Abstract

Penyediaan air bersih di Kecamatan Sepaku termasuk dalam pelayanan Perumda Air Minum Danum Taka unit Sepaku yang saat ini cakupan pelayanannya terbatas. Tahun 2021 cakupan pelayanan hanya mencapai 5% dari jumlah penduduk di Kecamatan Sepaku. Produksi air bersih yang didistribusikan PDAM hanya sekitar 16 jam/hari dengan kualitas air yang buruk. Hal ini tentunya berpengaruh terhadap kepuasan masyarakat, Oleh karena itu perlu diketahui seberapa jauh tingkat kepuasan masyarakat terhadap kualitas pelayanan yang diberikan. Penelitian ini bertujuan untuk mengetahui faktor yang mempengaruhi tingkat kepuasan masyarakat terhadap pelayanan air bersih di Kecamatan Sepaku dan mengetahui tingkat kepuasan masyarakat terhadap pelayanan air bersih di Kecamatan Sepaku. Teknik pengumpulan data dilakukan dengan menyebar kuisioner kepada masyarakat. Analisis data yang digunakan adalah analisis deskriptif dan analisis IPA. Hasil penelitian mengungkapkan bahwa didapatkan 12 variabel yang mempengaruhi tingkat kepuasan masyarakat dalam pelayanan air bersih di Kecamatan Sepaku dan diketahui bahwa secara rata-rata keseluruhan pelayanan air bersih di Kecamatan Sepaku dalam kategori belum memuaskan dengan nilai 98,45%.

Abstract

Wilayah peri urban merupakan wilayah yang dinamis dan akan terus mengalami perkembangan dalam aspek fisik, sosial, dan ekonomi seiring dengan perkembangan kota dan wilayah sekitarnya, sehingga dapat menggeser kenampakan kedesaannya ke arah kekotaan. Kota Balikpapan mengalami perkembangan wilayah perkotaan cukup pesat yang diiringi dengan meningkatnya pertumbuhan jumlah penduduk dan kebutuhan lahan. Dalam perkembangan wilayahnya, kecamatan yang teridentifikasi mengalami perkembangan ke arah kekotaan adalah Kecamatan Balikpapan Timur, yang mana merupakan kawasan sub urban dengan karakteristik hubungan desa-kota seperti konsep perkembangan wilayah peri urban. Dampak perkembangan Kota Balikpapan terhadap Kecamatan Balikpapan Timur ditandai adanya transformasi lahan pertanian yang dimanfaatkan untuk lahan permukiman dan fasilitas umum yang menyebabkan dominasi kepemilikan lahan petani khususnya sawah berkurang dan menyebabkan turunnya nilai ekonomi serta produksi pertanian yang bermuara pada ketergantungan pemenuhan kebutuhan pangan dari wilayah lain menjadi tinggi. Secara sosial ekonomi adanya aging farmer yang menunjukkan adanya peralihan mata pencaharian dan gaya hidup. Oleh karena itu, tujuan penelitian ini adalah untuk mengetahui karakteristik tipologi transformasi wilayah peri urban Kecamatan Balikpapan Timur. Untuk mencapai tujuan penelitian, maka digunakan metode skoring untuk menilai setiap variabel penelitian yang meliputi luas lahan pertanian, luas lahan permukiman, kepadatan bangunan, persentase jalan dengan perkerasan dan non-perkerasan, ketersediaan fasilitas pendidikan dan kesehatan, laju pertumbuhan dan kepadatan penduduk, mata pencaharian pertanian dan non-pertanian, serta ketersediaan warung, toko, dan pasar. Hasilnya adalah Kelurahan Manggar mengalami transformasi tipologi dari potential urban menjadi semi urban, Kelurahan Manggar Baru tetap kawasan semi urban, Kelurahan Lamaru mengalami transformasi tipologi dari semi urban menjadi potential urban, sedangkan Kelurahan Teritip tetap kawasan potential urban.

Abstract

Kelurahan Baru Ulu merupakan kelurahan yang memiliki luas lahan sebesar 95 Ha dan lahan peruntukkan sebagai kawasan permukiman sebesar 17,73 Ha, dari luas total permukiman terdapat ±18,66% adalah kawasan pemukiman kumuh. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh perilaku masyarakat bermukim terhadap tingkat kekumuhan dalam penggunaan ruang permukiman. Metode yang digunakan untuk mencapai tujuan penelitian ini adalah dengan menggunakan metode analisis regresi linier berganda. Hasil analisis menunjukkan bahwa tingkat kekumuhan permukiman pada kondisi lingkungan fisik tidak selalu berbanding lurus dengan bentuk perilaku bermukim masyarakat. Berdasarkan analisis regresi linier berganda, diperoleh dua perilaku yang berpengaruh terhadap status tingkat kekumuhan lingkungan permukiman, yaitu jumlah pekerja dan kedekatan jarak tempat bekerja. Perilaku jumlah pekerja berpengaruh terhadap status tingkat kekumuhan dengan penjelasan bahwa semakin bertambah angka jumlah pekerja dalam satuan persentase, maka akan terjadi peningkatan status tingkat kekumuhannya sebesar 1,014% dalam 1 skor skenario penilaian kekumuhan. Sedangkan perilaku jarak tempat bekerja semakin menjauh jarak tempat bekerja dalam satuan kilometer, maka akan terjadi penurunan status tingkat kekumuhannya sebesar 0,719% dalam 1 skor skenario penilaian kekumuhan.

Abstract

Tourism is a journey from one place to another which is temporary and is carried out by individuals or groups, this is done as an effort to seek pleasure and harmony with the environment both in natural, cultural, scientific and social dimensions (Wijianto, 2013) In improving the economy of a city, tourism is able to become one of the sectors that has the potential to encourage an increase in the economy. developing important components in tourism, namely the components of attractions, accessibility, amenities, and activities (Lilyk Eka 2021). Based on the 2015-2035 Regional Spatial Plan, Paser Regency has various natural potentials that can be developed, one of which is the tourism sector. By developing the natural potential and local attractions of the Lati Petangis Forest Park, this will be able to attract tourists to visit, especially on national holidays. This is also supported by the government which plans for the Lati Petangis Forest Park area to be developed into a mainstay tourist location in Paser Regency (Paser Regency Environmental Service, 2018). Selection of the Lati Petangis Grand Forest Park Area so that it can be developed into a mainstay tourist area in Paser Regency with tourist attractions that can support existing potentials such as lakes and natural scenery, so that they can attract tourists to visit and enjoy attractions, supported by good accessibility, and able to provide benefits for visitors. Based on the conditions of the tourist object area, it is necessary to evaluate the existing conditions of attractions, accessibility, amenities, and activities in the Lati Petangis Grand Forest Park Area so that development can be carried out as one of the strategies in supporting the development of the tourism sector in Paser Regency and being able to attract the attention of tourists to visit and enjoy the beauty of nature in it. The approach used in this study is a descriptive quantitative approach by using a descriptive format to explain the description of the data obtained during data collection which is then calculated on each variable. In this study, the population was used, namely the Lati Petangis Grand Forest Park tourist attraction area and in collecting data in this study did not use a sample. The data collection technique used is primary data obtained from primary surveys on each variable. The data obtained was then analyzed using a descriptive comparative analysis method with calculations that resulted in a percentage of suitability of the existing conditions of the Lati Petangis Grand Forest Park tourist attraction. Overall the results of the analysis carried out obtained the suitability conditions for the Lati Petangis Raya Forest Park tourist attraction in moderate conditions with a total percentage of 53.3%, this indicates that the existing condition of the Lati Petangi Grand Forest Park tourist attraction is in accordance with the guidelines so that it can carried out the development of the Lati Petangis Grand Forest Park tourist attraction. Abstract

Balikpapan City is one of the cities with a spatial planning concept oriented to the trade sector. Economic activity in the trade sector does not only focus on the formal sector but also includes the informal sector whose existence is very real in today's society. One phenomenon that shows the development of the informal sector is the movement of trading spaces that were supposed to be in people's markets, now moving closer to settlements and main city streets. This phenomenon also occurs in the city of Balikpapan. The purpose of this study was to determine the characteristics of informal market distribution in Balikpapan City. This study uses primary and secondary data with research methods in the form of scoring analysis, descriptive comparative analysis with overlay principles. The results of the study found that the characteristics of the distribution of informal markets in general in each road hierarchy are not having a business license, the market area is smaller than the formal market (existing conditions <700 m2), tends to be on the edge of the road, tends to be close to settlements and has non-permanent type buildings in the form of los or stalls. It was found that the informal market occurred because some traders could not afford to rent in the main market and were constrained by the distance to the main market, some traders also felt that the location outside the market was more strategic, and the location on the roadside tended to be close to residential areas and residences making it easier for traders to carry out trading activities. In terms of regional function, most of the informal market growth grows in trade and service areas, especially on primary arterial roads and secondary arteries, while a small part grows in residential, industrial and tourism areas.

Abstract

The Sustainable Food Agriculture Land (LP2B) was established by the government to maintain the sustainability of agricultural land amidst the rapid development of the global industry, which often results in a significant decline in the agricultural sector. Although the agricultural sector is a provider of the basic needs of clothing and food for a country, the registered paddy fields as LP2B have the potential to continue supplying food materials. Research by Putri (2015) indicates that changes in land use are caused by the demand for land for industry, housing, and road networks, which is also supported by the results of the study by Jean, Djuharyanto, and Nurdiani (2021) who concluded that population growth, the number of industries, the area of housing land, and the number of hotels have a significant impact on changes in the function of paddy fields in Bogor Regency. The city of Samarinda, as the study location, has issued Regional Regulation Number 06 of 2021 concerning the Protection of Sustainable Food Agricultural Land (PLP2B), which designates 1,230 hectares or about 1.7% of the total city area as LP2B with the aim of maintaining ecosystem balance and preventing the conversion of agricultural land. However, this regulation lacks consideration of important stakeholder perceptions in accommodating regional characteristics, which can provide insights and help formulate more effective and sustainable strategies (Prakoso and Munandar, 2020). This research uses the Analytical Hierarchy Process (AHP) method with 11 variables and finds that the irrigation system variable has the highest weight, while the planting index variable has the lowest weight.

Abstract

Social capital owned by the community plays a very significant role in improving tourism development, people with high social capital tend to participate more actively to achieve common goals, thus increasing awareness and concern for tourism development. Kampung Warna-Warni Teluk Seribu is one of the tours that developed due to the surrounding community's awareness of their area's potential. Thus, this study aims to determine the condition and level ofccommunity social capital in the development of tourism in Teluk Seribu Colorful Village. The scoring analysis method assisted by the Likert scale is used in this researchbby distributing questionnairessto the community. The results obtained from this study show that the social capital owned by the community of Kampung Warna-Warni Teluk Seribu is included in the high level. The community's high level of social capital will increase their participation in tourism development.

Abstract

Based on RTRW and RPJMD of Balikpapan City, one of the tourism objects that becomes the focus of tourism development is Kampung Warna-Warni Teluk Seribu Balikpapan. Sapta Pesona is a benchmark element for improving the quality of tourism products consisting of seven elements, namely, Security, Order, Cleanliness, Coolness, Beauty, Friendliness, and Memories. The use of the concept of Sapta Pesona is expected to provide knowledge to tourists and the surrounding community to be more aware of tourism and develop new attractions for tourists of Kampung Warna-Warni Teluk Seribu so that it becomes sustainable tourism. Thus, the purpose of this research is to formulate the development strategy of Kampung Warna-Warni Teluk Seribu Balikpapan based on Sapta Pesona in increasing tourist visits. In order to achieve that goal, the development strategy of Kampung Warna-Warni Teluk Seribu Balikpapan based on Sapta Pesona is formulated by comparative analysis to 6 sub-variables that become development priorities, namely Provision of Security & Safety Information, Provision of Security System, Order Regulation, Cleanliness Management, Beauty of Tourist Location, and Memories of Tourist Attraction. The formulation of this development strategy is carried out by comparing existing conditions with Best Practice related to each sub variable.

Abstract

The Berau Regency Government in terms of the Culture and Tourism Departement currently does not have a comprehensive tourism industry planning and development strategy and the planning and development carried out are still sectoral. The data obtained shows that there has been a decrease in the number of tourists where in 2022 the number of tourists visiting Kaniungan Island was 3,171 people while in 2023 it was only 2,164 people. Good development and management of the tourism industry is needed to deal with the problems that exist on Kaniungan Island. The purpose of this study is to determine the existing conditions of the tourism industry, as well as the strategies obtained based on a SWOT analysis of internal and external factors, then formulate a tourism industry development strategy using the Quantitative Strategic Planning Matrix (QSPM) analysis. Abstract

Kumala Island is one of the leading tourist destinations in Kutai Kartanegara Regency. During the COVID-19 pandemic, this tourism attraction was closed, causing the condition of Kumala Island to become unmaintained and reduce the attractiveness of tourist visits. Therefore, an integrated tourism area development concept is needed at Kumala Island tourist destination. The data collection method used was a primary survey and the analysis used was the scoring method to evaluate the existing conditions of Kumala Island tourism objects based on the 6A components (attractions, amenities, accessibility, accommodation, activities and ancillary), the delphi analysis method to determine the factors that influence integrated tourism development, and qualitative descriptive analysis with the triangulation method to produce an integrated tourism development concept formulation. The research results are in the form of an integrated tourism development concept formulation on Kumala Island Tourism Objects, among others, creating integrated information facilities, integrating emergency medical services and easily accessible health services, creating safe and comfortable public areas, improving the quality of sanitation facilities, developing recreational facility infrastructure, and forming public-private partnerships.
