Abstract

Penelitian ini dipicu oleh kemenangan Mira Roza sebagai calon anggota parlemen perempuan pada Pilkada Provinsi Riau tahun 2019, memperoleh suara terbanyak dibandingkan calon anggota DPR perempuan lainnya, yakni sebanyak 25.276 suara. Total suara Mira Roza terakhir kali hanya sekitar 13.000, namun perolehan suaranya meningkat hampir dua kali lipat. Tujuan dari penelitian ini adalah untuk mengungkap dan menganalisis strategi keberhasilan Mira Roza memperoleh suara terbanyak pada pemilihan umum Provinsi Riau tahun 2019 dan faktor-faktor yang mendukung keberhasilan strategi  tersebut. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif. Sedangkan jenis penelitian yang digunakan adalah deskriptif. Penulis menggunakan teknik wawancara dan dokumentasi untuk mengumpulkan data. Data yang digunakan merupakan data primer  dari informan penelitian, yang selanjutnya didukung oleh data sekunder  dari berbagai pemangku kepentingan yang terkait dengan penelitian ini. Hasil penelitian menunjukkan bahwa strategi kemenangan Mira Roza yang meraih suara terbanyak pada Pilkada Riau  2019 dilakukan melalui penerapan strategi politik, pemasaran politik, serta branding dan positioning politik. Strategi politik dilakukan melalui pelaksanaan strategi ofensif dan defensif. Strategi ofensif diawali dengan pembentukan tim pemenang yang terdiri dari seorang koordinator dan 10 anggota  agar  lebih efektif menjalankan strategi kemenangan. Strategi agresif tersebut dilakukan dengan  melakukan pendekatan  langsung kepada masyarakat dengan harapan dapat meningkatkan citra positif Mira Roza di mata masyarakat. Pemasaran politik kemudian dilakukan melalui kegiatan door to door, pembagian kartu nama, pembagian kalender, pemasangan spanduk, dan pendekatan berdasarkan gender, pekerjaan, umur, serta tokoh agama dan adat. Sedangkan branding dan positioning yang dilakukan oleh Mira Roza dan tim pemenangan menunjukkan bahwa Mira Roza adalah seorang perempuan yang mempunyai pengalaman di bidang legislatif, seorang yang cerdas, religius, dan seorang perempuan yang belum pernah ada kontak sebelumnya di Distrik 5. Hal ini untuk diperkenalkan kepada semua orang. Suatu permasalahan muncul selama saya menjabat sebagai anggota DPRD Yudikatif. Terletak di provinsi Benkali dan Riau.

Abstract

The slow administrative process, lack of public participation in decision-making, and low transparency and accountability in public financial management are the main problems in public services in Sungai Limau Village, Pusako District, Siak Regency. One of the efforts to improve the service system that still faces various challenges is through the implementation of good governance. This study aims to examine the implementation of good governance in public services in Sungai Limau Village, Pusako District, Siak Regency. This study uses the Focus Group Discussion (FGD) research method. The data collection method in this study involves a review of literature. After the data is collected, the analysis is carried out by filtering relevant data, presenting the data, and finally making conclusions. The findings of the study indicate that the application of good governance principles can accelerate public services at the village level, as seen in Sungai Limau Village, Pusako District, Siak Regency. Therefore, the recommendation that can be taken from this finding is the importance of implementing good governance principles consistently to enhance the standard of public services and boost community engagement and satisfaction.

Abstract

This study discusses the supervision carried out by the General Election Supervisory Body (Bawaslu) in maintaining the neutrality of the State Civil Apparatus (ASN) in the 2020 Regional Head Election (Pilkada) in Pelalawan Regency. The neutrality of ASN is a crucial principle in ensuring fairness and transparency in the administration of elections, especially in Pilkada, where ASN is expected to be impartial and not use their position for political purposes. The purpose of this study is to analyze the effectiveness of Bawaslu's supervision of ASN neutrality violations, particularly in various stages of the Pilkada, such as candidate registration, campaigning, and voting. This research uses a qualitative method with data collection techniques in the form of interviews and documentation. The results show that despite Bawaslu's efforts to monitor, violations of ASN neutrality still occur, albeit in small numbers. The contributing factors to these violations include the lack of effective sanctions and the lack of understanding of ASN's role and responsibility in maintaining neutrality. Therefore, stronger strategic steps are needed to increase ASN awareness and understanding and to strengthen inter-agency cooperation in enforcing ASN neutrality violations. Abstract

Floods in Pekanbaru City have become a "regular" disaster that often occurs throughout the year. In 2022, Pekanbaru City will be recorded as having 363 flood problem points spread throughout the Pekanbaru City area. This is of course still a major problem that the Pekanbaru City government has not been able to resolve. In this research, to conduct an analysis of the Pekanbaru City government regarding its handling of flooding, Performance Theory was used to assess the extent to which the Pekanbaru City government has worked to prevent flooding. The research method used is a qualitative method by explaining descriptively. The type of research data used is primary data in the form of data obtained from research informants as well as secondary data obtained from related documents that can support data for research. The research location was carried out at the Pekanbaru City Public Works and Spatial Planning Department. The results of the research show that the performance of the Pekanbaru City Public Works and Spatial Planning Department in the productivity aspect can be said to be good by showing positive results. In terms of service quality, it is in accordance with what the community needs and wants. In the aspect of responsiveness, responsiveness to community reports/complaints related to flooding, responsiveness to complaints about the IPAL project, and responsiveness in fulfilling community aspirations and hopes are still not good. In the aspect of responsibility, there are still problems with drainage which is experiencing problems but is slow to make improvements and there are still many drainages that are not connected between one area and another. In the aspect of accountability, the relevant public officials have done well, but accountability to the community is still lacking so that the public still feels that the Public Works and Spatial Planning Department has not been optimal in carrying out its duties. Abstract

The purpose of this study is to analyze the implementation of the Satuan Tugas Sweep Pengap Liung (Satgas Saber Pungli) in the Riau Forestry Service. And to analyze the factors that inhibit the supervision of the Clean Sweep Task Unit (Satgas Saber Pungli) in the Riau Province Forestry Office. The type of research used is qualitative research, informant using snowball sampling technique and as informant in this research is Member of Satuan Tugas Sapu Bersih Pungutan Liar (Satgas Saber Pungli) Riau Province, Riau Forestry Office and Regional Office of Law and Human Rights Riau (Posko Saber Pungli ). The data type of this research is primary and secondary data with source of data from informant and documentation. While for data collection in research through interviews and documentation. Based on the result of the research, it can be seen that the form of supervision of Satuan Tugas Sapu Bersih Pungutan Liar (Satgas Saber Pungli) of Riau Province against illegal acts committed by the state apparatus in Riau Province outline through the community in the form of reports or public complaints in the implementation of public services. Supervision by the Clean Sweep Task Unit (Satgas Saber Pungli) Riau Province in accordance with the laws and regulations. One of the obstacles that hindered the illegal levy action because there has been no strict sanction in the form of direct dismissal without going through the judicial process for government officials who are proven to be caught red-handed. For that it is suggested in this study the officers (state apparatus) to carry out their duties in accordance with the authority and not abuse his power to seek profit from the community. To the government to presumably pay more attention to the criminal acts of illegal levies on the community because in this case the role of government is needed to eradicate the practice of illegal levies to roots. Abstract

Village Fund Management must be done orderly because budgetary fund accepted by the village in the form of village fund is the very large amount. The rule about management of village finances including the village fund, as arranged in minister of domestic affairs no.113 of year 2014 about management of village finances, this is done to ensure controlling the village finances not inside “One Hand”, but inside in one team, with the manage system expected can be ensure from the happen of deviation. Furthermore, regulation of the Minister of Village number 21 of 2015 regarding the determination of the priority of the use of village funds in 2016, it aims to determine the program and activities for the implementation of the implementation of the authority of the right of origin and the local authority of the village scale funded by the Village Fund as a reference for the district / in compiling technical guidelines for the use of the Village Fund, and as a reference for the government in monitoring and evaluating the implementation of the use of the Village Fund.This research was done at Sungai Ara village Kecamatan Pelalawan Kabupaten Pelalawan. The method of this research was qualitative. The technique to collect the data was used by interview and documentation with the analyzed data which done by descriptively. This research to review management of the village fund which done by government at Sungai Ara and implement the principles of the village financial management as well as the settlement from obstacle within management village fund at Sungai Ara of year 2016.The result of this research indicate the management village fund at Sungai Ara of year 2016, has not been implemented effectively and efficiently, proved on year 2016 all of the implementation in construction the village not implemented accordance planning that done which caused the road cannot used by society, and also other obstacle such as less of understand about tupoksi as village government, less of communication and transparency to society.Keyword : Management, Village fund, Management of Village Fund

Abstract

Granting of regional autonomy to accelerate the realization of community welfare through improving services, empowerment and community participation. The spirit of reform in the field of politics, government and development and society has colored the journey of regional autonomy for the achievement of duties and functions of governance and development, including human development. Human development is always at the forefront of development planning, since the essence of development is human development, the improvement of this priority will also improve the welfare of society as measured by the Human Development Index. Siak Regency is one of the Daerah Otonomi Baru (DOB) in Indonesia which is ranked fifth best of 34 Districts/Cities in Indonesia, and has been named Indonesia’s Best New Autonomous Region, from 10 New Autonomous Region as New Autonomous Region. Then from the 10 new autonomous regions that get the highest score is Siak Regency given by Indonesian Governance Index (IGI). The purpose of this research is to know the strategy undertaken Siak Regency Government in improving Human Development Index year 2011-2016. Tis research is a qualitative approach, with descriptive type of data collection is done by observation, interview and documentation. This research was conducted in Siak Regency. The result of this research is the success of human development which is marked by the increase of Human Development Index is a concrete manifestation that Siak regency has perfomed its duty in giving maksimal service to society in building quality of human life to achieve decent living. Siak Regency Government has made policy through program that refers to the improvement of Human Development Index, among others: (1) improvement of health degree through life expectancy, (2) increasing the scope and quality of education service, (3) improving decent living standards of the community through the community economy. So with the increasing Human Development Index, the Government has been able to improve the welfare of the community. Keywords: Strategy, Human Development Index

Abstract

This research aims to find out the implementation of community empowerment by district government of kuantan singingi through community-based drinking water and sanitation (PAMSIMAS) program at down stream of quantan, in terms of program implementation, program implementation, empowerment effort, training and education implementation, supervision and review and maintenance and improvement of program facilities. this research uses qualitative research methods with descriptive research type that can be interpreted as a problem-solving process in the investigation by describing the state of research subjects based on the facts found. this study found that community empowerment by district government of kuantan singingi through drinking water supply and community-based sanitation program (PAMSIMAS) in downstream kuantan has not been done well, due to lack of people's desire to do maintenance and maintenance of program construction facilities such as sanitation pipe which is leaking and damaged. this is caused the people less involved in the development process, so that people have less sense of ownership of existing facilities and infrastructure Keywords: community empowerment, pamsimas program

Abstract

This study is based on Pekanbaru Mayor Regulation Number 26 of 2019 concerning Guidelines for the Implementation of Electronic Ticketing on the Trans Metro Pekanbaru Mass Transportation System. The implementation of the cashless payment policy on Trans Metro Pekanbaru has led to a decline in the number of bus passengers, which in turn has contributed to a decrease in Regional Original Revenue. Although the policy aims to improve service efficiency and modernization, its implementation in the field has generated several issues, including limited infrastructure, low digital literacy among the public, and uneven access to digital services. This research employs a qualitative approach with a descriptive method, using data collected through interviews, observations, and documentation. The study was conducted in Pekanbaru City, specifically at the UPT TMP of the Pekanbaru City Transportation Agency. The evaluation of the policy's success is based on William N. Dunn’s policy evaluation theory. The findings of this study indicate that the cashless payment policy on Trans Metro Pekanbaru is a government initiative to adapt to digital-era developments. However, its implementation has not been fully optimal. In terms of effectiveness and efficiency, the policy continues to face technical obstacles and has not significantly increased the number of users. The aspects of adequacy and equity have also not been fulfilled, as facilities and policy outreach have not reached all segments of society. From the perspective of responsiveness, the government has not fully addressed users’ more urgent needs, such as bus punctuality and the comfort of bus stops. Meanwhile, regarding policy accuracy, the initiative is relevant to digitalization trends but has yet to align fully with the social conditions of Pekanbaru’s population.
