Abstract

ABSTRAKIn addition to bringing changes in every sector of life, the Covid-19 pandemic is a challenge for women. In difficult conditions, women turned out to have a role in strengthening the economy in the midst of the Corona Virus Disease-19 (Covid-19). The formulation of the problem from this research was how women manage to survive and contribute to the family's economic well-being. The study employed descriptive analytic qualitative research approaches. The data collection method was conducting interviews with women parking in Meulaboh, West Aceh, and combining them with their personal histories. This study also employed observations or monitors and gathered information from online journals, books, newspapers, and other sources. According to research, even when women's income was low, they still tried to work to make ends meet despite the covid-19. During the epidemic, the majority of respondents reported their income had decreased. Only for those who work at Pasar Bina Usaha, which is unsurprising given that the market was where the inhabitants of West Aceh get their most basic requirements met. They also wanted the government to assist them and pay attention to them while they faced difficult circumstances. Government policies, the commercial sector, academics, and the community must all work together to raise awareness of economically vulnerable women during the epidemic, to provide more gender-responsive support, and to involve women in decision-making.Keywords: The role of women, covid-19, the family economy

Abstract

Women’s poverty in Aceh persists due to entrenched gender norms restricting their economic access and social welfare, despite the poverty alleviation efforts. Gender mainstreaming policies (GMP), initiated through Presidential Instruction No. 9/2000, remain ineffective due to weak institutional coordination, inadequate funding, and exclusion of women in planning. This qualitative study analyzes policy implementation via document reviews, observations, and interviews, revealing multidimensional challenges. Institutional fragmentation, short-term program focus, and financial constraints limit women’s empowerment. Women’s exclusion from policy planning further reduces program ownership and engagement. Field data underscore women’s undervalued economic roles in coastal and agricultural sectors. In fishing communities, women contribute to fish processing, while female coffee farmers in Bener Meriah manage harvesting and small businesses. However, restricted access to resources, credit, and decision-making stifles their potential. To address these gaps, the study advocates strengthening institutional collaboration, increasing gender-responsive budgets, and integrating women into planning and evaluation. Sustainable outcomes require prioritizing long-term strategies with robust monitoring. Enhancing resource access, financial support, and decision-making power for women is critical to reducing poverty and advancing gender equity. These reforms aim to transform policy frameworks into actionable, inclusive solutions, ensuring Aceh’s poverty alleviation efforts align with the needs and contributions of its women.

Abstract

Tulisan ini menyoroti tentang dampak pemberlakuan finger print bagi PNS perempuan baik karyawati maupun dosen di lingkungan UIN Ar-Raniry Banda Aceh. Tulisan ini terinspirasi dari banyaknya perdebatan dan sekaligus keluhan akibat dari pemberlakuan sistem absensi digital ini. Bukan hanya para karyawan dan dosen laki-laki yang merasa sedikit keberatan dengan kebijakan ini, apalagi para karyawati dan dosen perempuan yang memiliki peran atau beban ganda (double burden) di ranah publik dan domestik. Perbedaan penafsiran pada Peraturan Menteri Agama Republik Indonesia Nomor 28 Tahun 2013 Tentang Disiplin Kehadiran Pegawai Negeri Sipil di Lingkungan Kementerian Agama pada pasal 3 ayat 1 dan 3, serta Peraturan Direktur Jenderal Pendidikan Islam Nomor 2 Tahun 2013 tentang Disiplin Kehadiran Dosen di Lingkungan Perguruan Tinggi Agama Islam pada pasal 3 ayat 1, 2 dan 3 merupakan awal dari permasalahan, karena pada dasarnya peraturan tersebut memberikan toleransi sampai pukul 09.00 dengan kewajiban memenuhi ketentuan jam kerja 7,5 jam perhari. Bahkan bagi dosen rincian jam kerja di sesuaikan dengan jabatan fungsional masing-masing dengan ketentuan yang berlaku. Hal ini memiliki makna bahwa dosen tidak harus berada di kampus sampai sore hari karena adanya kewajiban yang lain dalam bentuk penelitian dan pengabdian masyarakat. Adanya toleransi dalam kedua peraturan tersebut sangat membantu PNS perempuan yang bisa berangkat ke kantor lebih telat dibandingkan suami dan anak-anak yang pergi ke sekolah, tanpa harus mengabaikan peran sebagai seorang istri dan ibu rumah tangga. Akan tetapi sangat disayangkan, peraturan ini tidak diterapkan oleh UIN Ar-Raniry Banda Aceh sebagai sebuah kebijakan yang mashlahah terutama bagi PNS perempuan.

Abstract

This research is examining the model of Kelompok Swadaya Masyarakat (Community Self Reliance Groups) in empowering and increasing the socio-economic situation of women, based on some case study in Acehnese community. Microfinance program has been frequently associated with women as usually the program targets women as their beneficiaries, particularly the microfinance group model. There have been some optimistic and pessimistic perspectives on how microfinance could improve the economic situation of women. Some argued that microfinance would increase the income generating of women, while others doubted as it is very little and micro, this would not help much in improving the economic situation of women. This research is not focusing on examining the economic impact of the program, but instead the non-economic impact of the program in empowering women’s personal and social capital by looking at group based microfinance program. The research tried to answer the questions of how the microfinance program could affect the non-economic situation of women, and what kind of personal and social capabilities affected by the program. Through several interviews, questionnaires and FGDs (focused group discussion) in some selected regions through purposive sampling, the study showed that this model has relatively affected the women’s personal and social capabilities. Most of the group members mentioned the increase of their self confidence and strong social networking that they benefited after joining the program. In some cases, the program has affected the ‘political’ skill in conveying their voice through their leadership experiences in the group. Moreover, putting the context of post conflict and tsunami disaster of Aceh, the program has been a ‘place’ for them to get relief from the psychological/traumatic and social impacts of the disasters, and also contribute to conflict resolution in a sophisticated way. Abstract

Artikel ini mengkaji bagaimana relasi gender civitas akademika dan mahasiswa UIN Ar-Raniry. Tujuan artikel ini adalah untuk mengetahui kesenjangan relasi gender yang ada di UIN Ar-Raniry.Studi ini menunjukkan bahwa ada perkembangan peningkatan kuantitas dosen dan karyawan perempuan UIN Ar-Raniry ketika dibandingkan antara tahun 2013 dengan 2015.Bahkan penerimaan jumlah dosen pada tahun 2015 menunjukkan hampir berimbang antara persentase perempuan dan laki-laki.Sementara itu untuk persentase jumlah mahasiswa UIN Ar-Raniry masih lebih banyak perempuan ketimbang laki-laki.
