Abstract

This study intends to examine how effective the management of the Village Fund is in improving the physical development of the village in the Koto Tandun Village area which is one of the villages in the Tandun District, Rokan Hulu Regency. Koto Tandun Village requires a lot of funds for development in order to prosper its people, thus Koto Tandun Village must be more creative and innovative in utilizing village funds for the benefit of government administration, village development and village community services so that they are right on target. This research is important to do to provide an overview of the effectiveness of the financial management of Village funds in development, both in the form of physical development in this case facilities and infrastructure as well as community empowerment in the village, especially in Koto Tandun Village, Tandun District, Rokan Hulu Regency. The type of research chosen is a descriptive research type with a qualitative approach. Data collection techniques used are literature study and field study (observation and interviews). The research informants were the Village Head, Head of Financial Affairs, Head of BPD, Head of Government Section and residents of Koto Tandun Village. The results of the study prove that the effectiveness of Village Fund Management in Koto Tandun Village so far, the management can be said to be effective, although it still needs to be improved and there are still obstacles that must be fixed for the progress of village development. Abstract

ABSTRACT This thesis discusses the application of the function of coalition political parties to the winning of candidate pairs in the 2020 Pilkada in Rokan Hulu Regency. This coalition party was formed in the candidate pair No. Order 2 Sukiman-Indra Gunawan. Within the coalition party there are six political parties with 26 out of 45 seats or 60% of the seats for members of the Rokan Hulu DPRD. With this, the 20% parliamentary seat threshold has been crossed with the supporting parties, namely the Gerindra party, the Democrat Party, PKS, PDI-Perjuangan, Nasdem Party, and Hanura Party. The problem in this study is that the role of coalition political parties is not directly proportional to the victory obtained in the legislative election against the victory in the 2020 Rokan Hulu regional election, which was only a difference of 0.92%. This study aims to analyze the role of coalition political parties in the victory of pair No. Order 2 Sukiman-Indra Gunawan in the 2020 simultaneous local elections in Rokan Hulu Regency. This research approach is qualitative with descriptive research type. The research locations are in Rokan Hulu Regency, the Rokan Hulu Regency KPU Office, the Rokan Hulu DPRD, and also the Rokan Hulu Maju Coalition Team. Data collection using interview and documentation techniques. Data analysis techniques using qualitative analysis techniques. Researchers use Miriam Budiarjo's theory (2008) regarding the function of political parties in a democratic country, namely as political socialization, political recruitment, political communication, and a means of regulating conflict. The results of this study are that the role of coalition political parties in winning candidate pair No. Sort 2 Sukiman-Indra Gunawan was successfully carried out by going through the process and stages of carrying out this role. Coalition political parties use political socialization towards society, as well as political recruitment by political parties in determining the candidates they carry. Not only that, the coalition political parties also implemented political communication by carrying out political campaigns and also succeeded in suppressing conflicts that existed in society both during the regional elections and after the regional elections. Abstract

The 1945 Constitution of the Republic of Indonesia emphasizes that the position of men and women as citizens is equal. A minimum quota of 30% for women's representation is implemented in the law on political parties. The level of representation of women in Indonesian politics is something that needs to be considered in democratic participation, one of which is the capital they have. This study explains the capital owned by female candidates in the General Election (Pemilu) with an analysis focus on the Rokan Hulu Regency DPRD in 2019. This study aims to determine the representation of women in the Rokan Hulu Regency DPRD for the 2019-2024 period. This study uses the study of Milbraith's theory which consists of factors of social capital, economic capital and cultural capital. The method in this study uses a descriptive research type using a qualitative approach. Sources of data consist of primary data and secondary data collected through interviews and documentation. Data analysis used qualitative data analysis techniques. The results of this study indicate that in the election for the 2019-2024 period, women's representation in the Rokan Hulu Regency DPRD from only 2 women legislative members as women's representation in members of the Rokan Hulu Regency DPRD is still very low. The results of the study suggest that women's representation should be increased with female candidates better preparing themselves starting from social capital. Abstract

This thesis discusses the management of BUMDES Babussalam Sejahtera which has three business units, namely organic fertilizer, brick and date agrotourism waterpark. The problem in this research is how the BUMDes Babussalam is managed, but it is not directly proportional to business units that are no longer actively running and are starting to not be managed well. This research aims to analyze the Management of BUMDes Babussalam Sejahtera in Babussalam Village, Rambah District, Rokan Hulu Regency in 2021-2022. This research approach is qualitative with descriptive research type. The research location is in Rokan Hulu Regency. Data collection using interview and documentation techniques. Data analysis techniques using qualitative analysis techniques. Researchers use George R. Terry's (2006) theory regarding the 4 management functions known as POAC, namely Planning, Organizing, Actuating, Controlling. The results of this research are that the management of the BUMDes Babussalam Sejahtera business unit has gone through the planning stage well by looking at several aspects, but the organizing stage has not gone well because several responsibilities have not been carried out well. stages of directing on the road well so that all forms of management can run well and the goals that have been set run as expected. and the supervision stages are carried out well so that all problems in the management of the business unit can be minimized. The conclusion of this research is that BUMDes Babussalam Sejahtera uses 4 stages of management functions in managing 3 business units, namely organic fertilizer, Batako, and Date Palm Agrotourism Waterpark, but the three business units are not running well and the Batako program is no longer operational. Abstract

Pengelolaan dana desa menjelma sebagai pilar utama dalam mewujudkan visi pembangunan desa yang berkelanjutan di Indonesia. Pengelolaan dana desa tidak hanya menjadi kebijakan administratif semata, tetapi juga instrumen strategis yang efektif untuk menanggulangi tantangan yang dihadapi oleh masyarakat desa. Kecamatan Singingi adalah salah satu kecamatan yang ada di kabupaten Kuantan Singingi, Provinsi Riau. Kecamatan Singingi memiliki 13 desa, yang salah satunya adalah desa Pangkalan Indarung. Desa Pangkalan Indarung adalah Desa tertua di Kecamatan Singingi yang berdiri pada abad ke 2 sebelum Masehi, yang berbatasan lansung dengan Wilayah Sumatra Barat. Pada penelitian ini akan menganalisis pengelolaan dana desa pada Desa Pangkalan Indarung. Penggunaan metode pada penelitian ini menggunakan metode penelitian kualitatif. Penelitian kualitatif lebih menekankan sifat peristiwa dan hubungan antar kegiatan, sambil memperhatikan aspek-aspek pemahaman yang mungkin tidak tercakup dalam penelitian berbasis data kuantitati. Hasil penelitian ini menunjukkan bahwa pengelolaan Dana Desa yang dilakukan di Desa Pangkalan Indarung sudah dapat meningkatkan pembangunan desa serta pemberdayaan masyarakat. Dengan adanya Dana Desa di Desa Pangkalan Indarung ini dapat membantu kesejahteraan masyarakat di desa ini. Hal ini tidak lepas dari kerjasama antara pemerintah dan partisipasi masyarakat desa.

Abstract

Supervision of parking activities is carried out by the UPT.Parkiran Transportation Service in accordance with Mayor Regulation Number 284 of 2017. The large number of parking locations in Pekanbaru City requires UPT.Parkiran to carry out optimal supervision. However, the phenomenon in the field is that there are still many problems regarding parking such as illegal parking and illegal parking attendants. Based on this phenomenon, the aim of this research is to determine the implementation of the Transportation Department's supervisory function regarding the management of public roadside parking in Pekanbaru City in 2022, and to determine the inhibiting factors in the implementation of this supervisory function. This research is a type of descriptive research using a qualitative approach that describes phenomena in words rather than numbers. Data collection techniques in this research used interview and documentation techniques with the Purposive Sampling model in selecting samples. Data analysis uses the Miles and Huberman model with 3 stages, namely data reduction, data presentation, and drawing conclusions. The theory in this research uses Supervision theory according to Kadarman Udayana, namely setting standards, measuring performance and analyzing deviations. And according to Muchsan, the theory that hinders supervision is that the seriousness or quality of the performance of the officers is not good. The findings that can be concluded from the Analysis of the Supervision Function of the Transportation Service regarding the Management of Public Roadside Parking in Pekanbaru City in 2022 which is based on the theory used is supervision carried out by the UPT. Parking takes the form of routine patrols to several places every day by checking parking locations and attendants. parking on duty. However, this supervision has not been running optimally as seen from the large number of illegal parking on the side of public roads such as in the Arifin Achmad Regional Hospital and SKA Mall area, as well as parking attendants who work not according to standards. Obstacles found in the monitoring process include the seriousness of the UPT's performance. Parking is found in human resources who are less competent and firm in giving sanctions to violators, less responsive to input from the public, and less informative regarding enforcement raids and where the official parking locations are. Abstract

To fill the vacant regional head position, Law Number 10 of 2016 concerning the Election of Governors, Regents, and Mayors Article 201 paragraph 11 states that to fill the vacant position of regent/mayor, an acting regent/mayor is appointed from the high-ranking pratama leadership position until the inauguration of the regent/mayor. The mechanism for the process of proposing and extending the Acting Regional Head is questionable and has a strong political tendency. The reason is that among the names proposed by the Kampar Regency DPRD and also the Governor of Riau, it is necessary to consider carefully to become the acting regional head. This study aims to determine the consideration factors and mechanisms for the process of proposing and extending the Acting Regional Head. This study uses a study of the theory of visionary decision-making considerations in Rizki Eka Febriansah's book which consists of past, present and future factors. The method in this study uses a descriptive research type with a qualitative approach. Data sources consist of primary and secondary data collected through interviews and documentation. Data analysis uses qualitative data analysis techniques. The results of this study indicate that the process of proposing and extending the name of the Acting Regional Head is carried out with several considerations. Considerations from government experience, loyalty, and digital track record which are factors from the past. Considerations of performance both in terms of economy, social and culture which are factors from the present. Visionary considerations both from the vision and mission, long-term plans, and policies are factors from the future. The results of this study suggest that those who are entitled to become acting regional heads are people who understand the conditions of the region both from a social and cultural perspective, do not just propose people who are not suitable to become acting regional heads. Abstract

ABSTACT BUMDes is defined as a business entity whose capital is all or most of it is held by the village based on the wealth and resources available in the village. BUMDes Tunas Harapan Jaya is one of the BUMDes held to help the community's economy. The regulation underlying the procurement of BUMDes is PP 11 of 2021 concerning Village-Owned Enterprises. In its implementation, there are obstacles in achieving program objectives and program monitoring. The purpose of this study is to determine and explain the effectiveness of the implementation of the BUMDes Tunas Harapan Jaya program in 2020. The purpose of this study is to determine and explain the effectiveness of the implementation of the BUMDes Tunas Harapan Jaya program in 2020. The research location is at BUMDes Tunas Harapan Jaya located in Puo Raya Village, Tandun District, Rokan Hulu Regency. This study uses a qualitative research type with a descriptive approach and in data collection the researcher uses interview and documentation techniques. Data analysis techniques through the stages of data collection, data reduction, data presentation and drawing conclusions. The results of this study indicate that there are BUMDes Tunas Harapan Jaya programs in Puo Raya Village, Rokan Hulu Regency in 2020 that are effective and ineffective. The programs that are effective are the savings and loan program and the building store program. Ineffective programs are the farmer's saprotan unit program, the BRILink program and the chicken coop program. BUMDes Tunas Harapan Jaya is expected to improve the quality and quantity of performance in order to carry out effective program activities in accordance with previously set goals. Abstract

Teknologi merupakan sebuah alat yang dipakai seseorang sebagai alat bantu untuk penyelesaian tugas maupun pekerjaan. Perkembangan teknologi semakin cepat diikuti dengan perkembangan sistem informasi berbasis teknologi. Pemanfaatan teknologi informasi dan komunikasi (TIK) dalam sistem e-government mempunyai tugas untuk melaksanakan pelayanan administrasi kepada masyarakat. Penelitian ini bertujuan untuk mengetahui pemanfaatan TIK yang diharapkan berguna bagi pelayanan terhadap masyarakat agar lebih baik, efektivitas internal organisasi pemerintahan semakin meningkat dan akses masyarakat terhadap informasi dalam lingkungan pemerintah semakin mudah. Dalam hal ini penulis menggunakan jenis penelitian deskriptif kualitatif yang merupakan sebuah metode penelitian yang memanfaatkan data kualitatif dan dijabarkan sejara deskriptif. Hasil penelitian ini menunjukkan bahwa Masyarakat mengetahui info mengenai pelayanan publik pada desa melalui situs web yang artinya penyebaran informasi berupa pengumuman atau kegiatan yang ada di Kelurahan Tembilahan Hulu sudah dapat diakses. Berdasarkan hasil penelitian tersebut, diperoleh kesimpulan bahwasanya Kelurahan Tembilahan hulu telah memakai TIK untuk meningkatkan pelayanan public terhadap masyarakatnya
