Abstract

Penelitian ini bertujuan untuk mengetahui Analisis Pelaksanaan Administrasi Kependudukan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Dairi. Penelitian ini adalah penelitian deskriptif dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan teknik observasi, wawancara, dan telaah dokumen. Dari hasil penelitian menunjukkan bahwa (1) pelayanan pendaftaran penduduk pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Dairi sudah berjalan dengan baik dalam hal persyaratan, prosedur, dan biaya/ tarif sesuai dengan Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 15  Tahun 2014 tentang Pedoman Standar Pelayanan. Adapun yang menjadi kendala adalah dalam hal jangka waktu, produk pelayanan, dan penanganan pengaduan. (2) Pelayanan pencatatan sipil sudah berjalan baik dalam hal persyaratan, biaya/ tarif sesuai dengan Permenpan dan RB Nomor 15  Tahun 2014 tentang Pedoman Standar Pelayanan, adapun kendala pelayanan adalah dalam hal prosedur, jangka waktu, produk pelayanan, dan penanganan pengaduan. (3)pelaksanaan Sistem Informasi Administrasi Kependudukan (SIAK) belum berjalan dengan baik dan belum sesuai dengan Permenpan dan RB Nomor 15  Tahun 2014 tentang Pedoman Standar Pelayanan dalam hal sarana dan prasarana, kompetensi pelaksana, dan jumlah pelaksana.

Abstract

AbstrakSalah satu sumber pendapatan desa yang di tetapkan dalam Undang-Undang Nomor 32 tahun 2004 tentang Pemerintahan Daerah adalah bagian dari dana perimbangan keuangan pusat dan daerah yang diterima oleh Kabupaten/Kota yang merupakan Alokasi Dana Desa (ADD). Tujuan penelitian ini adalah untuk memberikan gambaran pelaksanaan Alokasi Dana Desa di Desa Sei Tampang Kecamatan Bilah Hilir Kabupaten Labuhan Batu, serta faktor-faktor penunjang dan penghambat yang mempengaruhi implementasi dan strategi yang harus dilakukan dalam rangka keberhasilan implementasi kebijakan. Hasil penelitian menunjukkan bahwa implementasi kebijakan Alokasi Dana Desa (ADD) di Desa Sei Tampang Kecamatan Bilah Hilir Kabupaten Labuhan Batu berjalan cukup lancar. Namun demikian apabila dikaitkan dengan pencapaian tujuan, pelaksanaan Alokasi Dana Desa (ADD) di Desa Sei Tampang Kecamatan Bilah Hilir Kabupaten Labuhan Batu belum optimal. Meskipun tujuan peningkatan penyelenggaraan pemerintahan, pembangunan dan kemasyarakatan, telah terlaksana secara optimal, namun tujuan adanya peningkatan kemampuan lembaga kemasyarakatan di desa dalam perencanaan, pelaksanaan dan pengendalian pembangunan belum berjalan secara optimal. Demikian juga tujuan peningkatan partisipasi swadaya gotong royong masyarakat belum optimal. Beberapa faktor yang mempengaruhi pelaksanaan Alokasi Dana Desa (ADD) di Desa Sei Tampang Kecamatan Bilah Hilir Kabupaten Labuhan Batu adalah komunikasi, kemampuan sumber daya, sikap pelaksana, struktur birokrasi, lingkungan serta ukuran dan tujuan kebijakan. Faktor yang menjadi penunjang dari komunikasi, kemampuan sumber daya, sikap pelaksana, struktur birokrasi, lingkungan serta ukuran dan tujuan kebijakan adalah : adanya sosialisasi, adanya kelancaran informasi . adanya konsistensi kebijakan, kemampuan pelaksana, dukungan sarana dan prasarana, persepsi pelaksana yang baik, tim pelaksana, kewenangan BPD dan LKMD dan adanya kesesuaian pelaksanaan dengan kebijakan. Sedangkan yang menjadi faktor penghambatnya adalah: Belum adanya sosialisasi ADD kepada masyarakat, rendahnya SDM, kurangnya dukungan pendapatan desa lain, kurangnya respon pelaksana, tidak adanya pembagian tugas tim, kurang berjalannya peran LPMD dan ketidaktepatan sasaran. Dari faktor penunjang dan penghambat tersebut maka strategi yang harus dilakukan adalah sosialisasi kepada masyarakat luas, pelaksanaan ADD oleh kelompok masyarakat, kejelasan kedudukan, tugas dan fungsi LKMD, perencanaan pembangunan desa yang terpadu dengan sistem perencanaan Kabupaten.Kata Kunci: Implementasi Kebijakan, Alokasi Dana Desa. DISTRICT GOVERNMENT POLICY IMPLEMENTATION IN THE PROVISION OF FUND ALLOCATION LABUHANBATU DESA (ADD ) 2014 IN THE VILLAGE SEI looks SUB TRIM DOWNSTREAMAbstractOne source of income in the village set in the Act No. 32 of 2004 on Regional Government is part of the financial balance of central and local received by Regency / City which is the Village Fund Allocation (ADD). The purpose of this study is to provide an overview of the implementation of the Village Fund Allocation in Sei Looks Blade Downstream District of Labuhan Batu district, as well as contributing factors and obstacles affecting the implementation and the strategy that should be done within the framework of the successful implementation of the policy. The results showed that the implementation of the policy of the Village Fund Allocation (ADD) in Sei Looks Blade Hilir District of Labuhan Batu went pretty smoothly. However, if it is related to the achievement of objectives, the implementation of the Village Fund Allocation (ADD) in Sei Looks Blade Hilir District of Labuhan Batu not optimal. Although the purpose of improvement of governance and community development, has been carried out optimally, but the goal for upgrading an association of villages in the planning, implementation and control of the development has not run optimally. Likewise, the purpose of increasing participation of non-governmental mutual aid society is not optimal. Some of the factors that affect the implementation of the Village Fund Allocation (ADD) in Sei Looks Blade Hilir District of Labuhan Batu is communication, resource capabilities, attitudes executive, bureaucratic structure, and the size and environmental policy objectives. Factors that are supporting communication, resource capabilities, attitudes executive, bureaucratic structure, the environment and the size and purpose of the policy is: socialization, the smoothness of information. consistency of policy, executive ability, support facilities and infrastructure, implementing a good perception, the implementation team, BPD and LKMD authority and their conformity with the implementation of the policy. While the inhibiting factors are: Lack of socialization ADD to the community, lack of human resources, lack of support for other rural incomes, lack of response executor, not the division of tasks teams, less goes role LPMD and inaccuracies target. Abstract

The formulation of the problem in this study is How is the service quality of the Office of Investment and One Stop Integrated Services in Batu Bara Regency in managing permits to the community?. And What are the obstacles for the Batu Bara Regency Investment and One Stop Service Office in obtaining permits to the public? The method used in this study is a qualitative research, with data collection instruments are interviews, documentation, and observation. While the data analysis used descriptive analysis. The results showed that the quality of public services at the Investment and One Stop Service Office of Batu Bara Regency refers to the theory of Parasuraman, Zeithaml, and Berry (Parasuraman, 1988), namely: public services that are in poor or unsatisfactory. In terms of reliability, the Office of Investment and One Stop Integrated Services of Batu Bara Regency is not yet classified as good. In providing service, the time is quite long. The technical team is not in place because the technical team also holds other positions. However, the physical evidence (tangibles), reliability (reability), responsiveness (responsiveness), assurance (assurance) and empathy can be said to be good. The service barrier at the Investment and One Stop Service Office of Batu Bara Regency is technological failure. Not all permits can be accessed by the public. Like building permits. In practice, it has not been implemented optimally. And limited resources. This is because the technical team is not in place, and concurrently with other positions, and is in their respective offices.

Abstract

The purpose of this research is to find out and analyze, how the implementation of policies of the Mayor of Binjai in terms of improving the quality and quality of public services, especially transportation services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the results of the study it can be seen that after the implementation of the Mayor's Regulation at the Binjai City Transportation Agency, there was a change where previously the transportation management process, which had been in PD Angkutan Kota Binjai using transportation costs and other transportation, is now transferred to the Transportation Office to manage it with free of charge so that it can make it easier for people to carry out daily activities using Trans Binjai.

Abstract

The level of community satisfaction with services from the kelurahan is still relatively low, as can be seen from the many protests from the community against the kelurahan policy. This situation can be seen from the implementation of the work which is still slow so that most of the work cannot be completed on time. This study aims to determine what policies and constraint factors cause the less successful policy of Regent Regulation no. 6 of 2019 concerning Provision of Additional Income for Civil Servants in Central Tapanuli Regency in Improving Employee Performance in Sibuluan Indah Village, Pandan District. The research used was descriptive method, and the data analysis technique used descriptive qualitative. The results of the study show that the TPP policy has not fully succeeded in improving the performance of employees in Sibuluan Indah Village, Pandan District, with the following recommendations: 1) that the Central Tapanuli Regency government needs to revise the TPP policy so that it is more detailed about the elements of performance appraisal, 2) Officials appraisers need to eliminate the influence of personal relationships in making assessments of the performance of subordinates, and 3) The government needs to pay attention to the payment of TPP funds can be made in a timely manner.

Abstract

The government has launched the Public Service Agency / Regional Public Service Agency (BLU / BLUD) program with the issuance of Government Regulation Number 23 of 2005. PP 23 of 2005 concerning Financial Management of Public service agency which basically explains, Public service agency are not only a new form in management of state finances but also as a new paradigm for public sector service management. The purpose of this study was to determine and analyze how the implementation of PPK-BLUD policies in RSUD Dr. RM Djoelham Binjai in terms of improving the quality and quality of public services, especially health services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the research results it can be seen that after the implementation of PPK-BLUD in Dr. RM. Djoelham Binjai, there was a change where previously the budget management, finance and reporting processes, which had been purely based on financial regulations with the APBD mechanism. However, with the implementation of PPK-BLUD, all the income that the RSUD Dr. RM. Djoelham receives can be directly managed and used for the needs and needs of the RSUD. So it is hoped that it can simplify the bureaucracy, especially finance, so that in the end it can improve the quality of hospital services. In its implementation, there are several obstacles faced, especially the understanding of other sections and fields of PPK-BLUD in RSUD Dr. RM. Djoelham Binjai so that good coordination between divisions and fields is needed.

Abstract

This study aims to analyze how the implementation of the Gayo Lues Regent’s Regulation Number 14 of 2014 concerning urban and rural land and building taxes in Gayo Lues District and to find out the obstacles in the implementation of the Gayo Lues Regent’s regulation number 14 of 2014 concerning urban and rural land and building taxes in Gyao Lues district. The research method used in this research is descriptive with qualitative analysis. Data collection was obtained from interviews, observations and documentation. The Research results were tasted using George Edward III’s theory, wich consisted of (1). Communication, (2). Resources, (3). Bereaucratic Structure and (4). Dispotition. The results of this study indicate that the implementation og Gayo Lues Regent’s Regulation Number 14 of 2014 concerning Urban and Urban Land and Building Taxes in Gayo Lues District has been implemented but has not given optimal result, because it faces several obstacles, including the lack of diect socializatation of land and building taxes to the community, limited human resources in terms of quantity and competence possessed. limited facilities to support activities, lack of budget to support the implementation of activities.

Abstract

Based on the results of the analysis of the 2020 East Medan District Government Agency Performance Accountability Report, it shows that employee performance is still low, and there are problems that need to be addressed related to apparatus work discipline. The research method used in this research is descriptive with qualitative analysis. Data collection is obtained from interviews, documentation, and observations. The results showed that the work quality of the employees of the East Medan District Head Office, Medan City was still low in terms of handling documents and procedures were still convoluted and slow and not transparent in terms of costs. The work quantity of the employees of the Medan Timur Sub-district Office in Medan City is quite good. The work discipline of the employees of the East Medan Sub-district Office, Medan City, has not yet been implemented as expected by the community. Employees at the Medan Timur Sub-district Office in Medan City have good initiatives in carrying out their duties. As well as the employee's responsibility for all aspects related to the tasks carried out by the employees of the East Medan District Head Office, Medan City is quite good.

Abstract

The purpose of this study is: To analyze how the performance analysis of members of the DPRD of Batu Bara Regency in 2014 - 2019 in the Formation of Regional Regulations. The results of research on the performance of DPRD members in Batu Bara Regency in 2014 – 2019 in the Formation of Regional Regulations. The results show that the productivity of DPRD members' performance in carrying out their various functions is not optimal. The quality of service provided by members of the DPRD of Batu Bara Regency has not been optimal and that it runs well in the community where the community assesses the inability of members of the DPRD of Batu Bara Regency to serve their aspirations. The performance of the DPRD members of Batu Bara Regency in accountability has not been running optimally, it can be seen that the community does not yet know what is the function of their performance and have not felt the impact. In terms of responsiveness, the performance of DPRD members in Batu Bara Regency has not been implemented if in the implementation of responsiveness to the community it has not had maximum results such as the weakness in making policies and policies that have not been felt by the people of Batu Bara Regency. Abstract

The implementation of licensing services through Online Single Submission (OSS) at the Binjai City Investment Service and One-Stop Integrated Licensing Service (DPMPPTSP) can still be said to be unsatisfactory because it still has problems in licensing services, especially Construction Services Business Permit (IUJK) services. Problems that are often faced include the completion of the Construction Service Business Permit (IUJK) not on time and business actors do not understand the operation of the OSS system, which results in licensing services through the OSS not yet maximized. This study is to determine the quality of licensing services through OSS at the DPMPPTSP Binjai City and to find out the inhibiting factors for the implementation of licensing through OSS at the Binjai City DPMPPTSP. This research method uses a descriptive method with a qualitative approach. The results of this study indicate the quality of licensing services through OSS at DPMPPTSP of Binjai City which is examined from the dimensions of service quality, namely Tangible, Reliability, Responsiveness, Assurance ( guarantee), Empathy (empathy) as a whole is considered good but not optimal. The DPMPPTSP Of Binajai City is expected to have a technical team located at the Dinas and Dinas to conduct socialization regarding the use of the OSS system to the public so that the public is able to register their own permits and not through third parties/brokers.
