Abstract

The development of information technology has become a crucial element in enhancing governance efficiency and improving public service quality, particularly within the Palembang City Food Security and Agriculture Office (DKPP), which plays a strategic role in ensuring regional food stability. However, evaluation results indicate that the utilization of information systems within DKPP remains suboptimal, especially in integrating food data, digitizing operational processes, and supporting data-driven decision-making. This study aims to formulate a strategic Information Systems and Information Technology (IS/IT) plan aligned with organizational needs using the Ward and Peppard framework. Data collection was conducted through observation, interviews, and document analysis. The assessment of internal conditions was carried out using the Value Chain model, while external factors were examined through PESTEL analysis. The findings were then synthesized using SWOT analysis and Critical Success Factor (CSF) identification to determine strategic priorities. The study recommends the development of an integrated Food and Agriculture Information System as the core platform to unify food price data, food balance sheets, smart farming initiatives, food distribution processes, and food safety monitoring. Furthermore, a future application portfolio was formulated using the McFarlan Strategic Grid, accompanied by a five-year implementation roadmap to guide progressive IS/IT development. The resulting strategic plan is expected to strengthen DKPP’s digital ecosystem, improve operational efficiency, and support more accurate and responsive decision-making in addressing regional food security challenges.

Abstract

The rapid advancement of Information and Communication Technology has encouraged government institutions to implement Information Systems/Information Technology (IS/IT) that align with organizational objectives. Nevertheless, the current IS/IT utilization at the National Unity and Politics Agency (Kesbangpol) of South Sumatra Province remains constrained by system–business process misalignment, limited cross-departmental data integration, and the absence of a coherent IS/IT strategic plan. This study aims to formulate a comprehensive IS/IT strategic plan to guide the medium- and long-term development of Kesbangpol’s public services. The Ward and Peppard methodology was employed within a descriptive qualitative case-study design. Data were collected through field observations, reviews of the 2024–2028 Strategic Plan and standard operating procedures, interviews, and relevant literature. Internal business environment analysis used the Value Chain framework to identify organizational strengths and weaknesses, while external analysis applied PESTEL to map strategic opportunities and threats. These findings were synthesized through SWOT to derive SO, WO, ST, and WT strategic alternatives, which were subsequently translated into Critical Success Factors as prerequisites for effective implementation. Application development priorities were determined using the McFarlan Strategic Grid. The study recommends a prioritized IS/IT portfolio, including an Integrated Kesbangpol Information System, an Integrated and Verified Civil Society Organization Database, an Early Warning System for conflict and radicalism, a Digital Political Education Platform, and an internal Knowledge Management System. This strategic design is expected to enhance coordination effectiveness, improve data-driven service quality, and strengthen regional socio-political resilience in a sustainable manner

Abstract

This study designs a strategic planning for Information Systems and Information Technology (IS/IT) to improve IT infrastructure optimization at the Sultan Mahmud Badaruddin II Meteorological Station in Palembang using the Ward & Peppard framework. Internal and external environmental analysis is conducted through Value Chain, SWOT, McFarlan Strategic Grid, PEST, and identification of critical success factors to generate an application portfolio and prioritize IT initiatives. The findings indicate that BMKG SMB II has quite robust observation tools, such as radar and automatic weather stations, but still faces challenges in data integration, digitalization of observation processes, IT human resource capacity, and network limitations, especially in frontier, outermost, and disadvantaged areas. Strategic recommendations include the development of an integrated data and analytics platform with an AI-based quality control mechanism, automation of information collection, validation, and dissemination processes, strengthening cybersecurity and infrastructure resilience through IoT-based predictive maintenance, and improving human resource competencies. The 2025–2029 Roadmap prioritizes strengthening security, data integration, and human resource development before the gradual implementation of advanced technologies through pilots, evaluations, and expansions to support improved public service quality.

Abstract

The utilization of Information Systems and Information Technology (IS/IT) is a strategic necessity for BP3MI South Sumatra to enhance the effectiveness of placement and protection services for Indonesian Migrant Workers (PMI). However, the integration of existing systems such as SIDABIT, TNDE, E-KIN, SPBW, and SISKO remains suboptimal, several processes are still performed manually, and no strategic IS/IT planning document is available as a foundation for long-term development. These conditions highlight the urgency for BP3MI to establish a structured strategic direction for IS/IT utilization that aligns with service needs. This study employs the Ward and Peppard methodology through Value Chain, PEST, SWOT, and Critical Success Factors analyses to identify the current organizational condition and formulate the required strategies. The study produces several key outputs, including a strategic IS/IT planning model consisting of Information System strategy, Information Technology strategy, and IS/IT management strategy, as well as a portfolio of prioritized applications such as SIDABIT Enhanced, Customer Relationship Management (CRM) for PMI, an IoT-based PMI Monitoring System, and an AI/Blockchain-based Document Verification System. It also provides an application contribution mapping using the McFarlan Strategic Grid and a five-year IS/IT development roadmap to guide phased implementation. The analysis further shows that BP3MI possesses strengths in service infrastructure and available central systems but still faces weaknesses such as limited system integration and human resource constraints, along with external threats including human trafficking, overcharging practices, regulatory changes, and data security risks. This study has limitations related to the dominance of qualitative data, restricted access to some technical information, and the absence of system testing, thereby requiring further research to validate implementation effectiveness.

Abstract

The advancement of Information Systems and Information Technology (IS/IT) requires organizations to improve service quality effectively and efficiently. The Higher Education Service Institution (LLDIKTI) Region II Palembang, as an institution responsible for supervising private universities, requires integrated information systems. However, current conditions indicate that IS/IT utilization is not fully optimized, as shown by limited system integration, lack of real-time data management, and the absence of structured IS/IT strategic planning. This study aims to develop IS/IT strategic planning aligned with organizational needs using the Ward and Peppard approach. The analysis employs Value Chain, PEST, SWOT, and Critical Success Factors (CSF) to evaluate internal and external environments. The results include IS strategy, IT strategy, and IS/IT management strategy, along with application portfolio recommendations and a development roadmap. These outcomes are expected to enhance service performance, support data-driven decision-making, and accelerate digital transformation within LLDIKTI Region II Palembang.
