Abstract

This study aims to determine the effect of the Quality Public Services in Samsat Tebing Tinggi Office, North Sumatra Province. This research is a type of qualitative research. The result shows that the factors are the obstacles and advantages of the One-Stop Integrated Service System Efforts to Improve Public Services at the Tebing Tinggi Samsat Office, North Sumatra Province. That the Integrated Service Implementation Guidelines have been carried out optimally. However, in terms of: Facilities, there are still some obstacles, namely not yet available prayer room facilities, special parking spaces and still using public road facilities for cars and for public transportation motorbikes using a makeshift office yard and during the rainy season in December 2020 there was a 50 cm high flood which resulted in activities being stopped for 5 days. The existence of HR (human resources) in the ranks of Samsat, Bank SUMUT and the ranks of the Directorate of Traffic is very cooperative and cooperates with each other in providing services to taxpayers so that the obstacles faced are always mutual help and solid cooperation.

Abstract

The implementation of policies in the Presidential Decree PBJ has not been able to fully address the lack of community infrastructure, especially needs that are relatively simple at the village level, such as drinking water facilities, educational facilities, garbage collection, internet facilities and so on . The formulation of the research problem is how to implement and the obstacles in implementing Langkat Regent Regulation Number 19 of 2019 concerning Procedures for Procurement of Goods and Services in Village in Stabat Baru Village. The results show that the implementation in terms of communication and organizational structure has been going well, but in terms of resources and disposition it has not gone well, with the constraint factors faced in the form of difficulty coordinating with the community, lack of employee cooperation, lack of employee responsibility for work because it is more concerned with personal affairs. It is recommended that the Village Stabat Baru needs to conduct more intensive socialization regarding the importance of community involvement in PBJ. Leaders need to emphasize to employees that cooperation will be increasing important in dealing with many jobs. Leaders need to be firm in disciplining subordinates who use the working day to take care of their personal interests.

Abstract

This study focuses on explaining how the policy for determining the Sale Value of Land and Building Tax Objects for Rural and Urban Land and Building Tax (NJOP PBB-P2) is an effort to increase the regional revenue (PAD) of Medan City. The explanation of this study is built based on a qualitative method with a descriptive approach. The results of this study indicate that, the determination of NJOP PBB-P2 in Medan City has a variable NJOP PBB-P2 classification, also with a fluctuating value. Because the value is based on sectors and zones. The strategic location of the tax object will be of much greater value than in distant areas and is considered uneconomical. In the process of determining the PBB-P2 NJOP, the stages are, first, the process of collecting data on the NJOP PBB P-2 for Medan City. Second, the PBB P2 Assessment Process for Medan City. Third, the process of determining the NJOP PBB P-2 for Medan City. Fourth, the process of collecting PBB P2. In practice, the most dominant problem is the refusal of residents to pay taxes, arrears, differences in NJOP values between regions and even market values that do not match the selling price are problems that are always faced. This argument is caused by the negative image attached to the Medan City Government and the Agency in charge of collecting taxes which causes public distrust. So this study provides basic recommendations through a policy model in determining the NJOP PBB-P2 which is more just, accountable, transparent and democratic. This just, democratic policy model is seen from the dimensions of administrative modernization and the dimensions of citizen involvement. The orientation is to create a balance and healthy social relations between citizens and the government.

Abstract

This study aims to evaluation the Effectiveness of Granting Funding at Foundation School / Raudhatul Athfal Bina Kreatif Institutions in Batang Kuis District, Deli Serdang Regency. This study uses the Research Instruments In qualitative research, the main instrument is the researcher himself, but the research instrument that the researcher uses to complement the data and compare it with the data that has been found through observation guidelines, interview guidelines, study and review of documents related to the object of research. Sources of data used in this study are divided into two sources, namely primary data sources and secondary data sources. The results of this study indicate that 1.The benefits of providing grant funds for schools at RA Bina Kreatif Educational Institutions/Foundations in Batang Kuis District, Deli Serdang Regency. 2.There were obstacles in the use of grant funds by RA Bina Kreatif schools in providing grants to schools. 3.The Head of Raudhatul Athfal Bina Kreatif has submitted an Accountability Report Number: 075 / RA-BK / SEK / V / 2019. Date, May 20, 2019, regarding the submission of the 2019 APBD-SU Financial Accountability Report.

Abstract

The aims of this study is to describe Implementation of Policy for Establishing License Policy at Department of Investment and One-Door Integrated Licensing Services (DPM & PPTSP) in Binjai. This study use qualitative research. Based on the descriptions that the researcher has put forward in the previous chapters, in this chapter the author will draw some conclusions from the results of the field research that the author has done so far and provide suggestions as the last step in this research. In the first year of IMB implementation with OSS there were 732 reports and actions that had been carried out the percentage was 90%. In the second year of IMB implementation with OSS there were 647 reports and actions that had been carried out, the percentage was 89%. In the third year of IMB implementation with OSS, there were 213 reports and actions that had been carried out, the percentage was 81%. So there is a decrease in the issuance of permits in IMB with OSS for actions that have been taken from the first year of implementation to the third year of implementation by 9%.

Abstract

This study is to find an alternative model of North Sumatra provincial government policy in resolving the ex-hgu land conflicts of PTPN II plantations in Deli Serdang Regency. This study is based on the fact that regional autonomy as regulated in Law Number 23 of 2014 gives the authority to the regional government in autonomy to resolve disputes over arable land in their territories. One of them relates to ex-HGU PTPN II land disputes starting in 2002 with the Central BPN Decree number 42, 43 and 44 / HGU / BPN / 2002 and Decree Number 10/2004 regarding the granting of an extension of the term of the Right to Cultivate (HGU) covering an area of 5,873 , 068 Ha from PTPN II HGU. However, the problem arises because of legal uncertainty over the distribution of land that had expired during the PTPNII HGU, so that horizontal or vertical conflicts (community cultivators, PTPN II, government and developers) occurred. From the results of the study, it was concluded that first, the ineffective model of handling policies that are appropriate, fast, and comprehensive is carried out by the government. This relates to the problem of land conversion where there is a lack of orderly administration and past land data. So that each party has its own claim on land ownership and ownership. Both the boundary and location of land parcels. Second, legal uncertainty, that there are legislation that overlaps both horizontally and vertically as well as regulated substance
