Abstract

This study aims to analyze and describe the effectiveness of the Cetak Pengajuan Teko Deso (Cak Ngateso) service in Balongbesuk Village, Diwek Subdistrict, Jombang District. Cak Ngateso is a web-based administrative service innovation launched by the Population and Civil Registration Office of Jombang Regency since 2021, focusing on services such as Family Cards, birth certificates, and death certificates at the village level. This study employs a qualitative method with a case study approach. Data was collected through interviews, observations, and documentation, then analyzed using Richard M. Steers' organizational effectiveness model, which includes indicators of goal optimization, system perspective, and pressure on behavior.The research findings indicate that, overall, the Cak Ngateso service in Balongbesuk Village has been effective in facilitating residents in processing population documents without having to visit the Population and Civil Registration Office. This is evidenced by the increasing number of service users each year and the village apparatus's ability to operate the system. However, there are still technical challenges such as server disruptions and infrastructure limitations that can hinder the service process.This study recommends enhancing human resource capacity, improving technological infrastructure, and optimizing the system to ensure that Cak Ngateso's services can operate more stably and reach all villages in Jombang District. Abstract

The waste management issue in Jombang Regency, particularly at the Kepanjen Disposal Site, remains unresolved. This study aims to analyze the implementation of waste management policies at the site using a descriptive qualitative approach through field observation, in-depth interviews, and document analysis. The findings reveal four key aspects: (1) communication plays a crucial role but lacks coherence between planning and execution; (2) resource limitations, including budget, workforce, and infrastructure, serve as major obstacles despite long-term planning efforts; (3) field workers’ dedication deserves recognition, yet greater community participation is essential; and (4) the organizational structure, although legally established, has not been fully effective in practice. The study concludes that waste management at the Kepanjen Disposal Site requires an inclusive and collaborative approach emphasizing improved communication, resource allocation, human resource capacity, and multi-stakeholder cooperation to achieve sustainable waste management outcomes.

Abstract

Surabaya as a city that has won the main ranking of Child Friendly City for six consecutive times and received the highest points, continues to innovate programs that uphold the fulfillment of children's rights, especially children with disabilities who still need more attention to get their social welfare. The Surabaya City Government has inaugurated the “Rumah Anak Prestasi” program which was established in 2022 as to fulfill the rights of children with disabilities in Law Number 8 of 2016 and make Surabaya a complete Child-Friendly City. Rumah Anak Prestasi provide health services and skills training that can be followed free of charge for children with disabilities in Surabaya City. This research method is descriptive qualitative with a focus on analyzing the effectiveness of the Rumah Anak Prestasi program for children with disabilities in Surabaya City, referring to Budiani's (2007) Program Effectiveness theory which includes target accuracy, socialization, objectives, and program monitoring. The data collection technique of this research is through interviews, observation, and documentation. Rumah Anak Prestasi is an effective program for children with disabilities in that the objectives can be achieved and program monitoring is done well. However, the obstacles faced are the socialization of program information dissemination and parents' lack of understanding so that the accuracy of program targets has not covered all children with disabilities. Evaluation of the UPTD Kampung Anak Negeri of Surabaya City is needed regarding the improvement of program socialization so that it can attract all children with disabilities in Surabaya.

Abstract

The background of this research is based on the chronic congestion problem in Surabaya City and the low accessibility of public transportation to residential areas and community activity centers. The Wira-Wiri Feeder Program is present as a feeder transportation solution that reaches narrow streets and is integrated with other public transportation systems such as Suroboyo Bus. Therefore, this study aims to describe and analyze the development strategy of the Wira-Wiri Feeder Program in Surabaya City using the SOAR approach. This research method uses a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. The results showed that the main strengths of the Wira-Wiri Feeder program lie in accessibility and system integration, opportunities in the form of community enthusiasm and policy support, aspirations to expand service coverage, and the results achieved in increasing the number of public transportation users. However, there are still challenges such as limited budget, fleet, and public preference for private vehicles. Through SOAR analysis, this research recommends strengthening strategies based on internal advantages and external opportunities to realize a sustainable transportation system in Surabaya City.

Abstract

This study examines the strategic implementation of the Social Inclusion-Based Library Transformation (TPBIS) by the East Java Provincial Library and Archives Office. A descriptive qualitative method was employed, using Fred R. David's strategic implementation theory as an analytical framework, focusing on three key aspects: annual objectives, basic policies, and resource allocation. The findings indicate that TPBIS annual objectives are formulated based on national policy directives and localized through internal discussions and regional development plans. These objectives emphasize improving library services and delivering community-based training programs to empower marginalized groups such as people with disabilities and informal workers. Basic policies are supported through internal regulations, certified staff training, and the formation of implementation teams. In terms of resources, TPBIS is funded by the regional budget (APBD) and supplemented by CSR partnerships. It is implemented by trained personnel and supported by physical infrastructure including Graha Pustaka, inclusive reading spaces, and skill-training incubators. Despite these efforts, the program still faces challenges, particularly related to limited funding, infrastructure, and low community participation. Therefore, the success of TPBIS requires continuous innovation, sustainable mentoring systems, and strengthened cross-sector advocacy. This case study highlights the importance of aligning strategic goals with community needs and improving public engagement to optimize the transformation of libraries into inclusive, empowering institutions. The results are expected to provide insights for strengthening the strategic implementation of TPBIS in other regions.

Abstract

Penelitian ini yang bertujuan untuk mengetahui Implementasi Program Penanganan Pengaduan “Sambat Nang Cak Eri” dalam Peningkatan Kualitas Pelayanan Publik di Kelurahan Semolowaru Kota Surabaya yang merupakan salah satu kanal pengaduan yang dibuat dalam perwujudan hak masyarakat sebagai penikmat pelayanan publik. Dengan metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Pemilihan informan adalaha key informan Lurah dan fasilitator program penanganan pengaduan serta informan lain yang masih terkait dengan lingkup kinerja pelayanan. Teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi, sedangkan teknik analisis data melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menjelaskan bahwa implementasi pelaksanaan yang dilakukan oleh penyelenggara dalam pencapaian target peningkatan kualitas pelayanan publik telah berjalan sesuai dengan 3(tiga) elemen indikator dari David C. Korten, sebagai berikut:1). Elemen program, kesesuaian keseimbangan antara kejelasan strategi yang digunakan kepada warga dalam mencapai tujuan serta harapan dari masyarakat yang tertuang.  2). Elemen pelaksana program, kesesuaian antara program dan organisasi pelaksana. artinya koordinasi antara tugas yang diberikan dengan kemampuan organisasi dalam melaksanakannya harus semaksimal mungkin dan 3). Elemen kelompok sasaran, tujuan program dan hasil yang ditetapkan oleh organisasi pelaksana harus selaras agar tujuan program dapat etrcapai. Pengukuran melalui ketiga indikator telah menghasilkan temuan telah adanya kesesuaian ketiga indikator elemen penelitian. Sehingga penelitian ini diharapkan menjadi temuan baru bahwa layanan pengaduan yang diadakan pemerintah yang dapat menjadi satu bentuk komitmen dalam melihat kualitas pelayanan publik yang terjadi.

Abstract

Pemerintah Kota Surabaya berupaya mengatasi permasalahan kemiskinan di Surabaya melalui Peraturan Walikota Surabaya Nomor 58 Tahun 2019 Tentang Tata Cara Pengumpulan, Pengolahan, Pemanfaatan dan Pelaporan Data Masyarakat Berpenghasilan Rendah. Namun dalam realisasinya terdapat beberapa permasalahan, salah satunya di Kelurahan Simolawang terdapat warga yang mampu dan memiliki mobil serta warga yang sudah meninggal masih terdaftar sebagai Masyarakat Berpenghasilan Rendah (MBR). Maka dari itu perlu dilakukan inisiatif perbaikan pendataan Masyarakat Berpenghasilan Rendah (MBR) pada Dinas Sosial Kota Surabaya serta Kelurahan Simolawang untuk menangani permasalahan tersebut. Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi Peraturan Walikota Surabaya Nomor 58 Tahun 2019 Tentang Pengumpulan, Pengolahan, Pemanfaatan dan Pelaporan Data Masyarakat Berpenghasilan Rendah. Metode penelitian yang digunakan deskriptif kualitatif. Data diperoleh melalui dokumentasi, wawancara, observasi. Penelitian ini menggunakan teknik analisis data yaitu interactive dengan tahapan; pengumpulan data, kondensasi data, penyajian data, penarikan kesimpulan. Hasil penelitian menunjukkan implementasi Peraturan Walikota Surabaya Nomor 58 Tahun 2019 MBR pada Kelurahan Simolawang, Kecamatan Simokerto hingga RT maupun RW kurang baik, karena dari fokus komunikasi dan sumber daya perlu adanya perbaikan agar sebuah kebijakan bisa terimplementasi dengan baik sedangkan fokus disposisi serta struktur birokrasi telah terimplementasi dengan baik.

Abstract

The issue of slum settlements remains a strategic concern in Indonesia, including in Banaran Subdistrict, Kertosono District, Nganjuk Regency. Despite having a relatively low slum score, this area received the largest allocation of funds from the City Without Slums (KOTAKU) Program, raising questions about the effectiveness of policy implementation. This study aims to analyze the implementation of the KOTAKU Program using George C. Edwards III’s policy implementation theory, which emphasizes four aspects: communication, resources, dispose-tion, and bureaucratic structure. This research employed a descriptive qualitative approach with research subjects including village officials, the PRKPP Office, Community Self-Reliance Institutions (LKM), Community Self-Help Groups (KSM), and beneficiary communities. Data were collected through participatory observation, in-depth interviews, and documentation, with informants selected using purposive and snowball sampling techniques. The instruments used consisted of semi-structured interview guidelines and official program documents. Data analysis was conducted using Miles & Huberman’s interactive model through data reduction, data display, and conclusion drawing, with validation carried out through source, method, and time triangulation, as well as member checks. The findings show that the implementation of the KOTAKU Program in Banaran Subdistrict has been fairly effective: program communication is relatively clear and consistent, although community participation remains limited; human and informational resources are adequate, though post-construction facilities are insufficient; implementers’ disposition is highly positive and proactive; and the bureaucratic structure supports implementation with clear division of tasks, flexible SOPs, and solid coordination. In conclusion, the program has delivered tangible impacts in terms of reducing slum conditions, improving the environment, and strengthening community institutions. The study implies the importance of strengthening communication strategies, enhancing community participation, and providing post-construction facilities to ensure program sustainability.

Abstract

This research aims to determine how the Resilient Pemuda Tangguh Scholarship policy is implemented to encourage improvements in the quality of education, especially expanding access to education for Surabaya City residents from underprivileged family backgrounds. Qualitative methods with primary and secondary data were applied in this research. Primary data was obtained from interviews, observation and documentation. Meanwhile, secondary data was obtained from other research documents, documents from related agencies, and online news related to the Resilient Pemuda Tangguh Scholarship. After the data is collected, analysis is carried out through data reduction, data display, and inference/verification stages. The informants used by researchers include students from schools who have not submitted monthly reports for the last three months, and staff of the Sub-Coordinator of Public Welfare as the party responsible for the Resilient Pemuda Tangguh Scholarship policy. Based on the analysis of Smith's four theoretical variables, namely ideal policy, target group, implementing organization, and environmental factors, this policy is considered successful in improving the quality of education for underprivileged families, although there are still 1,800 participants who do not submit monthly reports due to lack of awareness of this obligation.

Abstract

This study aims to analyse the management strategy of UPTD PPA Surabaya in protecting child victims of violence. This study was conducted using a qualitative approach and case study type concerning Fred R. David's (2016) management strategy theory, which includes strategy formulation, strategy implementation, and strategy evaluation. Data collection was carried out through observation, interviews, and documentation. The results of the study indicate that UPTD PPA implements a structured strategy in handling child victims of violence, such as initial assessment, psychological and legal assistance, and the provision of safe houses. However, there are still obstacles to the quality of human resources and finances. Overall, UPTD PPA shows a strong commitment to providing protection and recovery for child victims of violence.
