Abstract

Information and communication technology is increasingly developing in the current era, the government is required to issue a policy to prepare and develop it in the government. In this case, the implementation of e-government system policies in Timor-Leste through the central agency of information and communication technology aims to digitize government activities and services towards a modern government and ensure a transparent, effective, and efficient government. In this study descriptive qualitative research methods. Data collection is carried out by interviews, observation, and documentation with the determination of informants determined by purposive techniques or methods. This study shows that the implementation of the e-government system policy in Timor-Leste is still not effective or optimal because there are still factors that become obstacles to its implementation. Furthermore, the central agency of Tic Timor. I.P. still lacks human resources in the field of IT or adequate technical personnel, lacks facilities, and slow or unstable internet networks. The conclusion in the research obtained from the results of this study is that the Timor-Leste government through the central agency Tic Timor. I.P. has tried to develop an e-government policy system but there are still many shortcomings such as human resources in the field of informatics and technology, and low internet networks. The input suggestion given by the researcher is that the government needs to increase the capacity of supervisors and human resources to develop and accelerate the implementation of e-government policies in various government agencies at the central and regional levels.

AbstrakInspektorat Daerah merupakan salah satu unit yang melakukan pengawasan terhadap dana desa demi terwujudnya pengelolaan yang akuntabel dan transparan.  Inspektorat Daerah berperan sebagai Aparat Intern Pemerintah atau APIP yang melakukan reviu, monitoring, evaluasi, pemeriksaan, serta bentuk pengawasan lainnya. Objek penelitian adalah Inspektorat Daerah Kabupaten Lumjang. Tujuan dari penelitian ini yaitu untuk menganalisis dan mengetahui faktor-faktor kendala Inspektorat Daerah Kabupaten Lumajang dalam proses pengawasan pengelolaan dana desa. Metode analisis yang digunakan adalah metode kualitatif dengan teknik triangulasi data. Hasil penelitian yang dilakukan bahwa terdapat beberapa faktor baik internal dan eksternal yang menjadi penghambat bagi Inspektorat Daerah Kabupaten Lumajang untuk melakukan pengawasan pengelolaan dana desa secara efektif. Faktor internal sendiri disebabkan karena kurangnya sumber daya manusia pada perangkat Inspektorat Daerah Kabupaten Lumajang dan pengurangan anggaran sejak tahun 2020. Sementara itu, faktor eksternal disebabkan oleh kurangnya koordinasi dengan pihak kecamatan dan sistem fraud risk control yang menimbulkan beberapa permasalahan baru dari pihak luar inspektorat. Sehingga masih banyak hal yang harus dibenahi dan ditingkatkan oleh Inspektorat Daerah Kabupaten Lumajang dalam menghadapi kendala-kendala tersebut. Kata kunci: Kendala, Pengawasan, Dana desa. AbstractThe Regional Inspectorate is one of the units that supervises village funds to achieve accountable and transparent management. The Regional Inspectorate acts as an Internal Government Apparatus or APIP which carries out reviews, monitoring, evaluation, inspections and other forms of supervision. The research object is the Lumjang Regency Regional Inspectorate. This research aims to analyze and determine the factors that constrain the Lumajang Regency Regional Inspectorate in the process of monitoring village fund management. The analytical method used is a qualitative method with data triangulation techniques. The results of the research showed that there were several factors, both internal and external, which became obstacles for the Lumajang Regency Regional Inspectorate to supervise the management of village funds effectively. Internal factors themselves are caused by a lack of human resources in the Lumajang Regency Regional Inspectorate and budget reductions since 2020. Meanwhile, external factors are caused by a lack of coordination with sub-district officials and the fraud risk control system which has given rise to several new problems from parties outside the inspectorate. So there are still many things that need to be addressed and improved by the Lumajang Regency Regional Inspectorate in dealing with these obstacles.Keywords:  Constraints, Supervision, Village Funds.

Abstract

The issue of the environmental crisis is increasingly getting the attention of the world community. in addition to the government, the community may also contribute to protecting the environment and saving the earth. moreover, this study used a qualitative approach. a literature study is the data collection technique that was employed. the results of research activities conducted by wwf indonesia obtained outcomes that aligned with the main activities achieved based on the planning that was implemented, regulations formed from activities, and interventions involving stakeholders. thus, the government and wwf indonesia have an impact on each other when it comes to the issue orientation aspect of implementing green politics. furthermore, initiatives from wwf indonesia have the potential to shed light on forest sustainability on the island of kalimantan. however, the environmental movement encompasses more than merely the aspect of realizing policy. every environmentally committed institution also serves the wider community by providing education pertaining to the environment. according to the program table, the program’s implementation for the working period has ended, so it is currently required to clarify the follow-up on which program will be implemented next. this condition also indicates that there was no turning point for the relevant sector government when the responsibility devolved to WWF indonesia, and ultimately, this program was discontinued.

Abstract

Policy transformation regarding regional expansion is an issue that has attracted quite a lot of attention, especially in the context of local government such as villages in West Pasaman Regency. The expansion of villages that occurred during the period 2017 to 2023 is a relevant object of study to be examined from two main approaches, namely the normative perspective and the rational perspective. The normative perspective focuses on the suitability of the implementation of expansion with applicable laws and regulations, while the rational perspective emphasizes logical considerations, governance efficiency, and real benefits for the community. This study uses a descriptive method with a qualitative approach, which aims to describe in depth the dynamics of the implementation of village expansion. Data collection techniques were carried out through literature studies, direct observations in the field, policy documentation, and interviews with a number of key informants from the Community Empowerment and Village Office of West Pasaman Regency, Muaro Village officials, Ranah Koto Tinggi Village officials, and community leaders from both villages. Data analysis was carried out through the stages of data collection, reduction, data presentation, verification, and drawing conclusions. The results of the study indicate that from the normative side, the expansion has been running according to formal provisions, although there are still implementation obstacles at the local level. Meanwhile, from the rational side, the expansion has not been fully able to present optimal impacts as planned in several aspects.

Abstract

(Local Government Strategy in Poverty Alleviation in Cirebon Regency through Community Based Enterprise Groups (KUBE) in 2023) Penelitian ini dilatarbelakangi oleh permasalahan pemberian bantuan pengembangan ekonomi kepada KUBE yang menjadi salah satu upaya pemerintah daerah Kabupaten Cirebon untuk mengatasi permasalahan kemiskinan. Bantuan untuk KUBE yang seharusnya dibudidayakan dan dikelola secara kolektif ternyata tidak terlaksana sebagaimana mestinya. Teori yang digunakan adalah teori strategi pemerintah menurut Geoff Mulgan (2009) berdasarkan 5 tahapan, meliputi purposes, environments, directions, actions, dan learning dengan menggunakan metode penelitian kualitatif dengan data yang bersumber dari hasil penelitian melalui studi kepustakaan dan studi lapangan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pada tahapan purposes telah ditetapkannya tujuan yang jelas dan lahir dari realitas masyarakat, tetapi tujuan belum tercapai. Tahapan environments terkait kondisi lingkungan yang menjadi penghambat. Tahapan directions belum terdapat adanya sosialisasi dan arahan yang  jelas kepada pelaksana strategi. Tahapan actions dalam pelaksanaannya terdapat kendala, seperti partisipasi anggota, kurangnya komunikasi, belum terbangunnya struktur dan kapasitas kelembagaan di desa dan keterbatasan alokasi anggaran. Terakhir, tahapan learning, tidak adanya tindak lanjut evaluasi evaluasi pengadaan pendampingan khusus untuk KUBE. Abtract This research was motivated by the issue of providing economic development assistance to KUBE, which is one of the local government's efforts in Cirebon Regency to address poverty issues. The assistance intended for KUBE, which should be cultivated and managed collectively, has not been implemented as intended. The theory used is Geoff Mulgan's (2009) theory of government strategy based on five stages, including purposes, environments, directions, actions, and learning, using qualitative research methods with data sourced from research results through literature studies and field studies through observation, interviews, and documentation. The research findings indicate that in the purposes stage, clear objectives were established and derived from community realities, but these objectives have not been achieved. The environments stage is related to environmental conditions that act as barriers. The directions stage lacks clear socialization and guidance for strategy implementers. The actions stage faces challenges such as member participation, insufficient communication, the absence of institutional structure and capacity in the village, and budget allocation limitations. Finally, the learning stage lacks follow-up evaluations for specialized accompaniment programs for KUBE.

Abstract

Purpose: Digital transformation in public services has encouraged local governments to develop e-government, but its implementation still faces various obstacles. Therefore, this study aims to analyze how e-government is implemented in population administration services through the Moci Legit application in Sukabumi City in 2023-2024. Methodology/approach: This research analyzes the application of Moci Legit in population administration services in Sukabumi City in 2023-2024 using qualitative methods. Data collection was conducted through literature studies and field studies consisting of observation, interviews, and documentation. Results/findings: The results showed that the implementation of the Moci Legit application has not been able to fulfill the successful elements of e-government development optimally. In the Support element, socialization has not been carried out thoroughly and consistently. In the Capacity element, there is no special budget for Moci Legit, and the number of human resources available is still insufficient and insufficient. In the Value element, the benefits of Moci Legit can already be felt by the community, but not optimally because there are still various obstacles felt by the community. Conclusions: Disdukcapil Kota Sukabumi needs to set a routine schedule for socialization, allocate special funds for Moci Legit, increase human resources, and conduct periodic evaluations of the Moci Legit application to reduce technical problems that often occur. Limitations: Sukabumi City government's focus on the implementation of e-government in population administration services. Contribution: The research results can provide input and contributions to the Sukabumi City government.

Abstract

Transformations Digital is one of the strategic agendas in improving the performance of bureaucracy and public services in the digital era. The Electronic-Based Government System (SPBE) is present as the main instrument in realizing more effective, efficient, and accountable governance. This study aims to analyze the implementation of SPBE at the Sumedang Regency Regional Secretariat using the good governance approach as an evaluation framework. The research method used is a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation studies. The results of the study show that the implementation of SPBE at the Sumedang Regency Regional Secretariat has made significant progress, especially in terms of transparency, service efficiency, and increased access to public information. However, there are several challenges in terms of coordination between regional devices, limited digital infrastructure, and uneven human resource capacity. The good governance approach that includes the principles of participation, accountability, transparency, effectiveness, and responsiveness is an important foundation in evaluating the extent to which SPBE can support bureaucratic reform at the regional level. This study recommends increasing digital training for civil servants, optimizing system integration, and strengthening cross-sector collaboration as an effort to strengthen the sustainability of digital transformation in local government environments. This finding is expected to be a reference for other regions in developing SPBE policies that are in line with the principles of good governance. Abstract

This research is driven by the inadequacies in the collaborative process within the Public-Private Partnership (PPP) scheme, which has hindered the operationalization of Singkawang Airport, despite its inauguration by the President of Indonesia on March 20, 2024. The collaboration involves key actors, including the Central Government through the Ministry of Transportation, the Singkawang City Government, PT Penjaminan Infrastruktur Indonesia, CSR Team and the local community surrounding the airport construction site. Adopting the cross-sector collaboration framework proposed by Bryson, Crosby, and Stone, this study aims to analyze and elucidate the Collaborative Governance process in the development of Singkawang Airport by examining six dimensions: forging initial agreements, building leadership, building legitimacy, building trust, managing conflict, and planning. This study employs a qualitative research method, with data collected through interviews, observations, and document analysis. Informants were selected using purposive and snowball sampling techniques. The findings reveal that the Collaborative Governance process in the PPP scheme for Singkawang Airport is partially evident across the six dimensions. The first dimension, forging initial agreements, highlights the absence of formal agreements underpinning the collaboration. The second dimension, building leadership, demonstrates the presence of both formal and informal leadership structures. In the third dimension, building legitimacy, both internal and external legitimacy have been established. The fourth dimension, building trust, reveals that trust-building efforts are limited to periodic meetings conducted several months apart. The fifth dimension, managing conflict, shows a lack of preventive measures necessary to sustain trust. Finally, the sixth dimension, planning, indicates that while initial plans were formulated, they required dynamic adjustments to address emergent challenges during implementation. In conclusion, this study underscores that relying solely on the PPP scheme poses significant challenges to the realization of the airport project. Cross-sector collaboration has accelerated the development process but remains suboptimal, as it does not fully address the six dimensions of effective collaboration.

Abstract

This study aims to evaluate the extent to which the Innovation Idea Competition Program has effectively generated curated, feasible, and impactful ideas that address strategic regional issues, leverage local potential, meet community needs, and contribute meaningfully to the assessment of the Regional Innovation Index. The evaluation employs William N. Dunn’s six policy evaluation criteria as the analytical framework to provide insights for future program enhancement. A descriptive qualitative research method was employed, with data collected through interviews, observations, and document analysis. Informants were selected using purposive sampling techniques to ensure relevance and depth. The findings reveal that, in terms of effectiveness, the program has had limited success in contributing to Regional Innovation Index reporting, with only 38.2% of implemented ideas being reflected in the index, although it has successfully fostered idea generation across various sectors (188 ideas over four years). Budgetary efficiency remains suboptimal, although human resource utilization is deemed adequate due to the commitment of the Regional Development Planning Agency team. Adequacy is also lacking, as the majority of ideas do not sufficiently address core strategic issues. Equity needs to be reinforced, as public engagement in the evaluation process remains minimal despite open access. The program's responsiveness is categorized as "developing," indicating that while many ideas have emerged, they are not yet fully integrated into formal planning processes. Conversely, the accuracy of the program is considered relatively strong in terms of conceptual design, implementation, and policy alignment.

Abstract

This research analyses the implementation of child protection policies against child abuse in Bandung City in 2023 using qualitative methods and a narrative approach. Data was obtained through in-depth interviews with officials of the Office of Women's Empowerment and Child Protection (DP3A) and the Regional Technical Implementation Unit for Women and Children Protection (UPTD PPA), supported by a literature study. The results showed that the Community-Based Integrated Child Protection (PATBM) program, Senandung Perdana application, and intensive socialization had implemented child protection policies. However, policy implementation faces significant obstacles, such as limited human resources, only 16 counselors and advocates, and inadequate budget allocations. The high number of reported cases of child abuse not only shows the complexity of the problem but also reflects the success of socialization. This research emphasizes the need for continuous evaluation, increased resources, and cross-sector collaboration to ensure child protection policies' overall and sustainable effectiveness in Bandung City.
