Abstract

Terrorism is a transnational crime that endangers state ideology, state security, human values, and various aspects of social life. The fight against terrorism and the punishment of terrorist group members are carried out with special handling, including the handling of former terrorism convicts who have finished serving their prison sentences but may re-join terrorist organizations. Research on former terrorism convicts so far tends to be related to deradicalization efforts and patterns, therefore this qualitative research through in-depth interviews aims to describe the perspectives of former terrorism convicts in Bandar Lampung City regarding post-free dynamics and return to society. The research results were analyzed using Citizenship Theory and the dimensions of citizenship by Stokke (2017). As a result, former terrorism convicts have to experience cultural exclusion (membership dimension) and are faced with political recognition efforts (citizenship as members) and, at the end, they have to institutionalize their group in the form of an organization or foundation as a tool to gain cultural recognition from the community.

Abstract

This article aims to examine Collaborative Governance for Handling People with Mental Disorders (ODGJ) in the City of Bandar Lampung. The problem is focused on the process and success of Collaboration. To approach this problem, Emerson et al., (2012) used collaborative governance theory as a reference. Data was collected through a literature study and analyzed qualitatively. This study concludes that Collaborative Governance for Handling People with Mental Disorders (ODGJ) in Bandar Lampung City is carried out by the Bandar Lampung City Government through the Social Service, Satpol PP, District-level Government (Camat) and Kelurahan (Lurah and RT/RW), Community, The Aulia Rahmah Foundation Social Institution, and Srikandi in Central Lampung. The process of collaboration has not gone well. This can be seen from the collaboration component which was carried out only in collaborative actions including complaints, raids, and submissions, although this implementation was not preceded by good collaboration dynamics. The components of the dynamics of collaboration are not implemented properly and the impact of collaboration tends to be dominated by negative results and no adaptation has been made by collaboration actors.

Abstract

Penyelenggaraan pelayanan publik yang berkualitas merupakan bagian penting dari Pemerintahan sebagai wujud komitmen Pemerintah terhadap masyarakat. Di era desentralisasi saat ini penyelenggaraan pelayanan publik seringkali dihadapkan dengan permasalahan rendahnya kualitas pelayanan publik yang disebabkan oleh kapasitas Sumber Daya Manusia yang terbatas dan tidak cukup. Tujuan penelitian ini untuk mengkaji Urgensi Desentralisasi Adminstrasi di Indonesia atas permasalahan penyelenggaraan pelayanan publik yang senantiasa bermasalah dengan berfokus pada implementasi dan urgensi desentralisasi administrasi. Metode yang digunakan pada penelitian ini adalah studi kepustakaan dengan teknik pengumpulan data dokumentasi, dan analisis data menggunakan analisis isi secara kualitatif. Hasil penelitian menunjukkan bahwa implementasi desentralisasi administrasi di Indonesia belum mampu menjawab kebutuhan masyarakat terhadap efektivitas dan efisiensi penyelenggaraan pemerintahan. Adapun urgensi desentralisasi administrasi di Indonesia sangat penting untuk peningkatan kualitas pelayanan publik yaitu Meningkatkan responsivitas Pemerintah kepada masyarakat dan Meningkatkan akuntabilitas Pemerintah. Permasalahan yang senantiasa terjadi dapat diimbangi dengan komitmen politik atau political will pemerintah terhadap masyarakatnya.

Abstract

The purpose of this study is to find out how E-Government policy issues through the web-based E-performance application system in the Mukomuko Regency government environment. This research uses qualitative descriptive research and data collection through observation, interviews, and documentation, with the intention of being able to objectively describe facts and phenomena that are research problems. The results showed that the issue of E-Government policy through the implementation of a web-based E-performance application system in the Mukomuko Regency government environment has not been going well. This is because there are still shortcomings in the E-performance application system used and several inhibitory factors found. The limitations of research specifically only address e-government policy issues through the implementation of a web-based E-performance application system in mukomuko regency. This research can be used as a reference for innovation and policy development in the field of E-government through the concept of innovation adaptation.

Abstract

One of the government's efforts to improve community welfare is carried out through Village-Owned Enterprises (BumDes). This paper will measure the influence of BumDes management and Village asset management on the welfare of village communities in South Lampung Regency through Village Original Income (PADes) which is a mediating variable. This paper uses a type of causality research with a quantitative approach. The calculations in this paper use a quantitative approach with the help of the Smart PLS version 3.0 application. The results of this paper found that the management of BumDes has a significant effect on community welfare variables. These results prove the ability to improve community welfare through well-managed and cooperative BumDes management. Meanwhile, village asset management does not have a significant effect on the welfare of the village community in South Lampung Regency. Apart from that, BumDes management has a significant effect on the PADes variable, and village asset management has a significant effect on PADes. Based on these results it can be said that the better the management of village assets in South Lampung Regency, the more PADes the village has. Meanwhile, BumDes Management and Village Asset Management have a significant influence on community welfare through Village Original Income.

Abstract

The purposes of the writing raised are (1) To describe whether the pentahelix model has been implemented in the management of Village-Owned Enterprises (BumDes) in South Lampung Regency, and (2) To describe the obstacles to implementing the pentahelix model in the management of Village-Owned Enterprises (BumDes) in the Regency South Lampung. The purpose of writing relates to optimizing village development in order to improve the welfare of village communities as stated in Law Number 6 of 2014 concerning Villages. Likewise, in line with the objectives of establishing BumDes, including improving the economy and increasing the income of rural communities. The research method used is through a qualitative approach the researcher makes an objective representation of the symptoms contained in the research problem, namely the implementation of the pentahelix model in the management of BumDes in South Lampung Regency. Data were obtained from interview, observation and documentation techniques. Furthermore, data analysis with data reduction, data presentation and verification/conclusion. The results of the study explained that the implementation of the Pentahelix model has been implemented well in BumDes Management in South Lampung Regency, only in Sidomulto District which has implemented the Pentahelix model in collaboration with 5 stakeholders, namely the Media, Business Community, Academics, and Government as the leading sector. The form of cooperation that is carried out is by holding joint activities where stakeholders are still limited to being facilitators and sponsors of these activities. Therefore, in the future it is hoped that stakeholder collaboration with BumDes can be further enhanced in a more concrete form, namely developing BumDes, increasing the capacity of BumDes resources and efforts to increase BumDes capital.

Abstract

Strategic management is a crucial process involving the formulation, implementation, and evaluation of decisions to achieve an organization's long-term objectives. This research examines the role of strategic management in improving the performance of public organizations in Indonesia, focusing on a review of various strategic management approaches and practices, as well as the challenges of implementation in the public sector. The method used in this study is a literature review, sourcing from books, academic journals, articles, and other relevant materials related to the research topic. Findings from this literature review indicate that adapting to technology and employing participatory approaches are key to enhancing public organization performance. However, challenges such as bureaucracy and resistance to change remain significant obstacles. With the right approach, public organizations in Indonesia can overcome these challenges and achieve better performance in serving the community.

Abstract

Purpose: this study is to find out the activities carried out by Village Owned Enterprises (BUMDes) and the amount of capital participation that has been channeled for economic turnover that can generate Village Original Income which can be useful in supporting development in the region. Improving people's welfare is an important government agenda. , both in formulating long-term plans and in determining political policies, this condition is often a challenge for the government in determining targeted programs for equitable development of the people. The government in 2014 issued Law Number 6 concerning Villages which is a form of central government to implement development that is decentralized to rural areas. Research methodology: this study is a qualitative research method using data collection techniques used by using observation and interview methods and observations made to BUMDes units that are considered successful in their management, then data analysis is carried out using data reduction techniques which are then presented for withdrawal. Results: The South Lampung Regency Government makes the BUMDes program a good opportunity to open new business opportunities at the rural level using existing capital. The South Lampung Regency Government at least recorded a BUMDes capital participation until 2020 of Rp. 57,158,850,296,- and it was recorded that in 2020 it could contribute to PADes (Village Original Income) of Rp. 1,419,775,526,-. A total of 256 BUMDes within the South Lampung Regency Government have played an active role in opening new business opportunities that can be competitive in improving welfare and alleviating poverty in South Lampung Regency. Contribution: In its budgeting, the Government has emphasized the mechanism for capital participation programmed by the village to accommodate the needs of BUMDes in its working area. Empowerment-based programs and activities are actually mostly carried out by the government, but this time the author tries to increase the role of BUMDes in an effort to improve community welfare.

Abstract

Flooding is the submergence of land by water due to heavy rainfall that increases water volume. This situation has also occurred in Bandar Lampung City, which has recently experienced flooding. The disaster affects not only Bandar Lampung but also nearby areas, such as the Bataranila Housing in Hajimena Village, Natar district, South Lampung Regency, which directly borders Bandar Lampung City. This study aims to examine the implementation of flood disaster management policies in Bataranila Housing, Hajimena Village, Natar district, South Lampung Regency. The study employs the policy implementation theory of Van Meter and Van Horn, which includes six indicators: Policy Goals and Objectives, Resources, Inter-Organizational Communication, Characteristics of Implementing Organizations, Implementer Disposition, and Social, Economic, and Political Conditions. This research is a descriptive qualitative study. The findings show that the Village Government has implemented policies according to its capacity and capability, as evidenced by the coordination between agencies, allowing for swift action in emergencies. Furthermore, the implementer disposition indicator reveals that the Village Government shows strong concern for flood issues by advising the community against littering and encouraging environmental conservation. However, limitations in authority and resources allocated for flood management persist, as disaster management is not yet prioritized in the village's programs, resulting in no specific funding allocation

Abstract

Environmental politics as part of social science has very broad aspects, one of which is the gender aspect. In fact, women can actively work in the public sector because it is important to balance gender roles between men and women. Cooperative decision making between men and women is a reflection of gender equality in forest resource management. This research analyzes the role of gender in decision making for forest resource management based on environmental politics in Pinang Jaya Village, Talang Mulya Village, and Cilimus Village around the Way Betung watershed. The data analysis used is descriptive quantitative. The research results show that gender roles in making decisions on forest resource management such as land preparation, seeding, planting, maintenance, harvesting and security activities are known to be dominated by husbands with an average percentage (77%), while women only dominate. in marketing activities with a percentage of (9%). The high role of men is caused by patriarchal cultural factors which still assume men have full access and good knowledge in managing forests. The correlation between job characteristics and decision making in forest resource management such as land preparation, seeding, planting, maintenance, harvesting, marketing and security is known to have a significant relationship. Meanwhile, there are still variables that are not correlated with the correlation between age, gender and education. Based on environmental political aspects, there is a need for intensive understanding and training regarding gender balance for site leaders because it has been proven that gender is correlated with the sustainability of natural resources.
