Abstract

The main problem of this research centers on the existence of a serious and multidimensional implementation deficit in the management of Low-Cost Rental Apartments (Rusunawa) in Bandung City. This study employs a descriptive research method with a qualitative approach. Data were collected through field observations at strategic locations such as the Cingised, Rancacili, and Sadang Serang Rusunawa complexes, as well as through in-depth interviews with stakeholders from the Housing and Settlement Area Agency (Dinas Perumahan dan Kawasan Permukiman/DPKP) and the Rusunawa Technical Implementation Unit (UPTD) of Bandung City. The findings reveal that the implementation of Rusunawa management policies in Bandung City has not yet been optimal due to weak inter-agency coordination and limited managerial capacity within the implementing organizations. Resource-related factors, particularly the shortage of civil servants and the reactive nature of maintenance budgeting, constitute major obstacles in maintaining the quality of public services. In addition, the study finds that the implementers’ disposition and policy communication variables have not been effective in fostering voluntary compliance among residents, especially in adhering to occupancy duration regulations and administrative requirements. As a solution, this research proposes a policy implementation strengthening model based on service digitalization (Smart Rusunawa) and social engineering to ensure the sustainability of Rusunawa as humane and equitable transitional housing.

Abstract

This study examines the effectiveness of the Tasikmalaya Regency Regional Budget (APBD), which is not yet optimal due to administrative-oriented evaluation, low public participation, minimal transparency, and limited fiscal independence. The study aims to develop a comprehensive evaluation model that integrates budget performance, public participation, digital transparency, and fiscal independence. A mixed methods sequential explanatory approach was used with the Tasikmalaya community, regional apparatus, and legislative bodies; a sample of 200 survey respondents (purposive) and 15 interview informants (snowball). Instruments included questionnaires, interview guides, and secondary APBD data; quantitative descriptive and qualitative thematic analyses were integrated via joint display. The results showed 60% public satisfaction, 30% participation, 30% local revenue (PAD), and 40% budget knowledge. The conclusion states that the multidimensional model improves APBD accountability with recommendations for strengthening e-budgeting and Musrenbang.

Abstract

pada tahun 2022, yang menempatkan Garut sebagai Kabupaten tertinggi angka prevalensi stunting di Jawa Barat. Tujuan dari penelitian ini adalah untuk (1) mengkaji upaya penurunan angka prevalensi stunting di Kabupaten Garut, (2) mengetahui faktor-faktor apa saja yang menghambat upaya percepatan penurunan angka prevalensi stunting, dan (3) Membangun model pendekatan whole of government dalam upaya percepatan penurunan angka prevalensi stunting di Kabupaten Garut. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Data dikumpulkan melalui wawancara, focus group discussion, dengan informan kunci adalah orang-orang yang tergabung dalam TPPS tingkat Kelurahan, serta studi dokumentasi pada dokumen laporan kegiatan dan program yang berkaitan dengan stunting. Analisis data dilakukan dengan mengelompokkan dan menyiapkan data, mempelajari data, melakukan koding, mendeskripsikan proses koding, menghubungkan tema-tema dan menginterpretasikan makna dari setiap tema. Penelitian menunjukkan bahwa upaya penurunan angka prevalensi stunting di Kelurahan Kotawetan dan Sukamantri Kabupaten Garut telah dilakukan dengan dibentuknya satgas stunting melalui Tim Percepatan Penurunan Stunting tingkat Kelurahan. Melalui pendekatan whole of government dengan nilai-nilai dasar koordinasi, integrasi, sinkronisasi, dan simplifikasi, upaya penurunan prevalensi stunting dinilai belum optimal. Hasil penelitian juga menunjukkan bahwa faktor-faktor yang menghambat upaya penurunan stunting, yaitu akses layanan kesehatan, keterbatasan anggaran, sarana prasarana, dan sumber daya manusia, masih adanya konflik kepentingan, masalah komunikasi dan koordinasi, dan faktor partisipasi masyarakat. Faktor lainnya yang menjadi penyebab tidak langsung terjadinya stunting adalah faktor sosio-ekonomi, faktor pendidikan orang tua, faktor sanitasi dan kebersihan lingkungan serta pola asuh dan kebiasaan masyarakat. Selanjutnya, dalam pembangunan model diketahui peran penting kepemimpinan khususnya dari tokoh masyarakat, komunikasi dan komitmen dalam memperkuat koordinasi sebagai bingkai utama yang di dalamnya berjalan aspek integrasi, sinkronisasi, dan simplifikasi untuk membangun kepercayaan antar anggota, yang bermuara pada terciptanya budaya organisasi positif untuk mencapai penurunan angka prevalensi stunting. Model ini dapat diimplementasikan sebagai salah satu pendekatan untuk mempercepat penurunan angka prevalensi stunting di Kabupaten Garut.

Abstract

This study aims to analyze waqf-based policy innovation through the Sukabumi City Endowment Fund Program, identify its institutional barriers, and formulate an ideal policy model for local government. Employing a qualitative case study design, this research was conducted in Sukabumi City, West Java. Seventeen key informants were purposively selected from local government institutions, the Indonesian Waqf Board (BWI), nazirs, Islamic organizations, and community representatives. Data were collected through in-depth interviews, observation, and documentation, and were analyzed using Miles and Huberman’s interactive model combined with theory-driven thematic analysis based on Scott’s Institutional Theory. The findings reveal that the implementation of the policy has not been optimal due to institutional misalignment. First, the regulative pillar remains weak, as indicated by the absence of local regulations on cash waqf and the unavailability of standard operating procedures. Second, the normative pillar is fragile, reflected in conflicts of interest between the mayor and the partner foundation, as well as low public trust. Third, the cognitive pillar is fragmented, as shown by the existence of at least seven conflicting cognitive schemas among the actors involved. As a theoretical contribution, this study extends Institutional Theory by introducing the concept of Institutional Synergy and proposing a fourth pillar, namely the Collaborative Pillar. This pillar consists of five components: a multistakeholder forum, early engagement, total transparency, an anti-conflict-of-interest mechanism, and a wakif forum. Practically, this study recommends that local governments establish a clear legal framework before program implementation, ensure multi-actor engagement from the planning stage, and implement total transparency to strengthen public trust. The proposed model may be replicated by other regions with similar socio-religious characteristics.
