Abstract

The purpose of this research is to get the performance of Community Empowerment and Village Government (BPMPD) of Pelalawan Regency in Integrated Village Development Assistance Management without having to see the big amount of budget produced. The implementation of this program has not been implemented in an optimal manner that is not effective in the Village Community Empowerment and Village Government Pelalawan District. This research uses qualitative approach, this research type is descriptive research. The focus of the research is the performance or human resources available at the Village Community Empowerment and Village Administration Agency Pelalawan District. The informants in this research are the Head of Community Empowerment and Village Governance, Documentation. Data analysis technique used in this research is descriptive analysis technique. The results showed that the implementation of village development assistance management in measuring from the perspective of performance program of Community Empowerment Board and Village Government can not be said good because it can not do development equally. The recommendation of this research is for human resources of Community Empowerment and Village Government of Pelalawan Regency is expected that its performance does not decrease and for the village community is expected participation and cooperation in village development effort conducted by Community Empowerment Board and Village Government Pelalawan RegencyKeywords: Performance, and Human Resources

Abstract

Land and Building Tax ( PBB) is a type of local tax that is fully regulated by the goverment in determinating the amount of tax, this tax is important for the implwmwntation and improvment of devolopment as well as increasing the prosperity and welfare of the people, a problem that is always faced in term of rural and urban land and building taxes is colecction is not yet maximized due to tax data issued through the tax return form (SPPT), manu of which are not in accordance with the condition that should be to overcome these problems. The desa PBB-P2 program is a program compiled by the regional revenue agency of Rokan Hulu Regency wntrust of authority of the management and coleection of PBB-P2 tax to the village, starting from the taxpayer data collection, until the colecction of PBB-P2 tax to the community.            This study aims to describe the implementation of the UN-P2 independent village program policy in the Tambusai Utara District, then also to find out the inhibiting factors for the non-optimal implementation of the independent village program policy in the Tambusai Utara District. The research location is in Rokan Hulu district, which is location in the regional revenue agency of Rokan Hulu regency and in Tambusai Utara sub-district, in the third bangun Jaya village, in mahato village, Furthermore, data collection techniques were carried out by interview and documentation.            The result of study are the application of the UN-P2 independent village Program policy in Tambusai Utara District carried out by the regional revenue agency of Rokan Hulu regency that has not run optimally. This is caused by several faktor such as lack suppoting facilities and insfrastrukture in the village office, limited budget and lack of quantity of human resources. Keywords : Communication, Resources, Disposition, Bureaucratic Structure

Abstract

This research is entitled "Rusdi's strategy in winning the Sialang Jaya Village Head Election, Batang Tuaka District, Indragiri HIlir Regency in 2019". The purpose of this study was to find out Rusdi's strategy as the elected Village Head in the 2019 village head election, where Rusdi was a candidate from outside competing with two candidates from the village natives. This strategy is a political strategy to achieve victory in the village head election contestation. Political strategy here is an approach to political communication carried out by contestants or prospective candidates to win political contestations. This study uses a qualitative research approach, with data analysis techniques carried out in a descriptive way. Selection of informants using purposive sampling and data collection using in-depth interviews and documentation. To see the candidate's winning strategy, Peter Schrolder's theory of political strategy is used, namely an offensive strategy (attacking). Based on this theory, it can clarify Rusdi's strategy in winning the 2019 Sialang Jaya village head election. The results of the research are Rusdi's offensive strategy, namely by approaching village elites and the community directly, disseminating the vision, mission and work program and giving political promises, forming a positive image in the community and providing assistance to residents, and using the help of communication media such as installing baleho or banner. The success of Rusdi's strategy to expand and penetrate the market to gain community support led Rusdi as the elected village head in the election of the Sialang Jaya Village Head, Batang Tuaka District, Indragiri Hilir Regency for the 2019-2025 period. Abstract

The waste problem is one of the problems that often arises in communities, both urban and in rural areas in overcoming this problem, the village of Pinang Sebatang Barat forms Village-Owned Enterprises or commonly abbreviated as BUMDes is a mandate of Law Number 6 of 2014 Article 87 which states that BUMDes are formed on the basis of the spirit of family and mutual cooperation to utilize all economic potential, natural resources and human resources to improve the welfare of rural communities. BUMKam tuah negeri formed a waste transportation unit in order to assist the village government in realizing a clean village that will become a tourist village but in the waste management of BUMKam Tuah Negeri Kampung Pinang Sebatang Barat there are problems such as the governance of BUMKam Tuah Negeri which still does not carry out supervision, transparency, accountability. The problem found in the field is that there is community opposition regarding the accumulation of garbage that the transport car is damaged and without any temporary unit changes. The purpose of the study was to analyze the implementation of waste governance principles by BUMKam Tuah Negeri in Kampung Pinang Sebatang Barat and to determine the constraints of waste management in Kampung Pinang Sebatang Barat in 2020-2021 in Siak Sri Indrapura regency. In this study, using the theory of good governance according to Mardiasmo because of these four principles, namely: The Rule of Law, Democracy, Transparency, and Accountability.This research method uses a qualitative approach in its research, where data sources are obtained using 3 ways, namely observation, interviews and documentation. The results of this study show that by using the theory of good governance accountability implemented by BUMKam tuah negeri is just reporting without a feed back regarding the truth of the data provided, in transparency BUMKam tuah negeri has not opened financial data to the public either by using banners or other media to provide information to the public. In terms of democracy, BUMKam tuah negeri gives freedom to the community to play a role in the progress of BUMKam tuah negeri, especially the waste transportation unit. The rule of law of BUMKam tuah negeri together with the village government has made village regulations that become a reference in running BUMKam tuah negeri. Some of the obstacles that affect the implementation of BUMKam tuah negeri run the implementation of good governance principles, namely capital and human resources. Abstract

Riau Province Regional Spatial Planning Regulation No. 10 of 2018 is a policy that is really needed by the Riau Provincial Government, especially in an effort to regulate how the spatial planning of areas and land in Riau Province should be. The large number of actors involved in the formulation of the Regional Regulation on Regional Spatial Planning for Riau Province resulted in the formulation process taking quite a long time and this became the author's analysis for formulating research problems. Based on the results of stakeholder identification, it shows that there were 9 stakeholders involved in the process of formulating the Riau Province Regional Regulation on Regional Spatial Planning, both at the national and regional levels, consisting of four key stakeholders who were all from central government agencies, two main stakeholders consisting of government agencies. regions, and two supporting stakeholders consisting of Non-Governmental Organizations and Corporations. Analysis of the interests and influence of stakeholders involved in the process of formulating the Regional Regulation on Regional Spatial Planning for Riau Province was categorized based on the level of interest and influence, namely the Ministry of Environment and Forestry and the Ministry of Home Affairs which were included in the key player category from the results of the analysis. Then the Ombudsman and the Ministry of Public Works are included in the context setters category, and the last is the subject category which includes the Riau Provincial Government, the Riau Provincial DPRD, Walhi, Jikalahari, and corporations whose land is included in the forest area in the Regional Regulation on the Riau Province RTRW

Abstract

This study discusses the population problem with the parameters of birth rate, death rate and population movement (migration). This research was conducted in North Rupat District. The purpose of this study is to describe the population profile in the North Rupat sub-district by describing through fertility, mortality and migration data and to analyze the Family Planning Program which also targets the Akit Tribe Indigenous Community in North Rupat District. This study uses a qualitative approach at the level of data collection and analysis. Data were collected through in-depth interviews, surveys, and observations in Titiakar Village, Ayu Forest, and Tanjung Medang. The results of this study indicate that in the aspect of implementing the Family Planning (KB) program, several challenges that need immediate intervention were identified, such as the limited choice of family planning methods, preferences about the gender of children based on mythology, motivation for family planning and local leadership factors. Several practical/policy implications are presented in this study.

Abstract

The decline in the PPKM level that occurred in Pekanbaru City from a high status to a normal level is interesting for further discussion. This study aims to explain and analyze government collaboration in the implementation of the Policy for the Enforcement of Community Activity Restrictions (PPKM) implemented in Pekanbaru City in 2021. In this case, the author uses a qualitative approach with sources of information derived from information from informants (community), journals. research journals, and news available on online mass media that have been proven for their credibility. The entire data obtained by the author through interviews, observations, and document tracing were then analyzed using the collaborative governance process theory. The results of the study indicate that in the successful implementation of PPKM policies in Pekanbaru City, there is a series of collaborations carried out by stakeholders involved in the success of the policies implemented, be it the central government, local governments, POLRI, TNI, Satpol PP, medical personnel to the community. Based on the results of the study, it was concluded that the involvement of all stakeholders had a good influence on the continuity of the PPKM policy in Pekanbaru City at this time. It can be said that collaboration plays an important role in the successful implementation of public policy in an area.

Abstract

The purpose of this study is to find out how important the goal of forming a management strategy is in maintaining Village-Owned Enterprises (BUMDes) in the Covid-19 era in Marindal I Village, Patumbak District, Deli Serdang Regency which focuses on how Marindal I Village maximizes the potential of its village so that the Owned Enterprise Marindal I Village (BUMDes) can still survive in the Covid-19 era. The research method used in this study used qualitative research with a descriptive research type, namely to describe and explain the important role of the purpose of forming a Management Strategy in maintaining Village-Owned Enterprises (BUMDes) in Marindal I Village, Patumbak District, Deli Serdang Regency. The results of the study show that the management strategy for BUMDes Mandiri Bersama Desa Marindal I has not been fully implemented. This is what has caused BUMDes Mandiri Bersama to be late in anticipating changes in circumstances and conditions that require Marindal I Village to change the type of business in a bit of a hurry to be able to return to earn Village Original Income (PAD) in the Covid-19 era. Abstract

ABSTRACT In line with the many divisions in the regions, it turns out that there are still many discourses on the expansion of other regions. One of the many discourses on the expansion of the area is the discourse on the division of Mandau Regency which wants to split itself from Bengkalis Regency. The proposal for the formation of the Mandau Regency itself had actually begun in 1999, which was outlined in the DPR-RI Initiative Draft Law (RUU) for the 1999-2004 period and the 2004-2009 period. The purpose of this research is to explain the dynamics of the Discourse on the Expansion of the Mandau District into an Autonomous Region. The research approach used in this study is a qualitative approach. A qualitative approach is research that is used to investigate, discover, describe, and explain the qualities or features of social influence that can be explained, measured or described through a quantitative approach. While the type used in this research is descriptive. Descriptive method is a research method that describes the characteristics of the population or phenomenon being studied. So that this one research method is the main focus is to explain the object of research. So that answers what events or what phenomena occur. The results of this study indicate that as referred to in Article 33 Paragraph (1) of Law no. 23 of 2014, must comply with 2 (two) requirements, namely basic requirements (regional and regional capacity) and administrative requirements. There are several requirements that have not been met in Mandau District such as the Mandau sub-district has not yet fulfilled the area coverage, the economic aspect where the Bengkalis district still really needs the Mandau sub-district to support local government programs to build other sub-districts in Bengkalis district, From socio-cultural aspects such as identity There are fears of the disappearance of Malayism and the spread of certain religions, the administration of the sub-district administration carried out in Mandau sub-district has not gone as expected, and there is no approval from the provincial DPRD and the governor from the provincial area. As well as there are several reasons why the division of Mandau District has not been realized such as being constrained by the moratorium, Different Inter-Elite Visions¸ and weak political elite relations.
