<![CDATA[Development is a human effort to manage resources to meet needs and improve the welfare of human life itself, as well as in the agricultural sector. Farmers really need the construction of a farm road in order to make it easier for farmers to get to the farm location comfortably and safely. The title of this study is Land Procurement for Agricultural Roads in The Village of Adat Soren District Bebandem Karangasem Regency This study aims to describe the process of land procurement at Soren Traditional Village which is carried out to promote the distribution of agricultural products, community transportation routes, river normalization and religious ceremonies. In addition, it will also review and identify problems that will be faced during the implementation of land procurement for the construction of agricultural commercial roads in Saren Indigenous Village, Bebandem Subdistrict, Karangasem Regency. The method used in this writing is an empirical research method that is equipped with legal methods as well as conceptual methods. The data sources used are primary data sources (interview results) as well as secondary data sources (reading materials from literature research. The results showed that the implementation of land procurement includes planning (determining road to the fields), preparation and implementation (socialization, review, approval, measurement and submission. <![CDATA[The Village Head is responsible for carrying out development in his area and meeting all the needs of its citizens, one of which is the provision of public facilities through infrastructure development. The people of Ombarade Village, Southwest Sumba Regency really need facilities and infrastructure to make it easier for their people to carry out their activities. This study aims to reveal the role of the village head in the implementation of development, as well as to examine the obstacles of the village head in the implementation of development. This study was designed with empirical research using an approach to see and examine facts in the field using interview data collection techniques. The data used are primary data and secondary data. Furthermore, the data were analyzed descriptively qualitatively. The results showed that the authority of the Ombarade Village Head, Wewewa Tengah District, Southwest Sumba Regency regarding the implementation of development based on Law Number 6 of 2014, Regulation of the Minister of Home Affairs Number 114 of 2014. On the other hand, one of the inhibiting factors for village development lies in the lack of facilities. and infrastructure and supporting facilities. In addition, the lack of socialization regarding work programs or the like related to the village development process also affects the smooth implementation of village development.]]>

<![CDATA[Philosophically, the river is the source of life, is the lifeblood of the earth, therefore the water flowing in the river must be kept pure and clean. The Tukad Mati River stretches from north to south in the middle of the village of Padangsambian Kaja, so that its position is squeezed between settlements and residents' housing, therefore the cleanliness of the water in Tukad Mati is strongly influenced by waste management from residential and residential areas. To help realize and maintain the cleanliness of the dead body, the team, with the permission of the Community Service Institute, UNWAR collaborated with partners (Padangsambian Kaja Village) through a community partnership program with outreach activities and location planning to build public awareness that rivers are not a dumping ground for all kinds of waste, for that it is necessary carried out: sorting waste from households to reduce waste to rivers, forming a community that cares about rivers and waste banks, doing mutual cooperation on a regular basis, carrying out supervision by related parties so that the rules run effectively, structuring the dead river so that it can be used as a tourist spot and fishing place.]]>

<![CDATA[The Review Village has great potential to be developed as a Tourism Village. In the development of tourist villages in the Desa Peninjauan, it has not been supported by legal rules governing the governance of tourist villages. Whereas legal certainty is very important in the development of Tourism Villages in Peninjoan Village, Tembuku District. This PKM aims to realize village regulations governing tourist villages in the Review Village. The form of activities carried out is technical guidance and assistance in drafting Village Regulations concerning Tourism Villages in Peninjoan Village, Tembuku District. The results of the PKM are in the form of a draft Village Regulation on tourist villages. PKM outputs consist of legal products of tourist village regulations, publications in scientific journals, and video documentation of activities.]]>

<![CDATA[Di Banjar Sari Desa Sidakarya tidak lagi mempunyai tebe yang dapat digunakan sebagai pembuangan dan pemrosesan sampah, sehingga total sampah terkumpul di TPS dan TPA semakin menggunung. Hal ini tidak bias dihindarkan walaupun sudah banyak kebijakan terkait pengelolaan sampah diberlakukan. Tim PKM ingin mendorong dan membangkitkan peran ibu rumah tangga (PKK) agar sampah dipilah mulai dari rumah tangga, jika hal ini berjalan dengan baik maka mekanisme pengelolaan sampah yang lain seperti pengumpulan, pengangkutan, pengolahan atau pemrosesan akhir sampah akan mudah dilakukan. Solusi untuk mengatasi persoalan mitra tersebut adalah dengan penyuluhan dan pendampingan sehingga ibu rumah tangga (PKK) berperan lebih efektif dalam pengelolaan sampah, khususnya pemilahan sampah di mulai dari hulunya yaitu rumah tangga.]]>

<![CDATA[Persoalan sampah saat ini sudah merupakan persoalan yang sangat kompleks, karena itu harus ditangani secara komprehensif. Kebijakan persoalan sampah sudah tertuang mulai dari tataran undang-undnag, peraturan pemerintah, peraturan daerah, peraturan gubernur, terkait hal tersebut Desa Pangsan membuat rancangan peraturan desa yang berkenaan dengan pengelolaan sampah. Dalam pengelolaan sampah pendekatan yang digunakan melalui pendekatan hulu sampai ke hilir. Pendekatan dari hulu sudah dilaksankaan di Desa Pangsan dengan adanya rancangan peraturan desa tentang kebersihan, keindahan, ketertiban dan kesehatan lingkungan. Namun pengelolaan sampah belum optimal karena belum diaturnya kewajiban pemilahan sampah oleh pedagang, pasar, dan bengkel. Demikian juga dalam pendekatan hilir belum optimal karena dalam rancangan tersebut belum mengatur tentang bank sampah, tetapi hal ini bisa diantisipasi dalam perbaikan rancangan peraturan desa tersebut atau melalui keputusan kepala desa.]]>

<![CDATA[The economic growth of a nation depends greatly on the quality of transportation. Online taxi is an innovation in public transport. Using communication technology in the form of applications that can connect between users with transport driver. The existence of a taxi online growing rapidly due to public transport users got options other than conventional taxis. But the presence of a taxi online got rejection in the society especially by society as the transport trade, because the rated breaking traffic laws and road transport as well as going on unhealthy business competition. There are two (2) problems of research: (1) legal online taxi arrangements according to the law No. 22 of 2009, (2) the existence of a taxi online at Bali's tourism regions. The purpose of this research is to know the law setting the online presence and existence of taxi online on the area of tourism in Bali.This research uses the normative legal research methods with the application of laws or regulations, the study of librarianship as primary and secondary legal materials and supported by empirical data with interviews directly. Based on the results of the research note that: (1) online Taxi is not mentioned explicitly in the Act No. 22 of year 2009, but the taxi online is set in the regulation of the Minister of transportation Number 108 Years 2017, as the rental of special transport. (2) A taxi online still got rejections due to its perceived would happen competition and do not respect the role of the community in the area of tourism. The role of local governments in regulating taxi online presence is very important, so as not to give rise to polemics which can interfere with the image of Bali tourism.]]>

<![CDATA[Legal issues against the presence of the action of the persecution in the community growing and complex, so it needs a regulation which expressly regulate and make the legal umbrella to protect the community itself for the apparatus law enforcement easy doing the application of penalties against the existence of the action for the persecution. Until this time the rule of law-related persecution in Indonesia have not been clearly arranged according to where the large Indonesian Language Dictionary of persecution that is is arbitrary against a hunt or a number of citizens and being hurt, compounded or the Chief. From the background of the above, the authors take the title research law enforcement Action Against the existence of Persecution. Formulation of the problem in this research, namely how the concept of persecution in positive law and how the law enforcement action against the existence of persecution. The type of research used in the writing of this thesis is the normative legal research. Normative research type that is based on the rule of law in order to answer the problems that exist. The concept of persecution in positive law are examined, namely the Constitution of the Republic of Indonesia year of 1945, the legislation of the Republic of Indonesia Number 39 Year 1999 on human rights and the Criminal law. Law enforcement by the police against the existence of the rule of law to use the persecution of action contained in the legislation of criminal law.]]>

<![CDATA[Water is one of the sources of life for all human beings. Water pollution is one of the heavy pollution that exists in Indonesia and waste sectors of industry are the dominant source of water pollution. In addition to the industrial sector, water pollution also posed in other sectors such as mining, agriculture and households. A result of water pollution is decreasing levels of water quality that can be utilized by humans. Water pollution occurs because there are some factories ignoring the material the rest of the production process of the waste to be processed perfectly on a waste management Unit (UPL), so the waste materials still contain compounds that are toxic (toxic compounds) and the cause of death. Then arise problems about setting up the implementation of the business license and can be rivaled river pollution legal liability by businessmen due to the waste of time it rivaled in Denpasar. Research methods in use empirical method such as approach legal sociology are analyzed using qualitative analysis techniques with good by the primary and secondary data sources and use interview techniques, observation, inventory and location determination. In the implementation of the permit, it shall follow the procedure, it rivaled efforts and implementing conditions and accountable through the means and the completion of which has been determined. Recommendations that can be given is that rivaled any attempt to understand the procedure of making the permission as well as understand the reason and implement applicable provisions, according to law, which rivaled both have done the water pollution of the river can be accountable for his deeds and take better care of the environment.]]>

<![CDATA[The use of Indonesian National Standard Helmets is very important in driving, because using a helmet, the failure due to an accident in driving can be minimized, and protect the head from the impact of hard objects when an accident occurs while driving. Communities sometimes do not understand the benefits of using helmets, so they seem to wear helmets for fear of police officers. The problem is how is Community Effectiveness in the use of Helmets when driving? And what are the efforts of the police in overcoming the low use of helmets when driving in the jurisdiction of the Bangli police station? The type of research used in this study is an empirical study; with the problem approach used in this research is juridical sociology. The source of the data comes from Primary and Secondary data, this research technique in data collection is done by means of interviews (interviews), and also Literature Studies. In this study the analysis carried out was quantitative analysis. The regulation of helmet use has been regulated in Article 106 paragraph (8) of Law Number 22 Year 2009, affirming the obligation to use Helmets which are the Indonesian National Standard (SNI). Based on the number of helmet use violations occurring within a period of 4 (four) years, public awareness in using helmets when driving can be said to be quite low, this is based on data that helmet use violations that occur in the Legal District of Bangli Police are still high. There are several factors that cause motorists to not use helmets; they are ignorance, lack of awareness and others. Police efforts in overcoming the low use of helmets are preventive measures such as socialization, while repressive efforts in the form of tickets to get the deterrent effect on the results of traffic violations.]]>
