Abstract

Standar kontrak pada proyek konstruksi yang dibiayai dari dana pinjaman luar negeri umumnya menggunakan FIDIC Condition of Contract for Construction MDB Harmonised Edition 2010. Dalam pelaksanaan kontrak sering terjadi perbedaan antara apa yang sudah tercantum di dalam kontrak dengan kenyataan yang terjadi di lapangan maupun perbedaan lainnya yang dapat menyebabkan terjadinya klaim. Penelitian ini bertujuan untuk menemukan faktor-faktor penyebab klaim perpanjangan waktu yang bisa mendapatkan hak tambahan biaya pada pelaksanaan proyek infrastruktur sanitasi yang menggunakan kontrak FIDIC Conditions of Contract for Construction MDB Harmonised Edition 2010. Metode penelitian ini adalah Metode kuantitatif. Pengambilan data primer melalui penyebaran kuesioner yang berisi 40 (empat puluh) butir pernyataan mengenai faktor penyebab timbulnya klaim dengan penilaian berdasarkan skala likert 5. Responden penelitian sebanyak 30 orang terdiri dari pihak pengguna jasa, penyedia jasa dan konsultan pengawas pada proyek infrastruktur sanitasi Tempat Pengolahan Akhir (TPA) Sampah dan Instalasi Pembuangan Air Limbah (IPAL). Analisis statistik menggunakan Uji Validitas, Uji Reliabilitas dan Relative Importance Index (RII) dengan alat bantu software SPSS versi 29. Hasil penelitian menemukan 5 (lima) faktor penyebab klaim paling dominan yaitu perubahan desain (X1), kekacauan publik (perang, terorisme, revolusi, kerusuhan, dll) (X38), kondisi geologi di bawah permukaan (X4), kepemilikan dan ketersediaan lahan (X5), dan bencana alam (X40).

Abstract

Based on data from Bank Indonesia, there are 1.67 million Indonesian migrant workers in Malaysia, both in the formal and non-formal sectors. One of the destinations for Indonesian migrants is Pulau Pinang, Malaysia. PERMAI stands for Pertubuhan Masyarakat Indonesia di Pulau Pinang Malaysia, which is a non-governmental, non-political NGO engaged in social education and culture. Efforts to apply occupational safety and health (K3) to workers are very important for workers when carrying out work activities. Especially for employees who work in a work environment that has high safety and health risks, work safety in the company is not only caused by the system that has been implemented by the company but also by the awareness of everyone to avoid work accidents. The purpose of this activity is to provide an introduction to occupational health and safety (K3) to business owners and workers who are in Pulau Pinang, Malaysia, and to equip business owners and workers to apply K3 in their work activities to prevent injuries, occupational diseases, or accidents. The method used in this activity is to provide health promotion counseling on occupational health and safety. This counseling uses media in the form of leaflets and provides pre- and post-tests in the form of questions and questionnaires to workers to determine their knowledge and understanding. The evaluation results show that the level of compliance with wearing personal protective equipment ("APD") is still low, with a percentage of 37%. Based on the IPA Cartesians diagram, variables X5, X6, and X8 are variables that have importance and good performance.

Abstract

In construction, risks are usually requests for additional time, cost, or quality of work. Disputes will occur If risks are not resolved properly. In the industrial revolution 4.0, we can use the Building Information Modeling (BIM) method to increase efficiency. BIM is a digital display that contains all information about building elements integrated with the building's life cycle period. BIM will optimize the performance of construction projects. In Indonesia, several consultants/contractors have implemented BIM in construction projects. This study aims to determine and analyze what factors in the process of implementing BIM 5D that affect the performance of construction project time. The research method used is descriptive research method with the Q-method approach using closed survey research instruments to 53 contractor/consultant respondents using BIM. The results obtained from the 5D BIM indicators have 3 effects on the time performance of construction projects.

Abstract

The construction process of the AKASA Serpong apartment building requires heavy equipment in the form of a tower crane to facilitate the construction work process, but in its implementation, there are still errors that cause work accidents. Factors causing work accidents such as human skills, geographical conditions, and crane instrumentation are the root of the problem, where the application of SOPs is not implemented properly and correctly. The purpose of the study was to analyze and identify the dominant factors that cause and minimize the risk of work accidents using quantitative descriptive methods conducted through interviews, perceptions of respondents, and questionnaire surveys of 60 workers at the research location, the results were analyzed using the SPSS version 24 program. The results showed that the crane instrumentation factor was more dominant, having a significance value of 0.000 <0.05. As for the t count, the value is 8.235> t table (2.003) so it is very influential on the performance measurement variable of the application of SOPs that are useful for reducing the risk of work accidents.

Abstract

Abstrak Pertumbuhan jumlah Penumpang terus mengalami kenaikan setiap tahunnya, maka peningkatan kapasitas menjadi tantangan bagi penyelenggara Bandar Udara, diantaranya dengan menambah jumlah sub terminal, yaitu: terminal 1, terminal 2 dan terminal 3. diharapkan mampu menjawab persoalan tersebut, namun dengan bertambahnya jumlah sub terminal mobilitas penumpang menjadi permasalahan operasional baru yang harus diselesaikan karena perpindahan tersebut menimbulkan potensi terjadinya hambatan lalu lintas dan menyebabkan penumpang terlambat. untuk mengatasi permasalahan tersebut, Bandar Udara Internasional Soekarno – Hatta berinovasi melakukan pengembangan Infrastruktur yang dapat memberikan sistem layanan transportasi terpadu, dedicated sehingga prioritas mobilitas penumpang dapat terlayani dengan baik. Penyelenggaraan APMS merupakan sistem layanan penunjang konektivitas antarmoda dan antar sub terminal, biaya penyelenggaraannya membutuhkan biaya cukup besar yakni biaya investasi dan biaya operasional hal ini menjadi permasalahan besar karena Pembebanan biaya operasional tidak secara langsung melainkan dibebankan melalui pendapatan pelayanan jasa penumpang pesawat udara (PJP2U) / Passenger Service Charge (PSC), sejak masa pandemi corona virus disease (covid - 19) pendapatan tersebut mengalami penurunan. Penelitian bertujuan melakukan evaluasi tekno ekonomi terhadap Proyek Automated People Mover System dengan melakukan perhitungan seperti Internal Return Rate, Net Present Value, Return On Investment, dan Pay Back Period, Hasil penelitian dinyatakan layak karena memberikan manfaat sosial. Abstract

The current environment, with lots of fast changes, is full of uncertain strings and risks. Therefore, it is necessary to make the correct and fast decisions necessary for survival and success in the world of construction. This study aims to analyze the application and gaps (gap analysis) and identify steps that companies need to take (action plans) for the gaps that occur so that they can increase the application of risk maturity level ISO 31000: 2018 in state-owned construction companies in Indonesia where this research is conducted. The system consists of 8 variables, each of which is associated with 55 parameters. The review's discoveries explain that BUMN Development Tasks in Indonesia line up with Hazard The Board Standards, Structures, and Cycles, showing their suitability. Overall, the highest average risk maturity level is at PT. Hutama Karya (Persero) Tbk, namely at level 4.43, and the lowest is at PT. Brantas Abipraya (Persero) at level 3.83. The ISO 31000-based risk maturity level is referred to in the action plan, which is adjusted for each attribute's risk maturity level. In 2018, this activity plan is a significant direct that must be finished by expanding the gamble development level to one level higher than the ongoing level. ABSTRAK Lingkungan saat ini dengan banyak perubahan cepat penuh dengan ikatan dan risiko yang tidak pasti. Oleh karena itu, diperlukan pengambilan keputusan yang benar dan cepat diperlukan untuk keberlangsungan hidup dan kesuksesan di dalam dunia konstruksi. Penelitian ini bertujuan untuk menganalisis penerapan, kesenjangan (gap analysis) serta mengidentifikasi langkah-langkah yang perlu diambil perusahaan (action plan) atas kesenjangan yang terjadi agar dapat dilakukan peningkatan penerapan risk maturity level ISO 31000:2018 pada perusahan BUMN konstruksi di Indonesia dimana penelitian ini terdiri dari 8 variabel dengan 55 parameter. Hasil dari penelitian menjelaskan bahwa BUMN Karya Konstruksi di Indonesia dinilai sudah sesuai berdasarkan Prinsip, Kerangka Kerja, dan Proses Manajemen Risiko. Secara umum, tingkat perkembangan tipikal judi yang paling menonjol di PT. Hutama Karya (Persero) Tbk, khususnya pada level 4.43 dan yang paling turun adalah PT. Brantas Abipraya (Persero) pada level 3,83. Rencana kegiatan diubah sesuai dengan tingkat pengembangan taruhan untuk setiap fitur dan mengacu pada tingkat pengembangan perjudian berdasarkan ISO 31000: 2018 di mana rencana kegiatan ini merupakan petunjuk penting yang harus diselesaikan dengan memperluas tingkat pengembangan perjudian ke satu tingkat lebih tinggi dari tingkat yang sedang berlangsung.

Abstract

Modern and cultural heritage buildings’ safety is mandatory. The damage they suffered, especially the heritage buildings, requires the owners and managers to further improve the supervision of the safety aspects. This study aims to identify, assess, and respond to the safety risk of the heritage buildings. This research was conducted in Jakarta utilizing interviews and questionnaires to identify the risks. Experts and other respondents were deliberately chosen were chosen according to their experience. The risks were analyzed by the probability and weight matrices. This study reveals three high risks and provides the solution to reduce the risk. In addition to academic benefits, the findings are beneficial for the owners and suggest the government carry out risk management.

Abstract

Pertumbuhan ekonomi dan industri di Indonesia mendorong pembangunan infrastruktur Pelabuhan yang pekerjaannya meliputi pekerjaan pengerukan dan reklamasi. Pekerjaan pengerukan dan reklamasi sebagian besar dilaksanakan oleh Penyedia Jasa spesialis dari luar negeri mengakibatkan FIDIC Form of Contract for Dredging and Reclamation (Blue Book) edisi tahun 2016 menjadi sering digunakan di Indonesia. Seiring dengan penggunaan FIDIC Blue Book edisi tahun 2016 banyak klaim dan perselisihan antara Pengguna Jasa dan Penyedia Jasa yang menyebabkan sengketa. Oleh karena itu diperlukan penelitian tentang analisis faktor-faktor penyebab klaim yang menyebabkan sengketa untuk pekerjaan pengerukan dan reklamasi yang menggunakan Kontrak FIDIC Blue Book. Penelitian dilakukan pada proyek pengerukan dan reklamasi di Indonesia yang menggunakan FIDIC Blue Book dengan menggunakan kuesioner skala likert 5 kepada 85 responden.  Data diolah dengan menggunakan SPSS v26.0 dan analisis menggunakan RII (Relative Important Index). Dari hasil analisis diperoleh bahwa faktor penyebab utama klaim yang mengakibatkan sengketa pada proyek pengerukan dan reklamasi di Indonesia yang menggunakan FIDIC Form of Contract for Dredging and Reclamation Edition 2016 (Blue Book) dari responden adalah keterlambatan yang diakibatkan oleh Pengguna Jasa (A10), perbedaan interpretasi dokumen Kontrak (C5), perubahan lingkup pekerjaan (A6), penyelidikan lapangan yang kurang lengkap (A14) dan penemuan obstacle, bom dan ranjau sisa perang dunia (D7).

Abstract

Tangerang is a big city in Indonesia. The housing sector rocketing in this region. Changes in development often occur because problems arise and have an impact on costs and time. Researchers focused on finding the cause of the work diverting residential channels being hampered. For this reason, changes were made to the sheetpile design and changes to the infrastructure mobilization method to meet the contract time. The research uses the SEM PLS method to determine the factors causing order variations. In addition, the data processing application was used to determine the effect of order variations on time and cost performance. The respondents were 60 owners and consultants. Based on the results of the cost performance analysis, additional work arising from order variations reached 10,516,305,346 IDR and reduced work due to order variations reached 6,628,461,533 IDR or around 12.96% of the initial contract price and the results of time performance analysis for time losses that occurred due to order variations on the project showed an additional time of 5 months or 125%.

Abstract

Tangerang is one of the big cities that is developing in Indonesia. Along with the development of the city, one sector that is increasingly developing is the housing sector. In implementing construction projects, problems are often faced, one of which is the occurrence of changes. Almost all existing projects experience variation orders (VO). Variation orders always have cost and time implications. Whatever the variation, there will be risks to the work being done, both in terms of work delays and additional costs that must be borne. Research using the SEM PLS method was carried out to find out what factors cause variation orders and how they affect time and cost performance in channel diversion infrastructure projects in residential areas. Based on the results of responses from correspondents, the significant value that influences project performance is planning and design with indicators of errors in planning drawings. Based on the results of the cost performance analysis for the amount of costs resulting from variation orders on work, the total increase was IDR. 10.516.305.346 and for less work the total is IDR. 6.628.461.533 around 12.96% of the initial contract price and the results of the time performance analysis for the amount of time resulting from variation orders on the project work show that there was a time extension of 5 months or 125%.
