Abstract

Before village regulations are discussed jointly with the BPD, village officials draft village regulations. Village officials have a very important role in preparing quality village policy designs. Therefore, village officials must have adequate competence in drafting village regulations. The purpose of this study was to analyze the Competence of the Sidomakmur Village Government Apparatus in Compiling Village Policies (Village Regulations) and to analyze the competency weaknesses of the Sidomakmur village government apparatus in formulating village policies (village regulations). This research is a descriptive qualitative research using data collection methods by interviews and documentation studies. The results of the study show that the Sidomakmur Village apparatus does not yet have good enough competencies to formulate a village policy. The competencies that are still lacking are academic competence and technical competence. This is because the majority of village apparatus only graduated from high school and they also have good competence in using computers. The recommendation that the author gives is to provide scholarships to officials to pursue higher education and organize training in the use of technology and information such as computers.

Abstract

Tujuan kegiatan pengabdian ini adalah: (1). Meningkatkan pengetahuan kelompok pemuda pelajar dalam mengidentifikasi potensi kegiatan di lingkungan sekitarnya, (2). Meningkatkan pengetahuan kelompok pemuda pelajar dalam mengidentifikasi dan mengelola peran untuk bangkit dari pandemi. Metode pengabdian yaitu berupa pelatihan dengan pendekatan pragmatis teoritis dan pendekatan pragmatis praktis. Dalam tahap pelaksanaan, kegiatan utama yang dilakukan adalah penyampaian materi berwujud pelatihan dengan skema: (1). Ceramah, Metode ini digunakan untuk menyampaikan teori dan konsep pokok yang harus dipahami dan dikuasai oleh peserta. Metode ceramah disertai tanya jawab dan studi kasus. (2). Diskusi, selain ceramah bervariasi, metode diskusi juga digunakan dalam kegiatan ini. Pelaksanaan kegiatan ini menghasilkan kesimpulan sebagai berikut: (1). Meningkatnya pengetahuan kelompok pemuda pelajar dalam mengidentifikasi potensi kegiatan di lingkungan sekitarnya. , (2). Meningkatnya pengetahuan kelompok pemuda pelajar dalam mengidentifikasi dan mengelola peran untuk bangkit dari pandemi. Kedua kesimpulan itu didukung oleh hasil pres test dan post test yang menunjukkan bahwa kegiatan yang telah dilaksanakan mampu menghasilkan perubahan pengetahuan pada kelompok peserta kegiatan. Selain itu, observasi yang dilakukan menunjukkan jika materi yang disampaikan mampu memacu minat dan kesadaran mereka untuk lebih memahami kepentingan mereka terhadap materi tersebut.

Abstract

Purpose: The primary purpose of this study is to identify models that contribute to the effectiveness of policies and institutions in managing online learning in Colleges during the mass pandemic. Methodology: This research will be conducted using a mixed method. The survey was carried out using a questionnaire to groups of college students. The data analysis includes statistical analysis to determine the frequency and description of the survey data obtained. Results: Several aspects must be intervened from this condition. This is related to managing incentives and financial assistance to student groups. There is a need for planning and adjustments regarding financial aid management. Then, the aspect of stakeholder involvement will be related to the role of educational institutions as regional, central and non-government actors. The aspect of policy adjustment will intersect with legislative institutions or policies at the regional and central levels. Limitations: This research is limited to regional scope studies, so it requires comparison with other regions with more adequate educational resources. Contribution: In the future, the model can be developed to strengthen the need for a mixed education model by combining technology and a human touch so that the online education model can feel more humanist. Novelty: The resulting model combines policy and institutional aspects as an intervention package for higher education in times of crisis, such as a pandemic.

Abstract

This study takes a close look at Lampung Province in Indonesia, focusing on its trade structure and the exciting growth potential within global value chains (GVCs). Using clear, accessible data from Statistik Perdagangan Luar Negeri Provinsi Lampung 2024, published by BPS Lampung, this report highlights Lampung’s export and import trends from 2014 to 2024. The report identifies key commodities and trading partners, and explores opportunities to upgrade functionality, markets, and social impact. The analysis shows that Lampung currently relies heavily on agro-based exports—mainly vegetable and animal oils, food products, and mineral fuels—and primarily depends on Asian markets, with some encouraging growth in exports to Europe and the Americas in 2024 (BPS Lampung, 2025). Drawing on Global Value Chain theory (Gereffi, 2018), the study proposes a framework to understand how Lampung can move from supplying raw materials to engaging in higher-value activities such as processing, branding, and market access through certification. The findings reveal that, even though export values rose and a surplus was achieved in 2024, manufacturing still accounts for only a small share of total exports, limiting opportunities for functional upgrading. While there has been some progress in diversifying markets toward Europe and North America, exports remain relatively concentrated in a few key regions. The paper offers practical policy recommendations, such as strengthening provincial economic diplomacy, supporting agro-processing industries, implementing certification and traceability systems, and fostering stakeholder collaboration to promote inclusive social upgrading for smallholders and MSMEs. Overall, this research provides valuable insights into subnational GVC development and points to actionable pathways for regional trade growth.

Abstract

Purpose: Central Lampung Regency faces complex social challenges due to land disputes, ethnic differences, and economic inequality, which increase the risk of social conflict. The limited capacity of local government officials in identifying and mapping conflict-prone areas is a major obstacle to mitigation efforts. This study aims to enhance the capacity of local government officials in social conflict mapping to support evidence-based preventive policies. Methodology: The social conflict mapping training was conducted in three phases: preparation, implementation, and evaluation. Participants from various Regional Apparatus Organizations (OPD) were trained in conflict theory, mapping techniques, and data utilization for decision-making. The effectiveness of the training was evaluated through pre-tests, post-tests, and feedback questionnaires. Results: The training significantly improved participants' understanding and skills, with the average pre-test score of 60 increasing to 85 in the post-test. Feedback questionnaires indicated high appreciation for the relevance of the materials and interactive learning methods. Participant discussions successfully identified areas with high conflict potential and formulated mitigation strategies based on mapping. Conclusion: Training in Central Lampung effectively improved conflict mapping skills, with increased scores and calls for more practical sessions and sustained support. Limitations: The training was limited by its relatively short duration and constraints in GIS practice facilities. Additionally, the long-term effectiveness of this training has not yet been comprehensively measured. Contribution: This study contributes to improving the capacity of local government officials in social conflict mapping and provides recommendations for future training improvements.
