Abstract

This study describes theindicate that there are four factors that influence the conversion of productive agricultural land in Nagari Sungai Nanam, namely population factors, economic factors, social factors and weak government policies towards agricultural land conversion. As well as several negative impacts felt by the Nagari Sungai Nanam community, including reduced job opportunities for farmers, reduced food production, reduced farmer income, decreased food availability, and higher food prices. As well as several positive impacts felt by the Sungai Nanam villagers, including an increase in the selling price of land around the area, construction of facilities and infrastructure such as roads and public facilities, and rapid development.

Abstract

This study aims to determine the Renewable Energy Development Implementation in South Solok Regency. New and Renewable Energy is clean energy that is rich in diversity and quantity such as solar energy, wind, natural gas, ocean waves, garbage, wood, biomass, nuclear and water (microhydro). New and Renewable Energy was developed by the West Sumatra Provincial ESDM Office in the South Solok area since 2013, however, in implementing this development there were still some obstacles which was faced by the West Sumatra Provincial ESDM Office as the community which has not felt the impact of developing the benefits of PLTMH. It was because there were some PLTMH which were not functioning or have damaged caused by natural disasters such as floods and landslides, there was still a lack of technicians to repair the damage to the PLTMH, there was still a lack of costs obtained from PLTMH customers who aimed to repair damage to PLTMH generators and turbines. This study was a qualitative research which used descriptive method. The research respondents were selected by using a purposive sampling technique. For the data collection, this study used interview guidelines, observation, and documentation of the research as the instrumentation. The validation technique used the triangulation method. Furthermore, the data analysis technique was reducing data, displaying data, and drawing the conclusions of the study which has been conducted. The findings showed that the Renewable Energy Development implementation for Micro Hydro Power Plants (PLTMH) by the ESDM Office of West Sumatra Province in South Solok was still not running as it should be, because there were still some obstacles which were faced in developing of New Renewable Energy of PLTMH that the results was not being implemented properly. Supporting factors for the implementation of this PLTMH development were the data and information, communication, bureaucratic attitudes, and organizational structure. While communication, organizational characteristics, economic environment and human resources were the inhibiting factors. The Effort to overcome these obstacles was the government has signed several commitments related to the development of Renewable Energy. Beside that, to fill the conditions of the national electricity, the government has also involved the private sector

Abstract

This study describes the impact of the development of pedestrians on the beach of Air Manis, Padang City on the increase in the number of visits to the Batu Malin Kundang beach tourism object. The author uses a theoretical concept based on Mill's opinion in the basis of tourism theory about the impact of developing tourist attractions. Descriptive analysis is the research method used and purposive sampling technique is used in determining research informants. By collecting data using interview, observation, and documentation techniques. The results of this study explain that with the development of a pedestrian on the air manis beach, the city of padang, increased tourist visits at Batu Malin Kundang beach tourism object because this pedestrian creates a new attraction for the air manis beach tourism area so it can also improve the economy of the people of Air Manis village. Even so, this development also produces environmental impacts such as poor cleanliness and the creation of water pollution near the Malin Kundang stone monument.

Abstract

This study describes the role of the local government in this case the Environmental Service in river water pollution preventing due to factory waste in Pancung Soal District, Pesisir Selatan Regency. The Environment Agency carries out control, supervision and restoration to prevent river water pollution due to factory waste with various activities in every aspect. This research uses descriptive qualitative method. Informants were selected using a proportional sampling technique. Test the validity of the data using the observation persistence technique. The data was collected by means of interviews, observation and document analysis studies. The data analysis technique is done by means of data reduction, data presentation and drawing conclusions. The results of this study indicate the role of the Department of the Environment in preventing river water pollution has been carried out well and optimally even though there are many obstacles and problems in the field

Abstract

The Adiwiyata school program in the city of Padang, especially at SMA Negeri 15 Padang, has actually been going on since 2013, but in reality there is still low awareness of environmental care from the point of view of the school community, especially students and other devices, this can be proven that the school is still not clean and does not throw garbage yet. in place. This study aims to determine the implementation and effectiveness of the Adiwiyata school program implemented at SMA Negeri 15 Padang. This study uses the theory of successful implementation of a program (According to Weimer 7 Vinning: 2009) and the theory of effectiveness according to Budiani in (Amelia, 2015) then this research is descriptive using qualitative methods. The data collection technique is done by interview, observation, documentation study so that accurate conclusions are drawn from the data that has been obtained. The results showed that the implementation of the Adiwiyata school program implemented in SMA Negeri 15 Padang was quite effective but not 100%. This was evidenced by the lack of clarity regarding the prospects of this program in writing at SMA Negeri 15 Padang

Abstract

This research was done in Health Office Padang City, Which purpose to discover about to performance of the Padang City Health Office and the inhibiting factors in monitoring the quality of drinking water in the Padang City. The study applies a qualitative method using purposive sampling. Prosess aggregation data colth pass through observation, interview, and study documentation, while technique for validity the data testing that using resource triangulation with data analysis such as a data collection, data reduction, data presentation along with pulling conclusions. The results of the research conducted was explain performance of the Health Office in Supervising the Quality of Drinking Water in the City of Padang is not optimal, because there are still obstacles such as: Lack of supervision and attention from the Health Office to the community regarding the quality of drinking water that is fit for consumption, there are still limited funds, materials and tools for examining water samples, Besides that, there are also limited human resources so that all work in a certain section is held by only one person. It can be concluded that the performance of the Health Office has not been maximal in monitoring the quality of drinking water in Padang City.

Abstract

Penelitian ini mendeskripsikan persepsi masyarakat tentang Penambangan Emas Tanpa Izin (PETI) di Desa Ranjo Batu Kecamatan Muarasipongi Kabupaten Mandailing Natal yang ditinjau dari aspek ekonomi. Dari tahun 2008 hingga sekarang kegiatan PETI berlangsung tanpa memiliki izin. Aktivitas PETI menuai pro dan kontra sehingga menimbulkan berbagai persepsi dikalangan masyarakat. Dalam menentukan sebuah kebijakan pemerintah bisa menjadikan aspirasi dan pendapat masyarakat ini sebagai bahan pertimbangan. Jenis penelitian ini menggunakan metode deskrptif dalam pendekatan kantitatif. 1736 jiwa Masyarakat Desa Ranjo Batu menjadi populasi dalam penelitian ini. Dalam pengambilan sampel peneliti menggunkan teknik Cluster Sampling (Area Sampling). menggunkan rumus Slovin diketahui sebanyak 95 orang menjadi sampel dalam penelitian . Teknik pengumpulan data dalam penelitian ini terbagi dua, data primer menggunakan kuesioner sedangkan data sekundernya dokumentasi penelitian. Data diolah mengunakan Rumus TCR dan diklasifikasikan dalam kriteria baik/ cukup baik/ kurang baik. Hasil dari kuesinoer yang dibagikan kepada masyarakat diketahui persepsi masyarakat tentang PETI yang ditinjau dari aspek ekonomi mempunyai indikator persepsi baik dengan persentasenya diangka 76,77 persen.

Abstract

The Regulation of Pasaman number 2 Year 2013 set about free education in Pasaman. However, in the time after the implementation of the free education in Pasaman found several problems that do not comply with the policy direction of free education, such as the discovery of some schools are asking for charges to parents/students  for salary of contract teachers. This research was to evaluate the implementation of free education regulations  in Pasaman  and to evaluate the results of the implementation of free education regulation in Pasaman. The determination of sample is  using  purposive sampling technique . Research conducted at the Department of education and culture of Pasaman, SMAN 1 of Lubuk Sikaping, SMAN 1 Panti, SMPN of 1 Panti and SDN 09 Petok. This  Research using qualitative approach and descriptive method. The results showed that the implementation of regulation of free education in Pasaman is not good enough, it can be seen from the communication is less effective to  policy target, available resources are already quite optimal for carrying out the policy, although there are still deficiencies in budgetary resources for the development of schools and students, the tance of implementor is quite well, however, there are schools that asked for the charges, and in the bureaucratic structure is quite simple but does not have a clear SOP . the result of the implementation of  free education regulation  objectives already achieved with optimal use of funds and human resources for the implementation of the policy, the policy of free education enough to satisfy the communitys needs in education, the implementation of the free education already evenly, the community of Pasaman supports the implementation of free education regulation , the implementation of the free education is right  to implemented in Pasaman.

Abstract

Penelitian ini bertujuan untuk mengetahui efektivitas strategi Dinas Kebudayaan dan Pariwisata Kota Pariaman terhadap kepuasan pengunjung di Pantai Gandoriah. Latar belakang penelitian ini adalah karena ditemukannya permasalahan-permasalahan pada efektivitas strategi yang kurang baik terhadap kepuasan pengunjung di Pantai Gandoriah. Rumusan masalah penelitian ini adalah apakah efektif strategi Dinas Kebudayaan dan Pariwisata Kota Pariaman terhadap kepuasan pengunjung di Pantai Gandoriah. Jenis penelitian ini adalah penelitian kuantitatif. Populasi penelitian ini adalah pengunjung yang berwisata ke Pantai Gandoriah. Pengambilan sampel yaitu dengan menggunakan rumus Slovin dan teknik pengambilan sampel pada penelitian ini yaitu Simple Random Sampling. Sampel dalam penelitian ini berjumlah 255 orang. Pengumpulan data dilakukan menggunakan angket dan pengukuran skala likert  serta didukung studi dokumentasi. Data dianalisis menggunakan statistik deskriptif menggunakan bantuan software SPSS versi 16. Hasil penelitian menunjukkan bahwa efektivitas strategi Dinas Kebudayaan dan Pariwisata Kota Pariaman terhadap kepuasan pengunjung di Pantai Gandoriah dengan nilai efektivitas 71.67 yang berada pada rentang nilai 60-79,99 dan dinyatakan cukup efektif. Sementara kepuasan pengujung di Pantai Gandoriah pada efektivitas strategi Dinas Kebudayaan dan Pariwisata Kota Pariaman berada dalam kategori sedang karena berada pada rentang 41%-60% yaitu sebanyak 143 responden 56,1 % dari 255 responden menyatakan bahwa kepuasan pengunjung dalam kategori cukup/sedang.

Abstract

Badan usaha milik nagari (BUMNag) adalah wadah untuk mengelola kekayaan nagari menjadi usaha yang bernilai ekonomis dalam meningkatkan pendapatan asli nagari serta menjamin meningkatnya pelayanan umum dan kesejahteraan masyarakat nagari. Pada pasal 1 angka 6 UU Desa menyebutkan BUMDes adalah badan usaha yang bergerak untuk mengembangkan unit usaha melalui pengelolaan aset dan kekayaan yang dimiliki oleh Desa. BUMNag tidak dapat menjalankan peran strategis tersebut. Nagari Sikabau memilki potensi disektor pertanian dan perkebunan, namun belum tergarap secara maksimal. BUMNag belum berhasil berinovasi menciptakan unit usaha yang mengasilkan keuntungan, belum ada model bisnis yang baik. Berdasarkan kondisi tersebut tim pengabdi bekerjasama dengan Pengelola BUMNag Bukit Gadang Mandiri Nagari Sikabau melaksanakan program kemitraan masyarakat. Program ini bertujuan untuk memberikan pengetahuan dan keterampilan kepada pengelola BUMNag untuk mendisain model bisnis di sektor perkebunan dan pertanian. Program ini dilaksanakan melalui Pendidikan dan pelatihan, memberikan literasi tentang potensi usaha bidang perkebunan dan pertanian dan melatih pengelola membuat model bisnis canvas sebagai pedoman dalam menjalankan bisnis. Hasilnya adalah meningkatnya pengetahuan pengelola BUMNag terhadap model bisnis, meningkatnya keahlian pengelola dalam membuat model bisnis kanvas serta meningkatnya motivasi pengelola dalam mengelola BUMNag secara professional.
