data technology in the creative industry.

Abstract

This study evaluates the maturity of public web services in Indramayu Regency, Indonesia, using a Design Thinking methodology combined with the COBIT 2019 Process Performance Model, aiming to clarify the digital governance gap in rural public service delivery. The research applies the five-stage Design Thinking process (Empathize, Define, Ideate, Prototype, Test) as an evaluation lens. Data were collected from 45 respondents through interviews, questionnaires, direct observations, and workshops with village officials. The COBIT 2019 Process Attribute Achievement Model was used to quantify capability maturity levels across each Design Thinking phase for 14 public web services in the regency. Most public web services scored only ‘Manage’ in the Empathize phase, with BPS Indramayu and PPID reaching ‘Established’. The Ideate, Prototype, and Test phases were predominantly ‘Performed’, with only BPS Indramayu and SIPADU reaching 'Managed'. These findings indicate that most platforms function primarily as informational websites with limited user-driven innovation, prototyping, and structured testing. This study offers a novel integrative framework that combines human-centered Design Thinking with COBIT 2019 governance assessment to assess the public sector web services of digital transformation in decentralized rural governance contexts, providing a scalable, empirically grounded model applicable to other rural communities.

Abstract

Smart village development has become a key strategy for accelerating digital transformation in village governance, in line with the Indramayu Regency program targeting digital villages across 309 villages. This study aims to identify information technology problems and needs and to develop a smart village information technology architecture model in Pabean Udik Village. It applies a human-centered design thinking approach through five stages—empathize, define, ideate, prototype, and test—with data collected through Focus Group Discussions (FGD), observation, and interviews. The empathize stage mapped problems across five smart village dimensions and confirmed high social readiness. The define stage concluded that the village's current information systems and technology are not yet adequate to support the smart village dimensions. The ideate stage produced a layered IT architecture model comprising eleven modules mapped to five dimensions, aligned with regional policy through a follow-up FGD with regency-level stakeholders and business/industry actors. The prototype stage realized it as a low-fidelity prototype, and the test stage validated it through expert judgment and walkthrough, yielding a "highly feasible" category with minor improvement recommendations. The study concludes that the success and sustainability of smart village development require technological readiness, policy support, and collaborative commitment across stakeholders.

Abstract

Public services at Pabean Udik Village, Indramayu, are often hindered by paper-based bureaucracy, physical archive damage risks in coastal areas, and validation limitations due to the Village Head's external duties. This study aims to design an automated e-office application using the human-centered Design Thinking method. Through the Empathize, Define, Ideate, Prototype, and Test stages, initial Crazy 8 sketches were developed into high-fidelity interactive prototypes using Figma. The design encompasses public service interfaces (instant NIK integration, real-time document tracking) and internal staff management (digital attendance, leave management). System evaluation utilized Black-Box Testing and Usability Testing via the System Usability Scale (SUS) questionnaire involving 8 village officials. Functional tests achieved 100% success, while average SUS scores surged significantly from 61.5 (Marginal Low) in the first cycle to 79.5 (Acceptable/Grade B) in the second cycle following interface refinements. The application successfully reduced service time from 25–40 minutes to just 3–5 minutes.

Abstract

The stunting prevalence rate in 2020 of the Ministry of Health of the Republic of Indonesia was 38.9%. The stunting prevalence rate in Central Java itself is 33.9%, of which 17.0% are stunted and 16.9% are very short. The purpose of the study is to obtain valid data on the factors causing stunting and carry out the classification process quickly. The method used in this study is machine learning by comparing three algorithms, namely: SVM, KNN and Random Forrest. The results of this study are said that the average calculation of the accuracy level of early childhood stunting data using SVM and KNN is above 80% and Random Forrest is below 80%. While the calculation results of the average precision value of 84% and recall value of 80% using SVM, the average precision value of 95% and the recall value of 91% using KNN with K = 1, and the average precision value of 87% and the recall value of 52% using Random Forrest.  The conclusion of the comparison between SVM, Random Forest and KNN methods to calculate precision and recall values can be said that KNN is better with K = 1 close to 100%.

Abstract

Peningkatan kapasitas sumber daya manusia di tingkat desa merupakan fondasi penting dalam mendukung strategi desa digital yang tengah dikembangkan di Kabupaten Indramayu. Kegiatan pengabdian masyarakat ini bertujuan untuk memperkuat kompetensi kader desa melalui pelatihan dan implementasi beberapa aplikasi digital, antara lain Indramayudesa.Id, Siskeudes, Sistem Informasi Desa (SID), E-Office, Lapor Indramayu, SIPBM, dan SIGAP sebagai bagian dari upaya strategis digitalisasi desa. Program ini dirancang dengan pendekatan pelatihan partisipatif, yang melibatkan sesi teori dan praktik penggunaan aplikasi secara langsung. Materi pelatihan mencakup pengenalan fitur-fitur utama dari masing-masing aplikasi, simulasi pengelolaan data desa, serta strategi pemanfaatan teknologi untuk meningkatkan pelayanan publik dan administrasi desa secara digital sesuai arah kebijakan desa digital Kabupaten Indramayu. Selain itu, kegiatan ini juga mendorong kader desa untuk menjadi agen perubahan dalam mengedukasi masyarakat terkait literasi digital dan pemanfaatan aplikasi-aplikasi tersebut. Hasil monitoring dan evaluasi menunjukkan adanya peningkatan signifikan dalam pemahaman dan keterampilan kader desa terhadap penggunaan berbagai aplikasi digital, serta tumbuhnya motivasi kader untuk mengintegrasikan solusi digital ke dalam tata kelola desa. Dengan demikian, pelatihan dan implementasi aplikasi-aplikasi digital diharapkan dapat memperkuat kapasitas kader desa, mendukung strategi desa digital, serta mendorong terwujudnya desa yang lebih transparan, partisipatif, dan inovatif di Kabupaten Indramayu.

Abstract

The Palembang Information and Communication Office is a government agency that leverages information technology to enhance its services. However, it faces several internal challenges that must be minimized to achieve good governance. These challenges include the rapid advancement of information technology, a shortage of human resources with expertise in communication and information, and insufficient employee numbers. To address these issues, optimizing IT resources is crucial. The Control Objectives for Information and Related Technology (COBIT) framework can serve as a reference to measure the effectiveness of IT usage at the Palembang Information and Communication Office. The IT services provided aim to support the Palembang Communication and Information Office in delivering efficient services to the public. For information technology to contribute effectively to organizational performance, its objectives must align with business goals. Therefore, evaluating IT governance using COBIT 5 is essential to improving service performance at the Palembang Information and Communication Office.
