Abstract

This study describes and analyzes the function of film in conveying an idea or message in audio-visual form. Films are a medium of entertainment but also contain educational values ??(education), social control, and so on. Films as a means of conveying information in mass communication are also capable of presenting messages broadly in a short time, as is characteristic of other mass media. This study uses a semiotic analysis study. Semiotic analysis method is the study of signs or those associated with them, how they function, their relationship with other signs, their delivery and acceptance by those who use them. This study uses a qualitative method. The data collection process was carried out by observation. The results showed that the overall message that dominates this film is a message about education that occurs in Indonesia. The moral message contained in this film concerns the rights of neglected children, street children who do not get formal education. Contrary to the 1945 Constitution, Article 31, the first paragraph which states that every citizen has the right to education, and in the second paragraph every citizen is obliged to attend basic education and the government is obliged to pay for it.

Abstract

This study describes and analyzes the phenomenology of organizational communication carried out in the Communication Organization of the Padang Ekspres Morning Daily Editor in Producing Journalistic Works. This study uses the concept of Phenomenology Theory, where communication experiences between sub-organizations, between individuals, between individuals and groups in the editorial of the Padang Ekspres Morning Daily have experienced a shift in the intensity and climate of communication. This shift was formed due to changes in the ranks of editorial and leadership personnel, this made a fundamental change to the leadership model. If the leadership in the initial management of the establishment that the author ran with the founders was more emphasized on the climate of struggle to establish a newspaper from unknown to well-known and respected, at this time, the editorial crew felt well-known and respected by the public. The trust that has been obtained makes the atmosphere comfortable and far from the spirit of struggle. The atmosphere of a well-established office can be felt when you are in the Padang Ekspres Morning Daily, the facilities are more complete and make the crew work in their minds without feeling that there is tight competition between competitors among newspapers

Abstract

The communication strategy is an important thing that must be considered by various parties. Along with the development of technology and communication in the 4.0 era, the communication strategies used have begun to be shifted by utilizing the use of social media as has been done by the Padang heritage community, which uses Instagram to disseminate the information so that it is known by a wider audience. This research used a qualitative descriptive method and was conducted in the city of Padang, with 6 informants who were members of the Padang Heritage Community. The conclusion of this study shows that in terms of designing a communication strategy carried out by the Padang heritage community on social media, Instagram also pays attention to communication components such as communicators, the channels used, audiences or targets, and the resulting feedback. In connection with this communication component, the Padang Heritage community also pays attention to the accuracy of the sources, contents, and forms of messages displayed on the Instagram @padangheritage social media account.

Abstract

This research focuses on promotional strategies conducted by Padang TV in an effort to introduce and maintain the Duduak Baselo program as a cultural content program. From the minimal existence of cultural content in the majority of Indonesian television, Padang TV is one of the local stations that present cultural content, one of which is the Duduak Baselo program. This program can survive, of course, because there are promotional and marketing efforts undertaken by the television station. Promotional mix analysis that becomes the focus of this research is on how the station approach to sponsors. This research uses descriptive qualitative method with a case study approach. In-depth interviews, observations, and documentation are used in collecting data. The data obtained were then processed with Miles and Huberman's technical analysis and validated with triangulation techniques. The results of this study indicate that the Duduak Baselo program carries out several communication activities as their promotional strategies in introducing and maintaining the Duduak Baselo program. Padang TV, as the station that produces Duduak Baselo, in such a way builds cooperative relationships with various parties, such as the government and the private sectors. This collaborative relationship is developed to get sponsors/advertisers. Activities undertaken to establish cooperation include building relationships, spreading proposals, lobbying, and negotiating.

Abstract

The spread of Covid19 in Indonesia has entered a severe phase so people are asked to be extra careful when doing activities wherever they are. The Indonesian government is coordinating with the World Health Organization (WHO) to carry out vaccination efforts for all people to prevent further spread of this virus. However, it seems that the hard efforts made by the Government are not fully proportional to the enthusiasm of the news on social media lately. The rise of hoaxes circulating has created misinformation about Covid-19 so that the focus of the community is divided. This research is dialysis using a multi-layered model of risk definition in the context of the Covid19 pandemic by Krause et al. This research uses descriptive qualitative method with constructivist paradigm. Data collection techniques used are interviews, observation and documentation. While the data analysis technique used is the Miles and Huberman technique.

Abstract

Smart governance is one of the dimensions of a smart city that specializes in governance. Smart governance is part of the Smart City goals related to public services, where public services are the main driver in the implementation of Smart Governance. To improve public services, Diskominfo has programs to support public services. This study aims to see how the communication audit of the Implementation of the Smart Governance Program at Diskominfo Padang City. This research is a qualitative descriptive study. The sampling technique used is purposive sampling technique. Data collection techniques using observation and interviews. The results showed that at the preparation stage, all the preparations made to formulate the program had been carefully prepared through the Smart City Master Plan, at the Implementation stage the program implementation was still not fully implemented. At the stage of implementing the Smart Governance program, Diskominfo did not socialize the program so that this program was not known to the public. Furthermore, at the Impact stage, researchers saw that this program had not been fully implemented by the Padang City Communication and Information Office.Keywords: Smart City, Smart Governance, Communication Audit

Abstract

Kemajuan sebuah kota tidak terlepas dari sebuah kerjasama yang baik antara pemerintah dan warganya. UPIAK (Unit Pelayanan Informasi Advokasi dan Keluhan) adalah aplikasi yang diluncurkan oleh Pemko Pariaman dalam rangka menerima keluhan dan juga menjaring aspirasi serta partisipasi dari masyarakat. Semua keluhan dan aspirasi direspon dan diharapkan dapat mewujudkan Kota Pariaman yang lebih maju. Meskipun begitu, aplikasi UPIAK belum dimanfaatkan secara maksimal oleh masyarakat di Kota Pariaman. Sebagai public relations pemerintah Kota Pariaman, Dinas Komunikasi dan Informatika bertanggung jawab penuh atas berhasil atau tidaknya aplikasi tersebut dalam menumbuhkan partisipasi masyarakat Kota Pariaman. Penelitian ini bertujuan untuk mengetahui sejauh mana ASN Dinas Komunikasi dan Informatika Kota Pariaman menerapkan langkah-langkah public relations dalam pengelolaan aplikasi UPIAK serta menganalisis hambatan yang terjadi dalam penerapan aplikasi UPIAK tersebut dalam rangka mendorong partisipasi publik. Penelitian yang dilakukan menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian memperlihatkan bahwa pertama, Dinas Komunikasi dan Informatika Kota Pariaman melalui UPIAK belum mampu menjaring aspirasi masyarakat secara maksimal. Kedua, hambatan yang terjadi bersifat teknis dan non teknis seperti server yang sering mati atau down, nomor yang dipakai untuk pengaduan tersebut berbatas waktu dan harus diperpanjang, kurangnya koordinasi antara bagian di dalam Dinas Komunikasi dan Informatika Kota Pariaman itu sendiri yang bertanggung jawab, serta keluhan yang tidak bisa direspon dengan cepat karena bukan kewenangan Pemerintah Kota Pariaman.

Abstract

Vaksinasi yang rendah merupakan hambatan penanggulangan Covid-19 yang diakibatkan terselipnya kecemasan, keraguan, bahkan ketakutan di hati masyarakat berkenaan dengan vaksin COVID-19. Padahal, injeksi vaksin COVID-19 mengandung berbagai manfaat, yaitu menaikkan kekebalan terhadap virus COVID-19 serta menghentikan mutasi baru virus COVID-19. Tujuan dari penelitian ini adalah untuk Menganalisis Komunikasi Persuasif “Dinas Komunikasi dan Informatika Kota Padang” Dalam Program Vaksinasi Covid-19 dan hambatan Komunikasi Persuasif “Dinas Komunikasi dan Informatika Kota Padang” Dalam Program Vaksinasi Covid-19. Metode yang digunakan adalah kualitatif deskriptif. Hasil dari penelitian ini adalah Komunikasi yang dilakukan Dinas KOMINFO kepada publik adalah untuk mengdukasi dan memberi informasi yang benar. Sebagai lembaga pemerintah yang turut dalam program vaksinasi covid-19 harus memiliki wawasan dan kemampuan. Agar tidak melakuakan kesalahan dalam menyampaikan fakta pesan yang ada.

Abstract

Connection interpersonal communication or between personal is communication carried out for understand how individual other act. On for example is communication carried out in a SAR operations between Member Basarnas with Public on moment happening disaster nature. Communication this really important to achieve maximum results in rescue victim disaster nature. Destination study this is for knowing experience verbal and nonverbal communication public relations Basarnas to community, for knowing emerging concepts Jambi Basarnas about experience communication organization public relations in increase quality service SAR operations at the Jambi Basarnas, to knowing meaning  Jambi Basarnas about experience communication organization public relations in increase quality service SAR operations at the Jambi Basarnas. Methodology in study this is through approach qualitative with studies phenomenology. Research data obtained through Interview deep and informant totaling 3 people. Based on analysis carried out on Interview deep experience public relations verbal communication in give quality service SAR operations at the Jambi Basarnas found in study is vocabulary (use of language), racing (speed), short and clear as well as intonation. Experience public relations nonverbal communication in give quality service SAR operations at the Jambi Basarnas found in study is gestural message, touch, guard distance and motion cue. Concepts raised about experience communication organization public relations in increase quality service SAR operations at the Jambi Basarnas were found in study is attitude positive, open, attitude support, equality and empathy. Meaning experience communication organization public relations in increase quality service SAR operations at the Jambi Basarnas were found in study is integrity, loyalty, competent, consistency and openness

Abstract

The .purpose .of .this .study .was .to .analyze .in .depth .how .the .communication .style .of .the .mayor .of .Padang .in .supporting .the .vaccination .program .in .the .city .of .Padang. .This .type .of .research .used .in .descriptive .qualitative .research .with .a .phenomenological .approach. .The .focus .of .this .study .is .to .analyze .the .experience .and .communication .style .of .the .Mayor .of .Padang .at .the .front .and .backstage .in .supporting .the .vaccination .program .in .the .City .of .Padang .verbally .and .non-verbally. .This .research .uses .analysis .with .Dramaturgy .theory .(Erving .Goffman). .The .results .of .this .study .indicate .that .the .communication .style .carried .out .by .the .mayor .of .Padang .in .supporting .the .vaccination .program .so .that .vaccination .in .the .city .of .Padang .is .achieved .according .to .the .target .is .a .communication .style .based .on .equality .(The .Equalitarian .style) .and .a .structured .communication .style .(The .Structuring .Style). .shown .by .the .mayor .of .Padang .in .supporting .direct .vaccination .to .move .and .foster .empathy .and .cooperation .and .have .a .sense .of .concern .so .as .to .be .able .to .build .good .relations .with .any .party .and .the .spread .of .verbal .messages .is .carried .out .according .to .the .applicable .procedures. .The .role .played .through .the .communication .style .between .the .front .stage .and .the .back .stage .is .different, .so .it .does .not .cause .problems .between .being .the .head .of .the .household, .the .leader .and .the .community. .According .to .Dramaturgy .theory, .the .mayor .of .Padang .has .been .able .to .play .his .role .as .a .communicator, .because .it .has .been .in .accordance .with .the .required .conditions. .As .a .communicator, .the .mayor .of .Padang .can .position .himself .and .adapt .to .his .needs. .So .that .communication .is .carried .out .effectively .and .well .maintained.
