Abstract

The Aeronautical Information Service (PIA) has a crucial role in supporting aviation safety and efficiency. However, in PIA Surabaya Region, the use of monitoring forms and AIRAC tables still experiences problems in accessibility and efficiency because the work system is still manual. This research aims to analyze the problems that occur and propose digitalization-based solutions with website-based applications to increase the accessibility and effectiveness of aeronautical information management. With a case study-based qualitative approach, data is collected through observation, interviews and document analysis. The research results show that the implementation of digitalization can increase operational efficiency, reduce manual errors, and speed up the data management process.

Abstract

Airport Operation Landside and Terminal (AOLT) is an important unit in facility maintenance in accordance with SOP. This study aims to evaluate the performance of AOLT officers in overseeing the facilities in the departure waiting area of the terminal. The research uses a qualitative method with primary data from interviews and direct observations at Juanda International Airport Surabaya, and secondary data from facility supervision reports. Data analysis is conducted descriptively through data reduction, presentation, and conclusion drawing. The results show that AOLT officers’ patrol and inspection of terminal facilities are well executed, but some issues remain, such as errors in the Flight Information Display System (FIDS), non-functioning digital clocks at departure gates, and roof leaks in one of the tenants' areas in the waiting room. These issues are promptly addressed through coordination with AOCC, ATNOS, the Mechanical Section, and other relevant parties.

Abstract

This research analyzes the provision of Equipment Storage Area (ESA) facilities to create a safe flow for Ground Support Equipment (GSE) at Sultan Aji Muhammad Sulaiman Sepinggan Balikpapan International Airport, given the increase in flight operations and the need for optimal ground handling. The main problems identified are the absence of clear markings in Storage B to indicate storage boundaries and the irregular layout of GSE. Using a qualitative descriptive method involving observation, interviews, and documentation in the airport's equipment storage area, the results indicate that Storage B does not meet operational safety standards due to the absence of markings, leading to unclear boundaries and disorganized GSE layout, which could hinder service delivery and reduce the safety and efficiency of GSE operations. As an improvement effort, it is strongly recommended to create clear storage markings in Storage B in accordance with the Director General of Civil Aviation Decision No. PR 21 of 2023, as well as to design a systematic GSE layout. This implementation aims to organize parking positions, improve land efficiency, prevent overlapping access routes, and ensure safer and more efficient ESA management in accordance with applicable regulations.

Abstract

Penelitian ini merupakan studi literatur yang bertujuan untuk mengkaji strategi pengelolaan bandara regional dalam menghadapi persaingan dengan bandara sekitar, dengan fokus studi kasus Bandar Udara Sultan Thaha Jambi. Studi ini menganalisis berbagai literatur terkait pengembangan infrastruktur, peningkatan kualitas layanan, model tata kelola, serta inovasi layanan dan diversifikasi rute sebagai upaya mempertahankan daya saing bandara regional. Metode yang digunakan adalah kajian pustaka dengan analisis kualitatif dan pendekatan SWOT untuk mengidentifikasi kekuatan, kelemahan, peluang, dan ancaman yang dihadapi bandara. Hasil kajian menunjukkan bahwa pengembangan fasilitas modern, peningkatan pelayanan prima, penerapan model kerja sama pemerintah-swasta, serta inovasi dalam layanan dan jaringan rute merupakan faktor kunci dalam mengoptimalkan daya saing Bandar Udara Sultan Thaha Jambi. Penelitian ini merekomendasikan sinergi antar pemangku kepentingan untuk mendukung pengelolaan bandara yang efektif dan berkelanjutan di tengah kompetisi regional.

Abstract

Aviation safety is a top priority in the global aviation industry, particularly concerning Air Traffic Services (ATS) which plays a critical role in preventing and investigating aircraft accidents and incidents. This literature review aims to analyze and synthesize findings from previous research on ATS Safety investigations, focusing on aircraft accidents and incidents during the period 2015-2024. The method employed is a narrative literature review using a targeted search strategy, drawing on relevant peer-reviewed journal articles, academic books, and official documents related to ATS Safety investigation. Inclusion criteria encompass peer-reviewed journal articles, official investigation reports from ICAO, KNKT, FAA, IATA, and Eurocontrol, as well as relevant case studies. A total of 28 sources were identified through a targeted search strategy, all of which met the inclusion criteria and were analyzed in depth. Review results indicate that human factors consistently emerge as the most frequently discussed contributor to ATS-related aviation accidents and incidents, followed by technical and environmental factors. Findings also suggest that effective implementation of Safety Management Systems (SMS), continuous training for ATS personnel, and the use of modern surveillance technology can significantly reduce accident and incident risks. This study concludes the necessity of a proactive approach in ATS Safety management, including the development of a strong safety culture in every air traffic service unit.

Abstract

Dalam kegiatan operasional sisi udara bandar udara, unit Apron Movement Control (AMC) berperan penting dalam memastikan kelancaran dan keselamatan pergerakan pesawat di area apron dan taxiway. Berdasarkan kondisi eksisting di BLU Kantor UPBU Kelas I Utama Juwata, fasilitas Taxiway Guidance Light belum tersedia sehingga pergerakan pesawat hanya mengandalkan marka, instruksi ATC, dan Follow Me Car. Ketiadaan fasilitas tersebut menyebabkan panduan visual bagi pilot selama taxiing menjadi sangat terbatas pada kondisi low visibility. Penelitian ini bertujuan untuk menganalisis kondisi operasional taxiing pesawat pada saat low visibility, mengidentifikasi risiko yang timbul akibat belum tersedianya Taxiway Guidance Light, serta menganalisis kebutuhan pemasangannya dalam mendukung keselamatan penerbangan. Penelitian menggunakan pendekatan kualitatif deskriptif, dengan pengumpulan data melalui observasi lapangan, dokumentasi teknis, dan wawancara mendalam terhadap personel operasional terkait. Analisis risiko keselamatan (Safety Risk Assessment) dilakukan dengan mengacu pada matriks toleransi risiko ICAO Document 9859. Hasil penelitian menunjukkan bahwa operasional taxiing tanpa pemanduan visual elektronik pada kondisi low visibility menghasilkan tingkat risiko pada zona Tolerable (dapat ditoleransi dengan mitigasi tambahan). Ketergantungan pada Follow Me Car dinilai kurang efisien dan berpotensi meningkatkan beban kerja petugas serta durasi taxi time. Penelitian ini menyimpulkan bahwa pengadaan instalasi Taxiway Guidance Light merupakan langkah tepat dalam mendukung keselamatan operasional di sisi udara. Meskipun terdapat kendala terkait tingginya biaya investasi dan potensi gangguan operasional saat instalasi, hal tersebut dapat dimitigasi melalui penganggaran bertahap dan pengerjaan di luar jam operasi penerbangan, guna mencapai tingkat keselamatan operasi penerbangan yang acceptable.

Abstract

Runway incursion merupakan salah satu permasalahan keselamatan penerbangan yang berpotensi menyebabkan konflik maupun kecelakaan di landasan pacu. Berbagai penelitian menunjukkan bahwa kejadian ini dipengaruhi oleh faktor manusia, komunikasi, operasional, lingkungan, dan organisasi. Artikel ini bertujuan untuk mengidentifikasi serta mensintesis berbagai faktor yang berkontribusi terhadap terjadinya runway incursion berdasarkan hasil penelitian terdahulu. Penelitian menggunakan metode literature review dengan menganalisis artikel ilmiah internasional dan dokumen resmi yang membahas runway incursion. Hasil kajian menunjukkan bahwa human factors, seperti pilot deviation, human error, rendahnya situational awareness, dan kesalahan pengambilan keputusan merupakan faktor penyebab yang paling dominan. Selain itu, miskomunikasi antara pilot dan Air Traffic Control (ATC), kompleksitas tata letak bandar udara, kepadatan lalu lintas udara, serta penerapan budaya keselamatan dan Safety Management System (SMS) turut memengaruhi risiko terjadinya runway incursion. Oleh karena itu, upaya pencegahan perlu dilakukan melalui peningkatan kompetensi sumber daya manusia, penguatan komunikasi, kepatuhan terhadap prosedur operasional, serta penerapan sistem manajemen keselamatan yang efektif untuk meningkatkan keselamatan operasi penerbangan.
