Abstract

This article reviews some literature in theoretical level regarding two concepts: governance network and government transparency, in order to search for theoretical linkages and to build an alternative framework that can support the implementation of public disclosure. Transparency agenda has been implemented in various forms at international, national, and local level. Transparency application was also followed by Indonesia with the implementation of Public Information Disclosure Law since 2008. This enthusiasm is quite reasonable because transparency is believed to be one of the human rights principles; as well as a key to better governance, that can help democracy consolidation, prevent corruption, strengthen the legitimacy and improve efficiency. In order to maximize transparency, the government can use a network approach because of some changes at this time, such as democratization, decentralization, and liberalization has placed the government in a position where there is not one actor who manages the state power without stakeholder’s participation. In this context, the government needs to build synergies with other institutions in a reciprocal relationship with all stakeholders. Therefore, adopting the theory of government networks can be one of the strategies to strengthen government transparency. The findings of this article indicate that the government transparency application needs to develop networks in all directions: intragovernmental, intergovernmental and collaborative networks. These three types of network in contrast with the popular belief that government transparency is interpreted only as a procedural activity to outside parties. A preliminary model in this article gives an overview about the arena of government transparency with multi-directional networks more comprehensively.

Abstract

This research uses a mixed-methods approach with a cross-sectional study design conducted in Tapin District, South Kalimantan. The research population includes 4,704 employees of PT A, with a sample of 374 respondents selected using proportionate stratified random sampling. The research instrument is a validated questionnaire that has undergone readability testing, expert validation (Aiken's V ≥0.75), and reliability testing (Cronbach's Alpha 0.884-0.931). Data analysis uses Structural Equation Modeling-Partial Least Squares (SEM-PLS) with SmartPLS 4.0.9 software. The structural model shows moderate-substantial explanatory power (R²=0.593; Q²=0.364). All three hypotheses were accepted with significance p<0.001. OHS Knowledge is the strongest predictor (β=0.331; f²=0.172 medium), followed by Management Commitment (β=0.285; f²=0.075 small) and Supervisory Function (β=0.272; f²=0.062 small). Convergence of quantitative and qualitative findings shows 50.5% of respondents emphasized OHS knowledge as the most influential factor, with 23.8% recommending priority for applicative training. Controlling unsafe actions depends more on individual competency development than organizational factors, consistent with Social Cognitive Theory. These findings have important implications for community health, as improved workplace safety can reduce accident burden on mining workers and their families. Further research is recommended using longitudinal designs to explore the long-term impact of OHS programs on community health, conducting comprehensive cost-benefit analysis, developing family safety programs models, and exploring mediation-moderation mechanisms using multilevel modeling.

Abstract

Poverty remains a strategic development issue in Indonesia, including in Jambi Province, which, despite a declining poverty and extreme poverty rate between 2020 and 2024, still faces spatial disparities and targeting inaccuracies. This study aims to analyze the implementation of the poverty reduction program convergence strategy in Jambi Province, emphasizing the role of multi-stakeholder collaboration. A descriptive qualitative approach was employed through a desk study based on data from Bappeda, BPS, and relevant academic literature. The analysis applies the theories of collaborative governance and policy networks to examine actor interactions in policy planning, implementation, and evaluation. The findings indicate that program convergence in Jambi involves various cross-sectoral interventions such as MSME assistance, education, health, and housing that contribute to poverty reduction. However, effectiveness remains constrained by data inaccuracies, institutional overlap, and weak coordination within policy networks. The established multi-stakeholder collaboration remains largely consultative and has not yet achieved genuine policy co-production. This study highlights the need to strengthen collaborative governance through integrated data management and equitable multi-stakeholder forums to enhance the effectiveness of regional poverty reduction policies.

Abstract

This article describes some aspects which become the background of the emergence of the printing press of Kemas Muhammad Azhari which printed the Qur’an using stone printing equipment or lithography. The phenomenon of Bumiputra printing in Palembang in the colonial era that emerged in 1848, the author examines with the the approach of book history approach, printed culture, and an explanation of the acceptance of printing technology by Muslims. As a European creation technology, lithography is more accepted by Muslims than typography. This acceptance occurred massively in the mid-19th century as colonialism strengthened and the reach of the traveler clergy as agents of print culture in evangelizing missions expanded. Cultural contacts in the form of technological transmission between European printed cultural agents and Indian as well as Southeast Asian Muslims gave rise to the printing industry in the British colonies and the Dutch East Indies. Muhammad Azhari Kemas printing press was the result of the trajectory of the pilgrimage and Christian missionary missions that cross the Malacca Strait as a shipping route where Singapore was the crossing point.

Abstract

Diabetes mellitus is a non-communicable disease that has a large prevalence and is increasing every year in Indonesia. Evaluation of the use of antidiabetic drugs aims to ensure that patients with diabetes mellitus use antidiabetic drugs appropriately. This study is an observational study with retrospective descriptive analysis using patient medical record data. In this study, an evaluation was carried out on outpatient type 2 diabetes mellitus geriatric patients with a total of 200 patients based on PERKENI in 2021 with an accuracy standard of 100%. Evaluation of drug use is divided into 3 parameters, namely the right indication, the right drug, and the right dose. Based on the analysis of demographic data, most patients are at the age of 60-69 years and are female. Based on clinical data analysis, patients with the highest level of diabetes are type 2 diabetes mellitus without comorbidities or complications. Based on the results of the evaluation, the most common pattern of drug use is monotherapy. Based on the evaluation results, the right indication was obtained for 200 patients (100%), the right drug for 178 patients (89%) and the right dose for 199 patients (99.5%). Based on Hemoglobin A1c, FBS, PGB and RBGS, 188 patients (94%) had controlled diabetes. In this study, it can be concluded that there are still discrepancies in the use of antidiabetic drugs in outpatient type 2 diabetes mellitus geriatric patients at Fatmawati General Hospital in 2023.

Abstract

Flooding is one of the most recurrent natural disasters in Central Java Province, particularly during the rainy season. Diverse geographical characteristics, high rainfall intensity, and rapid urban development contribute to the region’s high vulnerability to flood hazards. According to the Central Java Statistics Agency, a total of 414 flood events and 407,784 affected victims were recorded between 2019 and 2021. This study aims to develop a web-based Geographic Information System (GIS) capable of mapping the spatial distribution and impact levels of floods across Central Java. The methodology includes collecting flood event data from the Central Java Statistics Agency, processing spatial data such as administrative boundary shapefiles, performing attribute integration between spatial and non-spatial datasets, and creating thematic maps using QGIS. The visualization outputs were exported into an interactive web format using the qgis2web plugin and subsequently integrated into a website developed with HTML, CSS, and JavaScript. The results show that the GIS system successfully visualizes flood-prone areas, identifies regions with high flood intensity, and enables users to explore detailed information through interactive digital maps. Additional website features—such as historical flood data, statistical summaries, and descriptive impact indicators—enhance the system's usefulness for disaster analysis. This study demonstrates the crucial role of GIS in supporting disaster mitigation, spatial planning, and policy evaluation related to flood management. Future research is recommended to incorporate more recent datasets and additional non-spatial variables such as rainfall intensity and floodwater depth to improve the system’s analytical accuracy and comprehensiveness.

Abstract

The concept of nafkah (spousal maintenance) in classical fiqh is generally understood as the sole obligation of the husband, reinforcing male dominance within the household structure. This view is rooted in normative interpretations shaped by a patriarchal context, which tend to overlook contemporary social dynamics and the active economic role of women in family life. This article seeks to re-examine the legal construction of nafkah through a Systematic Literature Review (SLR) of both classical and contemporary fiqh literature, with particular emphasis on integrating the principles of maqasid al-shari‘ah and gender justice perspectives. The findings reveal that classical fiqh structurally reproduces gender inequality through textual readings that lack contextual sensitivity. In contrast, the thought of contemporary Muslim scholars and academics offers more egalitarian approaches, emphasizing collaboration and justice in household relations. This study recommends revising the fiqh al-munakahat curriculum, reforming Islamic family law regulations, and updating fatwas to be more responsive to social change. Thus, a reinterpretation of the concept of nafkah can contribute to the development of a more just, inclusive, and contextually relevant Islamic legal system.
