Abstract

Flooding is a threat to coastal cities such as Makassar City. To Avoid the threat of flooding, it is necessary to determine the ground level of the building. This study aims to develop a spatial model for determining the ground level of buildings for Makassar City based on climate change data and environmental geography. Prediction of sea level rise using MAGICC/SCENGEN application, GIS-based satellite image analysis, rainfall analysis using Thiessen polygon method, surface runoff coefficient value determined by Cook method, and design flood discharge analysis with HSU Nakayasu method. The spatial model of the ground level of Makassar City building for 2030 is a function of sea tides, sea level rise due to climate change, alluvial floods and inflow floods that can occur simultaneously. The model produces a spatial map with attributes of geographic coordinates (x,y,z).

Abstract

Rain falling on the Watershed will turn into a stream in the river, this is because the rainwater is not entirely infiltrated into the soil, the unabsorbed water is called surface runoff. Factors affecting runoff are meteorological elements and drainage elements. This study aims to calculate the surface runoff coefficient using land cover maps 2017 and 2050, slope and soil type as parameters. Cook method divides the watershed characteristics into 4 sections as parameters to calculate the runoff coefficient of topography, soil type, vegetation cover and surface deposit. Each parameter is weighted based on its characteristics to calculate the coefficient of surface runoff symbolized by the letter C. The analysis results show that in the year 2017 obtained the value of C = 0.4734 and for the year 2050 C = 0.4785. There's a difference of 0.0051 coefficient of runoff value between land use map and land cover in 2017 and 2050. The results of this study will be used to calculate the flood discharge design in the object of research in Makassar City.

Abstract

Coastal urban phenomenon in the form of high population growth, rapid economic development and inadequate control of the sea, resulting in the use of the sea and coastal regions become more intensive in the last few years. This development led to the expansion of the city was further intensified by the coastal reclamation. Reclamation has been performed in many cities of the world and also in Indonesia, but many constraints. Research on model of sustainable Reclamation is still rare. The purpose of this paper is to formulate a model that could be applied on a coastal reclamation area using an index of sustainability. This research began with literature study of previous researches of developing sustainability index that not focusing yet on coastal reclamation area with the analytic hierarchy process (AHP) and expert choices. Reclamation sustainability index is used to as a tool to develop a sustainable reclamation model. This model will help project of reclamation activities and its relationship with suitable measures to manage the implementation of a sustainable reclamation. Formulation of the model is done by analysis of Structural Equatian Model (SEM) on the Makassar coastal zone and then tested the feasibility to found the appropriate reclamation model.

Abstract

Covid-19, a global pandemic, demands active roles from everyone, including from educational institution. Department of Urban dan Regional Planning of University of Hasanuddin supports the Government and the society by organizing two community service activities as part of three pillars of higher education. The first activity is to advocate and raise public awareness on Covid-19 through educative, persuasive and animative approaches in the form of writings, photos, posters and videos posted via youtube and Instagram on April and May 2020 targeting minimal 1,000 viewers. The second activity is to disseminate concept of smart, healthy and resilient city as a planning effort anticipating for future pandemics through scientific, systemic, and collaborative approaches in the form of a virtual national seminar held on 24 September 2020 targeting minimal 300 participants. This paper aimed to describe the objectives, processes and results of these two activities as well as to enlighten the main ideas of the concept presented in second activity. Up to 10 October 2020, it was noted that a total of 4,037 reviewers have visited the social medias used in the first activity. A total of 1,008 requests entered the registration email of the organizer during 7 days prior to the second activity. A total of 584 participants from various universities, government agencies and planning/architectural consultants attended the second activity. The numbers of viewers and participations in both activities that exceeded the initial targets shows an optimum active role of the department in supporting the Government and the society based on to its field and capacity.

Abstract

Perumnas Manggala or known as Perumnas Antang Block 10 is one of the housing and settlement areas that are prone to flooding. The purpose of this community service activity is to socialize flood disaster management by first identifying the characteristics of the causes of flooding and developing a concept with the community regarding flood management in residential areas. Methods of implementing community service. The data collection techniques are observation, documentation, and interviews, while the data analysis techniques are descriptive qualitative, and spatial analysis. The data collected is used in drafting the concept of flood management in the form of socialization and discussions with the community, community leaders, and the academic community. The results of service activities are in the form of the concept of flood management through preventive efforts to minimize flood disasters at Perumnas Antang Block 10, namely making infiltration wells, planting vegetation, managing drainage and waste systems. Adaptive and curative efforts are in the form of developing disaster response groups as preparation management in dealing with disasters that routinely occur every year. The results of the socialization show a significant level of change by the community where the level of interest in community participation and understanding of the concept of flood management increases. The community actively participates in discussions and expresses its willingness to participate in disaster mitigation activities. The discussion also showed that the community had high hopes for government assistance, both morally and materially, as well as disaster response training.

Abstract

Street vendors are one type of informal sector work that is very vulnerable to being affected by the Covid-19 pandemic. It also felt by street vendors in the Makassar Losari Beach Pavilion area. The condition of street vendors on the one hand is in contact with the lower middle class and has a relatively small business scale. Besides, organized and planned PKL activities will be able to adapt to pandemic conditions and have a positive impact on the city's local economy and support the government in providing employment. This service activity aims to present ideas for the concept of structuring street vendors that are resilient to pandemics and educating traders about the application of health protocols in the work environment of street vendors. Data collection techniques are observation, documentation, interviews, through a stakeholder approach. The data analysis technique is descriptive qualitative analysis. The data collected is used in arrange the concept of structuring street vendors that are resilient to pandemics, sharing, and transferring knowledge to street vendors in the form of Focus Group Discussions (FGD) accompanied by video playback of planning concept arrangements and education on the application of health protocols. The results of service activities in the form of the concept of structuring street vendors include the arrangement of stalls, tables and chairs, repair of clean water networks, provision of hand washing facilities, trash cans, garbage containers, and waste disposal schemes, as well as socializing the importance of implementing health protocols for traders and visitors.

Abstract

Pemanfaatan Teknologi Informasi dan Komunikasi (TIK) dalam pelayanan publik merupakan salah satu upaya setiap pemerintah daerah untuk meningkatkan efisiensi, efektifitas, transparansi dan akuntabilitas penyelenggaraan pemerintahan. Pada tahun 2016, Pemerintah Kota Makassar mencetuskan program Home Care yang merupakan program pelayanan publik di bidang kesehatan untuk meningkatkan pelayanan kesehatan bagi masyarakat Kota Makassar secara merata dan bermutu dengan berbasis teknologi. Layanan ini dapat diakses dan dimanfaatkan oleh masyarakat melalui callcenter 112 sebagai dispatcher layanan kesehatan Home Care dan layanan publik lainnya. Berdasarkan hal tersebut, penelitian ini bertujuan untuk mengetahui pengaruh implementasi Teknologi Informasi dan Komunikasi terhadap Optimalisasi Fast Response pelayanan kesehatan Kota Makassar. Metode penelitian yang digunakan yaitu deskriptif kuantitatif. Teknik analisis data yang digunakan adalah analisis regresi linear berganda dengan bantuan software SPSS. Hasil penelitian menunjukkan bahwa implementasi TIK berpengaruh secara simultan dan parsial terhadap kinerja Fast Response pelayanan kesehatan. Sedangkan, implementasi TIK teridentifikasi dapat mengoptimalkan Fast Response pelayanan kesehatan Kota Makassar.

Abstract

One of the problems that often occurs in densely populated settlements is fire disasters which can cause material losses and also cause casualties. Dense settlements in Pannampu Village areas that have a high frequency of fire occurrences. The purpose of this community service activity is to disseminate community preparedness and direct fire prevention in dense residential areas. The partner areas in RW 04 Pannampu Village, Tallo District, Makassar City. Data collection techniques are observation, documentation, and interviews. The data analysis techniques are descriptive qualitative analysis, quantitative and spatial analysis. The data collected is used in the preparation of directives in the form of socialization and discussions with the community, community leaders and the academic community. The results of service activities produce 5 factors that affect the level of fire vulnerability in a settlement, namely building density, building materials, road width, affordability of water sources and fire stations. There are also 6 scenarios of evacuation routes from 4 points of vulnerable locations to Temporary Evacuation Places (TES), and 4 fire extinguishers that can be used as a basis for consideration in choosing the right evacuation route. Adaptive and curative efforts are in the form of developing disaster response groups as preparation management in dealing with fire disasters. The socialization results showed a significant level of change by the community where the level of interest in community participation and understanding of the concept of handling fire hazards increased. Before the activity was carried out, the level of understanding of the concept of fire disaster management/mitigation was 35.5%, but after the socialization activity was carried out it increased to 75.8%. Thus there is an increase in public understanding of 40.3%. This shows that the output of the socialization of community preparedness for fire disasters was successful.

Abstract

This paper is part of a Community Service Program aimed to propose a comcept of design of TPS 3R (a Temporary Disposal Facility based on Reduce-Reuse-Recycle concept) that is smart, compact and environmentally friendly for the local people and the waste management/authority of Barrang Lompo Island, Makassar City. The program took about 6 months period, from March to August 2022. The design concept was presented descriptively accompanied with map and layout illustration and has been submitted to the local management/authority on 31 August 2022. The pre- and post-test based on the perspective of 30 spatial planners showed the majority of respondents (87.4%) considered the existing TPS is far from the ideal 5 criteria considered in program. In contrary, the proposed design was highly respected especially the 5th aspect, i.e., how the design encourages the local to creatively produce reused goods e.g., souvenirs. Included in this program was a waste sorting campaign infront of 100 local people invited on 30 July 2022 at 13.00-15.00 PM local time that took place in the front yard of Marine Station of of Unhas.

Abstract

The research site is one of the high-risk flood district zones along with Panca Lautang, Tellu Limpoe, and Wattang Sidenreng District since it is adjacent to Sidenreng Lake. The issue allied to climate change at the research site is a real phenomenon in which high rainfall occurs, leading the lake water to overflow and the weather, which previously could be calculated by the community in various ways, is currently unpredictable. The clime vulnerability analysis was utilized at the outset of this study to figure out the level of climate vulnerability. Secondly, Spatial Analysis using ArcGIS Software with Overlay Method towards each flood parameter to address the level of high-risk flood at the site of the research. The third analysis used in this research was AHP-SWOT to formulate some alternative strategies to overcome flood disasters brought about by climate change in the area of Lake Sidenreng. The results of the study showed that the level of flood vulnerability was Very Vulnerable, with 130.94 km2, Vulnerable at 134.98 km2, Quite Vulnerable at 88.93 km2, Less Vulnerable at 22.97 km2, and Not Vulnerable at 3.03 km2 with the total amount of 380.85 km2. Subsequently, the analysis results of the climate vulnerability from 27 villages, 14 of which are at a very low level (Class I), 2 villages are at a low level (Class II), 4 villages are at a Medium level (Class III), and 1 village which is Wette Village is at a very high level (Class IV). According to alternative strategy on AHP-SWOT Analysis, it was found that the space matrix is at Quadrant III of the W-O Strategy namely 1) the development of human resources and public role to nourish environmental hygiene and increase the capacity of vulnerable groups by empowering society with several trainings to improve human resources and group capacity and promoting awareness among people who lived in those vulnerable areas to maintain environmental conditions, the formation of climate villages and the formation and development of disaster care communities to minimize the impact of flood disasters that occurred as a result of climate change; 2)  Management of climate change risk by local government and stakeholders either structurally or physically (engineering the built environment, technological choices and environment-based services or institutional-based services (choices in law and regulation, economics, policies and programs of government) by involving potential experts; 3) development of flood susceptibility maps and climate change vulnerability risks that are integrated with disaster mitigation maps so that people figure out the areas which have a large impact on climate change disasters
