Abstract

The General Elections Commission (KPU) as the organizer of the Local Election (Pilkada) has developed and prepared a strategy to reduce the number of abstentions in the 2024 Bekasi City Election. In the previous regional elections, there were still many Bekasi City people who did not exercise their voting rights (golput) and community participation had not reached the national target of 77.5%. For this reason, the Bekasi City KPU has developed a strategy so that the regional elections in 2024 will have a low abstention rate. The purpose of this study is to analyze the KPU strategy for reducing the number of abstentions in the 2024 Local Election in Bekasi City. The research methodology uses the constructivism paradigm with qualitative research methods accompanied by a case study approach. The data collection techniques are through observation, in-depth interviews, literature studies, and documentation, as well as informant retrieval by purposive sampling. The results of the study stated that the KPU strategy in reducing the number of abstentions in the 2024 regional elections was by the desired strategy consisting of targets, policies, and plans to be realized. Based on the strategy realized, the Bekasi City KPU has realized several activities, one of which is by carrying out socialization and voter education in schools. This was done to increase public awareness of the importance of participating in using their voting rights in the 2024 local elections.

Abstract

The implementation of the 2024 simultaneous elections has ended. Many male and female candidates, as well as running for executive and legislative positions have introduced themselves to the public. However, various surveys show that female candidates are still unpopular and have low electability, especially presidential candidates. Generation Z voters can be categorized as first-time voters. As a generation, they have different characteristics from previous generations. They were born during the development of internet technology, so they are very internet literate. Therefore, this study aims to find out Generation Z's views toward female candidates from the perspective of social capital. The research method uses a quantitative descriptive approach. Based on the answers of 55 students, it was shown that there was no significant difference between the perception of female candidates in terms of gender and type of voters. However, judging from the interaction of gender and type of voters, there is a significant difference between female and non-female first-time voters. There is a difference in the perception of female candidates compared to male and non-female first-time voters.

Abstract

General elections are a cornerstone of democracy in Indonesia, providing space for public participation in determining leadership and policy direction. In the 2024 Legislative Election in Bekasi City, the Prosperous Justice Party (PKS) secured the highest number of seats in the Regional House of Representatives (DPRD), positioning itself as a key actor in the local political contest. This study aims to analyze PKS’s winning strategy in Electoral District 5 of Bekasi City (Pondok Gede and Bekasi Barat) using Peter Schroder’s political strategy model, which distinguishes between defensive strategies (maintaining the voter base) and offensive strategies (expanding voter support). The research employed a qualitative method, collecting data through in-depth interviews and observations with party cadres and community leaders. The findings reveal that defensively, PKS consolidated its loyal base through cadre networks, local leaders’ engagement, and consistent community service programs. Offensively, PKS reached out to young voters, penetrated non-loyal communities, and utilized social media as an integrated tool for political communication. The combination of these strategies proved effective in sustaining PKS’s electoral support while simultaneously expanding public sympathy, although challenges such as voter pragmatism and inter-party competition remain significant.
