Abstract

This study aims to describe the implications of BCA and BTA on the development of population and trade connectivity in the Indonesia-Philippines border area within the framework of the BIMP-EAGA cooperation. Descriptive-qualitative method was used in this study. This study shows that border crossers often carry out illegal border crossings to the Southern Philippines because they carry merchandise and are far from the Border Crossing Entry and Exit Station, and cross-border agreements between Indonesia and the Philippines cannot limit population and trade connectivity in the Indonesia-Philippines border area because the cross-border route used by border crossers is a traditional route. To develop connectivity in the border areas of Indonesia-Philippines, BCA and BTA need to be revised. Sangihe and Talaud Islands Regencies need to function as buffer and transit areas within the framework of the BIMP-EAGA cooperation because the two regencies are geographically close to the Southern Philippines.

Abstract

This research aims to study and analyze scientifically the Selection of the District Election Committee in the 2020 Regional Head Election in Manado City, viewed from the regulatory aspect. The research method used in this study is a qualitative approach with a descriptive analysis method to comprehensively disclose the selection of the District Election Committee in the 2020 Regional Head Election in Manado City. Respondents in this study amounted to 13 people were determined by purposive sampling with a research focus using the theory of Mifta Thoha (2008), namely the patronage system, merit system and career system. Data was collected by means of interviews, observation and documentation.  Data analysis used a triangulation approach. The results show that of the three recruitment systems that have been analyzed by researchers related to the patronage system, the Merit System and the career system of these three systems, of course, each of them has an influence, weakness and strength. This becomes a recommendation for the selection process of the upcoming sub-district election committee so that in the selection process, the General Ellections Comission will be truly professional and accountable, not looking at one interest.

Abstract

ABSTRAKPenelitian ini bertujuan untuk mengetahui bagaimana peran media sosial dalam partisipasi politik kaum milenial di Kecamatan Langowan Selatan pada Pemilihan Gubernur dan Wakil Gubernur (pilgub) Sulawesi Utara Tahun 2020. Penelitian ini menggunakan metode kualitatif dengan pendekatan kualitatif deskriptif. Teknik pengumpulan data yang digunakan pada penelitian ini adalah melalui teknik wawancara dengan informan, observasi ke lokasi lapangan dan dokumentasi. Berdasarkan hasil penelitian, menunjukan bahwa media sosial sangat berpengaruh dalam partisipasi politik kaum milenial di kecamatan Langowan Selatan Adapun peran dari media sosial adalah sebagai media kampanye atau strategi yang digunakan oleh seluruh pemangku kepentingan (calon, tim sukses, maupun penyelenggara) yang terlibat pada pilkada tahun 2020. Media sosial juga menjadi sarana pembelajaran dan pengembangan atau sarana meningkatkan pemahaman tentang politik bagi kaum milenial. Selain itu media sosial khususnya facebook dapat memotivasi partisipasi politik kaum milenial pada pilkada tahun 2020 di Sulawesi Utara yang terbukti dari hasil penelitian dimana tingkat persentase partisipasi kaum milenial pada pilkada tahun 2020 di kecamatan Langowan Selatan mencapai 70% . Namun terdapat beberapa dampak buruk dari peran media yaitu informasi yang di dapatkan terkadang kurang relevan dan tidak dapat dipastikan kebenarannya. Kata Kunci: Peran; Media Sosial; Kaum Milenial; Partisipasi Politik ABSTRACTThis study aims to find out the role of social media in the political participation of millennials in Langowan Selatan District in the 2020 North Sulawesi Governor and Deputy Governor (pilgub) election. This research uses a qualitative method with a descriptive qualitative approach. The data collection technique used in this study was through interviews with informants, field observations and documentation. Based on the results of the research, it shows that social media is very influential in the political participation of millennials in the Langowan Selatan sub-district. 2020. Social media is also a means of learning and development or a means of increasing understanding of politics for millennials. In addition, social media, especially Facebook, can motivate millennial political participation in the 2020 local elections in North Sulawesi, which is evident from the results of research where the participation rate of millennials in the 2020 regional elections in Langowan Selatan district reached 70%. However, there are some negative impacts from the role of the media, namely the information obtained is sometimes less relevant and the truth cannot be ascertained. Abstract

Penyebaran budaya Jepang di Indonesia yang kian hari makin meluas merupakan salah satu dampak dari anime Jepang yang masuk ke Indonesia membawa nilai-nilai budaya yang dianut Jepang. Penyebaran budaya Jepang tersebut dapat dilihat dari maraknya event, festival maupun komunitas-komunitas Jejepangan di Indonesia. Hal itu tidak terlepas dari peran pemerintah Jepang sendiri yang sangat mendukung produksi dan peningkatan anime. Berdasarkan hal tersebut, penelitian ini bertujuan untuk mengetahui peran dari diplomasi yang dijalankan pemerintah dalam menyebarkan budaya Jepang melalui anime khususnya di Indonesia. Penelitian ini menggukanan jenis penelitian deskriptif. Data yang digunakan menggunakan data pustaka berbasis dokumen dan internet yang kemudian ditelaah dan ditarik kesimpulan. Analisis data menggunakan teknik analisis data kualitatif. Hasil kajian menunjukkan bahwa anime menjadi salah satu soft power Jepang yang disalurkan melalui diplomasi kebudayaan yang dilakukan di Indonesia, anime yang diproduksi tidak hanya diperuntukkan kepada kalangan anak-anak tetapi juga dikalangan orang dewasa, pemerintah Jepang menggunakan anime sebagai alat untuk melakukan diplomasi dengan memanfaatkan kepopuleran anime menjadi duta pariwisata. Kata Kunci: Anime; Diplomasi; Budaya; Jepang; Indonesia. ABSTRACT The spread of Japanese culture in Indonesia, which is increasingly widespread, is one of the impacts of Japanese anime entering Indonesia bringing the cultural values adopted by Japan. The spread of Japanese culture can be seen from the rampant events, festivals and the Japan communities in Indonesia. This is inseparable from the role of the Japanese government itself which strongly supports the production and improvement of anime. Based on this, this study aims to determine the role of government-run diplomacy in spreading Japanese culture through anime, especially in Indonesia. This research uses a descriptive type of research. The data used uses document-based and internet-based library data which is then reviewed and conclusions drawn. Data analysis uses qualitative data analysis techniques. The results of the study show that anime is one of Japan's soft powers channeled through cultural diplomacy carried out in Indonesia, anime produced are not only intended for children but also among adults, the Japanese government uses anime as a tool to conduct diplomacy by utilizing the popularity of anime to become tourism ambassadors. Abstract

Program kemitraan berupa pendidikan politik bela negara bertujuan untuk membentuk dan menumbuhkan kesadaran dan orientasi politik siswa. Kemudian, dapat partisipasi dalam aspek kesadaran berbangsa, pembentukan karakter dan meningkatkan rasa nasionalisme dan patriotisme. Kegiatan pendidikan politik bela negara bagi siswa SMA Alkhairaat dan Pesantren Alkhairaat Manado dilaksanakan dalam bentuk ceramah, diskusi, dan brainstorming. Materi pendidikan politik bela negara yang diberikan meliputi fungsi dan tujuan bela negara, serta manfaat bela negara. Kegiatan ini berhasil dilaksanakan karena para peserta mampu menyerap hampir semua materi yang diberikan. Hal ini terlihat dari hasil penilaian pemahaman peserta menunjukkan bahwa 92% peserta memiliki pemahaman materi bela negara yang sangat baik dan 8% peserta termasuk dalam kategori pemahaman materi bela negara yang cukup baik. Setelah kegiatan ini diharapkan para siswa dapat berperan sebagai pelopor dalam upaya bela negara khususnya di lingkungan sekolah.

Abstract

The aim of this activity is to provide an understanding of beginner voters, political participation and general elections/regional head elections, organizing general elections/regional head elections, and simulating voting in general elections and regional elections. The methods for implementing this activity are lectures, discussions, brainstorming and demonstrations. The results of providing political education material from the first session to the last session found that the majority of participants (63%) had a very good understanding of the overall material provided by the facilitator, 29% of participants had good understanding, and 8% of participants had a fairly good understanding of the entire material provided, including a demonstration of voting at a polling place (TPS). These results describe that the political education activities for novice voters went according to expectations, namely strengthening the understanding of participants, namely novice voters, regarding the implementation of general elections and regional head elections, especially the implementation of the 2024 Simultaneous General Elections and Regional Head Elections. ABSTRAK Tujuan dari kegiatan ini adalah memberikan pemahaman tentang pemilih pemula, partisipasi politik dan pemilihan umum/pemilihan kepala daerah, penyelenggara pemilihan umum/pemilihan kepala daerah, dan simulasi pemberian suara pemilihan umum dan pemilihan kepada daerah. Metode palaksanaan kegiatan ini adalah ceramah, diskusi, curah pendapat, dan demonstrasi. Hasil pemberian materi pendidikan politik dari sesi pertama sampai sesi terakhir didapati bahwa mayoritas peserta (63%) memiliki pemahaman yang sangat baik terhadap keseruhan materi yang diberikan oleh fasilitator, terdapat 29 % peserta memiliki pemahaman baik, dan 8 % peserta memiliki pemahaman yang cukup baik terhadap keseluruhan materi yang diberikan, termasuk demonstrasi pemberian suara di Tempat Pemungutan Suara (TPS).  Hasil ini mendeskripsikan bahwa kegiatan pendidikan politik bagi pemilih pemula ini berjalan sesuai dengan harapan yakni memperkuat pemahaman peserta, yakni pemilih pemula, tentang pelaksanaan pemilihan umum dan pemilihan kepala daerah, khususnya pelaksanaan Pemilihan Umum dan Pemilihan Kepala daerah Serentak Tahun 2024.

Abstract

ABSTRACT This research aims to analyze the Implementation of the Recruitment and Selection Policy of Legislative Candidates of the National Awakening Party for the 2019 General Election. This research used a qualitative research design with a descriptive approach conducted at the DPW PKB Office of North Sulawesi Province located in Lingkungan I, Tikala Ares Village, Tikala District, Manado City. Data collection techniques were used through observation, interviews, literature study and qualitative, audio and visual documentation. Data sources consisted of primary data and secondary data. Data analysis techniques used are data reduction, data presentation and conclusion drawing or verification. The results showed that in the aspect of communication, it was still lacking, this was because it was only carried out in 2 electoral districts and carried out at the elite level so that it did not touch directly on the community. The resource aspect, there is a lack of human resources and budget resources, such as at the stage of the process of delivering information to the target recruitment of candidates. The disposition aspect, in policy implementation, the implementers already have a good attitude because they understand the tasks they carry out. While the bureaucratic structure aspect, runs hierarchically through the mechanism of the law and PKB party policy.

Abstract

This research aims to analyze human resource development to improve employee performance at the Sulawesi River One Regional Office, North Sulawesi Province. The research uses a research design with a qualitative descriptive approach. This research focuses on the stages of HR development as a strategy to improve employee performance based on indicators consisting of motivation, personality and with 12 informants. Data analysis is carried out in the stages of data reduction, data presentation and drawing conclusions or verification. The research results show that in the context of developing human resources to improve employee performance at BWS 1 North Sulawesi Province on motivation indicators, there are two forms of motivation, namely direct motivation and indirect motivation. Where direct motivation is in the form of praise, awards, bonuses and service stars. Meanwhile, indirect motivation involves providing job support facilities. Developing human resources from personality indicators, leaders build a sense of ownership of the work given, a "sense of belonging" and provide a form of cadre formation for subordinates by developing skills at work. Based on skill indicators, employees are given coaching and counseling that is oriented towards the ability to carry out work with quality results and leaders hone employees' abilities by providing work and individuals must be willing to develop themselves, including being able to take advantage of digital opportunities as part of self-investment and being able to set priorities well. The conclusion of this research is that human resource development for employees at BWS 1 North Sulawesi province has been carried out in order to improve employee performance both in terms of motivation, personality and skills

Abstract

One of the natural riches that our country has is gold. In managing wealth in a small way, many problems are faced. The problems that are most in the spotlight are related to the social life of communities around mining areas. This research was conducted to analyze the existence of gold mining companies in the social life of the community in Kotabunan Village, Kotabunan District, East Bolaang Mongondow Regency. The research design used is qualitative. Data was collected through interviews, observation and searching for documents related to the problem object. The research findings show that the existence of a gold mining company in Kotabunan Village, Kotabunan District, East Bolaang Mongondow Regency has brought about changes in people's lives, both positive and negative impacts which can be seen in the aspects of Social Structure, Cultural Structure and Economic Structure. Changes in Cultural Structure can be seen in changes in cultural structure. Changes in economic structure have greatly influenced people's lives, especially with the existence of corporate social responsibility (CSR) from gold mining companies, enabling people through training, basic food assistance, and changing professions as miners or managing businesses.

Abstract

Waste is one of the many urgent problems to be resolved by local governments. Various regulations have been established. However, in its implementation it is faced with various obstacles. Failure in a policy is not only seen from the implementation aspect. However, it can also be studied from the formulation aspect. Researchers examined the Waste Management Policy Formulation by the Tomohon City Government. With the focus of the study on the policy formulation process, examine and analyze why the presence of Tomohon Mayor Regulation Number 30 of 2019 has not succeeded in overcoming the problem of waste accumulation and management at the Tomohon City Waste Final Processing Site located in Taratara Village. The research design used is qualitative. The research findings were that the problem analysis stage did not work because the preparation of Jakstrada only followed directions from the center through the pocket book for the preparation of Jakstrada which is a derivative of Jakstranas without any research or problem identification process. The development of measures process which is lacking in deepening the problem results in not maximizing the measurement of situations or conditions to formulate appropriate policies. The determination of impacts process was not carried out to estimate the level of success of the policies made. Budgeting problems were discovered which resulted in the policies that had been set not being able to run according to what was set and required in the waste management process.
