Abstract

Abstract

Cross-country variation in tax-to-GDP ratios reflects differences in economic structure, administrative capacity, and public trust under diverse institutional settings. This study provides a PRISMA-guided systematic review (2015–2025) to explain the determinants of tax performance across income groups. We identify 150 eligible studies and compile a core set of 90 for comparative synthesis, applying quality weights based on research design and methodological transparency. Higher-quality evidence links higher income per capita and stronger governance to higher tax ratios, while inflation and poorly managed resource rents weaken non-resource tax effort; digital tax administration (e-filing, e-invoicing, and risk-based analytics) is generally associated with higher compliance, but effects depend on baseline capacity, service design, and bureaucratic integrity. The review advances a service-centered framework integrating fiscal-contract and institutional-capacity perspectives into a “service–trust–revenue” loop and a “tax-capacity ladder”, with policy implications on reform sequencing: strengthening governance, modernizing administration, and progressively broadening the tax base through transparent communication and risk-based digital enforcement.

Abstract

This study explores the potential role of collaborative motor learning facilitated through the strategic arrangement of tools and spaces in supporting the development of social skills in early childhood. While social and motor skills are fundamentally interrelated, a significant knowledge gap persists regarding the operationalization of a learning environment that integrates both dimensions simultaneously. The novelty of this research lies in its explicit treatment of spatial and tool arrangements as concrete sociocultural instruments within the Zone of Proximal Development (ZPD) framework, an aspect often overlooked in traditional motor development studies. Employing a descriptive qualitative approach, the study involved children aged 5 to 6 years. Data were collected through participant observation, in-depth interviews, and documentation, then analyzed using the Miles and Huberman model. The findings indicate that the Cheerful Number Relay activity designed with an open spatial layout, a colored relay track, and visual composition boards demonstrates a significant contribution to fostering active social interactions. Children exhibited enhanced capacities in coordination, communication, mutual assistance, and self-regulation. These results confirm that collaborative motor learning, structured through systematic environmental interventions, functions as scaffolding to optimize social skills within the ZPD. This study provides practical contributions for early childhood educators in designing holistic learning environments that integrate social and motor competencies.

Abstract

This study analyzes student mini-research reports on teacher competency development in the digital era. The objectives of the study include reviewing mini-research activities to identify teacher competency development amidst digital transformation, both in terms of challenges and needs. The research method used is a descriptive qualitative approach and examines mini-research reports compiled by students with an assessment rubric. The research subjects were 14 PGMI Semester V students divided into 5 groups. Data collection used observation, interviews and documentation of student mini-research reports. The results of the study are that: 1) students are able to identify gaps in teacher competency in mastering learning technology, digital literacy and digital pedagogy, 2) through the reports compiled by students, it reveals the need for teacher quality in designing innovative technology-based learning according to student needs, 3) and mini-research activities provide references for the development of teacher competency on an ongoing basis. The research conducted contributes to studying contemporary educational issues and produces data to develop teacher quality in the digital era. This study sharpens the foundation regarding teacher competency in the digital era and opens opportunities for further research in terms of mastering technology-based learning, digital literacy and digital pedagogy. Abstract

Fiscal decentralization (FD) is widely promoted to enhance regional development, yet its environmental implications remain contested. This study examines the conditions under which FD supports or undermines green regional growth, with particular attention to institutional quality and governance. Using a PRISMA-guided systematic literature review, this study analyzes empirical research from Scopus and Web of Science published between 2016 and 2025. Fifteen eligible studies were identified based on predefined inclusion criteria linking FD indicators with environmental outcomes. The findings reveal three consistent patterns. First, FD is associated with improved environmental outcomes, including lower emissions and stronger green performance, when supported by strong institutional quality, such as the rule of law, corruption control, and administrative capacity. Second, this association tends to be adverse in weak institutions. Third, several studies report cross-jurisdictional spillovers and suggest institutional thresholds at which FD effects change sign. Heterogeneity in outcomes and methods precluded meta-analysis. These results highlight the importance of aligning decentralization with governance capacity. The study contributes by integrating fiscal, institutional, and environmental perspectives and by identifying threshold effects and governance configurations as key mechanisms shaping sustainable decentralization outcomes.
