Abstract

This research was initiated by indicating that the policy evaluation of the Regional Development Plan of Cianjur (RPJMD) 2011-2016 has not been optimal yet, primarily related to South Cianjur-based road infrastructure development. The strengthening of the phenomenon has implications on the low purchasing power of society and the low level of public welfare, especially in South Cianjur. Therefore, the researcher focuses on evaluating the Medium-Term Development Plan (RPJMD) of Cianjur regency for 2011-2016 and the Strategy of RPJMD Cianjur policy evaluation is expected to increase people's purchasing power in Cianjur regency. The purpose of the study, among others; first, describe and analyze the evaluation of the Cianjur District Medium-Term Development Plan (RPJMD) policy for 2011-2016, and secondly, to analyze and find the concept of RPJMD policy evaluation strategy that can be done to develop the development of tourism-based road infrastructure, especially in South Cianjur. While the research method using descriptive and research approach using mixed methods, through concurrent embedded design model (mixture is not balanced). The results reveal that the success of RPJMD policy evaluation is empirically determined by dimensions or aspects of effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. On the other hand, researchers found another concept or dimension, in addition to the six parameters put forward by Willian N. Dunn (1981). The concept or dimension that researchers find is the dimension of the perception equation. These findings are academically novelty generated in this dissertation. In addition, the study also found that optimizing the RPJMD policy evaluation required a strategy for the Cianjur District Government. The strategy that the Government of Cianjur Regency can do refers to the pattern of priority scale based on the calculation result of Analytical Hierarchy Process (AHP), which essentially follow the pattern; (1) dimension of perception equation, (2) dimension of accuracy, (3) dimension of equalization, (4) dimension of responsiveness. (5) sufficiency dimension, (6) efficiency dimension, (7) effectiveness dimension. This research concludes that policy evaluation of RPJMD Cianjur Regency Year 2011-2016, primarily related to the development of road-based tourism infrastructure empirically has not run optimally, so that implication on society prosperity, especially people residing in South Cianjur Area

Abstract

This research aimed to analyze and find out the extend to which the implementation of the employment placement policy performed by Regional Office of Manpower of Cirebon City and find out the factors affecting the employment placement policy effectively; This research used qualitative descriptive method in which the data sources in this research were obtained through direct observation by the researcher and guided interview with the implementing officers or apparatus carrying out the policy in Regional Office of Manpower of Cirebon City. The findings showed that the implementation of the employment placement policy in Cirebon City had not performed effectively. The factors which needed to be considered in the employment placement were: (1) Education: Public had not had the competence and the education quality was still in low level, (2) Occupational knowledge; Labors must still complete a series of Academic Achievement tests, (3) Occupational skill; Labors were still not ready with the skills needed by companies, (4) Work experience; Labors still needed to be given the Orientation Program and Human Resources Development Program by Regional Office of Manpower. The factors affecting the implementation of the employment placement policy; from the five theoretical concepts of Rondonelli and Chabeer Cheema’s opinion used in analyzing this research, they could also be seen that they could test the implementation of the employment placement policy, namely: (1) Environmental conditions that public had not completely had adequate skills, (2) Employment relationship among organizations; Good coordination was needed between Regional Office of Manpower and D.KISS related to valid data regarding the number of labors, (3) Availability of Resources; Funds available in APBD of Cirebon City for Regional Office of Manpower had not reflected the existence of budget leading to specific activities for the employment placement, (4) Characteristics of implementing agencies; It had not depicted the overall activities of Regional Office of Manpower especially the job introductory officer and labor distributor were not clear organizationally, (5) Performance and impact; Regional Office of Manpower had not fully had the authority in the employment placement, only limited to recommending labors with various dimensions. It turned out that the result was that Regional Office of Manpower of Cirebon City had not been effective in its implementations, so it affected the minimum or only few labors who had registered with labor users in companies or agencies that needed them. Based on the results of the discussion that had been stated, it could be said that the novelty of this research was it could found the weaknesses of Rondonelli and Chabeer Cheema’s theory used to analyze the implementation of the policy, namely: (1) Clarity of Regulation; there had been no Regional Regulation regulating Manpower, (2) Local wisdom, it had not considered the local culture, (3) Strategy; there had been no strategy, so it needed to be combined with a SWOT analysis formulating a strategy by considering strengths, weaknesses, threats, and opportunities.

Abstract

This research aims to determine the implementation of the company's Corporate Social Responsibility (CSR) or Environmental Social Responsibility (TJSL) Program in the health sector in Bandung City, which to date has not gone according to expectations. The research method that the author uses in this research is descriptive analysis with a qualitative approach. Data collection was carried out by means of observation, in-depth interviews and documentation studies. Meanwhile, the data analysis technique used was Analytical Hierachy Process (AHP), with the aim of measuring the strength, priority and consistency of various criteria and alternatives in each dimension, namely focusing on collaborative research. Governance is determined by the Context, Driver and Collaboration Dynamics system. The results of the research state that the Corporate Social Responsibility Program in the health sector in Bandung City has been running well. To improve CSR programs more effectively, this can be done by prioritizing Collaborative Process factors which are supported by Drivers, which are also influenced by System Contex. Collaborative Dynamics factor, an important aspect to prioritize is increasing Capacity for Joint Action which is supported by Shared Motivation based on Principled Engagement, then Collaboration Dynamics itself is supported by the existence of Drivers who influence it.System Contextsin this case it influences all factors (collaboration dynamics and drivers). Referring to the findings, aspects that need to be emphasized are attention to Resource Conditions and Socio-economic/Cultural Health & Diversity. This can all be realized well with Network Connectedness, Levels of Conflict/Trust, and Political Dynamics/Power Relations that are in harmony. The appropriate model related to Collaborative Governance as an effort to strengthen the Corporate Social Responsibility program in the health sector in Bandung City is to optimize and modify the model adopted from Emerson & Nabatchi (2015b) and Ansell & Gash (2008). The results of this adoption can in turn become an initial benchmark in implementing other CSR programs or other similar programs, both in the city of Bandung and in other regions.

Abstract

This study aims to examine how the influence of organizational climate and performance on the job satisfaction of medical workers and medics at the Ciamis District General Hospital. The research uses quantitative research methods and refers to the theory of organizational climate and performance, which has six aspects: structure, standards, responsibility, rewards, support, commitment, and other items ranging from work accuracy, job reviews, etc. The population of this study were employees at the Tasikmalaya and Banjar City General Hospitals. A sample of 98 respondents was taken using proportional random sampling. They were collecting data using a questionnaire designed by the needs of research and observation. The results of this study indicate that the organizational climate and performance have a significant influence on the job satisfaction of medical workers and medics at the Ciamis District General Hospital. On the other hand, the dimensions of the structure, the dimensions of standards and the dimensions of commitment have no significant effect on the job satisfaction of medical workers and medics at the Ciamis District General Hospital. The organizational climate, especially human resources, is still limited at the Ciamis District General Hospital, showing the strength displayed by medical personnel and medical staff, where medical personnel can display ways and strategies in building structure, responsibility, support, commitment with all their subordinates, especially helping provide more effective care for all patients.

Abstract

The role of leadership, particularly transformational leadership, is increasingly recognized as fundamental to organizational effectiveness. This qualitative research delves into the significance of transformational leadership as the cornerstone of public service provision in Indonesia. The background stems from the evolving governance structures and the acknowledged influence of leadership styles on service delivery outcomes. The study aims to explore the correlation between transformational leadership and public service efficacy, focusing on how leaders inspire, motivate, and empower their subordinates to enhance organizational performance and service quality. Employing qualitative methods, data collection involves interviews, focus group discussions, and document analysis with key stakeholders such as government officials, public service providers, and citizens. Thematic analysis is utilized to discern patterns and themes regarding the impact of transformational leadership on public service outcomes. The findings underscore the significant influence of transformational leadership on organizational culture, employee morale, and service excellence. Leaders exhibiting transformational traits foster innovation, collaboration, and citizen engagement, thereby bolstering the overall effectiveness of public service delivery. This research contributes to understanding leadership dynamics within the Indonesian public sector and emphasizes the pivotal role of transformational leadership in driving positive organizational change and enhancing public service provision.

Abstract

The functionality of traditional markets has recently experienced a decline, resulting in their slow displacement by modern markets. This prompts an intriguing exploration through this research to develop a comprehensive market organization design model in Bandung Regency, focusing on the input, matching, and decision stages. Utilizing an organizational approach provides an overview of the research's objectives, which include: 1) understanding, describing, and analyzing internal and external environmental factors influencing market organizations, 2) identifying organizational strategic issues faced by the Bandung Regency Industry and Trade Service, and 3) generating alternative organizational strategies for market management in Bandung Regency. This research employs a qualitative method with a phenomenological approach, examining markets neighboring Bandung City and Cimahi City. Internal and external organizational factors dominant in market management in Bandung Regency were identified. These factors contribute to several organizational strategic issues faced by the Bandung Regency Industry and Trade Service in managing markets in border areas. These issues include traditional markets not meeting the 3K standards (Health, Comfort, and Safety), a weak organizational chain in market management, and positive impacts of advancements in science and information technology, particularly the use of computerized systems, on enhancing organizational efficiency. To address these organizational strategic issues, the research formulates five reliable strategic alternatives for solving market management problems on the borders of Bandung Regency.

Abstract

Keberhasilan suatu organisasi dalam mencapai tujuan organisasi ditentukan oleh motivasi pimpinan dan disiplin kerja dalam keberlangsungan efektivitas kinerja pegawai. Apabila suatu organisasi mampu mencapai tujuan yang telah ditetapkan, maka dapat dikatakan bahwa organisasi tersebut efektif. Maksud dan tujuan dari penelitian ini adalah untuk mengetahui pengaruh kepemimpinan, motivasi dan disiplin kerja terhadap Aparatur Sipil Negara di Biro Kesejahteraan Rakyat Sekretariat Daerah Provinsi Jawa Barat. Adapun yang menjadi sampel dalam penelitian ini adalah Aparatur sipil Negara yang berada di lingkungan Biro Kesejahteraan Rakyat Sekretariat Daerah Provinsi Jawa Barat yang berjumlah 76 orang, berdasarkan rumus Slovin didapatkan sampel sebagai responden sebanyak 43 orang Aparatur Sipil Negara. Sedangkan metode dan tekhnik analisis data yang digunakan adalah metode kuantitatif dengan teknik analisis data linear regresi berganda dan uji t serta uji F. Berdasarkan hasil penelitian terlihat bahwa variabel motivasi pimpinan dan disiplin kerja berpengaruh signifikan terhadap kinerja Aparatur Sipil Negara di Biro Kesejahteraan Rakyat Sekretariat Daerah Provinsi Jawa Barat.

Abstract

Migration activities carried out by people in Makamenggit Village and Pambotanjara Village have positive and negative impacts on migrant workers, their families and communities surround. Various handling efforts carried out by the government so far are still limited to efforts to deal with problems related to migration activities namely the threat of human trafficking and facilitating Indonesian Migrant Workers (PMI) who experience problems in the workplace. Whereas, the handling efforts should reach the root of the problem, namely poverty. Therefore in this research, researchers tried to identify the impacts of migration in those villages, which is then continued with efforts to deal overcome the impacts by determining strategies through SOAR Analysis which is expected to become policy recommendations for the government or stakeholders. Researchers used descriptive qualitative method to obtain the necessary data regarding the impacts and strategies required. Result of data analysis found that migration had positive impacts namely fulfilling children's educational and health needs through remittances obtained, fulfilling household consumption needs and increasing the ability of migrant workers and their families to be involved in cultural and social affairs. Meanwhile the negative impacts namely the potential for repeated migration and hereditary migration, negative stigma towards female migrant workers and the neglection of migrant worker’s children. To overcome the various impacts of migration as well as the efforts in reducing poverty, then the integrated strategies are required which is based on empowerment efforts toward various community groups and utilization of available local potentials, both natural and human resource.

Abstract

Program Desa Bersih dari Narkoba atau biasa disingkat program desa bersinar adalah satuan wilayah setingkah kelurahan atau desa yang memiliki kriteria tertentu dimana terdapat pelaksanaan kegiatan pencegahan, pemberantasa, penyalahgunaan dan peredaran gelap narkoba atau disingkat program P4GN. Namun demikian, masih terdapat permasalahan akhirnya Badan Narkotika Nasional Provinsi Jawa Barat mengambik tindakan pencegahan yang masif untuk memutus rantai pasokan yang merupakan solusi untuk masalah narkoba untuk memaksimalkan pencegahan pada tingkat masyarakat desa atau terbawah Badan Narkotika Nasional Jawa Barat meluncurkan Program ini. Tujuan penelitian ini untuk menerapkan Program Desa Bersih dari Narkoba (Bersinar) yang efektif dan berkualitas melalui teori Campbell J.P. (1989:5) dengan dimensi diantaranya Keberhasilan program, Keberhasilan sasaran, Kepuasan terhadap program, Tingkat input dan ouput, serta Pencapaian tujuan menyeluruh pada Program Desa Bersinar. Penelitian ini menggunakan desain penelitian metodologi kualitatif. Peneliti menggunakan observasi, wawancara, dan analisis dokumen sebagai metode pengumpulan data. Analisis data deskriptif digunakan untuk memberikan gambaran rinci mengenai objek penelitian. Temuan penelitian untuk mengevaluasi efektivitas program Desa Bersih dari Narkotika (BERSINAR) yang diinisiasi oleh Bidang Pencegahan Badan Narkotika Nasional Provinsi (BNNP) Jawa Barat. Program ini dirancang untuk memberdayakan masyarakat desa dalam upaya pencegahan, pemberantasan, penyalahgunaan, dan peredaran gelap narkotika (P4GN) melalui edukasi, kampanye anti-narkoba, dan penguatan peran komunitas lokal.

Abstract

This qualitative research explores crisis management in the context of Indonesia, focusing on the development of sustainable crisis management strategies for organizations. Against the backdrop of Indonesia's vulnerability to various social, economic, and environmental challenges, this study aims to investigate how organizations navigate crises effectively while considering the social dimension. Employing in-depth interviews, content analysis of relevant documents, and participant observations, the research delves into the experiences of organizations operating in Indonesia during times of crisis. The findings reveal that organizations adopt multifaceted crisis management strategies that not only address the immediate operational aspects but also take into account the socio-cultural context. These strategies involve proactive stakeholder engagement, cultural sensitivity, and community-based approaches to crisis resolution. Moreover, the research uncovers the critical role of leadership and communication in shaping these sustainable crisis management strategies. Ultimately, this study contributes to the broader understanding of crisis management in a social context, providing insights that can inform the development of more resilient and socially responsible crisis management practices for organizations operating in Indonesia and similar contexts.
