Legal Protection on The Users of Public Transport Services in Medan City Transportation OfficeAbstractLegal protection is any effort that guarantees legal certainty to provide protection to passengers or consumers who use the services of business people to protect them from things they do not want. Public Transportation is one of the transportation media used by the community together by paying tariffs. The purpose of this study was to determine the legal standing of public transport passengers and their protection in accordance with Law No.22 of 2009 concerning Road Traffic and transportation. The type of writing in this study is Normative, namely a process to find a rule of law, legal principles, and legal doctrines in order to answer the legal issues at hand. Public Transport Companies are responsible for losses caused by all actions of people employed in the activities of transport operations. In addition, the Public Transport Company is responsible for losses suffered by Passengers who have died or injuries due to transportation operations, unless caused by an incident that cannot be prevented due to passenger error.

AbstrakSalah satu sumber pendapatan desa yang di tetapkan dalam Undang-Undang Nomor 32 tahun 2004 tentang Pemerintahan Daerah adalah bagian dari dana perimbangan keuangan pusat dan daerah yang diterima oleh Kabupaten/Kota yang merupakan Alokasi Dana Desa (ADD). Tujuan penelitian ini adalah untuk memberikan gambaran pelaksanaan Alokasi Dana Desa di Desa Sei Tampang Kecamatan Bilah Hilir Kabupaten Labuhan Batu, serta faktor-faktor penunjang dan penghambat yang mempengaruhi implementasi dan strategi yang harus dilakukan dalam rangka keberhasilan implementasi kebijakan. Hasil penelitian menunjukkan bahwa implementasi kebijakan Alokasi Dana Desa (ADD) di Desa Sei Tampang Kecamatan Bilah Hilir Kabupaten Labuhan Batu berjalan cukup lancar. Namun demikian apabila dikaitkan dengan pencapaian tujuan, pelaksanaan Alokasi Dana Desa (ADD) di Desa Sei Tampang Kecamatan Bilah Hilir Kabupaten Labuhan Batu belum optimal. Meskipun tujuan peningkatan penyelenggaraan pemerintahan, pembangunan dan kemasyarakatan, telah terlaksana secara optimal, namun tujuan adanya peningkatan kemampuan lembaga kemasyarakatan di desa dalam perencanaan, pelaksanaan dan pengendalian pembangunan belum berjalan secara optimal. Demikian juga tujuan peningkatan partisipasi swadaya gotong royong masyarakat belum optimal. Beberapa faktor yang mempengaruhi pelaksanaan Alokasi Dana Desa (ADD) di Desa Sei Tampang Kecamatan Bilah Hilir Kabupaten Labuhan Batu adalah komunikasi, kemampuan sumber daya, sikap pelaksana, struktur birokrasi, lingkungan serta ukuran dan tujuan kebijakan. Faktor yang menjadi penunjang dari komunikasi, kemampuan sumber daya, sikap pelaksana, struktur birokrasi, lingkungan serta ukuran dan tujuan kebijakan adalah : adanya sosialisasi, adanya kelancaran informasi . adanya konsistensi kebijakan, kemampuan pelaksana, dukungan sarana dan prasarana, persepsi pelaksana yang baik, tim pelaksana, kewenangan BPD dan LKMD dan adanya kesesuaian pelaksanaan dengan kebijakan. Sedangkan yang menjadi faktor penghambatnya adalah: Belum adanya sosialisasi ADD kepada masyarakat, rendahnya SDM, kurangnya dukungan pendapatan desa lain, kurangnya respon pelaksana, tidak adanya pembagian tugas tim, kurang berjalannya peran LPMD dan ketidaktepatan sasaran. Dari faktor penunjang dan penghambat tersebut maka strategi yang harus dilakukan adalah sosialisasi kepada masyarakat luas, pelaksanaan ADD oleh kelompok masyarakat, kejelasan kedudukan, tugas dan fungsi LKMD, perencanaan pembangunan desa yang terpadu dengan sistem perencanaan Kabupaten.Kata Kunci: Implementasi Kebijakan, Alokasi Dana Desa. DISTRICT GOVERNMENT POLICY IMPLEMENTATION IN THE PROVISION OF FUND ALLOCATION LABUHANBATU DESA (ADD ) 2014 IN THE VILLAGE SEI looks SUB TRIM DOWNSTREAMAbstractOne source of income in the village set in the Act No. 32 of 2004 on Regional Government is part of the financial balance of central and local received by Regency / City which is the Village Fund Allocation (ADD). However, if it is related to the achievement of objectives, the implementation of the Village Fund Allocation (ADD) in Sei Looks Blade Hilir District of Labuhan Batu not optimal. Although the purpose of improvement of governance and community development, has been carried out optimally, but the goal for upgrading an association of villages in the planning, implementation and control of the development has not run optimally. Likewise, the purpose of increasing participation of non-governmental mutual aid society is not optimal. Some of the factors that affect the implementation of the Village Fund Allocation (ADD) in Sei Looks Blade Hilir District of Labuhan Batu is communication, resource capabilities, attitudes executive, bureaucratic structure, and the size and environmental policy objectives. Factors that are supporting communication, resource capabilities, attitudes executive, bureaucratic structure, the environment and the size and purpose of the policy is: socialization, the smoothness of information. consistency of policy, executive ability, support facilities and infrastructure, implementing a good perception, the implementation team, BPD and LKMD authority and their conformity with the implementation of the policy. While the inhibiting factors are: Lack of socialization ADD to the community, lack of human resources, lack of support for other rural incomes, lack of response executor, not the division of tasks teams, less goes role LPMD and inaccuracies target. Of supporting and inhibiting factors are the strategies that should be done is the broader public, the implementation of ADD by community groups, clarity of position, duties and functions LKMD, integrated rural development planning with district planning systemKey words : implementation, policy, fund allocation

Sesuai dengan kewenangan Pemerintah Provinsi Sumatera Utara di bidang pertanahan, maka perlu dilihat lebih lanjut bagaimana peran pemerintah dalam proses penyelesaian permasalahan konfliks pertanahan. Konflik pertanahan yang berlangsung lama dan belarut-larut adalah sengketa/konflik lahan eks HGU PTPN II. Metode deskriptif digunakan untuk mendiskripsikan secara sistematis, faktual dan akurat terhadap penyelesaian permasalahan konfliks pertanahan. Hasil penelitian menunjukkan bahwa Pemerintah Provinsi Sumatera Utara melaksanakan kewenangannya yang penyelesaiannya terganjal sampai saat ini. Salah satu isi diktum dari SK BPN Nomor 42,43,43/2002 dan No. 10/204 yang memuat kalimat: menyerahkan Pengaturan, Penguasaan, Pemilikan, Pemanfaatan dan Penggunaan Tanah tersebut kepada Gubernur Sumatera Utara. Untuk selanjutnya diproses sesuai ketentuan peraturan perundangan yang berlaku, setelah memperoleh ijin dari Menteri. Permasalahan menjadi rumit, karena ijin tersebut tidak terbit sampai sekarang. Upaya untuk mencari solusi masih terus dilakukan termasuk dengan pemerintah pusat yaitu kementerian Dalam Negeri maupun Kementerian BUMN. Berdasarkan fakta lapangan, banyak kelompok masyarakat baik penuntut maupun pemohon juga perusahaan swasta yang saat ini menguasai lahan eks HGU PTPN II. Maka Pemerintah Provinsi Sumatera Utara harus sesegera mungkin mengadakan pendataan ulang dan verifikasi/permohonan yang disampaikan oleh kelompok masyarakat penuntut/pemohon, sehingga dapat diperoleh kebenaran yang seobjektif mungkin untuk memperoleh hak atas redistribusi tanah-tanah eks HGU tersebut.

The purpose of this study is to find out how the forms of falsification of the Travel Documents of the Republic of Indonesia, how the application of criminal sanctions for the forgeries of the Travel Documents of the Republic of Indonesia according to positive Indonesian law and how immigration actions in overcoming the fraudulent Travel Documents of the Republic of Indonesia occur. The research method used in this research is descriptive analysis, data collection techniques with literature studies and interviews, the types of data are primary data and secondary data, while the data analysis using descriptive cumulative data analysis is descriptive. From the results of research that cases of forgery of Travel Documents of the Republic of Indonesia (passports), can be classified into four forms of forgery of Travel Documents of the Republic of Indonesia (passports): original documents obtained illegally (using false or incorrect data), original documents that have been subjected to changes, documents that are completely falsified (duplication), original documents used by others (Impostor). Articles used in the crime of forgery of passports are article 119, article 126, article 127, article 129. Countermeasures to prevent the falsification of Travel Documents of the Republic of Indonesia, such as by: Issuance of Electronic Passport (e-passport), Photo and fingerprinting process finger recording the applicant's data, interview process when the applicant submits a passport application, Provision of Passport Safety Features.

The purpose of this study is to find out 1) whether the legal protection carried out by prison officers for prisoners is in accordance with Law Number 12 of 1999 concerning Corrections; 2) how is the security system at Class II B Penitentiary in Lubuk Pakam; and 3) What are the obstacles faced in law enforcement in Class II B Penitentiary, Lubuk Pakam. The research method used in this study is empirical normative juridical supported by secondary data and interviews with informants. The results of the study show that: 1) Correctional Institutions are a place to carry out the formation of prisoners and correctional students. 2) Community service and security and order maintenance in Lapas are not yet optimal, the quality of human security officers is low, and 3) Development officers and administrative officers must always be consolidated through coaching officers with concurrent and special meetings/briefings.

This study aims to look at the implementation of imprisonment for prisoners and how the implementation of parole for prisoners as well as what are the obstacles and efforts in the implementation of parole for prisoners. The method of approach used in this research is normative juridical, which is an approach that emphasizes searches and library materials. Conditional release is the process of fostering prisoners outside Penitentiary after undergoing at least 2/3 of his sentence with a stipulation of 2/3 of the criminal period of at least 9 months. Obstacles that occur in the Conditional Release by the Class II Correctional Institution B Lubuk Pakamadalah Tightening parole for prisoners related to Government Regulation Number 99 of 2012 contrary to Law Number 12 of 1995 as stated that each prisoner is entitled to the same treatment as the right to obtain parole.

The purpose of this study is to examine the tourism sector that is continuously being developed by the government as a pillar of national development because it is able to sustain the national economy when the world is experiencing a crisis. In Law Number 10 Year 2009 it is stated that tourism development is needed to encourage equal opportunity to try and benefit and be able to face the challenges of changing local, national and global life. Medan City as one of the autonomous regions in Indonesia which when viewed in terms of spatial planning, then almost 70% is a densely populated residential area. The growth of the tourism sector in the city of Medan, does not originate from natural tourist attractions like other areas in general, but rather to city tourism, such as nightclubs, hotels, hangout places, cafes, restaurants and salon and spa places. The industry has become one of the reliable projects of the City of Medan to increase regional revenues of the City of Medan. The purpose of this study is to find out how the position of the agreement in the sale and purchase of shares with repurchase rights (REPO) in law in Indonesia, whether the sale and purchase agreement of shares with repurchase rights (REPO) has protected the interests of investors, as well as how the settlement of disputes in the sale and purchase agreement shares with repurchase rights (REPO) between issuers and investors by PT. OSO Medan Branch Securities. The method in this research is a normative juridical legal method with qualitative analysis. From the results of the study, it was found that the sale and purchase agreement of shares brokered by PT. OSO Sekuritas is a form of agreement or contract which must comply with the provisions in the Civil Code in general and specifically must comply with the laws and regulations relating to REPO. In the share sale and purchase agreement brokered by PT. OSO Sekuritas has provided legal certainty and protection to investors because in the agreement clause the form of protection has been explained. Settlement of disputes that occur between the parties in the REPO share-purchase agreement brokered by PT. OSO Sekuritas, contained in the agreement clause, which is an agreement for mediation and deliberation as well as resolving issues through the capital market arbitration body, if deliberation is not reached.
