Abstract

Simanindo Port is a very important ferry port in connecting Sumatra Island with Samosir Island via waterways. In this case, the author compares the installation and activation of AIS and communication devices, but the current conditions are not in accordance with the Regulation of the Minister of Transportation Number PM 18 of 2022 concerning the Automatic Identification System for Ships Carrying Out Activities in the Territory of Indonesia and the Regulation of the Director General of Land Transportation Number: KP.3424 / AP.402 / DRJD / 2020 concerning River and Lake Ships. Through qualitative methods, the author conducted direct observations of the actual conditions in the field, namely seeing directly the operation of traditional motorboats, boarding and disembarking passengers and AIS installed on traditional motorboats and their activation while the ship was sailing. Based on the analysis results that have been obtained, the KSOPP Lake Toba together with the Water Police and the government have made efforts so that ship operators comply with the installation and activation of AIS and communication devices to support smooth sailing of ships, namely by carrying out ramp checks and coaching for ship operators who are not yet compliant. But in reality, of the 17 traditional motor ships operating, there are still 2 traditional motor ships that have not been installed with AIS, 6 traditional motor ships that have not been installed with communication devices and on each ship that has been installed with AIS and communication devices, it is still not effective in terms of activation when sailing and tends to deactivate AIS and the communication device. So ship owners need to be aware of installing AIS and communication devices on ships and ship operators must also always activate AIS when sailing for shipping safety.

Abstract

Merak Ferry Port with the Merak – Bakauheni route located in Banten Province, operates 30 ships in March with operational hours of 24 hours/day, resulting in many trips per pier. However, the realization of trips often falls short due to several factors such as breakdowns, vehicle breakdowns, facility damage, bad weather, and ship speed being below the minimum. he existing condition of ship trips per pier resulted in a target of 153 trips, with 103 trips realized, a difference of 50 trips, and a trip percentage of 68%. The result of ship service time in the waters produced an evaluation of effective time against berth working time, with 56 points meeting the standard and 28 points not meeting the standard. The effective time against berth working time met the standard.The conformity of sailing time for executive ships was 60 minutes, and for regular ships, it was 96 minutes. The realization of sailing time was 27 trips, while the scheduled trips were 115, showing that the conformity of sailing time to the realization and scheduled trips did not meet the standard. The results of this study call for faster loading and unloading processes, more effective penalties, provision of tow trucks, heavy equipment, technicians specializing in different types of vehicles, ship performance indicators, side ramp improvements, and changes in ship operation patterns.

Abstract

Teluk Bungus Ferry Port is a port located in Padang City, serving four ferry routes, namely Padang–Tua Pejat, Padang–Sikakap, Padang–Sikabaluan, and Padang–Siberut with two ships. Based on the results of a four-month survey, it shows the lack of intermodal integration facilities such as bus stops, sidewalks, information boards, and signs in public stopping areas. This study aims to design a concept for connecting infrastructure between ships and other modes of transportation through observation methods of facility conditions and vehicle and passenger flow patterns at the port. Based on the analysis, the construction of intermodal integration facilities is needed, including bus stops within the port, pedestrian facilities, information boards, and bus stop signs. The resulting design includes a bus stop measuring 5.7 meters x 2 meters, a 1.85-meter-wide sidewalk equipped with guiding blocks. The information boards are designed to display schedules, routes, transportation fares, and bus stop signs. These facilities are planned to improve the comfort and safety of service users continuing their journeys using public transportation.

Abstract

Kejahatan perang merupakan suatu istilah yang lebih tepat diartikan sebagai pelanggaran terhadap hukum humaniter. Dikatakan sebagai kejahatan karena tindakan tersebut melanggar hukum perang atau hukum humaniter internasional yang menimbulkan adanya tanggungjawab individu. Kejahatan perang dapat terjadi pada konflik bersenjata, hal tersebut dapat diakui dan dinyatakan dalam berbagai kasus yang terjadi dan telah memiliki suatu putusan dengan kekuatan hukum tetap maupun yang sedang dalam proses pemeriksaan di pengadilan internasional. Penelitian ini bertujuan untuk mengkaji dan menganalisis lebih dalam lagi mengenai kriteria kejahatan perang di tinjau dari hokum internasional. Penelitian ini menggunakan metode metode analisis data yang dipergunakan adalah metode analisis kualitatif dengan menggunakan pendekatan normatif (yuridis normatif) yaitu pendekatan penelitian hukum (approach) yang digunakan dalam penelitian ini yaitu pendekatan perundang-undangan (statute approach), pendekatan konseptual (conceptual approach), pendekatan perbandingan (comparative approach). Hukum Perang (Humaniter) tidak bertujuan untuk melarang perang, atau untuk mengadakan undang-undang yang menentukan aturan permainan dalam perang, tetapi demi alasan kemanusian untuk mengurangi atau membatasi penderitaan individu-individu dan untuk membatasi wilayah dimana kekuasaan konflik bersenjata diperbolehkan. Melalui alasan-alasan ini hukum humaniter disebut sebagai “peraturan tentang perang berperikemanusiaan”. Kesimpulan pada pembahasan di atas adalah hukum humaniter mencoba untuk mengatur agar suatu perang dapat dilakukan dengan lebih memperhatikan prinsip-prinsip kemanusiaan. Adapun dasar hukum yang dipakai dalam penulisan ini adalah Konvensi Den Haag 1907, Konvensi Jenewa 1949 dan Pasal 8 Statuta Roma 1998.

Abstract

Perbedaan paradigma hukum bukan untuk dipertentangkan, tetapi untuk disandingkan dan dapat digunakan sebagai pisau analisis dalam menyelesaikan permasalahan hukum sekaligus mewujudkan hukum yang berkeadilan di masyarakat. Tujuan dari penelitian ini untuk memberikan pemahaman mendalam tentang aliran filsafat hukum. Penelitian ini menggunakan metode penelitian kualitatif dengan desain library research, dengan cara mengumpulkan dan menganalisis sumber data untuk diolah dan disajikan dalam bentuk laporan penelitian kepustakaan. Hasil dari penelitian ini adalah Positivisme hukum digunakan untuk menunjuk pada konsep hukum sebagai komando pemikiran hukum di bawah komando John Austin. Perspektif filsafat hukum dengan menggeser paradigma positivisme ke konstruktivisme. Tujuannya agar sistem hukum dapat berfungsi sebagaimana mestinya, yakni pranata sosial, institusi keadilan, pengendali sosial, mekanisme pengintegrasi sosial dan rekayasa sosial.

Abstract

Telaga Punggur Ferry Port, as a class I port in the Riau Islands Province, plays a strategic role in passenger and vehicle mobility. This study aims to evaluate the port's operational performance based on five indicators in accordance with the Decree of the Director General of Land Transportation Number KP-DRJD 539 of 2022. The method used is descriptive quantitative through surveys and observations for 10 days in March 2025. The results show an average ship maneuvering time of 8.17 minutes (sufficient category), vehicle boarding time of 1.21 minutes and disembarking time of 2.06 minutes (good), and vehicle queuing time of 76 minutes 44 seconds (very poor) with the longest queue of 4 hours 30 minutes. The Berth Occupancy Ratio value shows that pier 1 (sufficient) and pier 2 (very good). It is concluded that operational performance still needs to be improved, especially in vehicle queue management and pier utilization. Recommendations include increasing operator supervision, improving infrastructure, adjusting ship frequencies, and optimizing the ticketing system and ship schedule coordination.

Abstract

Introduction: Lung cancer remains a leading cause of cancer-related morbidity and mortality worldwide. In Indonesia, the incidence and death rates associated with this disease remain alarmingly high. Ki-67 is a potential biomarker for assessing cellular proliferation and metastatic potential. However, its clinical application in lung cancer remains inconsistent. This study aimed to analyze the association between Ki-67 expression and histopathological subtype, metastatic status, and clinical risk factors in patients with lung cancer. Methods: This study enrolled 42 patients diagnosed with lung cancer at Arifin Achmad General Hospital, Pekanbaru, Indonesia. Statistical analysis used the Chi-square or Fisher’s exact test (non-parametric tests) for categorical data and the Kolmogorov-Smirnov test, depending on the data characteristics. Participants were selected based on predefined inclusion criteria, complete medical documentation, and available Ki-67 immunohistochemistry results. Results: Among the 42 patients analyzed, 34 (80.9%) exhibited metastasis. The findings revealed a significant correlation between Ki-67 expression and metastasis (p=0.0038), whereas no significant associations were observed with age, sex, smoking status, or histopathological classification. Most patients (approximately 69%) had low Ki-67 expression. Conclusion: Ki-67 expression was associated with metastatic status in patients with lung cancer and might serve as a prognostic biomarker. Further studies with larger sample sizes are needed to validate these findings.
