Abstract

Vehicle queues at toll gates are a significant issue in Indonesia, causing traffic congestion, especially near the toll gates, due to high vehicle volumes. To address this, the Indonesian government plans to implement the Multi-Lane Free Flow (MLFF) system, which allows vehicles to pass without stopping, aiming to reduce congestion and improve traffic efficiency. This study evaluates the feasibility and effectiveness of implementing MLFF at the Keramasan Toll Gate on the Trans-Sumatera Toll Road. The methodology was used quantitatively with an M/M/s queuing model to analyze the current performance of the toll gate service system. Data were collected through field observations, interviews with road users, and secondary data from PT. Jasamarga and the Toll Road Regulatory Agency (BPJT). System performance analysis was conducted by calculating parameters such as average queue length, average time in the system, service rate, and arrival rate. The results show that implementing MLFF can eliminate vehicle transaction times, which previously averaged 8.381 seconds, thus reducing the waiting time in the system to zero seconds. The MLFF system development at the Keramasan Toll Gate is deemed technically and financially feasible, with successful implementation depending on adequate socialization and public support.

Abstract

Construction workforce certification is a critical issue in Indonesia's infrastructure development sector, as mandated by the Construction Services Law requiring all construction workers to obtain Work Competency Certificates (SKK). This study aims to formulate strategies for developing construction workforce construction workers in South Sumatra Province through the integration of demand analysis and SWOT analysis. A quantitative approach was applied, where secondary data were used to project certification needs for 105 construction projects planned under the 2025-2029 State Budget. In addition, primary data were collected through questionnaires and interviews identify key factors influencing SKK acquisition, which were then incorporated into the SWOT framework for strategic. Results revealed that while expert-level certification (Levels 7-9) needs are met with 1,792 certified professionals available, significant shortages exist at the technician/analyst level (Levels 4-6) with a gap of 2,139 positions and at the operator level (Levels 1-3) with a substantial deficit of 48,882 certified workers. Factor analysis identified self-motivation, wage increase prospects, time constraints, regulatory sanctions, and enhanced employment opportunities as key determinants in SKK acquisition decisions. The SWOT analysis concluded that a Strength-Opportunity (SO) strategy would be most effective, leveraging regulatory frameworks, digital certification processes, educational institution collaborations, and on-site certification to address the certification gaps. This research provides evidence-based recommendations for policymakers to develop targeted interventions that can strengthen construction workforce capacity and ensure compliance with national standards.

Abstract

Waste generated from community life activities continues to increase along with economic development and population growth. Systematic, comprehensive, and sustainable waste management is needed to overcome problems related to waste generation, both through efforts to reduce and handle waste. One waste management innovation is using fuel waste, called Refuse Derived Fuel (RDF). Utilization of RDF can process waste on a large scale and can be a substitute for fossil fuels for industry, one of which is the cement industry. This research analyzes the financial feasibility of processing waste into RDF for cement factories. The case study was carried out at a landfill in Ogan Komering Ulu Regency - South Sumatera Province, with PT. Semen Baturaja Tbk as offtaker of RDF. Financial feasibility analysis uses Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period (PP), and Profitability Index (PI) indicators. A sensitivity analysis of financial feasibility was carried out on changes in RDF selling prices and operational costs. This analysis of the scenario 1 (70 % equity : 30 % debt) and the scenario 2 (30 % equity : 70 % debt) shows that the Project of RDF Plant is feasible to implement. Sensitivity analysis of scenario 1 and 2 are not feasible at 20% decrease in selling price and scenario 2 is not feasible at 20% increase in investment.

Abstract

Waste is a problem that cannot be ignored because it is always generated in all aspects of life. The Climate Resilient and Inclusive Cities CRIC Waste Assessment Tool helps in analyzing the current situation in the city and provides important and practical recommendations from both technical aspects, governance, and social issues. The research aims to evaluate urban waste management using the Climate Resilient and Inclusive Cities (CRIC) Waste Assessment Tool based on management technology in Palembang City. A quantitative strategy was used in this research, along with a descriptive and verification research method. Secondary data is taken from the national waste management information system and other literature to fill in the CRIC Waste Assessment Tool application. Data analysis using CRIC Tool covers waste management, governance, economy and knowledge of citizens, GHG emissions. The results of measuring waste management performance with CRIC show that waste management in the city is still low, most of the waste is disposed of uncontrollably, resulting in SLCPs. Waste banks and TPS3R are still lacking. Achievement of waste management to reduce greenhouse gas emissions has only reached 50% of the recommended target. Proper waste handling is still lacking, such as reduced dumping, open burning, and better composting practices. This will support modifications in waste handling from the community, which can support waste management technology development.
