Tujuan penelitian tersebut adalah: Untuk mengetahui Bagaimana evaluasi program pemberdayaan masyarakat melalui bank sampah Mawar Bestari di Kelurahan Sijambi Kecamatan Datuk Bandar Kota Tanjungbalai. Untuk mengetahui Faktor-faktor apa saja yang menjadi penghambat dalam evaluasi program pemberdayaan masyarakat melalui bank sampah Mawar Bestari di Kelurahan Sijambi Kecamatan Datuk Bandar Kota Tanjungbalai. Jenis penelitian ini bersifat deskriptif kualitatif dengan melakukan pengamatan langsung atau observasi, wawancara dan dokumentasi. Metode deskriptif adalah metode yang digunakan untuk meneliti status kelompok manusia, suatu obyek, suatu kondisi dan suatu sistem pemikiran serta peristiwa yang akan terjadi. Hasil penelitian menunjukkan bahwa Evaluasi Program Pemberdayaan Masyarakat melalui Bank Sampah Mawar Bestari di Kelurahan Sijambi berjalan cukup optimal, dengan terwujudnya tujuan evaluasi yaitu : mampu mewujudkan kerjasama yang baik antara pihak Kelurahan dengan masyarakat sehingga program Bank Sampah terlaksana dengan baik dan pemanfaatannya sangat dirasakan oleh masyarakat itu sendiri khususnya masyarakat Kelurahan Sijambi.

The aim of this research is to know the effect of personal disturbance, external disturbance  and organization disturbance on the auditor’s independence in Inspectorate Aceh Singkil district. The research of variable in this research are personal disturbance, external disturbance, and organization disturbance. The data was collect by the interview to auditor in Inspectorate Aceh Singkil District and the persons in Dinas Lingkungan Hidup Aceh Singkil District. The research proves that personal disturbance, external disturbance, and organization disturbance give effect on the auditor’s independence in Inspectorate Aceh Singkil district.

The purpose of this research is to analyze the discipline of the State Civil Apparatus at the Human Resources Development and Human Resources Development Agency in East Aceh Regency in terms of time discipline and work discipline and what are the obstacles. While the purpose of this study is to analyze the time discipline and work discipline of the state civil apparatus at the Human Resources and Human Resources Development Agency in East Aceh District and determine what obstacles are faced in improving the time discipline and work discipline of the state civil apparatus. The research method used is descriptive qualitative method, with a focus of research that is time discipline and work discipline. Based on the results of research and discussion the authors conclude that time discipline and work discipline apparatus BKPSDM East Aceh in general is good. Barriers that occur are distant domicile, do not have standard work standards, lack of maximum vigilance, not all understand work ethics. Some things suggested are more cooperative, give penalties for violations, continuous supervision.

This study aims to evaluate the performance of the One-Stop Integrated Investment and Licensing Services Office of Dairi Regency as PTSP organizer. Service Performance can be seen from the dimensions of Productivity, Service Quality, Responsiveness, Responsibility and Accountability. Researchers sought to explore information on the influencing factors that affect organizational performance, namely the dimensions of organizational support, management ability and competence of the apparatus. The study was conducted using a descriptive method with a qualitative approach that is describing the facts obtained through observation, in-depth interviews and document review. The conclusion of the research shows that the performance of Dairi Regency DPMPPTSP in general is still not optimal, but on the dimensions of responsiveness and accountability have shown better results. Management capacity and organizational support are inadequate, while the competence of the apparatus is quite good. Commitment of regional heads together with their staff is needed to improve service facilities and infrastructure, especially the construction of vehicle parking facilities at the DPMPPTSP Office of Dairi Regency, to improve the regional investment climate, as well as the incentive policy for apparatus proportionally.

This study aimed to evaluate the administration of property in the area of Financial Management Agency of Aceh Singkil Regency which has the function of asset management area. This study used qualitative research methods. Observation is the participation of the data collection methods used to collect research data. The survey results revealed that the evaluation of the procedure of administration of fixed assets, including: accounting, inventory and reporting as well as the completeness of the card inventory of goods, gained an average level of suitability administration of fixed assets for the Government of Aceh Singkil Regency is 57%, which means the administration of fixed assets for the Government Aceh Singkil meet enough criteria in accordance with Regulation No. 19 Year 2016. The obstacles faced in the administration of fixed assets are (1) The lack of work ethic and discipline of user goods (2) The limited data of supporting fixed assets, (3) Lack of education and training related to the management of local goods, (4) The low coordination and commitment of the parties involved in the administration of the fixed assets, and (5) No use of applications in the recording of local goods.Â

As well as Factors that influence Service Quality in Recording AK I for job seekers in the Transmigration and Manpower Office of Aceh Singkil Regency. With the aim of this research is to find out the quality of service for recording I AK seen from Tangible (tangible) indicators, reliability (reliability), responsiviness (Assurance), Assurance (guarantee), and Emphaty (Empathy) in giving satisfaction to job seekers at the Transmigration and Manpower Agency Aceh Singkil Regency Work and Factors that Influence Service Quality in Recording AK I for job seekers in the Transmigration and Manpower Office of Aceh Singkil Regency. This research method uses descriptive qualitative research, to obtain an overview as the formulation of the existing problem and reveal the problem as it is in accordance with the existing reality through analysis of descriptive data from the results of interviews. The results of the study found several indicators of service quality that have not been well met, this was from the results of interviews and research observations at the research site. The reason is the lack of budget allocation and Allocation of Facilities and Infrastructure Supporting services from the Transmigration and Manpower Service to the Manpower sector which is responsible for the AK I. Recording service. Recommendations on the results of research are expected by the Transmigration and Manpower Service to establish AK I Registration Services Unit which has its own facilities and infrastructure. and fulfill human resources who are skilled in the field of services.

Diberlakukannya Undang-Undang Nomor 28 Tahun 2009 tentang Pajak Daerah dan Retribusi Daerah, berarti seluruh kewenangan dalam hal pengelolaan Pajak Daerah sepenuhnya dialihkan kepada Pemerintah Daerah. Sejak diserahkannya pengelolaan Pajak Bumi dan Bangunan Perdesaan dan Perkotaan (PBB P2) dari Pemerintah Pusat ke Pemerintah Daerah, Pemerintah Kota Binjai melalui Badan Pengelolaan Keuangan Pendapatan dan Aset Daerah Kota Binjai telah melakukan berbagai upaya intensifikasi agar penerimaan pajak daerah khususnya PBB P2 dapat berjalan optimal yaitu dengan menerbitkan Peraturan Walikota Binjai Nomor 47 Tahun 2017 tentang Sistem dan Prosedur Pemungutan PBB P2.Penelitian ini bertujuan untuk menganalisisImplementasi Peraturan Walikota Binjai Nomor 47 Tahun 2017 dengan melihat program kebijakan yang dilaksanakan, hambatan-hambatan yang dihadapi, serta usaha-usaha yang dilakukan terkait dengan intensifikasi guna meningkatkan penerimaan PBB P2 di Kota Binjai.Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif yaitu prosedur pemecahan masalah yang diselidiki dengan menggambarkan keadaan subjek/objek penelitian pada saat sekarang berdasarkan fakta yang tampak.Â

The purpose of this study is to analyze the Implementation of the Indonesia Healthy Card Program (KIS) in Pasar Baru Sub-District, Sei Tualang Raso District, Tanjungbalai City and What are the factors that influence the Implementation of the KIS Program in Pasar Baru Sub-District, Sei Tualang Raso Subdistrict, Tanjungbalai City. By using a qualitative research method approach. The results showed that the implementation of the KIS Program in Pasar Baru Kelurahan, Sei Tualang Raso District, if viewed from the above aspects, it could be concluded that it had not been implemented optimally. The communication aspect shows that there are still many people who do not yet know of its existence and benefits. This is because the delivery of information / socialization has not been comprehensive. The aspect of resources shows, there are still human resources who do not yet have the expertise and authority. Funds are still inadequate, facilities and infrastructure are still lacking in supporting the implementation of the KIS program, aspects of the attitude of the implementers show good attitudes and responsibilities of the implementers in accordance with the main tasks and functions, aspects of the bureaucratic structure show that there is no cohesion between employees / officials in task implementation due to lack of coordination. Obstacles in the implementation of the KIS program, including inadequate health service facilities, the unpreparedness of Village Employees in making socialization to the community and the lack of accuracy of the implementing apparatus in carrying out the KIS program.

Management of collection and management of motorized vehicle taxation is carried out in one office involving several related elements in its management. Motor vehicle tax collection carried out in one office is known as SAMSAT (One Roof Single Administration System), in which there is cooperation between the Indonesian National Police (POLRI) which has the function and authority in the field of registration and identification of motorized vehicles, Local Government in this case the Regional Tax and Retribution Management Agency in the field of motor vehicle tax collection (BBN-KB), PT. Jasa Raharja (Persero) which is authorized in the field of delivery of Road Traffic Accident Donations (SWDKLLJ). The results of this study indicate that the implementation of a one-stop single administration system in managing motor vehicle tax at the SAMSAT office in Mandailing Natal Regency viewed from the aspect of organizational structure, resources, communication and disposition in general has been good. In order to create professional services and satisfy SAMSAT taxpayers, Mandailing Natal District needs to conduct regular / regular coordination meetings so that periodic evaluations can also be carried out to make improvements to services provided from time to time.

Secara Yuridis-normatif eksistensi Mukim dengan simbol-simbol politik kedaulatan melekat pada Mukim diakui secara de jure, dengan kata lain keberadaan Imeum Mukim mendapat pengakuan dan pengukuhannya dalam hukum positif, akan tetapi pengakuan ini ternyata tidak sejalan dan selaras secara de facto. Pada dasarnya, keterlibatan Mukim dalam perencanaan strategi pemerintahan gampong dan penyelenggaraan pemerintahan gampong di Aceh berperan lebih besar dari pada hanya di akui sebagai unit pemerintahan yang berfungsi menjadi pemangku adat-istiadat semata. Permasalahan dalam penelitian ini adalah bagaimana efektivitas peran mukim dalam sistem pemerintahan di Kabupaten Aceh Singkil Provinsi Aceh, bagaimana strategi penguatan terhadap keberadaan Mukim dalam sistem Pemerintahan di Kabupaten Aceh Singkil. Tujuan dari penelitian ini adalah untuk mengetahui efektivitas peran dari Mukim terhadap sistem pemerintahan di Kabupaten Aceh Singkil Provinsi Aceh, Untuk mengkaji strategi penguatan keberadaan Mukim dalam sistem Pemerintahan di Kabupaten Aceh Singkil.Penelitian ini adalah penelitian deskriptif yaitu untuk menggambarkan mengenai efektivitas peran mukim di sistem pemerintahan Kabupaten Aceh Singkil. Ada dua yang menjadi permasalahan dalam penelitian ini yaitu untuk melihat efektivitas peranan dari mukim di sistem Pemerintahan Kabupaten Aceh Singkil dan Strategi Penguatan Keberadaan Mukim dalam sistem Pemerintahan di Kabupaten Aceh Singkil. Responden untuk melihat efektivitas peranan Mukim terhadap sistem Pemerintah Aceh di Kabupaten Aceh Singkil sebanyak 33 Orang, terdiri dari 11 orang Camat, 20 Mukim, 1 Orang tokoh adat dan 1 orang Ulama. Dari hasil penelitian dapat dijelaskan bahwa untuk efektivitas peran Mukim dalam sistem Pemerintahan di Kabupaten Aceh Singkil adalah kurang efektif. Strategi yang dapat dilakukan dalam penguatan keberadaan mukim dalam sistem pemerintahan di Kabupaten Aceh Singkil salah satunya memberdayakan lembaga Mukim melalui kemitraan dengan SKPK teknis terkait. Adapun Saran dari peneliti adalah kepada Tim Anggaran Pemerintah Kabupaten (TAPK) Kabupaten Aceh Singkil untuk memberikan anggaran yang cukup dalam operasional Mukim dan memperkuat struktur dari Mukim serta melaksanakan bimtek untuk memperkuat pengetahuan aparatur pemerintah Mukim dan lembaga Mukim
