Abstract

This research analyzes whether expansion is a solution based on a competitive perspective, with a focus on the Nagari expansion in West Pasaman Regency. We collected data for this research using a qualitative approach through in-depth interviews with key informants from the Nagari government and local communities. The findings indicate that a nagari's expansion does not necessarily lead to its advancement. Many new nagari have not been optimal in managing resources, and there are ownership conflicts and competition between the parent region and newly emerging nagari, as well as the political transition process, which is hampering sustainable development. Therefore, while regional expansion offers new opportunities, the obstacles encountered underscore the necessity of assessing and enhancing policies to ensure the community's sustainable benefits and the attainment of Nagari autonomy.

Abstract

This research discusses the implementation of child protection policies against child abuse in Bandung City in 2023, focusing on the Office of Women's Empowerment and Child Protection (DP3A) and the Regional Technical Implementation Unit for Women and Children Protection (UPTD PPA). This research uses qualitative research with a narrative approach to describe the implementation of child protection policies.. The findings show that although the policy has been well implemented, there are barriers in human resources and costs. The limited number of employees and budget are challenges in achieving optimal child protection. However, community participation through the Community-Based Integrated Child Protection (PATBM) program and collaboration with various stakeholders have increased community awareness of child abuse issues. This research emphasizes the importance of continuous socialization and improved resources for the success of future child protection policies. Abstract

Jaminan kesehatan merupakan salah satu kebutuhan dasar manusia yang wajib dipenuhi. Dalam memenuhi jaminan kesehatan, pemerintah bertanggung jawab untuk menyelenggarakan urusan pemerintahan wajib pelayanan dasar salah satunya di bidang kesehatan yang diatur dalam Undang-undang Nomor 40 Tahun 2004 tentang Sistem Jaminan Sosial Nasional yang bertujuan memberikan kepastian perlindungan dan kesejahteraan sosial bagi seluruh rakyat Indonesia melalui program Jaminan Kesehatan Nasional (JKN) dan Undang-undang Nomor 25 Tahun 2011 tentang Badan Penyelenggara Jaminan Sosial (BPJS) yang mengatur tentang pembentukan sebuah badan hukum yang bertanggung jawab untuk menyelenggarakan program jaminan sosial. Dalam menyelenggarakan program jaminan kesehatan nasional, BPJS Kesehatan bekerja sama dengan beberapa fasilitas kesehatan, salah satunya adalah RSUD Otista. Metode yang digunakan pada penelitian ini adalah metode kualitatif untuk mengevaluasi pelaksanaan pelayanan kesehatan melalui BPJS Kesehatan yang didasarkan kepada pengukuran assess context, gather reconnaisance, engage stakeholders, descibe the program, dan focus the evaluation. Teknik pengumpulan data pada penelitian ini dilakukan melalui wawancara, observasi, studi pustaka, dan dokumentasi. Hasil dari penelitian ini menunjukan bahwa pelaksanaan pelayanan kesehatan tersebut masih belum optimal karena adanya beberapa faktor yang mempengaruhi, seperti alur komunikasi yang belum tepat sasaran dan kurang efisiennya pelaksanaan edukasi kepada masyarakat saat pendaftaran layanan kesehatan.

Abstract

The State Administration Institute of the Republic of Indonesia (LAN) has issued Decree of the Head of the State Administration Agency Number 2 of 2023 concerning Guidelines for Implementing Structural Leadership Training Activities which is the basis for holding education and leadership training activities for administrator officials. This research will discuss the 2023 Class IV Administrator Leadership Training (PKA) activities which were held in order to meet managerial competency standards in structural civil servant positions. The method used in this research is a qualitative method to analyze the effectiveness of implementing structural leadership training activities which is based on measuring sources, processes and targets. Data collection techniques in this research were carried out through interviews, observation, literature study and documentation. The results of this research show that the implementation of managerial leadership training for the position of Administrator (PKA) Class IV in 2023 carried out by the West Java Province Human Resources Development Agency is hampered by the limited number of class observers, the ability of participants who have not yet adapted to the learning methods applied, as well as disrupting participants' concentration because they had to carry out work tasks in their work unit in between training activities, so that aspects of the process did not run optimally.

Abstract

This research analyses the implementation of child protection policies against child abuse in Bandung City in 2023 using qualitative methods and a narrative approach. Data was obtained through in-depth interviews with officials of the Office of Women's Empowerment and Child Protection (DP3A) and the Regional Technical Implementation Unit for Women and Children Protection (UPTD PPA), supported by a literature study. The results showed that the Community-Based Integrated Child Protection (PATBM) program, Senandung Perdana application, and intensive socialization had implemented child protection policies. However, policy implementation faces significant obstacles, such as limited human resources, only 16 counselors and advocates, and inadequate budget allocations. The high number of reported cases of child abuse not only shows the complexity of the problem but also reflects the success of socialization. This research emphasizes the need for continuous evaluation, increased resources, and cross-sector collaboration to ensure child protection policies' overall and sustainable effectiveness in Bandung City.

Abstract

This study aims to analyze the implementation of the “Child Friendly City” policy in Singkawang City, which is a strategic initiative to create an environment that is safe, healthy, and supports the development of children as the nation's next generation. Using a qualitative approach, this study collected data through in-depth interviews, direct observation, and analysis of relevant documents to understand the perspectives of various stakeholders, including local government, civil society organizations, educational institutions, and children's communities. The results show that despite strong commitment from the government and cross-sector collaboration, the implementation of this policy still faces various challenges. These challenges include different priorities among actors, budget constraints, and a lack of public understanding of the concept of “Child Friendly City”. In addition, although a non-compliance reporting mechanism is in place, socialization of this mechanism still needs to be improved so that children feel more confident in conveying the problems they face. Thus, this research concludes that the successful implementation of the “Child Friendly City” policy in Singkawang is highly dependent on effective collaboration between all parties, as well as the need for targeted strategies to overcome existing challenges. Hopefully, with a more collaborative and transparent approach, all children, especially those from vulnerable groups, can benefit equally from this policy, thus creating a child-friendly environment and supporting their holistic well-being. This research provides recommendations to improve socialization and education about the policy, strengthen cross-sector collaboration, and increase children's participation in decision-making, in order to achieve the goal of creating Singkawang City as a child-friendly city.

Abstract

Penelitian ini dilatarbelakangi oleh tingginya angka stunting di Kota Bandung yang mencapai 19,4% pada tahun 2022 - jauh di atas target 14%. Untuk menurunkan angka tersebut dan memenuhi target, Pemerintah Kota Bandung telah melakukan berbagai inisiatif, termasuk intervensi yang tepat sasaran, program-program inovatif, dan kolaborasi dengan para pemangku kepentingan di masyarakat. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif, mengumpulkan data melalui observasi, wawancara, dan dokumentasi. Informan dipilih dengan menggunakan teknik purposive sampling. Kerangka teori yang digunakan adalah Strategi Pemerintah Geoff Mulgan, yang dianalisis melalui lima dimensi: tujuan, lingkungan, arah, tindakan, dan pembelajaran. Temuan penelitian menunjukkan beberapa masalah dalam strategi pengurangan stunting di Kota Bandung. Hal ini mencakup keterbatasan kemampuan di antara organisasi lokal dalam Tim Percepatan Pengurangan Stunting, yang memengaruhi komunikasi, koordinasi, dan penggunaan anggaran yang efektif. Selain itu, terdapat ketidakakuratan dalam pencatatan pengukuran balita oleh petugas kesehatan masyarakat, distribusi program makanan tambahan yang tidak merata, serta upaya komunikasi dan edukasi yang kurang optimal oleh tim terkait. Faktor-faktor ini telah menghambat kota ini untuk mencapai target penurunan stunting sebesar 14%.

Abstract

Empowering Indramayu migrant workers has an important and strategic role in increasing economic development and human resources. In reality, the role of empowering post-migrants through the Pe-Ribe Independent Women Program has not yet been maximally carried out by the regional government of Indramayu Regency. The method used in this research is qualitative. The collection is carried out. Interview techniques will be used as a tool in qualitative research. Information that is not recorded in documents, information from relevant events and personalities, namely interactive model analysis. The research results show that the implementation of protection and empowerment of former migrants in Indramayu Regency has not been optimal in the field, especially the issue of business capital assistance for former migrants, facilities are inadequate for implementation.

Abstract

To maintain the unity of information on goods and services procurement records, the media transfer is a necessary step. However, the implementation of media transfer at Puslatbang PKASN LAN still faces various obstacles at several stages. This research aims to analyze and explain each stage of media transfer of goods and services procurement records in order to maintain the value of records evidence. The approach used is Wang and Chen's media transfer theory, which includes: 1) preliminary procedure, 2) digital file establishment, 3) quality inspection, and 4) post-processing. This research uses a descriptive qualitative method with data collection techniques through direct observation, structured interviews, and documentation. The results show that the preliminary procedure stage has included the preparation of an archive list and preparation of tools, but its implementation still depends on the completion of the procurement process. At the digital file establishment stage, scanning using the ALDO AS 2000 Portable Scanner is inconsistent in resolution, which has an impact on the quality of the resulting digital records. The quality inspection stage has been carried out through checking the quality and quantity of the records, this aims to keep the archive information intact in evidence preservation activities. In the post-processing stage, authentication, minutes, and record storage are carried out, but the authentication of records resulting from media transfer has not been optimized due to limited human resources. This affects the legality of digital records when used. The findings show that although media transfer has been implemented, there are still technical and administrative obstacles that can affect the archive's evidence value. The implications of this research emphasize the need to improve technical standards and policies related to the authentication of digital records to ensure the validity and legality of the records resulting from media transfer in the long term.

Abstract

(The Implementation Process of the Bogor City Government's Policy on Urban Transportation Management Through BisKita Transpakuan in 2021-2023) Traffic congestion in Bogor City is a problem that attracts public attention due to the increasing volume of vehicles on every road in Bogor City. This has encouraged the Bogor City Government to provide mass public transport aimed at reducing congestion. So in the end, the policy on Bus Rapid Transit (BRT) with a service purchase scheme through BisKita TransPakuan was implemented as part of the development of public transportation in order to overcome congestion in Bogor City, through cooperation between the Bogor City Government and the Ministry of Transportation of the Republic of Indonesia through the Jabodetabek Transportation Management Agency (BPTJ). This research uses descriptive qualitative with data collection through interviews, observations, and also literature studies to describe the BisKita TransPakuan policy implementation process. The theoretical basis used is the theory of policy implementation according to Mazmanian and Sabatier (1983) specifically discussing aspects of the policy implementation process. This research aims to see how the BisKita TransPakuan policy implementation process by analysing each line of policy implementation that affects each other and the capacity of the implementing agency of the policy implementation. Abstrak Kemacetan lalu lintas di Kota Bogor menjadi permasalahan yang menarik perhatian publik akibat volume kendaraan di setiap ruas jalan Kota Bogor semakin meningkat. Hal ini mendorong Pemerintah kota Bogor untuk menghadirkan angkutan umum massal yang bertujuan mengurangi kemacetan. Sehingga pada akhirnya, kebijakan mengenai Bus Rapid Transit (BRT) dengan skema pembelian layanan melalui BisKita TransPakuan diimplementasikan sebagai bagian dari pengembangan transportasi publik agar dapat mengatasi kemacetan di Kota Bogor, melalui kerja sama antara Pemerintah Kota Bogor dengan Kementerian Perhubungan Republik Indonesia melalui Badan Pengelola Transportasi Jabodetabek (BPTJ). Penelitian ini menggunakan kualitatif bersifat deskriptif dengan pengumpulan data melalui wawancara, observasi, dan juga studi literatur untuk menggambarkan proses implementasi kebijakan BisKita TransPakuan. Landasan teori yang digunakan yaitu teori implementasi kebijakan menurut Mazmanian dan Sabatier (1983) spesifik membahas aspek proses implementasi kebijakan. Penelitian ini bertujuan menganalisis bagaimana proses implementasi kebijakan BisKita TransPakuan dengan menganalisis setiap lini implementasi kebijakan yang saling mempengaruhi maupun kapasitas badan pelaksana implementasi kebijakan tersebut.
