Abstract

The sustainability of traditional markets has a very strategic role in increasing the income of traditional market traders. The reality is that the implementation of local government policies on the protection and empowerment of traditional markets is still not running optimally in Indramayu Regency. Reaping protest reactions from traditional traders in the Regency and a decline in the economic income of traditional market traders in Indramayu Regency. The method used in this research is qualitative. Data collection is done by using interview technique as a tool in qualitative research. information that is not recorded in the document, information from relevant events and personalities. The data analysis technique used in this research is interactive model analysis. Data induction, data presentation, and conclusion drawing are carried out in an interactive form with the data collection process as a cycle. The results showed that the implementation of the protection policy and the empowerment of traditional markets in Indramayu Regency was still not in accordance with the practice in the field, especially the issue of the distance between traditional markets and modern shops which was not in accordance with Perda No. 4 of 2014, and the local government of Indramayu Regency had not been firm in controlling modern shops that do not have permits are in reality still up and operating. Abstract

The Indonesian government implements a policy of equalizing position as a simplification of bureaucracy. The policy is seen as the transformation of government management with complex challenges. This article aims to analyze the important aspects of the transformation of government management in equalizing positions in Melawi Regency in 2021-2024. Data is collected from important officials who sit in government and members of parliament, without ignoring the opinions of the public. The results show that (a) reframing aspect is considered good enough in the "Achieve Mobilization" element and needs an increase in the "Creating Vision" and "Build a Measurement System" elements by re-frame programs and fulfillment of performance targets, (b) restructuring aspect in implementation element of "Construction an Economic Model" and "Redesigning The Work Architecture" is good enough and needs an increase in the element of "Configuring the Physical Infrastructure" by immediately forming a public service mall, (c) revitalization aspect is good enough from the three elements described, and (d) renewal aspect is good in the "Create a Reward System" and "Developing The Organization" elements, so it only needs to be improved in "Building Individual Learning" element by adding competency development to the equivalent functional position to improve existing services.

Abstract

The 2024 elections in Aceh reflect unique dynamics in the context of procedural democracy and special autonomy. The characteristics of elections in Aceh are influenced by the recognition of local political parties regulated through Law Number 11 of 2006 concerning the Government of Aceh, as a result of the 2005 Helsinki MoU. Local parties such as the Aceh Party (PA) and the Nanggroe Aceh Party (PNA) compete with national parties in reflecting the aspirations of the Acehnese people. This study uses a qualitative approach with document studies to analyze the implementation of elections in Aceh, including voter participation, local political dynamics, and the effectiveness of election administration. The results showed an increase in voter participation compared to the previous election, with the highest participation recorded in the presidential election (87.01%). However, challenges such as money politics, campaign abuses, and security stability remain significant issues. In addition, the role of the young generation and women in elections has begun to be strengthened through political party strategies. In the context of procedural democracy, these elections reflect efforts to meet Robert Dahl's criteria, including equal voting, effective participation, and agenda oversight. In conclusion, the 2024 election in Aceh is not only a democratic mechanism but also an instrument to strengthen peace and special autonomy. These findings provide insight into the challenges and opportunities of local democracy in Aceh.
