Abstract

Perkembangan dan pertumbuhan masyarakat dan lingkungannya yang terjadi belakangan ini akan mempengaruhi banyak kegiatan. Jalan merupakan akses penghubung yang utama baik antar Desa, Kota, atau Negara, mempunyai fungsi yang sangat penting dalam kemajuan pembangunan suatu daerah. Ketidakseimbangan pertumbuhan sarana transportasi, khususnya sepeda motor dan kendaraan pribadi berkembang sangat pesat, berdampak pada kemacetan lalu lintas. Survey LHR merupakan kegiatan melakukan pendataan kendaraan pada suatu ruas jalan jalan tertentu pada periode waktu tertentu. Penelitian ini bertujuan untuk membuat sebuah sistem informasi LHR untuk mempermudah staff dalam penyampaian informasi terkait LHR dan mempermudah staff dalam pencatatan data yang diperoleh dari kegiatan LHR. Metode yang digunakan dalam pembuatan sistem informasi LHR menggunakan metode pengembangan sistem extreme programming. Adapun tahapan metode extreme programming dimulai dari proses planning, design, coding dan testing. Adapun dalam pembuatan sistem menggunakan bahasa pemrograman laravel. Pembuatan sistem informasi ini diharapkan mempermudah staff dalam penyampaian informasi LHR kepada tenaga surveyor dan memudahkan dalam proses pencatatan data yang diperoleh dari kegiatan LHR

Abstract

The slow administrative process, lack of public participation in decision-making, and low transparency and accountability in public financial management are the main problems in public services in Sungai Limau Village, Pusako District, Siak Regency. One of the efforts to improve the service system that still faces various challenges is through the implementation of good governance. This study aims to examine the implementation of good governance in public services in Sungai Limau Village, Pusako District, Siak Regency. This study uses the Focus Group Discussion (FGD) research method. The data collection method in this study involves a review of literature. After the data is collected, the analysis is carried out by filtering relevant data, presenting the data, and finally making conclusions. The findings of the study indicate that the application of good governance principles can accelerate public services at the village level, as seen in Sungai Limau Village, Pusako District, Siak Regency. Therefore, the recommendation that can be taken from this finding is the importance of implementing good governance principles consistently to enhance the standard of public services and boost community engagement and satisfaction.

Abstract

Penelitian ini dilatarbelakangi oleh banyaknya kasus yang salah satunya korupsi dana bantuan sosial pada tahun 2017 dimana melibatkan anggota DPRD beserta mantan bupati dan kepala bagian keuangan, serta turut melibatkan dari kalangan legislator. Hal ini tentunya mempengaruhi kepuasan masyarakat atas kinerja DPRD secara keseluruhan. Tujuan penelitian ini adalah untuk mengetahui Indeks Kepuasan Masyarakat (IKM) terhadap kinerja DPRD Kabupaten Bengkalis. Jenis penelitian yang digunakan adalah kuantitatif dengan melibatkan 400 orang sampel yang berasal dari setiap Kecamatan di Bengkalis. Data dianalisis secara kuantitatif dengan analisis uji korelasi pearson. Hasil penelitian menunjukkan bahwa secara keseluruhan kinerja DPRD Bengkalis dalam melaksanakan fungsi legislasi, anggaran dan pengawasan mendapatkan total skor sebesar 7.742 tergolong baik. Indeks Kepuasan Masyarakat (IKM) Terhadap Kinerja DPRD Bengkalis secara keseluruhan mendapatkan Skor SKM 77 terletak pada interval 62,51-81,25 dengan nilai mutu pelayanan B sehingga tergolong memuaskan. Terdapat pengaruh yang signifikan antara kinerja DPRD terhadap Indeks Kepuasan Masyarakat (IKM) Kabupaten Bengkalis. Hasil uji korelasi pearson menunjukkan nilai r hitung > r tabel atau 0,870 > 0,112 dengan nilai signifikan 0,000 < 0,05. Besar pengaruh antara kinerja DPRD terhadap Indeks Kepuasan Masyarakat (IKM) Kabupaten Bengkalis sebesar 75,8%

Abstract

The Anak Dalam Tribe is a minority group socially, politically and developmentally, which makes the Anak Dalam Tribe need to get protection, recognition and empowerment from the Regional Government, the Regional Government needs to make policies to protect the Anak Dalam Tribe, the Anak Dalam Tribe needs special treatment based on policies that made by the regional government so that it supports the lives they live, as well as avoiding violations of the rights of the Anak Dalam Tribe community. The aim of this research is to analyze the role of the Tebo district local government in protecting and recognizing the Anak Dalam tribal community in 2020 - 2022. The method in this research uses a qualitative approach. The theory used is the Government Role theory according to Ryaas Rasyid (1996) which includes: 1) Facilitator 2) Regulator 3) Dynamisator. The results of this research based on Ryass Rasyid's theory can be seen in the Facilitator indicator, the role of local government has been carried out by providing assistance facilities to tribal communities and providing facilities for socializing. from the Regulator indicators, the role of local government is only to set SK. In the Dynamics indicator, it can be seen that the role of regional government has been to carry out socialization and assistance activities for tribal communities, accompanied by social services, health services and other organizations. The performance of the Tebo Regency regional government is still not optimal, which can be seen from the regulator's indicators. Keywords : Role, Local Government, Suku Anak Dalam

Abstract

This research aims to analyze Collaborative Governance strategies in food diversification efforts in Rokan Hulu Regency, focusing on the regional food policy context. Utilizing qualitative analysis with the Nvivo 12 Plus tool, it systematically processes interview and online media data, revealing key factors such as coordination (47.06%), trust (29.41%), and commitment to common goals (23.53%) that influence collaborative governance. The novelty lies in highlighting the low level of stakeholder commitment, linked to a lack of participation forums, which impacts local food consumption patterns still dependent on rice. While leadership and institutional design are identified as critical aspects of collaborative governance, this study advances the discourse by emphasizing the dominance of the government sector and the need for more balanced stakeholder involvement in program implementation. It also underscores the importance of developing alternative commodities like corn and cassava to enhance food diversification. This research contributes to the state of the art by offering timely insights into the practical challenges of collaboration, advancing both theoretical and applied aspects of governance in rural food security strategies.

Abstract

The intervention of the Riau provincial government through various policies needs to be carried out to develop village-owned enterprises (BUMDes). One form of intervention that has been carried out is formulating a regulatory policy regarding the provision of special financial assistance for the development of BUMDEs, which will be described in this article. The Riau provincial government has made changes to regulatory policies related to the use of Special Financial Assistance (BKK) funds which can be used to develop business units and village-owned businesses. In this case, the Riau provincial government prohibits using BKK funds to establish business units that do not drive the community's economy, banking business units such as savings and loans and financing. The theory used as a reference is the opinion of (Haeder & Yackee), (Goo & Heo) and Saravade et al. Data were collected through interviews and documents and then analyzed qualitatively. This study concludes that regulatory policies have caused changes in the types of BUMDes business units developing in Riau province in 2020-2022.

Abstract

Law Number 7 of 2017 Article 1 Paragraph 17 regulates that "the Election Supervisory Body (Bawaslu) as an election organizing institution throughout Indonesia" has the authority to, among other things, supervise the implementation of election stages, receive reports of alleged election/regional election violations, and follow up on findings or reports to authorized agencies. Supervision carried out by independent institutions and community supervision to realize the main objectives of the election itself. This is known as participatory supervision. Participatory supervision is contained in Bawaslu Regulation No. 2 of 2023. This study aims to determine how the implementation of the participatory supervision program of the Pekanbaru City Bawaslu in 2024 and the obstacles faced. This study is a study that uses a qualitative method presented descriptively based on secondary and primary data using data collection techniques through interviews and documentation. The data analysis techniques used are data collection, data reduction, data presentation and drawing conclusions. This study is based on the participatory supervision theory put forward by Suswantoro. The indicators of participatory supervision consist of limited, broad and issue-based participatory supervision models. The results of this study indicate that in the implementation of the participatory supervision program, Bawaslu Pekanbaru City has a superior program, namely the participatory supervision socialization program. There are three types of participatory supervision discussed, namely limited, widespread and based participatory supervision. Each indicator has its own strategy to improve the participatory supervision socialization program. Abstract

Penelitian ini bertujuan mengevaluasi tata kelola parkir di Kota Pekanbaru tahun 2023–2024 dalam perspektif good governance dan New Public Management (NPM). Latar belakang penelitian adalah tingginya mobilitas kendaraan yang menimbulkan masalah parkir liar, ketidakjelasan regulasi, serta kesenjangan antara potensi dan realisasi Pendapatan Asli Daerah (PAD). Penelitian menggunakan pendekatan kualitatif dengan teknik observasi, wawancara mendalam, dan dokumentasi, serta dianalisis melalui reduksi, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan tata kelola parkir masih menghadapi kendala berupa lemahnya kapasitas sumber daya manusia, keterbatasan sarana-prasarana, praktik pungutan liar, dan rendahnya partisipasi masyarakat. Meskipun terdapat upaya peningkatan transparansi melalui digitalisasi dan kerja sama dengan pihak ketiga, implementasi di lapangan belum optimal. Faktor penentu utama adalah kualitas aparatur, pengawasan, konsistensi regulasi, dan kesadaran publik. Penelitian menyimpulkan bahwa tata kelola parkir Pekanbaru belum sepenuhnya mencerminkan prinsip transparansi, akuntabilitas, efisiensi, dan keadilan, sehingga diperlukan reformasi kelembagaan, percepatan parkir digital, serta penguatan partisipasi masyarakat untuk mewujudkan sistem parkir yang tertib, modern, dan berkelanjutan

Abstract

Menjadi salah satu negara kepulauan terbesar di dunia, Indonesia memiliki tingkat kemungkinan terjadinya bencana alam relatif besar, penanggulangan bencana sangat penting untuk diperhatikan berdasarkan kebutuhan daerah dengan panduan dari pemerintah. Penelitian ini membahas tentang Strategi Pemerintah Kabupaten Rokan Hulu Melalui Bpbd Dalam Penanggulangan Bencana Banjir Tahun 2023. Sepanjang data 2023 tercatat dari total 16 kecamatan di Kabupaten Rokan hulu, 14 kecamatan diantaranya terdampak bencana banjir yang artinya 90% dari jumlah kecamatan yang ada dengan jumlah bencana banjir yang terjadi hingga 76 kali. Adapun tujuan dari penelitian ini untuk mengetahui strategi penanggulangan bencana yang digunakan pemerintah Kabupaten Rokan hulu melalui BPBD Rokan hulu Penelitian ini menggunakan metode kualitatif dengan Teknik pengumpulan data adalah Teknik wawancara dan dokumentasi. Hasil penelitian menjelaskan dalam pelaksanaan strategi penanggulangan bencana banjir yang dilakukan sudah optimal berdasarkan kemampuan dan kebutuhan sesuai indikator strategi penanggulangan bencana yakni terbagi menjadi dua bentuk strategi penanggulangan bencan banjir, yaitu strategi structural dan non-struktural, strategi structural sendiri dilakukan dengan dua program yaitu pendidikan kesiapsiagaan menghadapi bencana dan pengerahan tim reaksi cepat (TRC) sedangkan mengenai strategi non-struktural juga terdapat dua program, yaitu penyaluran bantuan masyarakat dan rehabilitasi korban terdampak bencana. Pemerintaha Kabupaten Rokan hulu memilih strategi ini sepanjang tahun 2023 sesuai dengan kebutuhan dan kemampuan yang ada dan dapat dilaksanakan dengan lancer dan mencapai tujuan yang ditetapkan.

Abstract

Political Parties have one important function, namely recruiting competent cadres to determine the continuity of the political system. In 2024 Indonesia will face general elections. In the run-up to the general election in Indonesia, Various phenomena occurred, one of which was the phenomenon of the increasing number of entrepreneurs getting involved or running as legislative candidates. There are arguments that say that businessmen's involvement in politics has a negative impact. This does not only happen in the center of Indonesia's capital city, but also occurs in other regions of Indonesia, one of which is Pekanbaru City. This research purpose is to identify the implementation of political party recruitment Golkar, Perindo, Nasdem and PKS Pekanbaru City for entrepreneurs who are legislative candidates for Pekanbaru City 2024. The theory used is the implementation of candidate recruitment by political parties according to Pippa Norris (Haris et al., 2016) consists of the certification stage, nomination stage and election stage. This research uses a descriptive qualitative approach. Data collection techniques used were interviews and documentation. Research location in Pekanbaru City. The results of this research show that the recruitment process carried out by the political parties Golkar, Perindo, Nasdem and PKS was carried out openly, following the systematics that apply to each party. Registration for each party reached more than 100% of the number required for the party to be registered with the Pekanbaru City General Election Commission. Internal factors owned by entrepreneurs, religious norms and self-values ​​of entrepreneurs, financial resources and motivation of legislative candidates with entrepreneurial backgrounds are internal factors for political parties recruiting entrepreneurs. Meanwhile, external factors include mass support from legislative candidates with entrepreneurial backgrounds and conditions of political change.
