Abstract

The law always moves dynamically following changes and developments over time in the concept of criminal law reform. The large number of organized criminal acts ultimately gave rise to the idea of perpetrators working together (Justice Collaborator). The legal basis governing Justice Collaborators is contained in Law Number 31 of 2014 concerning Protection of Witnesses and Victims; and Supreme Court Circular Letter (SEMA) No. 4 of 2011 concerning Treatment of Criminal Whistleblowers and Justice Collaborators. In Certain Criminal Cases. In cases where the defendant wants to apply for status as a Justice Collaborator, even defendants who have already obtained status as a Justice Collaborator receive unfair treatment due to the legal vacuum of this legal basis. This legal vacuum makes the author want to research how indicators a person can be categorized as a Justice Collaborator in accordance with Indonesian positive law, what is the ideal concept of Justice Collaborator arrangements for perpetrators of criminal acts in Indonesia. The aim of this research is to explain the indicators that a person can be categorized as a Justice Collaborator and to formulate an ideal concept for regulating Justice Collaborators for perpetrators of criminal acts in Indonesia. This type of research is normative juridical, that is, legal research is carried out by examining library materials. The results of this research are the Justice Collaborator indicators in SEMA Number 4 of 2011, namely being aware of their mistakes and admitting to criminal acts, not being the main perpetrator, being cooperative and providing clear information, uncovering criminal acts effectively or uncovering other perpetrators, and the Public Prosecutor The lawsuit states the role that the perpetrator has been assigned. As the legal basis regarding Justice Collaborator still has deficiencies based on cases in Indonesia, the researcher provides an ideal concept, namely that there are deficiencies in the regulations regarding "Main Actors", there is no certainty that Justice Collaborator will receive an award. In the future, there needs to be clarity regarding the indicators for someone to get Justice Collaborator and updates regarding laws and regulations regarding Justice Collaborator.

Abstract

Article 27 paragraph (2) of Law Number 19 of 2016 concerning Electronic Transaction Information contains a prohibition on gambling. The penalty for those who violate is imprisonment for a maximum of 6 years and/or a fine of a maximum of Rp. 1,000,000,000. In reality, the implementation of criminal sanctions has not been implemented optimally, because it can be seen that there are still many gambling cases occurringonline in Kampar Regency. Research purposes This thesis is to determine law enforcement, obstacles in law enforcement and efforts to overcome obstacles in law enforcement against criminal acts of gamblingonline in Kampar Regency. This type of research can be classified as a type of researchsociological, because the author directly conducted research at the location or field where he was researched in order to provide a complete and clear picture of the problem being studied. This research was conducted at the Kampar Police Department, meanwhilepopulation and sample is all parties related to the problem under study. In this researchdata source used primary data and secondary data and tertiary data, and data collection techniques in this research using interviews and literature study. From the research results there are three main things that can be concludedFirst, law enforcement carried out by the Kampar Police is through preventive and repressive efforts.Second,Some of the obstacles faced by the police are the failure to find evidence, changing bank accounts/fictitious data, the increasing level of human capability in technology, obstacles to law enforcement, lack of public legal awareness, units that handlecybercrime only up to the Regional Police level.Third,Efforts made to overcome obstacles to law enforcement include providing legal outreach/counseling by collaborating with the community, increasing the ability of police officers regarding technology and information, increasing supervision/patrols directly to the community or through cyberspace so that law enforcement can be carried out optimallyThird,The role of the community is needed to assist law enforcement officers in tackling criminal acts of online gambling.

Abstract

Naumbai Village is a village located in Kampar District, Kampar Regency, Riau Province. Naumbai Village was formed and designated as a preparatory village in 2003. The people of Naumbai Village come from the indigenous Malay tribe, the majority of whom work as farmers. With 1,017 women, Naumbai village is well known for its residents' skills in making various kinds of traditional foods such as galopuong, bomban leaf lopek, sarikayo, and leaf palito. Palito daun is very well known and famous among the people of Kampar, because several years ago it was used as a traditional food icon by the Kampar regional government on the anniversary of the district which is known as the veranda of the Mecca of Riau. A business marketing development strategy can be the key to success or even failure in a company. Determining the right target and which business development strategy should be used to achieve business goals can be a risky decision. When a business has a strong strategy, aligned with business goals, and implemented well, the strategy has the potential to increase growth and high profitability.

Abstract

Kasus kekerasan dan pelecehan seksual semakin meningkat dan meresahkan. Sebelum adanya Undang-Undang Nomor 12 Tahun 2022 tentang Tindak Pidana Kekerasan Seksual, tidak ada payung hukum yang secara khusus mengatur mengenai sanksi dari tindakan pelecehan seksual. Selain itu korban pelecehan seksual umumnya dialami oleh perempuan dan anak-anak walaupun tidak menutup kemungkinan laki-laki dapat menjadi korban pelecehan seksual. Artikel ini akan membahas mengenai tindakan preventif yang dapat dilakukan untuk mencegah terjadinya kekerasan dan pelecehan seksual dengan harapan meningkatnya kesadaran hukum tentang tindak pidana kekerasan dan pelecehan seksual.

Abstract

Good management of regional assets is also key in improving financial capabilities and services to the community. The legal basis for regional asset management is regulated in Government Regulation Number 27 of 2014, which emphasizes the importance of administrative, physical and legal security for regional property. Thus, regional heads have a big responsibility in managing regional assets to avoid disputes and maximize the potential of assets as regional wealth. Management of regional assets, especially land, often faces various challenges, including unclear ownership status, lack of adequate documentation, and protracted legal conflicts. This study aims to identify the factors that cause disputes over regional land assets and evaluate the effectiveness of administration and control carried out by the regional government. In this research we will examine the problems of administering and controlling regionally owned land which is the object of dispute in court (goods management study belonging to a region in the province of Riau, the type of research used is research in the form of an empirical study which is to find theories regarding the process of occurrence and operation of law in society which finds facts according to what happened as they are, the conclusion of this research is Problematics The administration and control of BMD in Riau Province is caused by a lack of commitment from the relevant institutions and the high interest of third parties who have bad intentions, which often results in disputes in court. Although the courts generally uphold the rights of the Riau Provincial Government, this problem still affects the recording and reporting of regional assets

Abstract

The disruption to the economy and health caused by Covid 19 is used as an opportunity for money laundering crimes, especially cases of money laundering crimes that are increasing. Covid-19 should be a moment to realize the weakness of the law so that it requires a system that provides a refresher in practice, because even during normal times law enforcement experiences obstacles. Legal reforms are needed in accordance with the needs and conditions both during the pandemic and endemic, including technological developments in law enforcement, Formation of government regulations in lieu of laws, Improving the quality and competence of law enforcement officers, Training, improving law enforcement education, Law discovery by judges, increasing community participation, and modernizing law enforcement. During the COVID-19 pandemic or post-pandemic, economic growth must be balanced with efforts to implement law enforcement. The combination of law enforcement and economic rescue must become a strong model of law enforcement together, to realize the ideals of a just, prosperous, and prosperous society, as well as the goals of law in society.

Abstract

The large number of elderly people and predicted to increase every year has led Indonesia to an era ofaging population structure. This has an impact on the increase in the number of elderly prison inmates.The problem of overcapacity which is also in line with the problem of overbudgeting ultimately disrupts thefulfillment of their rights as vulnerable groups in correctional institutions. In fact, the only right that istaken away from prison inmates is freedom, so their other basic rights must still be respected. This type ofresearch can be classified into the type of normative legal research using data sources in the form ofsecondary data with data collection techniques using the literature review method. Then, the data isanalyzed and processed qualitatively, and produces descriptive data to then be concluded deductively.From the research results, there are two main things that can be concluded, first, there are four urgenciesof the idea, such are the increase in the number of elderly people has implications for the increase in thenumber of elderly prison inmates, the elderly as a vulnerable group guaranteed by law, changes in theconcept of prisons that seek to change criminal law to be more humanist by prioritizing humane treatmentof prison inmates, and the problem of prioritizing humane treatment of prisoners as an effort to makecriminal law more humanist. Second, the ideal idea of giving pistole rights to elderly prison inmates.

Abstract

Banjar Seminai Village, Dayun Subdistrict, Siak District, Riau Province, is known as a production center for its distinctive honey salak. Although the salak business in this area has grown rapidly, farmers face challenges in marketing their products, especially in finding direct buyers. This service aims to analyze the factors that influence the marketing strategy of honey salak and explore alternative effective online-based marketing strategies. Using survey methods and statistical analysis, this service evaluates the extent to which the application of digital platforms can increase sales and consumer satisfaction. It is hoped that the results of this service can provide insights and practical recommendations for business actors and policy makers to optimize the use of digital technology, so that the salak business in Banjar Seminai Village can continue to grow and provide benefits to the local community. The success of adaptive and innovative marketing strategies is expected to increase the competitiveness and sustainability of agricultural businesses in the area.

Abstract

Riau University Faculty of Law's Merdeka Belajar Kampus Merdeka (MBKM) service program is an ambitious and far-reaching initiative, with the main goal of creating law-aware villages in three strategic locations: Ranah Baru Village, Batu Belah Village, and Naumbai Village. This initiative is not just an academic program, but also a transformative effort that aims to empower rural communities through improved legal literacy. As a concrete manifestation of MBKM vision, the program is comprehensively designed to improve legal understanding and awareness at the village level. With a holistic and sustainable approach, the program aims to create a community ecosystem that is not only law-abiding, but also has the capacity to identify, analyze, and resolve legal issues independently and equitably. Through a series of structured and directed activities, the program is expected to be a catalyst for significant social change. By improving the community's legal understanding, the program not only aims to reduce the potential for conflict and law violations, but also to build a strong foundation for sustainable and equitable village development. Ultimately, the envisioned law-aware village is expected to become a pilot model for the development of similar programs in other areas in Indonesia.

Abstract

Permasalahan stunting merupakan prioritas masalah yang terjadi di Provinsi Riau yaitu dengan prevalensi kasus sebesar 17%. Penulisan ini dimaksud untuk menjelaskan bagaimana kebijakan pencegahan stunting di Desa  Benteng Hilir, Kecamatan Mempura, Kabupaten Siak dijalankan. Fokus dalam tulisan ini tertuju pada Pemerintah Desa Benteng Hilir selaku pengelola kebijakan strategis mengenai pencegahan stunting di Desa Benteng Hilir. Pengabdian ini bertujuan untuk mengajak para orang tua ikut serta dalam pencegahan stunting untuk meningkatkan derajat kesehatan bayi dan balita serta meningkatkan pengetahuan masyarakat Desa Benteng Hilir Kecamatan Mempura Kabupaten Siak tentang pencegahan stunting. Metode yang digunakan adalah sosialisasi dan pengedukasian tentang pencegahan stunting kepada masyarakat. Hasil penyuluhan ini mahasiswa KUKERTA dapat melihat permasalahan yang terjadi dilingkungan sekitar dan bagi masyarakat dapat menambah wawasan terhadap pentingnya pencegahan stunting. Dampak pengabdian ini yaitu dapat melihat permasalahan yang terjadi dilingkungan sekitar dan bagi masyarakat dapat menambah wawasan terhadap pentingnya pencegahan stunting. Untuk itu disarankan adanya peran aktif dari penghulu dan perangkat desa dalam menyikapi masalah stunting.
