Abstract

One of the interesting phenomena in the decentralization and regional autonomy process was the emergence of women’s candidates in direct elections of village heads. The village heads are leading public offices in Indonesia local government. Public office, as well as the political office, directly dealing with the public and providing public services to the community. The appearance of women in the political sphere is a new symptom. A women's political role which women tend to put on the condition and position of powerlessness. Women are seen as complementary sufferers in the world of politics, with direct elections the chance to be village heads to be quite strategic and not easy to be achieved for women. However, in the province of East Java, that proved highly viscous Islamic teachings, quite enough women who occupied it. In the last decade, in several villages in East Java province, some women candidates won the election. The political motivation of the women who served as street-level leader is worth a look from the perspective of gender and culture. This article provides a description of the candidate's motivation of women in local elections at village level. As such, research will be able to explain the political motivations of women more comprehensively.Keywords: Women and Politics; Political Motivation; The Women Village Head AbstrakSalah satu fenomena yang menarik dalam proses desentralisasi dan otonomi daerah adalah munculnya kandidat perempuan dalam pemilihan langsung kepala desa. Kepala desa merupakan jabatan publik terdepan dalam local government di Indonesia. Jabatan publik sekaligus jabatan politik yang secara langsung berhadapan dengan publik dan memberikan pelayanan publik kepada masyarakat. Tampilnya perempuan dalam ranah politik ini adalah gejala baru. Peran politik perempuan yang selama ini cenderung menempatkan perempuan pada kondisi dan posisi ketidakberdayaan. Perempuan hanya dipandang sebagai pelengkap penderita dalam dunia politik Dengan pemilihan langsung, peluang untuk menjadi kepala desa menjadi cukup strategis dan tidak gampang untuk diraih bagi perempuan. Akan tetapi, di Provinsi Jawa Timur yang sangat kental ajaran Islamnya ternyata cukup banyak perempuan yang mendudukinya. Dalam sepuluh tahun terakhir, di beberapa desa di Propinsi Jawa Timur beberapa kandidat perempuan berhasil memenangkan pemilihan kepala desa. Motivasi politik perempuan-perempuan yang menjabat sebagai street level leader ini menarik untuk dilihat dari perspektif gender dan kultural. Artikel ini memberikan penjelasan mengenai motivasi kandidat perempuan dalam pemilu lokal di tingkat desa. Dengan demikian penelitian akan mampu menjelaskan secara lebih komprehensif tentang motivasi politik perempuan.Kata Kunci:Perempuan dan Politik; Motivasi Politik; Kepala Desa Perempuan

Abstract

This study aims to analyze strategies for strengthening public engagement in monitoring the development of integrity zones as an effort to improve local governance. A qualitative approach was employed through in-depth interviews and documentary analysis, with research conducted in Solok City and Padang Panjang City, West Sumatra Province. The findings indicate that public participation in monitoring integrity zones remains limited and largely relies on informal mechanisms. Traditional leaders play a crucial role in disseminating information and encouraging compliance with integrity policies, although their involvement is not yet fully supported by a strong legal framework. Strengthening their role through formal regulations could enhance the effectiveness of public participation. Moreover, broader community involvement has the potential to reduce corruption, promote transparency, and reinforce accountability in local governance. This study contributes by providing empirical insights into how local social structures can be leveraged to support public oversight and by offering practical recommendations for policymakers to enhance governance through the synergy between formal and informal actors.

Abstract

kasus yang memiliki kaitan dengan politisasi birokrasi yang dilakukan oleh salah satu petahana Bupati, berdomisili di Kabupaten Lebong Provinsi Bengkulu yang terjadi pada pra Pilkada tahun 2015. Dalam kasus tersebut, aktor yang terlibat merupakan petahana dari Bupati Lebong dan birokrat Kepala Bidang Kebersihan, Hadian Tarzon, di Badan Lingkungan Hidup, Kebersihan dan Pertamanan (BLHKP) Kab. Lebong. Aktor dari kasus ini melancarkan aksi politik uang yang diberikan kepada sejumlah pekerja ketika melakukan kampanye di kantor BLHPK, yaitu oleh Hadian Tarzon selaku kabid kebersihan. Hadian Tarzon yang merupakan seorang birokrat dan Aparat Sipil Negara (ASN) seharusnya tidak diperkenankan untuk melakukan kampanye dan menyatakan keberpihakannya atas paslon yang mengikuti Pilkada pada saat itu karena hal tersebut melanggar kode etik sebagai ASN yang harus bersifat netral atau tidak mendukung pasangan calon manapun dan ataupun menjadi tim sukses. Terlebih tindakan yang dilakukannya ialah memberikan sejumlah uang kepada para pekerja kantor, dimana hal tersebut sudah jelas bertentangan dengan undang-undang No. 5 tahun 2014, menyebutkan bahwa setiap pegawai ASN tidak berpihak dari segala bentuk pengaruh mana pun dan tidak memihak kepada kepentingan siapapun. Penelitian ini menggunakan metode kualitatif dengan jenis pengumpulan data  studi literatur. Ketimpangan terjadi ketika Hadian Tarzon kembali mendapatkan jabatannya setelah paslon yang didukungnya kembali menang, dan terdapat ketimpangan hukum disana sebab dapat terulang kembali sampai kapanpun meletakkan harapan kemenangan dengan kemungkinan  50:50Kata kunci; Politisasi Birokrasi; Pilkada; Kampanye; Ketimpangan Hukum.

Abstract

Otonomi daerah sangat penting agar pembangunan dapat merata bahkan sampai di tingkat desa. Namun kenyataannya, otonomi daerah juga berdampak pada praktek korupsi di desa sehingga Komisi Pemberantasan Korupsi menggaungkan desa anti korupsi sebagai bentuk pencegahan korupsi. Pada tahun 2022, Nagari Kamang Hilia menjadi salah satu Nagari yang terpilih sebagai desa anti korupsi di Indonesia dan menjadi desa/nagari satu-satunya yang terpilih dalam mendapatkan penghargaan ini di Sumatera Barat. Untuk menganalisis dan menjelaskan fenomena ini penulis menggunakan metode pendekatan kualitatif dengan teknik studi pustaka atau literature review. Adapun hasil dan pembahasan menunjukkan bahwasannya, Tata kelola pemerintahan ini didukung dan dilaksanakan dengan lima komponen, diantaranya; penataan tata laksana, penguatan pengawasan, penguatan kualitas pelayanan publik, penguatan partisipasi masyarakat, dan kearifan lokal. Diharapkan dengan berhasilnya nagari kamang hilia dalam meraih penghargaan ini dapat menjadi motivasi tersendiri bagi nagari lain yang ada di Sumatera Barat untuk terus berinovasi dan bergerak dalam mewujudkan tata kelola pemerintahan yang baik.

Abstract

This article aims to depict the main issues, political preferences, and the impact of women's participation as voters in the 2024 elections in Indonesia. Through qualitative descriptive research with the methodology of literature review, an analysis is conducted on the conditions of gender equality and sexual violence in Indonesia, considering women's political preferences in legislative and presidential elections, and discussing their impact on the strengthening of democracy in Indonesia. It is found that gender equality and sexual violence issues are the primary focus for women in the 2024 elections. Women's political preferences tend to be influenced by the personality and background of candidates. The participation of women as voters can have a positive impact on creating policies that are responsive to various women's issues. This research also underscores two crucial aspects: the importance of the role of political parties, candidates, and presidential candidates as contestants in elections to present concrete solutions to women's issues packaged in tangible programs or missions. Additionally, this article emphasizes that the success of elections is not only seen in their procedures but also in their substance, which must provide solutions or answers to women's issues in Indonesia.

Abstract

Simultaneous general elections will be held in 2024 with the theme of combining national and local elections in the same year. This is done based on the Constitutional Court Decision Number 14/PUU-11/2013 on simultaneous elections, which aims to minimize state financing in the implementation of elections, minimize high-cost politics for election participants, as well as money politics involving voters, abuse of power or prevent bureaucratic politicization, and streamline government work schemes. The purpose of this research is to discuss the dynamics of changes in people's perceptions and voting behavior after the 2019 elections in Indonesia from a political perspective. In voting behavior, one of the perspectives used in mapping and describing the patterns of changes in voting behavior and determining political choices in general elections uses the voting behavior approach. Studies related to voting behavior are studies related to studies that aim to reveal several reasons or factors that cause a person to tend to choose a party or contestant. This research uses quantitative methods. Meanwhile, the sample was drawn randomly using multistage random sampling. The total sample amounted to 1,240 samples, with PSUs in the Province. The survey population is the entire population aged 17 years and over or married. The survey was conducted in 34 provinces in Indonesia. According to the results of the research, Prabowo Subianto still remains the strongest presidential candidate compared to the other candidates. Then, the tendency of Indonesian people to vote for parties, PDIP has the highest vote compared to the tendency towards other parties. Then the dynamics of changing perceptions after the 2019 election, the voting behavior of the Indonesian people tends towards the school of rational choice.

Abstract

The 2024 election is a crucial phase for Indonesian democracy. This election would be a juncture for whether the election is just a procedural mechanism for a power transition or a milestone in strengthening Indonesian democracy. This is due to the trend of Indonesian democratic regression characterized by narrowing space for civil liberties and weakening of the civilian institutions that support the existence of democracy. In this research, we use the concept of electoral integrity from Norris, Frank, and Coma. Electoral integrity emphasizes the fulfillment of free and fair principles throughout the election stages, that is, pre-election, campaigning, voting, and election evaluation. Electoral integrity directly contributes to democratic consolidation, which refers to the acceptance of democratic norms by the public such as law enforcement, transparency, deliberation, and bureaucratic integrity. This study uses a qualitative method. The data collection uses library research where data from secondary sources becomes the basis for compiling a conceptual framework and research analysis. The results of our study show that there are still several crucial issues during the 2024 election process that hinders democratic consolidation in Indonesia. Some critical points regarding the 2024 election are electoral regulations, party verification, voter registration, and electoral violations. The negligence of electoral integrity during the entire process of elections has the consequence toward the quality of the 2024 elections as a mere procedural mechanism. Even though the 2024 election has taken place peacefully, it is still insufficient to drive Indonesian democracy more substantive ways.

Abstract

Artikel ini menganalisis tata kelola multi-aktor dalam distribusi Bahan Bakar Minyak (BBM) bersubsidi di Provinsi Bengkulu dengan menyoroti karakter struktural kelangkaan yang terjadi secara berulang. Masalah penelitian difokuskan pada pola koordinasi antar aktor kebijakan, kapasitas pengawasan distribusi, serta keterkaitan antara kebijakan energi dan infrastruktur logistik daerah. Penelitian ini menggunakan pendekatan kualitatif berbasis studi literatur dengan acuan teori tata kelola multi-aktor. Data diperoleh dari dokumen resmi pemerintah, laporan BPH Migas, publikasi Pertamina Patra Niaga, serta pemberitaan media, dan dianalisis melalui teknik analisis tematik. Hasil kajian menunjukkan bahwa kelangkaan BBM bersubsidi di Bengkulu bersifat struktural dan lintas sektor, bukan semata persoalan teknis pasokan. Fragmentasi koordinasi antara pemerintah pusat, pemerintah daerah, pengelola pelabuhan, dan badan usaha distribusi menyebabkan tidak terbangunnya mekanisme respons yang terintegrasi. Pendangkalan Pelabuhan Pulau Baai merefleksikan lemahnya sinkronisasi kebijakan infrastruktur dan distribusi energi. Selain itu, pengawasan distribusi belum efektif karena belum terintegrasinya sistem digital dengan pengawasan lapangan serta keterbatasan kapasitas kelembagaan daerah. Temuan ini menegaskan bahwa persoalan distribusi BBM di Bengkulu berakar pada desain tata kelola yang belum kolaboratif secara substantif, sehingga memerlukan penguatan mekanisme koordinasi lintas sektor yang terinstitusionalisasi dan berkelanjutan.

Abstract

This article examines the policy process of the FreeIndonesia’s national Health Insurance Program in Padang City, regulated by Mayor’s Regulation (Perwako) No. 160 of 2025. While a growing body of literature has examined the politics of welfare expansion and health coverage in Indonesia, previous studies have paid limited attention to how electoral welfare promises are transformed through bureaucratic and institutional mechanisms at the subnational level. Rather than viewing the program as a direct realization of an electoral campaign promise, the study analyses how electoral commitments were institutionally rationalised through interactions among policy actors, the policy environment, and bureaucratic politics. Employing a qualitative case study with an interpretative policy analysis approach, the research draws on Anderson’s policy process framework, Peters’ concept of bureaucratic politics, and Lipsky’s theory of street-level bureaucracy. Data were generated from 16 semi-structured interviews with executive, technical-bureaucratic, frontline, and beneficiary actors; document analysis of regulations and budget records; and field observation between September-December 2025. The findings indicate that the universal electoral promise was translated into administratively selective policy criteria through bureaucratic gatekeeping, frontline discretion in verification and prioritization, and the policy environment’s role as both constraint and source of legitimacy. The study contributes the concept of constrained electoral welfare to capture a recurring configuration in which symbolic universalism is politically maintained while selective administrative mechanisms ensure policy feasibility.

Abstract

Student organizations are integral to the campus political ecosystem, playing a crucial role in planning, decision-making, and allocating roles and interests within the academic environment. However, weak institutional capacity often leaves student organizations trapped in ceremonial activities without a sustainable development direction. This article reflects on the implementation of a capacity-building program for the Student Association (HIMA) of the Faculty of Sharia at the Sultan Thaha Saifuddin State Islamic University of Jambi, as an effort to strengthen the political planning for student organization development. The service program was implemented through a participatory approach, using lecture-discussion methods, focus group discussions (FGDs), simulations, and discovery learning, to enhance HIMA administrators' ability to formulate organizational visions, develop strategic plans, and collectively and accountably manage work programs. The reflection results indicate that capacity building plays a crucial role in fostering organizational political awareness, particularly in understanding the relationships among leadership, decision-making, and program sustainability. This capacity-building encourages student organizations to be more responsive to internal campus issues and more adaptive to broader social dynamics. This article emphasizes that capacity building is a political instrument for student organization development, thereby strengthening HIMA's position as an actor in planning, implementing, and controlling campus-level policies.
