One Government One Voice? Government Narrative in Crisis Communication during the Pandemic Rahmanto, Andre Noevi

Abstract

Introduction: Government public relations ideally conveys policies and regulations in an integrated manner (one government one voice), but in reality there is often different and contradictory information in each government institution, thus confusing the public and hindering the handling of the pandemic. This research answers the question of how the crisis narrative is built by 5 (five) central government institutions in Indonesia through their official websites, whether the narrative tends to be integrated or vice versa. Methods: The method used in this study is qualitative content analysis where the author collects all news materials on 5 (five) official websites of government agencies, namely: the Covid-19 Task Force, the Ministry of Information and Communication, the Ministry of Health, the Cabinet Secretariat and the State Secretariat, in March-August 2020. Findings: Data were analyzed based on the principles of Crisis and Emergency Risk Communication (CERC) as a reference for coherence (integration) of narratives between institutions. The results of the study indicate that CERC principles are used comprehensively by the five institutions studied. In general, the narratives built by the five institutions tend to be integrated on the issues: (1) the narrative of the initial responding; (2) the narrative of handling and controlling; (3) the narrative of helping and caring; (4) the narrative of regulating and advising. Originality: The study has novelty in the application of crisis communication based on the CERC principles of the Covid-19 pandemic which is viewed comparatively in the narratives of 5 (five) Indonesian government institutions.

Abstract

This study examines the dissemination and perception of economic information in Indonesian online media, focusing on detik.com and cnbcindonesia.com. The complexity of economic information presented in online media can hinder public understanding and lead to misinterpretation, which impacts decision-making processes. Using sentiment analysis and Dynamic Network Analysis (DNA), this research aims to understand how news framing influences public perception of economic data, particularly from the Badan Pusat Statistik (BPS). The methodology includes news collection, text preprocessing, and sentiment classification, analyzing news articles published from September to November 2023. The findings reveal a predominance of neutral sentiment in economic reporting, underscoring the importance of accurate and accessible economic reporting for informed decision-making.

Abstract

The development of digital technology, including social media, has emerged as a means of communicating with other people, one of which is the dating application called Tinder. Socializing, doing work, dating, and sharing life stories on social media are examples of daily activities carried out by people around the world. The focus of this research is on identity manipulation techniques which are studied using self-presentation strategy theory by Erving Goffman. This study describes how the main character uses digital platforms to manipulate using the Tinder application, as documented in the documentary film "The Tinder Swindler", resulting in losses and heartbreak felt by the victims of the dating application. The purpose of this research is to look at the digital manipulation carried out by the main character who uses the Tinder application through deceptive self-presentation for personal gain and to analyze the self-presentation strategies used in these acts of manipulation. This research methodology is qualitative using a content analysis approach which is used to explore the manipulative strategies carried out by the main character. Therefore, the results of this study show that by utilizing dating applications such as Tinder, social media, and other communication technologies, a person is able to create a very convincing fake identity and use various self-presentation strategies to deceive many victims and get everything they need through the media social.

Abstract

Background: Covid-19 hit almost all sectors of life, including the economy, tourism, and hospitals. Long queues of patients in the waiting rooms, mandatory use of personal protective equipment, layered masks, maintaining distance in interaction, and use of medical terms in requesting messages to patients are the barriers for medical personnel, especially nurses, in communication with patients. Purpose: The current study examined how hospital public relation helps overcome communication barriers between nurses and patients. The study was conducted at PKU Muhamadiyah Hospital Surakarta, accredited with 6-star KARS as a provincial referral hospital for COVID-19 patients and has the highest patient occupancy in Surakarta. Methods: It is a descriptive qualitative study. Conclusion: By using Dozier and Broom’s theory regarding the role of PR, this study proved that PR successfully helps overcome internal communication barriers experienced by nurses and patients. It plays as an expert advisor by providing input to hospital management and bridging the communication between nurses and patients. PR also acts as a problem solver by providing training on communicating correctly. Implications: Communication barriers can be overcome if nurses have good communication skills and understanding. As a support for the hospital system, PR provides regular communication training for nurses struggling to serve patients during the covid-19 pandemic.

Abstract

This study discusses how the majority Muslim community in Aceh responds to the use of the hijab by non-Muslim women in the context of the implementation of Islamic law. The implementation of the Islamic Sharia Qanun in Aceh requires Muslims to wear Islamic clothing. However, it does not apply to non-Muslims, although many non-Muslim women still choose to wear the hijab as a form of social adaptation. Using a qualitative approach and case study method, data were collected through in-depth interviews for one month with eight informants selected by purposive sampling, namely the majority Muslim community in Aceh and those around non-Muslim women who wear the hijab. Symbolic interaction theory analyzes the meaning created by the hijab symbol in social interaction. Gramsci's hegemony theory analyzes the dominance of the majority culture through social consensus without direct coercion. The results of the study show that the majority of Acehnese people accept the use of the hijab by non-Muslim women as a form of respect for local norms and culture. Most informants support this step, although there are concerns about the potential for blurring the identities between Muslims and non-Muslims. This study emphasizes the importance of religious tolerance and moderation to maintain social harmony in areas with religious plurality.

Abstract

Purpose of the study: This study aims to analyze the concept of Michel Foucault’s panopticon in the modern digital context, as depicted in the docudrama The Social Dilemma. The research focuses on understanding the surveillance mechanisms of social media and their psychological impacts on user behavior. Methodology: This research uses a qualitative approach with content analysis as the primary method. The object of study is the docudrama The Social Dilemma on Netflix. Data collection involves observation, documentation studies, and literature reviews from Scopus.com and other websites to identify how digital surveillance is portrayed and its effects on users. Main Findings: The study finds that social media platforms use advanced surveillance algorithms to monitor, influence, and control user behavior. These mechanisms form a digital panopticon where users feel constantly watched, leading to behavioral adjustments. The psychological impacts include anxiety, depression, and addiction, particularly among teenagers, driven by the normalization of constant digital surveillance. Novelty/Originality of this study: This study uniquely applies Foucault’s panopticon theory to analyze the influence of digital surveillance depicted in The Social Dilemma. The novelty of this research lies in its application of Foucault’s panopticon theory to digital platforms, providing new insights into the psychological and behavioral consequences of algorithmic surveillance. However, the study is limited by focusing on a single docudrama, which may not comprehensively represent the full spectrum of digital surveillance practices. Future research should expand on this analysis by examining broader datasets or additional media to validate these findings.

Abstract

Public leaders have a significant role in overcoming the crisis caused by the COVID-19 pandemic. The communication process delivered by public leaders is the spearhead of handling global and local pandemics. Public leaders have different communication patterns in conveying their messages. This study seeks to determine the communication efforts made by community leaders in overcoming the COVID-19 pandemic. The method used in this research is Framing Analysis by Robert N. Entman. Researchers analyzed all news based on problem definitions, diagnosed causes, and made moral judgments and treatment recommendations on the social media of Ganjar Pranowo, head of the Central Java region. The research period during the pandemic is from March to May 2020. The results obtained by researchers are that regional heads are community leaders who have the authority to make all decisions. The leadership communication style used by Ganjar Pranowo when facing a crisis is a transformational leadership style. Ganjar Pranowo uses five things in carrying out the COVID-19 pandemic, namely 1) establishing chain-breaking policy steps, 2) avoiding top-down leadership styles, 3) promoting transparency and openness to the community, 4) using empathy in overcoming problems 5) the recovery process puts public safety first.

Abstract

Since the COVID-19 pandemic, our society has been trying to live a healthy life by exercising and eating healthy foods. Healthy food has finally become a new commodity in the culinary industry. Seeing the growing need for healthy food, Mixgreens is increasingly developing its business as a healthy food store in Solo. The rise of the trend of consuming healthy food encourages the author to find out the motivation of the community in consuming healthy food and how they view healthy food. This research finds out how Mixgreens' identity construction is based on Aristotle's rhetoric theory with the analysis of three proofs of persuasion; ethos, logos, pathos. In addition, this research also focuses on the acceptance of the @mixgreens.id Instagram account followers' messages to find out the acceptance of @mixgreens.id Instagram account followers with the basis of Stuart Hall's reception theory by grouping informants in dominant-hegemonic, negotiated, and oppositional positions (Hall, 2006). Information was obtained through the owner, content creator, and seven followers using the in-depth interview method. This research uses a sample of five categories of @mixgreens.id Instagram content. As a result, overall it can be interpreted that the content uploaded by @mixgreens.id Instagram account is a manifestation of the values held which is then communicated to the audience as Mixgreens identity. However, based on the results of the analysis, it is also concluded that the construction of Mixgreens' identity cannot be said to be good because there are incomplete elements and elements of rhetorical evidence in some content categories. The position of the majority of followers is dominant- hegemonic towards all content categories. This position is strongly influenced by age, background, level of education before being exposed to @mixgreens.id Instagram account content. This research also reveals that there is still a misunderstanding among audiences regarding the definition of healthy food.

Abstract

Artificial Intelligence (AI) has pushed media practitioners to adapt quickly during digital transformation. The use of AI in newsrooms provides convenience and time efficiency but also presents complex ethical challenges. This research aims to explore the ethical dilemmas that arise from the application of AI in newsrooms, with a critical approach to media ethics in the era of AI, analyzed using media logic theory. This research used a qualitative method and involved in-depth interviews with five journalists from Radarsolo.com who actively use generative AI in news production. The data obtained was analyzed thematically to identify the ethical challenges faced. The results revealed four main challenges: information validity, data accuracy and verification, algorithm bias, and the absence of specific regulations related to the use of AI in journalism. The findings show that Radarsolo.com applies media ethics with a critical approach to AI through close monitoring and re-verification of information. This approach serves as an example of how mass media can navigate ethical challenges in the digital era.

Abstract

Patient service satisfaction is an important factor for hospitals in maintaining their reputation and being trusted by the community. The violation of expectations between nurses and patients is an obstacle to service satisfaction and affects the hospital's reputation in the community. This study aims to find out the form of violation of nurses' expectations of patients and how the public relations strategy in carrying out its role manages the violation of expectations. Descriptive qualitative research case study. Data collection techniques with interviews, using the purpose sampling method. Data analysis was carried out using the data matching pattern technique, namely the hypothesis between the research results and the theory used, and then conclusions were drawn. Data validation with triangulation of sources and data. This study succeeded in describing the form of violation of nurses' expectations of patients by drawing conclusions from field data with the theory of assumptions of violation of expectations from Judee Burgoon. Nurse communication when providing health services raises violations of patient expectations by being slow to respond to complaints, unfriendly and impolite, and public relations strategies manage violations of expectations according to Dozier and Broom's theory, namely as expert advisors, communication facilitators, and problem solvers. Forms of violations of nurses' expectations of patients: Nurses are less alert to address patient complaints. Nurses use body language that is less polite in communication. Nurses lack skills and knowledge in care services to patients. The public relations strategy in carrying out the role to overcome the form of violation of expectations is to provide input to management as a bridge between the two parties and carry out ongoing training to improve nurses' communication skills. The results of the study will minimize the occurrence of violations of expectations and increase service satisfaction, which affects public trust.
