The purpose of this study is to see how the roles and interests of stakeholders in a policy. Riau Province Regional Spatial Planning Regulation No. 10 of 2018 is a policy that is really needed by the Riau Provincial Government, especially in an effort to regulate how the spatial planning of areas and land in Riau Province should be. The large number of actors involved in the formulation of the Regional Regulation on Regional Spatial Planning for Riau Province resulted in the formulation process taking quite a long time and this became the author's analysis for formulating research problems. Based on the results of stakeholder identification, it shows that there were 9 stakeholders involved in the process of formulating the Riau Province Regional Regulation on Regional Spatial Planning, both at the national and regional levels, consisting of four key stakeholders who were all from central government agencies, two main stakeholders consisting of government agencies. regions, and two supporting stakeholders consisting of Non-Governmental Organizations and Corporations. Analysis of the interests and influence of stakeholders involved in the process of formulating the Regional Regulation on Regional Spatial Planning for Riau Province was categorized based on the level of interest and influence, namely the Ministry of Environment and Forestry and the Ministry of Home Affairs which were included in the key player category from the results of the analysis. Then the Ombudsman and the Ministry of Public Works are included in the context setters category, and the last is the subject category which includes the Riau Provincial Government, the Riau Provincial DPRD, Walhi, Jikalahari, and corporations whose land is included in the forest area in the Regional Regulation on the Riau Province RTRW.

This study discusses the population problem with the parameters of birth rate, death rate and population movement (migration). This research was conducted in North Rupat District. The purpose of this study is to describe the population profile in the North Rupat sub-district by describing through fertility, mortality and migration data and to analyze the Family Planning Program which also targets the Akit Tribe Indigenous Community in North Rupat District. This study uses a qualitative approach at the level of data collection and analysis. Data were collected through in-depth interviews, surveys, and observations in Titiakar Village, Ayu Forest, and Tanjung Medang. The results of this study indicate that in the aspect of implementing the Family Planning (KB) program, several challenges that need immediate intervention were identified, such as the limited choice of family planning methods, preferences about the gender of children based on mythology, motivation for family planning and local leadership factors. Several practical/policy implications are presented in this study.

The decline in the PPKM level that occurred in Pekanbaru City from a high status to a normal level is interesting for further discussion. This study aims to explain and analyze government collaboration in the implementation of the Policy for the Enforcement of Community Activity Restrictions (PPKM) implemented in Pekanbaru City in 2021. In this case, the author uses a qualitative approach with sources of information derived from information from informants (community), journals. research journals, and news available on online mass media that have been proven for their credibility. The entire data obtained by the author through interviews, observations, and document tracing were then analyzed using the collaborative governance process theory. The results of the study indicate that in the successful implementation of PPKM policies in Pekanbaru City, there is a series of collaborations carried out by stakeholders involved in the success of the policies implemented, be it the central government, local governments, POLRI, TNI, Satpol PP, medical personnel to the community. Based on the results of the study, it was concluded that the involvement of all stakeholders had a good influence on the continuity of the PPKM policy in Pekanbaru City at this time. It can be said that collaboration plays an important role in the successful implementation of public policy in an area.

The purpose of this study is to find out how important the goal of forming a management strategy is in maintaining Village-Owned Enterprises (BUMDes) in the Covid-19 era in Marindal I Village, Patumbak District, Deli Serdang Regency which focuses on how Marindal I Village maximizes the potential of its village so that the Owned Enterprise Marindal I Village (BUMDes) can still survive in the Covid-19 era. The research method used in this study used qualitative research with a descriptive research type, namely to describe and explain the important role of the purpose of forming a Management Strategy in maintaining Village-Owned Enterprises (BUMDes) in Marindal I Village, Patumbak District, Deli Serdang Regency. The results of the study show that the management strategy for BUMDes Mandiri Bersama Desa Marindal I has not been fully implemented. This is what has caused BUMDes Mandiri Bersama to be late in anticipating changes in circumstances and conditions that require Marindal I Village to change the type of business in a bit of a hurry to be able to return to earn Village Original Income (PAD) in the Covid-19 era. ABSTRACT In line with the many divisions in the regions, it turns out that there are still many discourses on the expansion of other regions. One of the many discourses on the expansion of the area is the discourse on the division of Mandau Regency which wants to split itself from Bengkalis Regency. The proposal for the formation of the Mandau Regency itself had actually begun in 1999, which was outlined in the DPR-RI Initiative Draft Law (RUU) for the 1999-2004 period and the 2004-2009 period. The purpose of this research is to explain the dynamics of the Discourse on the Expansion of the Mandau District into an Autonomous Region. The research approach used in this study is a qualitative approach. A qualitative approach is research that is used to investigate, discover, describe, and explain the qualities or features of social influence that can be explained, measured or described through a quantitative approach. While the type used in this research is descriptive. Descriptive method is a research method that describes the characteristics of the population or phenomenon being studied. So that this one research method is the main focus is to explain the object of research. So that answers what events or what phenomena occur. The results of this study indicate that as referred to in Article 33 Paragraph (1) of Law no. 23 of 2014, must comply with 2 (two) requirements, namely basic requirements (regional and regional capacity) and administrative requirements. There are several requirements that have not been met in Mandau District such as the Mandau sub-district has not yet fulfilled the area coverage, the economic aspect where the Bengkalis district still really needs the Mandau sub-district to support local government programs to build other sub-districts in Bengkalis district, From socio-cultural aspects such as identity There are fears of the disappearance of Malayism and the spread of certain religions, the administration of the sub-district administration carried out in Mandau sub-district has not gone as expected, and there is no approval from the provincial DPRD and the governor from the provincial area. As well as there are several reasons why the division of Mandau District has not been realized such as being constrained by the moratorium, Different Inter-Elite Visions¸ and weak political elite relations. This study intends to examine how effective the management of the Village Fund is in improving the physical development of the village in the Koto Tandun Village area which is one of the villages in the Tandun District, Rokan Hulu Regency. Koto Tandun Village requires a lot of funds for development in order to prosper its people, thus Koto Tandun Village must be more creative and innovative in utilizing village funds for the benefit of government administration, village development and village community services so that they are right on target. This research is important to do to provide an overview of the effectiveness of the financial management of Village funds in development, both in the form of physical development in this case facilities and infrastructure as well as community empowerment in the village, especially in Koto Tandun Village, Tandun District, Rokan Hulu Regency. The type of research chosen is a descriptive research type with a qualitative approach. Data collection techniques used are literature study and field study (observation and interviews). The research informants were the Village Head, Head of Financial Affairs, Head of BPD, Head of Government Section and residents of Koto Tandun Village. The results of the study prove that the effectiveness of Village Fund Management in Koto Tandun Village so far, the management can be said to be effective, although it still needs to be improved and there are still obstacles that must be fixed for the progress of village development. ABSTRACT This thesis discusses the application of the function of coalition political parties to the winning of candidate pairs in the 2020 Pilkada in Rokan Hulu Regency. This coalition party was formed in the candidate pair No. Order 2 Sukiman-Indra Gunawan. Within the coalition party there are six political parties with 26 out of 45 seats or 60% of the seats for members of the Rokan Hulu DPRD. With this, the 20% parliamentary seat threshold has been crossed with the supporting parties, namely the Gerindra party, the Democrat Party, PKS, PDI-Perjuangan, Nasdem Party, and Hanura Party. The problem in this study is that the role of coalition political parties is not directly proportional to the victory obtained in the legislative election against the victory in the 2020 Rokan Hulu regional election, which was only a difference of 0.92%. This study aims to analyze the role of coalition political parties in the victory of pair No. Order 2 Sukiman-Indra Gunawan in the 2020 simultaneous local elections in Rokan Hulu Regency. This research approach is qualitative with descriptive research type. The research locations are in Rokan Hulu Regency, the Rokan Hulu Regency KPU Office, the Rokan Hulu DPRD, and also the Rokan Hulu Maju Coalition Team. Data collection using interview and documentation techniques. Data analysis techniques using qualitative analysis techniques. Researchers use Miriam Budiarjo's theory (2008) regarding the function of political parties in a democratic country, namely as political socialization, political recruitment, political communication, and a means of regulating conflict. The results of this study are that the role of coalition political parties in winning candidate pair No. Sort 2 Sukiman-Indra Gunawan was successfully carried out by going through the process and stages of carrying out this role. Coalition political parties use political socialization towards society, as well as political recruitment by political parties in determining the candidates they carry. Not only that, the coalition political parties also implemented political communication by carrying out political campaigns and also succeeded in suppressing conflicts that existed in society both during the regional elections and after the regional elections. The 1945 Constitution of the Republic of Indonesia emphasizes that the position of men and women as citizens is equal. A minimum quota of 30% for women's representation is implemented in the law on political parties. The level of representation of women in Indonesian politics is something that needs to be considered in democratic participation, one of which is the capital they have. This study explains the capital owned by female candidates in the General Election (Pemilu) with an analysis focus on the Rokan Hulu Regency DPRD in 2019. This study aims to determine the representation of women in the Rokan Hulu Regency DPRD for the 2019-2024 period. This study uses the study of Milbraith's theory which consists of factors of social capital, economic capital and cultural capital. The method in this study uses a descriptive research type using a qualitative approach. Sources of data consist of primary data and secondary data collected through interviews and documentation. Data analysis used qualitative data analysis techniques. The results of this study indicate that in the election for the 2019-2024 period, women's representation in the Rokan Hulu Regency DPRD from only 2 women legislative members as women's representation in members of the Rokan Hulu Regency DPRD is still very low. The results of the study suggest that women's representation should be increased with female candidates better preparing themselves starting from social capital. This thesis discusses the management of BUMDES Babussalam Sejahtera which has three business units, namely organic fertilizer, brick and date agrotourism waterpark. The problem in this research is how the BUMDes Babussalam is managed, but it is not directly proportional to business units that are no longer actively running and are starting to not be managed well. This research aims to analyze the Management of BUMDes Babussalam Sejahtera in Babussalam Village, Rambah District, Rokan Hulu Regency in 2021-2022. This research approach is qualitative with descriptive research type. The research location is in Rokan Hulu Regency. Data collection using interview and documentation techniques. Data analysis techniques using qualitative analysis techniques. Researchers use George R. Terry's (2006) theory regarding the 4 management functions known as POAC, namely Planning, Organizing, Actuating, Controlling. The results of this research are that the management of the BUMDes Babussalam Sejahtera business unit has gone through the planning stage well by looking at several aspects, but the organizing stage has not gone well because several responsibilities have not been carried out well. stages of directing on the road well so that all forms of management can run well and the goals that have been set run as expected. and the supervision stages are carried out well so that all problems in the management of the business unit can be minimized. The conclusion of this research is that BUMDes Babussalam Sejahtera uses 4 stages of management functions in managing 3 business units, namely organic fertilizer, Batako, and Date Palm Agrotourism Waterpark, but the three business units are not running well and the Batako program is no longer operational. Pengelolaan dana desa menjelma sebagai pilar utama dalam mewujudkan visi pembangunan desa yang berkelanjutan di Indonesia. Pengelolaan dana desa tidak hanya menjadi kebijakan administratif semata, tetapi juga instrumen strategis yang efektif untuk menanggulangi tantangan yang dihadapi oleh masyarakat desa. Kecamatan Singingi adalah salah satu kecamatan yang ada di kabupaten Kuantan Singingi, Provinsi Riau. Kecamatan Singingi memiliki 13 desa, yang salah satunya adalah desa Pangkalan Indarung. Desa Pangkalan Indarung adalah Desa tertua di Kecamatan Singingi yang berdiri pada abad ke 2 sebelum Masehi, yang berbatasan lansung dengan Wilayah Sumatra Barat. Pada penelitian ini akan menganalisis pengelolaan dana desa pada Desa Pangkalan Indarung. Penggunaan metode pada penelitian ini menggunakan metode penelitian kualitatif. Penelitian kualitatif lebih menekankan sifat peristiwa dan hubungan antar kegiatan, sambil memperhatikan aspek-aspek pemahaman yang mungkin tidak tercakup dalam penelitian berbasis data kuantitati. Hasil penelitian ini menunjukkan bahwa pengelolaan Dana Desa yang dilakukan di Desa Pangkalan Indarung sudah dapat meningkatkan pembangunan desa serta pemberdayaan masyarakat. Dengan adanya Dana Desa di Desa Pangkalan Indarung ini dapat membantu kesejahteraan masyarakat di desa ini. Hal ini tidak lepas dari kerjasama antara pemerintah dan partisipasi masyarakat desa.
