<![CDATA[The purpose of this paper is to analyze the quality of public services and the two factors that hinder the E-KTP service at the Department of Population and Civil Registration of Gayo Lues Regency. The method used in this research is descriptive with qualitative research instruments with observations, documentation studies and interviews. While the data analysis used descriptive analysis. The results showed that the quality of E-KTP public services which refers to Zeithaml's theory of tangible dimensions (physical evidence/infrastructure), reliability (reliability), responsiveness (responsiveness), assurance (guarantee), empathy (empathy) shows, the quality of public services The e-KTP at the Population and Civil Registration Office of Gayo Lues Regency has been running but is still not good or still not optimal. The inhibiting factors for E-KTP public services at the Disdukcapil include inadequate human resources, limited financial resources, inadequate facilities and infrastructure, and lack of employee commitment. To improve the quality of public services, the E-KTP Disdukcapil must improve infrastructure, place employees according to competence, increase employee discipline, and in service there should be no discrimination and prioritize service users/community.]]>

<![CDATA[The purpose of this paper is to analyze how the implementation of the Regulation of the Head of the Land Agency Number 1 of 2010 concerning Service Standards and Land Regulations in Improving the Service of Changing the Name of Land Rights Certificates and its obstacles. Based on the problems that have been described previously, the researchers used this type of qualitative research to answer the research objectives. The results of the study found that the implementation of the Head of the Land Agency Regulation No. 1 of 2010 concerning Service Standards and Land Regulations in Improving the Service of Changing the Name of Land Rights Certificates from the dimensions of communication and available facilities, has not been utilized optimally. Operational time is limited, so that it becomes an obstacle to carrying out the duties of officers to provide services and coordination between departments is constrained by the fact that related parties are not in the office. The factors that are the obstacles faced, the information provided is still not good, there are still applicants who do not know the touch application, limited operating hours due to the pandemic, the completeness of the files brought by some applicants is not complete, technical problems ranging from internet connection, electricity and system disturbance.]]>

<![CDATA[The purpose of the study was to analyze the legal arrangements for cancellation of property rights certificates, analyze the legal consequences of cancellation of property rights certificates and analyze the application of cancellation of property rights certificates at the North Sumatra Provincial BPN Regional Office. The research method used is normative legal research, with a statutory and case approach, data collection techniques are interviews and documentation studies, while data analysis uses descriptive analysis. This research shows that the legal regulations regarding the cancellation of the Hak Milik certificate have undergone many changes. Currently, the regulation used is Permen ATR/BPN Number 21 of 2020 concerning Handling and Settlement of Land Cases. As a result of the cancellation of the certificate of ownership, the land status returns to land which is directly controlled by the state if the ownership status of the certificate is null and void by law. Meanwhile, if the ownership status of the rights requested for cancellation has been certified, the Land Office and the Provincial BPN Regional Office will issue a cancellation decree to revoke the status of rights to ownership of the Property Rights certificate. The application of the cancellation application process and considerations in issuing the Cancellation Decree which is the Authority of the Regional Office to cancel the certificates issued by the North Sumatran Regency/City Land Offices can be categorized into two types of cancellations. First, a decision whose ruling expressly states the void/illegitimate object of the case for which cancellation is being requested. Second, the decision whose ruling is not clear declares that the object of the case for which cancellation is being requested is null and void. The suggestion from this research is that there are contradictory rules between PP No. 18 of 2021 and Permen ATR No. 21 of 2020 regarding the cancellation of land rights due to administrative defects, which can only be done before a period of 5 years from the date of issuance so that it is synchronized with Permen ATR/BPN No. 21 of 2020 , so as not to create a gap to be able to file a counterclaim on the Cancellation Decree that has been issued.]]>

<![CDATA[The purpose of this study was to determine the legal setting, inhibiting factors and the role of Bhabinkamtibmas in Combating Crime in the jurisdiction of the Medan Polrestabes. The research method used in this study is normative juridical research with a statutory and conceptual approach, while the data collection instruments use observation, documentation studies and interviews. While the data analysis is descriptive analysis. The results of this study indicate that: The legal arrangements that regulate Bhabinkantibmas include Law No. 2 of 2002 concerning the Indonesian National Police, Regulation of the National Police Chief No. 3 of 2015 concerning Community Policing, and the Decree of the Chief of Police No. Pol : SKEP/737/X/2005 October 15, 2005 Regarding Policies and Strategies for Implementing Community Policing Models. Factors that can hinder crime prevention are influenced by several things, including the organizational structure of Bhabinkamtibmas Polrestabes Medan, human resource factors, budget factors, facilities and infrastructure factors, and community attention and support factors. Its role is to carry out preventive crime prevention actions through the implementation of the Community Police (Polmas) program, the Door to Door System Program and carry out Repressive Crime Prevention Actions through the Problem Solving Program.]]>

<![CDATA[This study aims to reveal, examine and analyze the implementation and obstacles to the implementation of the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 6 of 2018 concerning Complete Systematic Land Registration in Asahan Regency. This type of research is descriptive qualitative research, which aims to reveal the problem or situation as it is or based on the existing facts. Data collection techniques used in this study were interviews and observations. Research informants were selected by purposive sampling. The results of the study found that in terms of communication it has been going well; In terms of resources, the ability of the HR appointed as the PTSL Task Force is quite good. All officers have a high commitment to the successful implementation of PTSL in Asahan District; In terms of the bureaucratic structure has been going well. The obstacles faced by agencies in implementing the Regulation of the Minister of Agrarian and Spatial Planning/Head of the Republic of Indonesia are the lack of human resources, facilities and infrastructure and the low interest of the people of Asahan district to participate in the PTSL program.]]>

<![CDATA[The purpose of this study was to determine the role of urban village in monitoring trash management at urban village of Asam Kumbang District. One of the goals is to overcome the trash problem by carrying out management actions so that the volume of trash can be controlled and to find out the inhibiting factors in implementing the urban village role. When the amount of trash increases, it will cause problems that can be harmful to humans, both health and the environment. Therefore, it is important to involve village officials as the government closest to the people. The type of research used is qualitative research with the type of research, namely the phenomenological type and the number of informants is 4 people. This research method uses empirical research methods with a statutory approach, to obtain data, researchers conduct observations and interviews with the urban village government, and the community using purposive sampling. The results of the study revealed that the role of the urban village government was in accordance with Law No. 18 of 2008 concerning Trash Management. As for the inhibiting factors, namely, community factors, facility factors and urban village government factors.]]>

<![CDATA[The purpose of this study is to analyze employee performance and what factors are constraining employee performance at the DPRD Secretariat of North Sumatra Province. The research method used in this research is descriptive with qualitative analysis. Sources of data obtained from interviews, documentation, and observation. With the results of the study that the performance of employees at the Provincial DPRD Secretariat is still relatively poor. Performance indicators according to Benardin's theory that have not worked well are cost-effectiveness (resource effectiveness), namely efforts to avoid wasted materials are still classified as not good, causing wastage at work, such as wasted work equipment and also wasted energy resources. Need for Supervision, namely that employees are not yet able to independently solve problems that arise in work, in the process of carrying out work they are still more dominant in waiting for directions from superiors, so that it can slow down the implementation of community services. While the indicators that are classified as good are quality, quantity, timeliness, and interpersonal impact. The recommendation in this study is that leaders need to determine elements of a more detailed assessment of the elements of performance appraisal. The appraiser needs to eliminate the influence of personal relationships in making an assessment of the performance of subordinates so that the results of the performance appraisal really match the results of the employee's work.]]>

<![CDATA[The purpose of this research is to examine and analyze the quality of vehicle tax payment services and the factors that hinder the services at the Samsat Lima Puluh office in Batu Bara District, North Sumatra Province. The research method used is a qualitative approach with a descriptive design. Data collection techniques used were interviews, observations, and documentation. The research was conducted at the Samsat Lima Puluh office. The data sources used were primary and secondary data. The results of the study show that the quality of vehicle tax payment services at Samsat Lima Puluh is not yet optimal in terms of responsiveness, physical evidence, and empathy aspects. The problems related to vehicle tax payment services are due to the lack of understanding of the community (taxpayers) regarding administrative processes such as incomplete paperwork and inadequate supporting documents. Additionally, the waiting room is uncomfortable due to insufficient air conditioning, inadequate seating arrangements, and insufficient tables for filling out registration forms, resulting in taxpayers having to stand in long queues. Furthermore, the timeliness of service completion is not appropriate due to unresponsive personnel and a lack of personnel at the Samsat Lima Puluh office.]]>

<![CDATA[The purpose of this study is to examine the analysis of improving teacher quality, the Synoxys of Teacher Quality at UPT (Integrated Service Unit), and Barriers to Improving Teacher Quality at UPT (Integrated Service Unit) SMP Negeri 7 Medan. The method used is descriptive quantitative with data instruments, study observation and documentation as well as interviews. The results of the study found that professional improvement in teacher quality in terms of professional knowledge and skills indicators that school principals and teachers improve teacher professionalism and create morale as well as human resources. The teacher's knowledge shows quality skills and skills. It is shown by the teacher's working spirit which is quite good with the existence of aspects that can trigger the emergence of enthusiasm for work. For this reason, enthusiasm from all teachers is needed in providing support and appreciating all activities given to teachers so that they are able to create a good quality teacher. The inhibiting factors for improving teacher quality are the low and lack of support from school principals for teacher quality improvement programs for teacher competence and the lack of support from school principals for teacher quality improvement programs.]]>
