Abstract

The implementation of the murur scheme in Muzdalifah emerged as a strategic response of the Indonesian Ministry of Religious Affairs to the extreme crowding observed during the 2023 Hajj season. The scheme allows eligible pilgrims to pass through Muzdalifah without staying overnight after completing wukuf in Arafah, proceeding directly to Mina. Priority is given to elderly pilgrims, individuals with high medical risk, persons with disabilities, those with obesity, wheelchair users, and officially assigned companions. This study aims to examine the operational management of the murur scheme, analyze its policy implementation using the Van Meter and Van Horn framework, and evaluate the effectiveness of its execution. A qualitative research design was employed, utilizing observation, interviews, and document analysis. The findings indicate that the operational management of the murur scheme was sufficiently effective during its inaugural implementation. The Decree of the Director General of Hajj and Umrah Affairs No. 137/2025 further outlines detailed procedures for the 2025 Hajj cycle, covering the Arafah, Muzdalifah, and Mina phases. The study contributes to strengthening operational efficiency, enhancing pilgrim safety, and supporting continuous policy refinement within large-scale Hajj management systems.  Keywords: Murur Scheme; Operational Management; Hajj Performance; Policy Implementation; Van Meter–Van Horn Model

Abstract

The Qur’an emphasizes the importance of environmental conservation and appoints humankind as khalīfah (stewards) on earth. Although widely discussed, these values largely remain unoperationalized within applied ecological frameworks. Addressing this research gap, this study aims to explore and actualize Qur’anic values of environmental conservation through a thematic (mawd}ū’ī) exegesis approach. Using library research, the analysis identifies and interprets Qur’anic verses related to ecological ethics. The findings reveal three key dimensions of conservation values: protection, encompassing amānah (trust), human responsibility as khalīfah, and gratitude; preservation, which includes ecological justice, rah}mah (compassion), tawh}īd (divine oneness); and sustainable utilization, centered on the prohibition of isrāf (wastefulness) as a principle of balance. This study presents a novel synthesis between Qur’anic eco-ethics and Indonesia’s sustainable development discourse, a connection that has rarely been examined in previous thematic exegesis research. In the Indonesian context, the implementation of these values reflects initiatives such as eco-pesantren and eco-mosque movements, as well as environmentally conscious public policies aligned with local wisdom and the Sustainable Development Goals (SDGs) 2030. Thus, Qur’anic ecological ethics not only enrich Islamic scholarship but also contribute to building a just, sustainable, and spiritually grounded civilization.

Abstract

The protection of women's dignity from baseless accusations remains critical from classical to modern times. This study examines Q.S. An-Nur verses 6-9 concerning li'an using Fazlur Rahman's double movement hermeneutic to uncover ethical principles protecting women's dignity actualized in contemporary contexts. This research aims to analyze Fazlur Rahman's hermeneutic framework, examine classical mufassir interpretations of li'an, and contextualize women's dignity protection through the double movement perspective. Through qualitative literature review, this study employs two movements: understanding the 7th-century patriarchal Arab context and extracting universal moral values for modern challenges. Findings reveal a revolutionary divine intervention, transforming women from accused objects to active legal subjects with equal rights. Five implicit principles emerge: dignity protection ('ird), procedural justice, defamation prevention, nasab protection, and disgrace covering (sitr). These principles address contemporary issues including digital defamation, intimate content distribution, and social media slander through strengthening presumption of innocence, guaranteeing defense rights, protecting privacy, and imposing strict sanctions against false accusations. This research advances ethical Qur'anic interpretation methodology, formulates five previously unarticulated ethical principles, and provides a concrete framework for protecting women's dignity in the digital era, affirming the Qur'an's responsive ethical paradigm across time.
