Penyalahgunaan narkotika terus mengalami peningkatan di Indonesia. Dari catatan di Badan Narkotika Nasional jumlah pecandu di Indonesia pada tahun 2012 lebih dari 3,8 (tiga koma delapan) juta orang. Hal tersebut menunjukkan pecandu yang merupakan penyalahgunaan narkotika di Indonesia semakin meningkat. Pada pertimbangan hakim di Pengadilan Negeri Binjai terhadap keterangan ahli (dokter) dalam kasus narkotika, Hakim tidak mengalami kendala. Peradilan kasus narkotika di Pengadilan Negeri Binjai sesuai dengan Undang-Undang tentang Narkotika. Penerapan rehabilitasi terhadap terdakwa, hakim memutuskan rehab berdasarkan permintaan dari terdakwa, Jaksa atau Pengacara. Terdakwa harus menunjukkan bukti kalau dia adalah pemakai/pecandu dengan bukti surat keterangan dari dokter yang menyatakan bahwa si terdakwa merupakan pecandu narkotika. Kebijakan pemerintah dalam rangka penanggulangan tindak pidana penyalahgunaan narkotika tidak hanya bersifat penetapan prosedur-prosedur hukum belaka, tetapi lebih kepada substansial yaitu membangun tatanan hukum dalam suatu sistem hukum nasional yang bermanfaat untuk kepentingan nasional. Hal tersebut dihadapkan dapat menekan jumlah penyalahgunaan narkotika di Indonesia.

This article aims to analyze the role of the Tanjungbalai City Land Office to reduce and prevent disputes/conflicts and what factors are obstacles in reducing and preventing disputes/conflicts. This type of research is normative legal research. The approach method used is the statute approach. Based on the research, the legal regulation regarding PTSL in Indonesia is Permen ATR/Head of BPN Number 6 of 2018 concerning PTSL contained in Presidential Instruction No. 2 of 2018 concerning Acceleration of PTSL throughout the Republic of Indonesia. The role of the Tanjungbalai City Land Office to reduce and prevent disputes/conflicts is as a mediator in land disputes that occur, carrying out studies and handling problems, disputes, land cases, through non-litigation methods: first, the Land Office takes a persuasive approach to the community, seeking information related disputes. Second, outreach to the community regarding this dispute. Third, deliberation is carried out with the disputing parties with community leaders. Then the object of the dispute is merged and land registration is carried out through PTSL. After the certificate is issued, the Land Office distributes the land parcels to the entitled parties. Factors that become obstacles in reducing and preventing disputes/conflicts, namely: a) it is difficult to contact the disputing parties, b) the disputing parties do not want to budge, c) socialization and mediation are difficult, d) it is difficult to find common ground between the parties. in dispute, e) takes a long time.

Tujuan penelitian ini adalah bagaimana perlindungan hukum terhadap masyarakat muslim Kota Medan tentang produk makanan halal, proses pensertifikasian di Majelis Ulama Indonesia Kota Medan dan implementasi sertifikasi Halal MUI Kota Medan. Jenis penelitian yang digunakan adalah penelitian hukum normatif, yaitu dilakukan dengan cara meneliti bahan pustaka atau sekunder yang terdiri dari bahan hukum primer, bahan hukum sekunder dan bahan hukum tersier. Analisis data yang digunakan dengan analisis kualitatif. Perlindungan hukum kepada masyarakat muslim Kota Medan terhadap Jaminan Produk Halal diatur dalam Undang-Undang Nomor 18 tahun 2012 tentang Pangan, Undang-Undang Nomor 33 tahun 2014 tentang Jaminan Produk Halal, Peraturan Pemerintah Nomor 69 tahun 1999 tentang Label dan Iklan Pangan, serta di dalam Undang-Undang Nomor 8 tahun 1999 tentang Perlindungan Konsumen dan adanya sertifikat halal yang dikeluarkan oleh MUI Kota Medan. Hambatan dalam menjaga kepastian hukum terhadap makanan halal bagi masyarakat muslim Kota Medan diantaranya adalah lemahnya koordinasi antara Pemerintah kota Medan dan MUI Kota Medan dan belum adanya peraturan pelaksanan terkait undang-undang jaminan produk halal, serta masih kurangnya sosialisasi yang dilakukan terkait jaminan produk halal kepada masyarakat. Hambatan eksternal berasal dari masyarakat dan pelaku usaha belum ada kesadaran masyarakat dan pelaku usaha untuk melakukan pendafataran sertifikasi halal.

By issuing Supreme Court Regulation Number 2 of 2012 concerning Limits of Minor Crimes and the Amount of Fines in the Criminal Code in order to resolve minor crimes. After the issuance of the PERMA, a new problem arose because the PERMA was not used in the settlement of minor criminal cases. This causes legal uncertainty after the issuance of PERMA No. 2 of 2012. This thesis uses normative legal research, namely research that refers to legal norms contained in laws and regulations that apply as a normative footing. The legal rules limiting minor crimes and the amount of fines in the Criminal Code with the issuance of Supreme Court Regulation Number 02 of 2012 namely: Legal Position Supreme Court Regulation Number 2 of 2012 substantially relates to adjustments to the limits of minor crimes and the amount of fines. The implementation of the law against the crime of minor theft after the issuance of the Supreme Court Regulation Number 02 of 2012 concerning minor crimes is as follows: The existence of Perma No. 2 of 2012 is a Criminal Policy and so far criminal policy is understood as the domain of the Criminal Justice System (SPP) which implements the representation of the state. In addition, criminal policy is also better understood as a way to enforce the law in the context of crime prevention. Constraints faced by law enforcement officers of the Police. Constraints in law enforcement occur when there is a discrepancy between value pairs and this discrepancy can be caused by: understanding of the police regarding the regulation, the courage of the police officers without overlapping, socialization of the regulation and shaping community culture

This study aims to describe the quality of population administration services at the Department of Population and Civil Registration of South Tapanuli Regency. This research is a descriptive study using a qualitative approach. Data collection techniques were carried out by observation, interview, and documentation techniques. The theory used in this study uses the Five Dimension of SERVQUAL theory according to Zeithaml, Parasuraman, and Berry. Population Administration Services At the Department of Population and Civil Registration there are constraints on Human Resources that are needed to be placed in indispensable parts, including the Population Database Admin still not meeting the educational criteria and training and education training is needed, the number of population administration service operators is still lacking in serving the community where one service operator officer processes document data from more than one sub-district. Geographical and demographic location of the South Tapanuli Regency Population and Civil Registration Office which is relatively far from the sub-district village whose residents live in the area. The innovation of ball pick-up administration services through the population service car that has been running still needs to be improved. Support for the Population Service's budgetary resources is still not optimal in order to meet the Excellent Service criteria. Improving the availability and quality of Population Data and Information Improving public services in the field of population and civil registration. encourage people's awareness of the importance and ownership of population documents.

The purpose of this study was to describe and analyze the implementation of the Regulation of the Minister of National Education Number 24 of 2007 concerning Standards for Facilities and Infrastructure at SD Negeri 1 Tripe Jaya, Gayo Lues Regency and to identify and analyze the inhibiting factors for the implementation of the regulation. The research method used in this research is descriptive with qualitative analysis. Data collection was obtained from interviews, observations, documentation and literature studies. The results of the research that were tested using the theory of Policy Implementation of Donald Van Metter and Carl Van Horn showed that the implementation of the Regulation of the Minister of National Education Number 24 of 2007 concerning Standards for Facilities and Infrastructure at SD Negeri 1 Tripe Jaya had been implemented but not yet optimal: (1) Standards, targets and policy objectives, there is still a lack of comprehensive understanding. (2) Resources, lack of availability of human and financial resources. (3) Characteristics of the Implementing Organization, the workflow guideline for the fulfillment of school facilities and infrastructure has not been established. (4) The attitude of the implementers, there is still a lack of understanding for each implementer, especially in schools. (5) Communication between Related Organizations and Implementation Activities, the need for continuous coordination and socialization between schools and the Education Office. (6) The social, economic and political environment, the need for more concern from the community around the school as well as financial assistance and priority attention from the local government.

The research objectives are: To analyze the performance of employees and the barriers in the Public Relations and Protocol Bureau of the Regional Secretariat of North Sumatra Province. This type of research is qualitative in accordance with the formulation and research objectives. The results of research on employee performance in the Public Relations and Protocol Bureau of the Regional Secretariat of North Sumatra Province. Showing that the performance in terms of quantity and quality has been going well, this shows that employees are capable of achieving performance. Performance in terms of discipline that the implementation of work discipline starting from the presence of electronic attendance, morning apples and the use of official uniforms, there are still employees who commit violations of work discipline, especially during working hours where it is not optimal to carry out obligations with indicators complying with the provisions of working hours. This can be seen from the presence of employees who do not comply with the provisions of working hours, such as employees who often do not come to work, enter and leave the agency not according to regulations and are often late for office. Performance in terms of initiative that in carrying out their duties, employees always help each other with co-workers in completing tasks without any orders from superiors. Performance in terms of responsibility that employees are able to complete tasks properly in accordance with the specified time but on the one hand the discipline of employee performance is still not optimal.

The purpose of this researcher is to analyze the implementation and obstacles in the Regulation of the Minister of Transportation Number PM 63 of 2019 concerning Minimum Service Standards for Transportation of People by Train in the Ease and Convenience of Service at the Medan Train Station. In this study using a descriptive method using a qualitative approach, how to collect data related to the problem being studied so that it can be explained descriptively. Refers to George Edwards III's theory, namely: communication, resources, disposition and bureaucratic structure. The results of the study show that the implementation of the Minister of Transportation Regulation Number PM 63 of 2019 concerning Minimum Service Standards for Transportation of People by Train in the Ease and Convenience of Service at the Medan Train Station from the communication dimension is still not optimal in terms of the availability of written information which is still minimal, resources are not yet optimal. such as the absence of parking spaces and the available information is not clear, the disposition is still experiencing obstacles such as the attitude of some officers who are still not responsive to prospective passengers, the bureaucratic structure is not maximized in terms of coordination between work units and the placement of officers in the station area is very minimal.

This study aims to determine the effectiveness of the validation of Land and Building Rights Acquisition Duty (BPHTB) against tax object value discrepancies, the BPHTB validation process carried out by the Medan City Regional Revenue Service (BPPRD) and how to determine the Tax Object Principal Value (NPOP) in accordance with the actual value of the tax object. This type of research is a descriptive normative research. The effectiveness of BPHTB validation against the discrepancy in the value of tax objects is seen based on the BPHTB revenue data mentioned above, it is known that the number of targets and realization of BPHTB taxes seen from 2017 to 2019 is quite effective. The BPHTB validation process carried out by the Medan City BPPRD in general is quite satisfactory, plus currently the BPHTB SSPD validation process is carried out with an online system, so that the BPHTB SSPD validation process becomes easier and faster. How to determine the Principal Value of the Tax Object (NPOP) by determining the transaction value in the sale and purchase transaction. The use of the transaction value used as the basis for calculating BPHTB often creates problems. The difference in the transaction value agreed by the parties and stated in the deed with the transaction value used as the basis for calculating BPHTB according to BPPRD research, in this case there is uncertainty about which value is correct, so determining the NPOP in accordance with the actual value of the tax object becomes difficult. except by conducting field verification on the said BPHTB object.

This community service activity is in response to the situation of the covid19 pandemic and the all-digital industrial era 4.0. Circumstances that have disrupted every business unit both large and small. This reality makes small businesses must be able to adapt to these new changes. Activities in the form of mentoring involve a group of business partners of housewives in Namorambe Village deli serdang regency. The goal is to participate in helping the economic empowerment of the community to survive and further develop. The types of assistance include; a) coaching and education in the field of business management, b) training and mentoring product packaging innovations(packaging), c) training and mentoring marketing management. Target partner activities have been able to develop and practice what has been socialized by the companion team.Keywords: Mentoring, Product Innovation, Marketing Strategy
