Abstract

Common property as a model of common ownership of natural resources is very likely to be a common tragedy if social conditions are not prepared in such a way as to maintain the sustainability of the shared use of water resources. The purpose of this research is to know the model of joint utilization of springs by society. Whether the model of joint utilization done so far can have an impact on the destruction of the springs or vice versa. This research is using qualitative approach and case study method, data is ollected directly and natural (real life events) through observation, interview, focus group discussion, and location search. The results were analyzed using the structural funcional theory and the concept of common property. The results show that although the community continues to grow but the utilization of water sources together is maintained. The existence of efforts to capitalize the source of the springs also still consider the aspect of needs and benefits for the community where the springs are located. Still maintaining the model of joint utilization of this spring can not be separated from social ties among members of the community, so the sustainability is still maintained

Abstract

Abstract Under Law No. 23 of 2014, mentioned that one of the government's business is general government affairs. The general government affairs is the authority of the president that organized by the head of the region as a leader of administrative work areas. One of the general government affairs is fostering inter-ethnic harmony, inter-religious, racial and other groups in order to achieve security and stability of local, regional, and national levels. Since the 2014 presidential elections, many dissatisfied group trying to disrupt the stability of the national government. They blew the issues of intolerance of religious differences, including in the city of Bandung. At the end of 2016, a Moslem organization intimidate Christians worship activities at Sabuga, Bandung. And then, there was an incident that organization known hacking attack against members of the FPI. Issues of religious difference that spread in the community and intolerant actions can potentially bring social conflict and disintegration. This study used a qualitative method. The analysis is done by integrating the primary data obtained by observation and interview, mass media, expert opinions, and other sources of relevant literature. Research results indicate that the Government of Bandung City quickly enough in addressing the issue of religious intolerance. The coordination and synergy among regional leaders who joined in ‘Forkopimda’ both in the city level and district level is very good to anticipate and prevent the symptoms of social conflict. Therefore, it is necessary for the effective working program of ‘Forkopimda’ by forming a task force. The task force is constantly monitoring the situation, security and social order, so when it is known there will be a plan of action that has potential of social conflict, the local government can overcome early on.

Abstract

Milenial adalah generasi yang usianya berkisar antara 24 hingga 39 tahun. Telah dipastikan bahwa generasi ini berpartisipasi dalam semua jenis pemilihan parlemen. Jelang pemilihan umum 2024, generasi milenial menjadi sumber suara yang cukup menentukan bagi para elit politik maupun elit partai untuk dapat membawa mereka ke kursi parlemen maupun keukuasaan. Oleh sebab itu, kami tim pengabdian pada masyarakat Fakultas Ilmu Komunikasi Universitas Padjadjaran melaksanakan pemberian sosialisasi dan literasi politik sebagai wujud pembekalan pengetahuan bagi pemilih pemula di Jawa Barat. Kegiatan ini memberikan dampak yang cukup baik secara pengetahuan bagi pemilih pemula agar dapat menentukan pilihannya dan tidak terhasut ole informasi-informasi hoaks seputar politik.

Abstract

Manajemen Talenta dalam pengembangan karier Pegawai Negeri Sipil yang diterapkan di Kota Bandung sampai saat ini belum seutuhnya berjalan sesuai dengan prosedur, indikator dan persyaratan serta kenyataan di lapangan. Banyak faktor dan kepentingan dan jumlah penghasilan yang didapatkan. Metode yang digunakan dalam penelitian ini, yakni kualitatif . Pengumpulan data dilakukan teknik wawancara akan digunakan sebagai alat dalam riset kualitatif. informasi yang tidak tercatat dalam dokumen, informasi dari kejadian dan kepribadan yang relevan. Teknik analisis data yang digunakan dalam penelitian ini, yakni analisis model interaktif. Reduksi data, penyajian data, dan penarikan kesimpulan, dilakukan dengan bentuk interaktif dengan proses pengumpulan data sebagai suatu siklus. Hasil penelitian menunjukan, implementasi kebijakan talenta belum seutuhnya berjalan sesuai dengan prosedur, indikator dan persyaratan serta kenyataan di lapangan. Banyak faktor dan kepentingan dan jumlah penghasilan yang didapatkan.

Abstract

Penelitian ini dilatarbelakangi oleh pentingnya kebijakan perlindungan perempuan dalam merespon tingginya kasus kekerasan yang terjadi di Kota Bandung. Pemerintah Kota Bandung sudah merealisasikan kebijakan perlindungan perempuan melalui program Pusat Pelayanan dan Pemberdayaan Perempuan (Puspel PP) dengan diterbitkannya Peraturan Walikota Bandung Nomor 64 Tahun 2020. Hal tersebut mendorong peneliti untuk melakukan penelitian tentang penerapan program Puspel PP dengan menggunakan pisau analisis teori Van Meter dan Van Horn (1975) yang menawarkan enam komponen. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan naratif. Hasil penelitian yang diperoleh ialah masih adanya kendala dalam aspek standar keberhasilan yang tidak konkret, anggaran terbatas, karakteristik SDM yang masih kompleks, dan tidak meratanya pemahaman masyarakat mengani program ini.

Abstract

The issue of the environmental crisis is increasingly getting the attention of the world community. in addition to the government, the community may also contribute to protecting the environment and saving the earth. moreover, this study used a qualitative approach. a literature study is the data collection technique that was employed. the results of research activities conducted by wwf indonesia obtained outcomes that aligned with the main activities achieved based on the planning that was implemented, regulations formed from activities, and interventions involving stakeholders. thus, the government and wwf indonesia have an impact on each other when it comes to the issue orientation aspect of implementing green politics. furthermore, initiatives from wwf indonesia have the potential to shed light on forest sustainability on the island of kalimantan. however, the environmental movement encompasses more than merely the aspect of realizing policy. every environmentally committed institution also serves the wider community by providing education pertaining to the environment. according to the program table, the program’s implementation for the working period has ended, so it is currently required to clarify the follow-up on which program will be implemented next. this condition also indicates that there was no turning point for the relevant sector government when the responsibility devolved to WWF indonesia, and ultimately, this program was discontinued.

Abstract

AbstrakInspektorat Daerah merupakan salah satu unit yang melakukan pengawasan terhadap dana desa demi terwujudnya pengelolaan yang akuntabel dan transparan.  Inspektorat Daerah berperan sebagai Aparat Intern Pemerintah atau APIP yang melakukan reviu, monitoring, evaluasi, pemeriksaan, serta bentuk pengawasan lainnya. Objek penelitian adalah Inspektorat Daerah Kabupaten Lumjang. Tujuan dari penelitian ini yaitu untuk menganalisis dan mengetahui faktor-faktor kendala Inspektorat Daerah Kabupaten Lumajang dalam proses pengawasan pengelolaan dana desa. Metode analisis yang digunakan adalah metode kualitatif dengan teknik triangulasi data. Hasil penelitian yang dilakukan bahwa terdapat beberapa faktor baik internal dan eksternal yang menjadi penghambat bagi Inspektorat Daerah Kabupaten Lumajang untuk melakukan pengawasan pengelolaan dana desa secara efektif. Faktor internal sendiri disebabkan karena kurangnya sumber daya manusia pada perangkat Inspektorat Daerah Kabupaten Lumajang dan pengurangan anggaran sejak tahun 2020. Sementara itu, faktor eksternal disebabkan oleh kurangnya koordinasi dengan pihak kecamatan dan sistem fraud risk control yang menimbulkan beberapa permasalahan baru dari pihak luar inspektorat. Sehingga masih banyak hal yang harus dibenahi dan ditingkatkan oleh Inspektorat Daerah Kabupaten Lumajang dalam menghadapi kendala-kendala tersebut. Kata kunci: Kendala, Pengawasan, Dana desa. AbstractThe Regional Inspectorate is one of the units that supervises village funds to achieve accountable and transparent management. The Regional Inspectorate acts as an Internal Government Apparatus or APIP which carries out reviews, monitoring, evaluation, inspections and other forms of supervision. The research object is the Lumjang Regency Regional Inspectorate. This research aims to analyze and determine the factors that constrain the Lumajang Regency Regional Inspectorate in the process of monitoring village fund management. The analytical method used is a qualitative method with data triangulation techniques. The results of the research showed that there were several factors, both internal and external, which became obstacles for the Lumajang Regency Regional Inspectorate to supervise the management of village funds effectively. Internal factors themselves are caused by a lack of human resources in the Lumajang Regency Regional Inspectorate and budget reductions since 2020. Meanwhile, external factors are caused by a lack of coordination with sub-district officials and the fraud risk control system which has given rise to several new problems from parties outside the inspectorate. So there are still many things that need to be addressed and improved by the Lumajang Regency Regional Inspectorate in dealing with these obstacles.Keywords:  Constraints, Supervision, Village Funds.

Abstract

The phenomenon of the Role of the One-Stop Integrated Service Investment Office in Improving Public Services through the Online Application for Transparent Informative Systematic Licensing (OPTIMIS) and Online Single Submission (OSS) in Bogor Regency is not as expected which is considered not optimal. The purpose of the research is to know and analyze the role of the One-Stop Open Service Investment Office in improving the quality of public services and to find out the factors that become obstacles. The theory used in the study, namely: Role Theory from Biddle and Thomas in Sarwono (2015: 216-217), namely: Expectation, Norm, Performance, Evaluation & Sanction. This research uses qualitative methods with interview techniques on key informants: Head of Operational Licensing Services, Head of Complaints and Services, Head of Data and Control, Head of Information, Consultation and Complaints Section, Head of Information System Development Section, Service Staff, and Service Recipients totaling 9 informants. The sampling technique used purposive sampling. Research results: The role of the One-Stop Integrated Service Investment Office has made efforts to improve Public Services through the Online Application for Transparent Informative Systematic Licensing (OPTIMIS) and Online Single Submission (OSS) in Bogor Regency. However, there are inhibiting factors for building comfort, the application system still crashes, login errors, networks, and requirements on the system that cannot upload application files, the settlement process exceeds the SOP, complaints of SK printing errors, complaints of printing errors, and lack of responsiveness to complaints.

Abstract

This study explains the quality of e-government in population service in Bandung City. E-Government is an activity or activity utilizing tools in the form of information technology in helping implement a government system so that it can run more efficiently. However, e-Government  are still not running optimally. The theory used in this study is the e-Government Quality (e-GovQual). This study uses a qualitative descriptive research method. The data sources used are primary data and secondary data. As well as data collection techniques carried out by researchers, namely observation, in-depth interviews, and documentation. Based on the research that has been done, it is concluded that the quality of e-government at the Bandung City Population and Civil Registration Office is still not running optimally, indicated by data leaks and cybersecurity systems that are not yet qualified and services that can only be accessed via Android. Also, the features in the application cannot be used in real-time, but are opened only if there are human resource (HR) constraints in e-government management, which are also still very limited.
