Abstract

The rapid advancement of Information and Communication Technology has encouraged government institutions to implement Information Systems/Information Technology (IS/IT) that align with organizational objectives. Nevertheless, the current IS/IT utilization at the National Unity and Politics Agency (Kesbangpol) of South Sumatra Province remains constrained by system–business process misalignment, limited cross-departmental data integration, and the absence of a coherent IS/IT strategic plan. This study aims to formulate a comprehensive IS/IT strategic plan to guide the medium- and long-term development of Kesbangpol’s public services. The Ward and Peppard methodology was employed within a descriptive qualitative case-study design. Data were collected through field observations, reviews of the 2024–2028 Strategic Plan and standard operating procedures, interviews, and relevant literature. Internal business environment analysis used the Value Chain framework to identify organizational strengths and weaknesses, while external analysis applied PESTEL to map strategic opportunities and threats. These findings were synthesized through SWOT to derive SO, WO, ST, and WT strategic alternatives, which were subsequently translated into Critical Success Factors as prerequisites for effective implementation. Application development priorities were determined using the McFarlan Strategic Grid. The study recommends a prioritized IS/IT portfolio, including an Integrated Kesbangpol Information System, an Integrated and Verified Civil Society Organization Database, an Early Warning System for conflict and radicalism, a Digital Political Education Platform, and an internal Knowledge Management System. This strategic design is expected to enhance coordination effectiveness, improve data-driven service quality, and strengthen regional socio-political resilience in a sustainable manner

Abstract

This study designs a strategic planning for Information Systems and Information Technology (IS/IT) to improve IT infrastructure optimization at the Sultan Mahmud Badaruddin II Meteorological Station in Palembang using the Ward & Peppard framework. Internal and external environmental analysis is conducted through Value Chain, SWOT, McFarlan Strategic Grid, PEST, and identification of critical success factors to generate an application portfolio and prioritize IT initiatives. The findings indicate that BMKG SMB II has quite robust observation tools, such as radar and automatic weather stations, but still faces challenges in data integration, digitalization of observation processes, IT human resource capacity, and network limitations, especially in frontier, outermost, and disadvantaged areas. Strategic recommendations include the development of an integrated data and analytics platform with an AI-based quality control mechanism, automation of information collection, validation, and dissemination processes, strengthening cybersecurity and infrastructure resilience through IoT-based predictive maintenance, and improving human resource competencies. The 2025–2029 Roadmap prioritizes strengthening security, data integration, and human resource development before the gradual implementation of advanced technologies through pilots, evaluations, and expansions to support improved public service quality.

Abstract

The utilization of Information Systems and Information Technology (IS/IT) is a strategic necessity for BP3MI South Sumatra to enhance the effectiveness of placement and protection services for Indonesian Migrant Workers (PMI). However, the integration of existing systems such as SIDABIT, TNDE, E-KIN, SPBW, and SISKO remains suboptimal, several processes are still performed manually, and no strategic IS/IT planning document is available as a foundation for long-term development. These conditions highlight the urgency for BP3MI to establish a structured strategic direction for IS/IT utilization that aligns with service needs. This study employs the Ward and Peppard methodology through Value Chain, PEST, SWOT, and Critical Success Factors analyses to identify the current organizational condition and formulate the required strategies. The study produces several key outputs, including a strategic IS/IT planning model consisting of Information System strategy, Information Technology strategy, and IS/IT management strategy, as well as a portfolio of prioritized applications such as SIDABIT Enhanced, Customer Relationship Management (CRM) for PMI, an IoT-based PMI Monitoring System, and an AI/Blockchain-based Document Verification System. It also provides an application contribution mapping using the McFarlan Strategic Grid and a five-year IS/IT development roadmap to guide phased implementation. The analysis further shows that BP3MI possesses strengths in service infrastructure and available central systems but still faces weaknesses such as limited system integration and human resource constraints, along with external threats including human trafficking, overcharging practices, regulatory changes, and data security risks. This study has limitations related to the dominance of qualitative data, restricted access to some technical information, and the absence of system testing, thereby requiring further research to validate implementation effectiveness.

Abstract

This study examines the growth dynamics of Gemini app users, a strategic issue in the global artificial intelligence market competition. The primary objective is to project monthly active user (MAU) trends to identify potential market saturation phases. The methodology employs AutoRegressive Integrated Moving Average (ARIMA) modeling based on historical data from 2025 to early 2026. Analysis reveals that following a period of exponential growth driven by Android ecosystem integration, the rate of user acquisition has begun to undergo structural stabilization. Model predictions indicate that user numbers will reach a saturation point of approximately 860 million MAU by the end of the third quarter of 2026. These findings suggest an industry-wide shift in focus, moving away from mass acquisition toward user growth strategies fueled by future digital innovation.

Abstract

Information technology services have an important role in supporting operational activities and digital services at PT Pertamina Patra Niaga Regional Sumbagsel through the MyPertamina application. However, several service disruptions are still encountered, such as server downtime, database errors, system bugs, login failures, and delays in transaction verification, which affect service quality and operational effectiveness. This study aims to analyze the maturity level of information technology services using the ITIL V4 framework, focusing on Incident Management and Problem Management practices. The research employed a mixed methods approach with descriptive analysis through observation, interviews, questionnaires, SWOT analysis, RACI mapping, maturity level assessment, and gap analysis. The results indicate that Incident Management obtained a maturity value of 3.09 and Problem Management obtained 2.91, both categorized at Level 3 (Defined Process). These findings show that service management processes have been implemented and documented properly, although several aspects still require improvement, particularly in monitoring, documentation, root cause analysis, and process evaluation. Therefore, the implementation of ITIL V4 practices is expected to improve the effectiveness, consistency, and quality of information technology service management within the organization.

Abstract

Penelitian ini menganalisis perbandingan kemampuan pemahaman instruksi kompleks antara model Gemini Thinking dan Copilot Think Deeper menggunakan metode Benchmark Testing. Pengujian dilakukan melalui lima dimensi evaluasi pemahaman konseptual, penalaran logis dan teknis, konsistensi konteks, efisiensi performa, dan adaptasi personalisasi. Hasil penelitian menunjukkan bahwa Gemini Thinking secara konsisten memberikan respons yang lebih mendalam dan teknis dengan penanganan instruksi kompleks yang lebih komprehensif, sementara Copilot Think Deeper menunjukkan keunggulan dalam kecepatan respons namun dengan konten yang lebih umum. Analisis data mengindikasikan trade-off signifikan antara kualitas dan kecepatan Gemini Thinking lebih optimal untuk tugas-tugas yang memerlukan presisi tinggi, riset, dan pengembangan teknis, sedangkan Copilot Think Deeper lebih efisien untuk interaksi cepat dan administratif. Penelitian ini memberikan rekomendasi praktis bagi pengguna dan pengembang dalam memilih model AI yang sesuai dengan karakteristik tugas.

Abstract

PT. Xyz merupakan organisasi kemanusiaan yang memiliki peran strategis dalam penanganan bencana, khususnya dalam distribusi logistik berupa hygiene kit, family kit, dan baby kit, serta pelaksanaan pelatihan dan seminar kebencanaan. Kompleksitas aktivitas tersebut menuntut dukungan Teknologi Informasi (TI) yang andal dan terkelola dengan baik.Penelitian ini bertujuan untuk mengevaluasi tingkat kesiapan tata kelola TI di PT. Xyz menggunakan framework COBIT sebagai kerangka kerja evaluasi. Metode penelitian yang digunakan adalah studi literatur dan analisis deskriptif dengan mengkaji domain-domain COBIT yang relevan terhadap pengelolaan layanan TI dan dukungan operasional organisasi. Hasil penelitian menunjukkan bahwa penerapan tata kelola TI berbasis COBIT dapat membantu PT. Xyz dalam meningkatkan efektivitas distribusi logistik, transparansi pengelolaan data, serta kualitas layanan pelatihan dan seminar. Penelitian ini diharapkan dapat menjadi dasar rekomendasi perbaikan tata kelola TI di lingkungan organisasi kemanusiaan

Abstract

The rapid advancement of Generative AI technology has created new opportunities in website development, particularly through prompt engineering techniques that enable users to guide Large Language Models (LLMs) in generating structured and high-quality code. This study aims to optimize the TIDD-EC framework (Task Type, Instructions, Dos, Don'ts, Examples, and Context) in the implementation of Prompt Engineering for developing a company profile website using the Antigravity platform with the Agile methodology. The TIDD-EC framework is utilized to structure instructions given to AI, ensuring that the generated outputs are more precise, relevant, and efficient. This research adopts an iterative development approach based on the Agile methodology. The results indicate that the implementation of the TIDD-EC framework significantly improves the quality and accuracy of AI-generated outputs during the website development process, reduces development time, and produces a website that aligns with client specifications. This study contributes to the advancement of prompt engineering methodologies and AI-assisted web development.

Abstract

Prior studies applying the Ward and Peppard framework to logistics firms have been confined to standalone, internally-scoped ecosystems, leaving a research gap in cross-organizational IS/IT alignment with a national principal platform. This study addresses that gap by formulating a Strategic Information Systems Plan (SISP) for PT Cakra Prima Nusantara, an authorized distributor of Pupuk Sriwidjaja in South Sumatra, whose operations suffer from data fragmentation due to manual inventory recording, an unintegrated accounting system, and fleet coordination reliant solely on instant messaging. Employing a qualitative case study approach, data were collected through structured interviews, field observation, and document review, then analyzed using the Ward and Peppard framework encompassing Value Chain, PESTEL, SWOT, Critical Success Factors (CSF), and McFarlan Strategic Grid. The study produces an IS/IT blueprint — the Cakra Integrated Distribution System (CIDS) — integrating all internal operational units via cloud architecture and synchronizing fertilizer quota data in real-time with the principal's Distribution Planning and Control System (DPCS) through an API Gateway. This research scope covers strategic planning up to the roadmap and application portfolio stage, not system implementation. The principal contribution to SISP literature lies in demonstrating how the Ward and Peppard framework can be adapted for inter-organizational IS alignment within subsidized commodity distribution, a context underexplored in existing studies.

Abstract

Information technology plays an important role in supporting organizational operations, including in the cargo handling and logistics sector. However, studies on the implementation of ITIL V4 in logistics companies that integrate ERP Orlansoft and Inventory Management applications remain limited. This study aims to analyze the maturity level of IT service management at PT. PBM Bahari Raharja Permai using the ITIL V4 framework. The research methods include observation, interviews, questionnaires distributed to 13 respondents, SWOT analysis, and RACI mapping. The analysis focuses on the domains of Service Desk, Incident Management, Monitoring and Event Management, and Continual Improvement. The novelty of this study lies in the application of the ITIL V4 framework to evaluate IT services in a cargo handling company utilizing ERP Orlansoft and Inventory Management applications to support its operations. The results indicate that all domains achieved Level 4 (Managed), with scores of 3.85 for Service Desk, 3.96 for Incident Management, 3.74 for Monitoring and Event Management, and 3.73 for Continual Improvement. These findings provide an important basis for improving IT service quality in a structured manner and serve as a reference for ITIL V4 implementation in the logistics sector.
