Abstract

Tujuan studi ini mengevaluasi kebijakan intervensi stunting di Provinsi Riau tahun2018 dan 2019. Objek kajian adalah Pemerintah Kabupaten Rokan Hulu, Kabupaten Kampar danPemerintah Provinsi Riau, terutama Badan Perencanaan Pembangunan Daerah dan DinasKesehatan. Observasi lapangan dan wawancara di dua desa di Kabupaten Rokan Hulu dan satudesa di Kabupaten Kampar yang masuk dalam lokus stunting menurut Riskesdas. Metode yangdigunakan berupa mixed method dengan analisis minimum yaitu analisis kuantitatif-deskriptifyang didukung analisis kualitatif yang diperoleh dari wawancara mendalam, observasi lapangandan FGD. Pemerintah secara terstruktur mulai dari pemerintah pusat dan daerah telah melakukanberbagai upaya intervensi terhadap stunting. Pemerintah Daerah belum memasukkan stuntingsebagai indikator capaian kinerja kesehatan. Dinas Kesehatan telah mengerjakan beberapa programdan kegiatan yang berkaitan dengan intervensi stunting. Target pencapaian kinerja dinas kesehatantelah dimuat dalam perjanjian kinerja dan dilaporkan dalam Laporan Kinerja Instansi Pemerintah(LKjIP) Pemerintah Kabupaten Kampar. Pemerintah pusat telah menganggarkan dana transferkhusus melalui Dana Alokasi Khusus (DAK) 2018 dan DAK 2019. Pemerintah Provinsi Riau barumengakomodir penanganan stunting dalam dokumen perencanaan revisi RPJMD Tahun 2014-2019. Intervensi stunting Provinsi Riau telah dilakukan baik melalui strategi intervensi spesifikmaupun sensitif. Koordinasi di level Provinsi belum ditemukan adanya koordinasi lintas sektorsehingga program dan kegiatan yang ada berjalan masing-masing dengan sasaran yang berbeda.Kata kunci: kebijakan, intervensi stunting, capaian kinerja, dan perjanjian kinerja.

Abstract

Integrated community service with the 2020 UNRI Real Work Lecture (Kukerta) aims to increase the knowledge of the government and village communities about the role of Village-Owned Enterprises (BUMKam). It also aims to prepare BUMKam managers to be more optimal in developing BUMKam through management training and making business road maps. The object of its activities is BUMKam Dayun Mandiri. Training and mentoring are the main methods of this service activity. Starting with a survey to identify needs and possible solutions. Community service activities were started by making an alignment by the team and apparatus and the community at the Kukerta post. The FEB UNRI service team together with the apparatus and the community prepared a plan. Kukerta participants are trained to be facilitators by accompanying lecturers at the Kukerta locations. Then training for the preparation of BUMKam business strategic planning. Implementation of monitoring and evaluation to see progress, supervise processes and activities continuously, identify problems and deviations that often arise, formulate problem solving and compile periodic progress reports over a specified time period. BUMKam managers accompanied by Kukerta participants have been able to improve the BUMKam administration process. Both administrative management, financial accountability reports and loan distribution to micro and small businesses.

Abstract

This research was conducted in Kampar regency, Riau Province. This study aims to determine the factors that affect employment opportunities at farm subsector (broiler) in Kampar, Riau Province. In this data the population and sample are broiler breeders in Kampar Regency, Riau Province. The survey was conducted from March to April 2018 to broiler farmers in Kampar regency, using purposive sampling technique with a sample of 72 respondents. The type of data used in this study is the primary data. The method used in this research is descriptive analysis and quantitative analysis through multiple regression. From the results of research conducted, simultaneous regression test (F test) showed that all independent variables studied have significant influence on employment opportunities in Kampar regency. Partial regression test (t test) showed that DOC, feed and labor variable have positive and significant influence to job opportunity variable. The magnitude of the effect (R2 ) by these three variables together on the dependent variable is 82.4%, while the remaining 17.6% is explained by another variable that is not present in this model.Keywords : Broiler, DOC, Feed, Labor, Job Opportunities, Kampar Regency

Abstract

The purpose of this research is to find out how farmers income and how palm farmer consumption patterns at Desa Sumber Makmur. Research on the method of use is Random Sampling. Site selction research for an avarage population of livelihood as farmers edged palm. Using primary data and secondary data obtained through interviews in the palm growers and retrieved data information from relevant agencies such as the office of the Sumber Makmur village. The results showed that the income of the farmers in the Sumber Makmur village of palm in 2013 on avarage by Rp. 5.269.412,- and consumption patterns of palm farmers greater fulfilment of the non food consumption from the consumption of food. This show that the income received by farmers in the Sumber Makmur village palm already able to meet the needs of their household.Keyword : analysis of farmers income, consumption of food and non food.

Abstract

This research was conducted in the Regency of Bengkalis, Riau Province. This research aims to know the influence of fiscal decentralization against poverty in Bengkalis Regency, Riau Province. In this data that become the population and sample the entire object reports annually from the Regency of Bengkalis. This research data using data time seriesdata which consists of 12 years starting from 2006 up to the year 2017. Sampling technique is used is to do an observation that is by collecting data and observe directly the object of research from data obtained in the Bengkalis Regency Government Office, Riau Province. Types of data used in this research is secondary data. Methods of analysis used in this research is quantitative descriptive method, analysis of partially and simultaneous (multiple linear regression analysis with the help of the program SPSS version 21.0). From the results of research that has been conducted, simultaneous regression test (F Test) shows that the whole of the free variables examined have significant influence towards the level of poverty in the Province. Partial regression test (test t) indicates that the variable revenue sharing fund without tax have negative influence and significant variable against poverty. While the variable revenue sharing fund with tax, special allocation fund, General allocation fundhave negative and insignificant against the poverty variables. The magnitude of the influence that caused (R2 ) by four of these variables together against variables bound of 85.5%, while the rest of 14.5% is affected by other variables which are not examined in this study.Keywords : Fiscal decentralization, revenue sharing fund with tax, revenue sharing fund without tax, special allocation fund, General allocation fundand poverty.

Abstract

This study aims to determine the impact of the use of Village Funds for Increasing the Income of Sari Galuh Village, Tapung District, Kampar Regency. The research population is the entire community in Sari Galuh Village, which is the head of the family in Sari Galuh Village who are involved in the Village Fund utilization activities, as many as 145 families. The sampling technique in this study was purposive sampling using Taroyamane formula calculation so that as many as 34 respondents were obtained. The measurements taken in this study were using a questionnaire while the analyzing technique was using descriptive analysis and non-parametric test analysis with Sign Test (Sign test) ) and the Wilcolxon test using the SPSS program. Based on the results of the study, it was found that the utilization of the Village Fund had an impact on the Increased Income of the Community of Sari Galuh Village, Tapung District, Kampar Regency. This is because the income of the community before the existence of village funds is less compared to the existence of village funds. so that the utilization of village funds carried out in community empowerment and village development activities increased the income of village communities by 85.29% of the total study respondents felt the increase.Keywords: Village Funds, Utilization, Impacts, Income Increase

Abstract

This study aims to determine whether there was a shift in the economic structure of the district Upstream Indragiri years 2000-2013. This study uses secondary data by collecting data by recording directly necessary data, both went to the Office of the Central Statistics Agency (BPS) of Riau Province and Upstream Indragir and undertakes a review of the literature, including books, journals, print media and scientific reports , Methods of data analysis using the Shift Share Analysis Classical and Shift Share Analysis modification of Esteban-Marquilass. The results of this study indicate that the economic structure of Upstream Indragiri district in 2000-2013 began to experience transformation from the primary sector to the secondary and tertiary sectors, although the level of friction is relatively small, but the structure of the economy from year to year, the agricultural sector still provides a major contribution to total GDP District Upstream Indragiri overall. Economic sectors in the district Upstream Indragiri yet has two advantages at once, but there are economic structures which have one of the two advantages, namely the sectors of processing industry and sector of electricity, gas and water supply with a competitive advantage, while the agricultural sector and the mining sector has the advantage of specialization.Keywords :Transformation structure, GDRP, Shift Share, Base Sector, Government Policy

Abstract

Struktur perekonomian di Kabupaten Kampar masih didominasi oleh sektor Pertanian, Kehutanan dan Perikanan, dengan penyerap tenaga kerja terbesar. Penelitian ini akan menghitung perubahan produktivitas tenaga kerja dengan menggunakan dua metode analisis, yaitu analisis Shift Share dan elastisitas output pekerjaan dengan menggunakan data tahunan yang tersedia dari Agustus 2019 sampai Agustus 2020. Hasil penelitian menunjukkan bahwa setiap komponen shift share memiliki nilai yang berbeda antar sektor, ada nilai negatif dan positif. Poin penting yang dianalisis adalah sektor informasi dan komunikasi serta sektor jasa lainnya menjadi kompetitif dan tumbuh pesat sejak wabah Covid-19. Sektor pertanian, pertambangan dan penggalian serta jasa kesehatan dapat bertahan dan berkembang selama pandemi Covid-19 karena pertumbuhannya yang cepat. Demikian pula sektor industri pengolahan, konstruksi, perdagangan, transportasi, akomodasi, jasa keuangan, dan jasa pendidikan berpotensi untuk dikembangkan karena daya saingnya yang relatif tinggi. Sementara itu, sektor listrik, gas dan air, serta administrasi pemerintahan tidak sesuai untuk pembangunan di Kabupaten Kampar. Sebagian besar sektor ekonomi menunjukkan koefisien elastisitas penyerapan tenaga kerja, artinya daya serap tenaga kerja masing-masing sektor di Kabupaten Kampar relatif tinggi terhadap pertumbuhan PDRB.

Abstract

Tujuan dari penelitian ini adalah untuk mengidentifikasi kemiskinan berdasarkan pendekatan kemiskinan multidimensi (MPA) menggunakan indikator Tujuan Pembangunan Berkelanjutan (SDGs). Pendekatan ini menggunakan metode terstruktur untuk mempercepat pencapaian SDGs di Riau. Metode ini terdiri dari lima tahap yang membantu mengidentifikasi dan mengimplementasikan solusi untuk mempercepat pencapaian SDGs, terutama pengentasan kemiskinan. Data yang digunakan adalah data sekunder, terutama rencana pembangunan jangka menengah, rencana kerja, dan anggaran pemerintah daerah. Hasil penelitian menemukan bahwa rasio partisipasi bersih pendidikan sekolah menengah atas di bawah tingkat nasional, meskipun trennya meningkat dan ada penurunan angka putus sekolah. Prevalensi balita gizi buruk semakin meningkat. Dalam hal ketenagakerjaan ada kecenderungan peningkatan jumlah angkatan kerja, tingkat partisipasi angkatan kerja dan tingkat pengangguran terbuka di Provinsi Riau. Perspektif analisis terhadap infrastruktur dasar yang dimiliki masyarakat ada kecenderungan air minum layak menurun. Konsumsi makanan (kalori) di bawah rata-rata nasional meskipun ada tren peningkatan.
